The INWC Welcomes You to the 55th Annual Big Horn Outdoor Adventure Show!
Fishing World is only one of the many great events at this year’s Big Horn Show
Join the Inland Northwest Wildlife Council as they bring the outdoors indoors with over 300 outfitters, guides and sporting products! The 55th annual Big Horn Outdoor Adventure Show is coming to the Spokane County Fair and Expo Center March 19-22!
Established in 1960, the Big Horn Show is one of the old-est and longest continually operated sports and recreation shows in the United States. The 55th Big Horn Show comes with cutting-edge gear, extensive fishing and boat-ing, shooting sports, hunting, backpacking and much more.
With 130,000 sq.ft. of exhibition space, the show boasts a wide array of outdoor oriented vendors, guides and non-profit exhibitors. With over 300 exhibitors you will enjoy seminars, demonstra-tions, and the most current information for outdoor enthusiasts of every kind. There is something for everyone at the Big Horn Show.
This year’s show boasts even more fun than ever. While you’re shopping for great values on hunting and fishing gear, clothing, boats, ATVs and more, you can let the kids enjoy the shooting range, fishing world, archery and this
year’s brand new climbing wall! Don’t forget to check out The Reptile Man, the Great Elk Tour and Trophy Territory! There’s fun for the entire family.
The Inland Northwest Wildlife Council (INWC) officially began in 1951 under the philosophy of volunteer commit-ment to wildlife conservation, educa-tion, ethics and safety. What first started as a small group of outdoor enthusiasts has grown to 500+ families all across Washington State. The INWC is well recognized and respected for their lead-ership and volunteer spirit, dedicating nearly 20,000 annual hours and thou-sands of dollars to worthwhile projects.

Easy Moose LasagnaThis tried and true recipe gets a hunter’s twist by using moose instead of beef.Ingredients• 2 Tbsp olive oil • 1 onion, minced• 2 cloves garlic, minced • 4 mushrooms, sliced• 1 bunch spinach, washed and chopped • 1 (16 ounce) container ricotta cheese• 1 lb ground moose • 1/2 tsp unsweetened cocoa powder• 1/2 tsp brown sugar • 1 (24 ounce) jar marinara sauce• 3/4 cup water • 1 Tbsp dried oregano• 1 Tbsp Italian seasoning • salt and ground pepper to taste• 1-1/2 cups shredded mozzarella cheese • 1/4 cup grated parmesan cheese• 1 (9 ounce) package no-boil lasagna noodles
Directions1. Preheat an oven to 350
degrees F. Lightly coat a 9x13 inch pan with olive oil.
2. Heat oil in a frying pan over medium-high heat. Cook onions and garlic in oil until tender and semi-transparent. Stir in mushrooms, and cook until soft. Remove from heat.
3. In a sauce pan, combine spinach and 1/4 cup water. Cover, and cook over medium heat until wilted. Drain. In a large bowl, mix together spinach, onion mixture, and ricotta cheese.
4. In a frying pan, brown moose meat over medium-high heat, stirring frequently. When the pink color is almost gone, stir in the cocoa and brown sugar. This removes the gamey-ness. Once the meat is well browned, drain to remove excess grease. Stir in marinara sauce and water, and season with oregano, Italian seasoning, and salt and pepper.
5. Ladle enough of the meat sauce into a 9x13 inch baking dish to cover the bottom in a thin layer. Arrange a single layer of oven ready noodles over the sauce. Spread one half of the ricotta cheese mixture over the noodles, and top with some of the tomato sauce and a sprinkle of parmesan and mozzarella cheese. Repeat with remaining ingredients, ending with a generous layer of mozzarella cheese. Cover pan with aluminum foil.
6. Bake for 45 minutes, or until lasagna is hot and bubbly.

OLYMPIA- Deer and elk hunters have until March 31 to enter their name in a drawing for a 2015 multiple-season permit, which can greatly increase their oppor-tunities for success in the field.
In mid-April, the Washington Department of Fish and Wildlife (WDFW) will randomly draw names for 8500 multiple-season deer permits and 1,000 multiple-season elk permits.
Winners of the drawing will be eligible to purchase a special tag allowing them to participate in archery, muzzleloader and modern firearm general hunting seasons for deer or elk in 2015. Winners who purchase the multiple-season elk tag by Aug. 31 can participate in general elk-hunting season in both eastern and western Washington.
Winners also may choose any weapon type when ap-plying for a special permit to hunt deer or elk.
“This is a great opportunity for hunters to ex-tend their hunting season this fall,” said Mick Cope, game manager for WDFW. “Rather than having to choose just one hunting method over another, the multiple season permit allows more flexibility.”
Cope noted that the tags can be used only dur-ing general seasons and in game management units that are open during a modern firearm, muzzleloader, or archery general season. For ex-ample, winners may not hunt during the muz-zleloader general season in an area that is not open for the muzzleloader general season.
Also, hunters can apply only once for each spe-cies and are limited to harvesting one deer or elk.
Hunters may purchase a multiple-season per-mit application at an authorized license dealer,
listed at http://wdfw.wa.gov/li-censing/vendors/, or by calling 866-246-9453. The per-mit application is $7.10 for residents and $110.50 for non-residents.
A 2015 hunting license is not required to submit an application, but win-ners of the drawing must purchase one before they can purchase a multiple-season tag.
Hunting licenses and multiple-season tags can
be purchased from local license dealers, on the Inter-net (http://fishhunt.dfw.wa.gov/) or by calling 866-246-9453. Including transaction fees, multiple-season deer tags cost $139.10 for residents or non-residents, in addition to the cost of an annual hunting license, while elk tags cost $182.00 for residents and nonresi-dents in addition to the cost of an annual hunting li-cense. For more information, visit WDFW’s website at http://wdfw.wa.gov/, or call the licensing department at 360-902-2464.
Hunters Have Until March 31 to Apply for Multiple-Season Permits

12 • March 2015 Inland Northwest Wildlife Council’s
In recent decades, the spread of aquatic invasive spe-cies (AIS) has become a growing concern in Washing-ton state, the nation, and throughout the world. Many
of these AIS – notably zebra and quagga mussels – can inflict serious damage on native fish populations, the aquatic environment, and public infrastructure such as dams and irrigation systems.
A 2010 report by the Independent Economic Analysis Board prepared at the request of the Northwest Power and Conservation Council concluded that an infesta-tion of zebra or quagga mussels in the Columbia River drainage system could cost hundreds of millions of dollars a year in damages and mitigation.
In 2005, state lawmakers established the Aquatic In-vasive Species Prevention and Enforcement Program (AIS program) to “prevent the introduction or spread of these aquatic invasive species into our state waters.” This report describes the actions taken – and challeng-es faced – by the state’s AIS program to meet that man-date during the 2011-13 biennium.
The AIS program is administered through a coopera-tive agreement between the Washington Department of Fish and Wildlife (WDFW) and the Washington State Patrol. Creation of the AIS program consolidat-
ed and formalized the AIS work the department had been conducting since 1998, and is now codified under Chapter 77.135 RCW. The current program is funded primarily through a $2 fee on annual recreational wa-tercraft registrations. Of that amount, $1.50 supports prevention actions and $0.50 supports enforcement ac-tions under the AIS program.
To meet its legislative mandate, the program partners with a number of state and regional AIS-prevention organizations, including the Washington Invasive Spe-cies Council, the national Aquatic Nuisance Species Task Force’s Western Regional Panel, the 100th Merid-ian Initiative’s Columbia River Basin Team, and the Pa-cific Northwest Economic Region alliance.
Since 2007, WDFW has reported to the Legislature on the status of the AIS program every biennium, as his-torically required under RCW 43.43.400(4) and RCW 77.12.879(4). This report for the 2011-13 biennium, is posted on the department’s website at http://wdfw.wa.gov/ais/.

Highlights of 2011-13 bien-nium
• Watercraft inspections: The AIS team inspected more than 27,373 watercraft for aquatic invasive species dur-ing the biennium. Of that number, 83 were found to be carrying aquatic invasive species – including 19 with zebra and quagga mussels. All those watercraft were decontaminated. As in previ-ous years, no zebra or quag-ga mussels were detected in Washington waters during the 2011-13 biennium.
• Tsunami debris: On June 15, 2012, members of WDFW’s AIS team responded to re-ports of a boat at Long Beach that was ultimately found to have 30 non-native marine species aboard. The 21-foot skiff was the first of dozens of pieces of debris – ranging from barnacle-encrusted floats to a 65-foot dock – to reach the Washington coast after a 9.0-magnitude earthquake and resulting tsunami devastated the eastern coast of Japan in March 2011. Under the multi-agency Wash-ington State Marine Debris Response Plan, the AIS team had the primary responsibility for assessing and con-trolling risks from invasive species that washed ashore with the tsunami debris.
• New Zealand mudsnails: The AIS team investigated and documented six new infestations of these invasive mudsnails – five in King County and one in Clark County. In each case, the team organized stakeholder meetings with agencies, tribes, and other con-cerned parties to determine how best to contain – and potentially eradicate – those infestations. Previously the only confirmed infestations in Wash-ington state were at the mouth of the Columbia River and in Olympia’s Capitol Lake.

A Supplement of
Falconry is the art of training raptors to hunt in coop-eration with a human and the sport of actively pursu-ing wild quarry with a trained raptor. A person who hunts with a raptor is called a falconer. Raptors (fal-cons, eagles, hawks and owls) have always held a spe-cial place in the lives of humans. Raptors instinctively know how to hunt. The training of a bird for falconry is to allow her to accept a falconer as a partner in the hunt.
It is an ancient art and some believe that falconry may be the world’s oldest sport. Long before guns, people used birds of prey to obtain fresh meat. The first time people used raptors for hunting was as early as 2000 B.C and probably in Asia. In the early 1900’s, the sport of falconry reached the United States. Falconry is now regulated in the same manner as other forms of hunt-ing. Laws govern the numbers and species of birds taken from the wild, how many a falconer may possess, when and how they may be taken, and who may pos-sess them.
Today’s falconers are not only sports men and wom-
en, they are c o m m i t t e d conservation-ists. Falconers played a large part in the peregrine fal-con’s come-back from the brink of extinction, and every raptor used in falconry has sta-ble and increasing populations. Many falconers are involved in propagation and rehabilitation to further the welfare of raptor populations. USFWS permits are required to breed raptors (see: http://www.fws.gov/pacific/migratorybirds/permits.html). Many falconers dedicate their time educating children and adults, such as Boy Scouts and service clubs, about raptors and the need to protect them.

reationist. It is a time consuming, dedicated way of life. Falconry is a demonstration of the predator/prey rela-tionship where people witness and participate in na-ture, close-up and in action.
The regulation of the sport and the self-policing by the falconry community keep the birds in high-quality care. Falconers know the extreme importance of caring for their birds properly and will assist those in their community whom they feel need help. The raptors are animal athletes and falconers strive to keep their birds in top condition.
When falconers fly their bird, these raptors are free-flying and may leave if they choose. Falconers some-times attach tiny radio-transmitters on their birds in the field to monitor their location and safety. Some birds do leave, some become lost, although the vast majority voluntarily return to their falconer partner. Additional-
ly, when wild birds are captured, they are young and in their first year. In the wild, about 70% of first-year birds die. Falconers get the fledgling bird safely through its first year, and often release it back to the wild in better condition than when they took it. Environmental im-pact studies consistently show that falconry has abso-lutely no negative impact on wildlife populations.
According to Federal law, all states that allow legal falconry are mandated to submit falconry regulations to the U.S. Fish and Wildlife Service that meet federal regulation standards. Washington State has submitted qualified regulations approved and certified by the U.S. Fish and Wildlife Service. The WDFW issues the permits and regulates this sport and remains in contact with the falconry community. No one under any cir-cumstances may keep a raptor as a “pet.” Only licensed falconers may have birds of prey and these birds must be flown freely and hunted regularly.

The Handy Holder is the invention of

It can be staked down or used with a sand anchor for

Inland Northwest Wildlife Council Executive Direc-tor, Wanda Clifford, has seen a lot of changes at The Big Horn Show over her 23 plus years as a member, board member, past President and as Executive Direc-tor since 2008. As Executive Director of the Wildlife Council, a big part of her responsibilities center on put-ting on “the Show”.
Planning for each year’s Big Horn Show starts liter-ally during the last one. Clifford and other members roam the halls of each year’s events thinking up new ideas to make the next year’s event even better. The Big Horn differs from many other similar shows in that it’s fully put on by the Wildlife Council, a conservation focused non-profit. For them, making it better means guests have a great time enjoying their passion – the outdoors! It also means keeping things fresh, exciting, and family friendly.
The Reptile Man, Scott Petersen, a new act to the Big Horn, will be featured this year. Petersen has per-formed at over 800 schools around the Northwest and has been featured on Disney’s “Bill Nye – The Science Guy”. His show has been called exciting for all ages. Another new addition is the climbing wall, sponsored
by online college, WGU. It’s located by the rifle range in Ag C Building.
The biggest change to this year’s show is the opening of Bay 4 as a new themed building, “At the Lake”.
“We decided to open Bay 4 for a few reasons,” Clifford said. “The show has grown so much and there was quite a demand
by exhibitors. But we wanted to do something cool for our guests. A themed building sounded fun and a good way to make the experience great.”
It wasn’t as easy as just opening Bay 4 and plugging in vendors. Leonard Wolf has been in charge of the Council’s Sportsman Lounge Committee for a decade. The Sportsman Lounge is a popular attraction – espe-cially during Gonzaga basketball games. It was time for a change. Wolf put in countless hours to work on ideas to take the Sportsman Lounge to the next level as an attraction. One idea was to move it to Bay 4, another was a partnership with the Black Diamond Ale House.
“We moved the seminars into a space more befitting for them and moved Sportsman Lounge to Bay 4, with a bit more room. By partnering with the Black Dia-mond Ale House we can accommodate those exciting Gonzaga games, offer craft beer, and make it a better overall experience,” Clifford said.
Council Member and volunteer Rob Holman, worked with Clifford and Wolf to bring the new “At the Lake” Bay 4 together.
NorthwestFishingReports.com, a fishing report web-site and online media company, sponsored the “At the Lake” theme. Formerly www.WashingtonLakes.com, they chose the Big Horn Show to announce their new name. Other vendors to be found “At the Lake” include Tobler Marina, REEL Cameras, Upper Colum-bia Guide Service, Knight EZ Dock, West Side Power-sports, and more.
“The show is growing. It’s bigger and better than ever,” Clifford said.
Owed in no small part to the great work by Clifford, Wolf, and the many, many tireless Wildlife Council members and volunteers who work on the show each year.
