OPENING PLENARY
Mr. Angel Gurría Secretary General, OECD
Born on 8 May 1950, in Tampico, Mexico, Angel Gurría came to the OECD
following a distinguished career in public service, including two ministerial
posts. From December 1994 to January 1998 he was Mexico‟s Minister of
Foreign Affairs and from January 1998 to December 2000 he was the minister of
Finance and Public Credit. As OECD Secretary-General, since June 2006, he has
reinforced the OECD‟s role as a „hub‟ for global dialogue and debate on
economic policy issues while pursuing internal modernization and reform. Next
to this,Mr. Gurría is an active participant in various international not-for-profit
bodies, including the Population Council, based in New York, and the Center for
Global Development based in Washington. He is a member of the International
Advisory Board of Governors of the Centre for International Governance Innovation, based in Canada, and
was the first recipient of the Globalist of the Year Award of the Canadian International Council to honor
his efforts as a global citizen to promote trans-nationalism, inclusiveness, and a global consciousness. Mr.
Gurría holds a B.A. degree in Economics from UNAM (Mexico), and a M.A. degree in Economics from
Leeds University (United Kingdom). He speaks Spanish, French, English, Portuguese, Italian and German.
Dr. Mahmoud Mohieldin Minister of Investment, the Arab Republic of Egypt
Dr. Mohieldin was born in Egypt in 1965. He received his Bachelor of Science
in Economics, with highest Honors, First in Order of Merit, from Cairo
University, Egypt. In 1989 he received a Diploma in Quantitative Development
Economics, from Warwick University, England and in 1990, he received a
Master of Science in Economic and Social Policy Analysis from University of
York, England, and in 1995, he received his Ph.D. in Economics from University
of Warwick, England. Dr. Mohieldin has been the Minister of Investment of the
Arab Republic of Egypt since 2004 and is a Member of the General Secretariat
of the National Democratic Party, the majority Party in the Arab Republic of
Egypt. In addition he is a Professor in Financial Economics, Faculty of
Economics and Political Science, Cairo University. Dr. Mohieldin holds leading
positions in numerous think tanks, research centers and academic institutions. He has worked as an
Economic Advisor to the Minister of State for Economic Affairs from 1995 to 1997; Senior Economic
Advisor to the Minister of Economy & Foreign Trade from 1997 to 1999; and Senior Advisor to the
Minister of Foreign Trade from 1999 to 2002. He has served as a Member of several Boards of Directors.
Dr. Mohieldin has published several papers and studies in the areas of Financial Economics, Financial
Reform, Prudential Regulation, Trade in Services, Globalization, Exchange Rate and Monetary Policies,
Corporate Governance and Competition Policy.

Dr. Ibrahim Assane Mayaki Chief Executive Officer, NEPAD
Mr. Ibrahim Assane Mayaki of the Republic of Niger is the new Chief Executive
Officer of the Secretariat of the New Partnership for Africa's Development
(NEPAD), headquartered in Midrand, South Africa. Mr. Mayaki, born in 1951,
holds a Masters degree from the National School of Public Administration
(Enap), Québec, Canada and a PhD in Administrative Sciences from the
University of Paris I, France. He worked as a Professor of Public Administration
in Niger and Venezuela. Between 1996 and 1999 he was successively appointed
Minister in charge of the African Integration and Cooperation and Minister of
Foreign Affairs. In November 1997, he was appointed Prime Minister, a function
he held until January 2000. In August 2000, he set up the Analysis Centre for
Public Policy. He is the author of the book entitled "Quand la caravane passe..."
relating his political career. From 2000 to 2004, Mr Mayaki was a guest Professor at the University of
Paris XI. In 2004, he was appointed as the Executive Director of the Platform in support of Rural
Development in West and Central Africa, the Rural Hub, based in Dakar, Senegal, from where he was
recruited as NEPAD CEO.
Marco Vinicio Ruiz-Gutiérrez Minister for Foreign Trade, Costa Rica
He is an Industrial Engineer graduated from Universidad de Costa Rica (UCR),
obtained his Masters degree in Business Administration from New York
University (NYU). He has developed business activities in the fields of agro-
industry, technology and agriculture. Marco Vinicio Ruiz has had an outstanding
performance as a leader of the business sector at local, regional and continental
levels. He has served in many high-profile positions, both at national and
international level. He has participated actively in the coordination of
negotiations of trade agreements with Mexico, Dominican Republic and Chile.
As a President of the National Business Council for the Free Trade Agreement
between Central America and United States (CONCAUSA, in Spanish) and the
Central American Business Council, he coordinated the participation of the Costa
Rican private sector in CAFTA negotiations. He has been an international advisor for the private sector of
Ecuador in negotiations of Free Trade Agreements between Andean countries with United States. He has
served in several working groups both at governmental and legislative levels and published a wide variety
of articles about foreign trade-related policies in national and business fields. He has received several
accolades, among which – on behalf of the Costa Rican Solidarity Movement – Solidarity Businessman of
the Year. The Costa Rican Chamber of Commerce granted him the Commercial Award of Merit. The
Costa Rican Chamber of Food Industries granted him the Award for Industrial Effort. The Central
American Federation of Chambers of Industries acknowledged his contribution to the CAFTA negotiation
process.

Carolyn Ervin Director, Directorate for Financial and Enterprise Affairs, OECD
Carolyn H. Ervin is the OECD Director for Financial and Enterprise Affairs
(DAF). Her Directorate helps governments to improve the domestic and global
policies that affect business and markets. It works in the fields of anti corruption,
corporate governance, competition law and policy, investment, financial markets,
insurance, private pensions and private sector development. OECD member
governments are the principal clients, but the Directorate and its committees also
have extensive relations with non-OECD countries that wish to improve their
economies and become more integrated in the global economy. The Directorate
and its committees also engage in extensive consultations with business, labour,
professional communities and civil society in order to enrich their work and build
constituencies for it. During over twenty years at the OECD, Carolyn Ervin has
held posts in several areas. She was director of the secretary-general’s office from 2000 to 2005. As
counselor in DAF in the 1990s she led the project to negotiate the OECD Anti-Bribery Convention and
was a main drafter of the OECD Jobs Study. During the 1980s and 1990s she handled programme and
budget issues in the secretary-general’s office, and helped to set up the Centre for Co-operation with the
Economies in Transition. Prior to joining the OECD Carolyn Ervin spent six years in the United States
diplomatic service. Carolyn Ervin is a U.S. citizen. She has a B.A. and an M.A. in Economics from
Stanford University. She is married and has one daughter.
Dr. Karl P. Sauvant Executive Director, Vale Columbia Center on Sustainable International Investment
Dr. Karl P. Sauvant is the founding Executive Director of the Vale Columbia
Center on Sustainable International Investment, Senior Research Scholar and
Lecturer in Law at Columbia Law School, Co-Director of the Millennium Cities
Initiative, and Guest Professor at Nankai University, China. Until July 2005,
Dr. Sauvant was Director of the United Nations Conference on Trade and
Development's (UNCTAD) Division on Investment, Technology and Enterprise
Development (DITE), the focal point in the UN system for matters related to
foreign direct investment (FDI) and technology, as well as a major interface with
the private sector. While at the UN, he created, in 1991, the prestigious annual
World Investment Report, of which he was the lead author until 2004. He is the
author of, or responsible for, a substantial number of publications on issues related to economic
development, FDI and services. In 2006, he was elected an Honorary Fellow of the European International
Business Academy. He received his Ph.D. from the University of Pennsylvania in 1975.
James Zhan Director of the Investment and Enterprise Division (UNCTAD)
Mr. James Zhan is Director of the Investment and Enterprise Division at United
Nations Conference on Trade and Development (UNCTAD). The Division under
his direction is the focal point in the United Nations System dealing with
investment and enterprise development issues. It conducts research and policy
analysis, builds international consensus among 193 countries and provides
technical assistance to institutions in over 150 countries. Mr. Zhan provides
overall guidance and management to the key programmes/products including
World Investment Report, FDI/TNC statistics, FDI study series, investment
policy reviews, investment promotion and facilitation, international investment
agreements, World Investment Forum, international standards for accounting and
reporting, entrepreneurship training, corporate social responsibility, and

intellectual property. Mr. Zhan has over 20 years of international and national experience in the area of
investment and enterprise development. This includes advising many governments in formulating
investment policies and building investment promotion capacities, facilitating intergovernmental
conferences and negotiations, and leading a number of research and policy analysis projects. Mr. Zhan
holds a PhD degree in international economics, and was research fellow at Oxford University. He is author
(or co-author) of a number of books and articles on economic and legal issues.
Jeremy Gaunt has been Reuters European Investment Correspondent, based in
London, since 2002. Prior to that he was bureau chief for Greece and Cyprus, in
Athens, senior EU correspondent in Brussels and a financial reporter in
New York. Before joining Reuters in 1990, he covered U.S. politics and culture
for The Economist and was a reporter for Congressional Quarterly in Washington
D.C., specializing in elections. He won State Street's Investment Correspondent
of the Year in 2006.

Sedat Aybar, Assoc. Professor of Economics, BSc. (Econ), MA (London), PhD
(London), is the Head of Economics Department and the Director of Middle-
eastern and African Studies Centre at the Kadir Has University in Istanbul. He
taught, researched and published on a variety of topics that includes, International
Economics, Banking and Finance in Economic Development, Development
Economics, Central Bank Independence, African economies and Turkey. He has
worked as a consultant to the Asian Development Bank (ADB), Overseas
Development Agency (ODA) and the UNDP. He is the Director of joint
Executive MBA Program of Kadir Has University with Fordham University of
New York. He teaches distant study courses at graduate level at University of
London’s, Centre for Finance and International Management (CeFiMS). He has
also worked for the Economist Intelligence Unit (EIU), in London, England. He is currently the country
team leader (Turkey) for a joint research project, Emerging Markets Global Players (EMGP) with the Vale
Columbia Centre of the Columbia University in New York.

Fernando Cepeda Ulloa has been Ambassador before the OAS in Canada and in
the United Kingdom; Colombian Permanent Representative before the United
Nations; Minister of Government, of Communications, and Plenipotentiary
Minister in Washington and Business Responsible; Vice-minister for Economic
Development; Chancellor in charge and Vice-chancellor of the Universidad de
los Andes; Director and Professor, Department of Political Science; and Director
of the Centre for International Studies.

Jeremy Clegg Head of International Business Division, University of Leeds Business School
Is Jean Monnet Professor of European Integration and International Business
Management at Leeds University Business School, University of Leeds. His chair
is supported by the European Commission.
His research interests include the determinants of foreign direct investment by and
into developed and developing countries, and the impact of foreign-owned firms
on the productivity and performance of firms in developing countries, particularly
China. He is leading a project on outward foreign direct investment by Chinese
firms in the UK and the EU, and has recently been working on an Engineering and
Physical Sciences Research Council (EPSRC) research project on the
determinants of productivity, and international productivity differences in
services. Previously he held appointments at the universities of Bath, Reading, Swansea and Exeter.
He recently spent seven months as a visiting fellow at UNCTAD (the United Nations Conference on Trade
and Development) in Geneva, working with the team that produces the annual World Investment Report,
on a collaborative project to investigate the impact of national policy changes, such as regulatory changes
and regional integration, on the international investment behaviour of firms and the international flow of
foreign direct investment. He served as Chair of the Academy of International Business, United Kingdom
& Ireland Chapter, from 2001 to 2007.
Karim Dahou Executive Manager, NEPAD-OECD Africa Investment Initiative, OECD Secretariat
Mr Karim Dahou was named Executive Manager of the NEPADOECD Africa
Investment Initiative in July 2008. Mr Dahou is responsible for the operational
leadership and management of the Initiative: defining its strategic aims and
objectives; directing its high level meetings; and overseeing core activities,
including country investment reviews. Before joining the Initiative, he held
several related positions in international trade and investment, notably in Africa.
He has previously served as a senior advisor to the Africa Partnership Forum
Support Unit, where he worked on investment in Africa in the framework of the
German G8 Presidency. Mr Dahou has also previously served as the Chief of
Staff to the Executive Secretary of the Pan-African NGO Enda, where he also
launched and managed the policy think-tank Diapol. He is a graduate of the Paris
Institute of Political Studies (Sciences Po) and holds a Masters degree in law from La Sorbonne University.
Stephan J. Dreyhaupt Head of Research & Knowledge, Multilateral Investment Guarantee Agency (MIGA), World Bank Group
Stephan J. Dreyhaupt is the Head of Research & Knowledge at the Multilateral
Investment Guarantee Agency (MIGA) of the World Bank Group. Stephan has
over 15 years of professional experience with international finance institutions,
having advised governments in more than 40 member countries as well as worked
with corporations engaged in foreign direct investment across a broad range of
issues related to investment climate, risk mitigation and knowledge
dissemination. Prior to joining the World Bank Group, Mr. Dreyhaupt worked
for the German federal investment promotion program based in New York
(NYC), the World Trade Center Vancouver (Canada), and a strategic consulting
firm in Berlin (Germany). Mr. Dreyhaupt holds a PhD in International Economics
from the European Business School, an MBA from the Technical University
Berlin and an MA from Johns Hopkins University (SAIS).

Haruo Funabashi Visiting Professor, Hitotsubashi University, Graduate School of International Corporate Strategy. CEO, SIRIUS INSTITUTE Inc.
Mr. Funabashi served as a government official for thirty-three years after he
graduated from the Faculty of Law at the University of Tokyo. He joined the
Ministry of Finance in 1969. Mr. Funabashi has served as Deputy Vice-Minister
of Finance for international affairs, Deputy Commissioner, National Tax
Administration, Secretary-General, Securities and Exchange Surveillance
Commission, Vice-Minister of Land, Infrastructure and Transport. He founded
the SIRIUS INSTITUTE Inc., a think tank in the field of business ethics and
economic ethics in 2003. He is the author of many books on history and
philosophy, including: “Landscape with the Fall of Icarus” (1983); “The
window at the Age of Isolation, Nagasaki 1569-1868” (1986); “A Journey
toward the Native Land of Japanese Economy” (2000); “Japanese wisdom and
Economic ethics” (2001); “The secret of long-lived Japanese companies” (2003); “The Sirius Method – A
methodology to strengthen the power against corporate irregularities” (2007) etc ( in Japanese ). More
recently he published “Timeless Ventures – 32 Japanese companies that imbibed 8 principles of longevity”
by TATA McGrawhill (in English).
Kathryn Gordon Head of the Freedom of Investment unit, OECD
Kathryn Gordon is a senior economist in the Investment Division of the
Organisation for Economic Cooperation and Development (OECD). Kathryn is
currently working on the role of national security and of emergency responses to
financial crisis in international investment policy. Earlier, she was one of the
main Secretariat participants in the negotiations that led up to the successful
review of the OECD Guidelines for Multinational Enterprises and was
responsible for OECD research on corporate responsibility. In earlier positions at
the OECD, she dealt with fiscal, tax and regulatory issues. Prior to taking her
position at the OECD, Kathryn was a professor at a French business school
(École Supérieure des Sciences Économiques et Commerciales). She is a US
citizen and has been a resident of France for more than 20 years. She obtained a
PHD and an MBA-Finance from the University of California, Berkeley before moving to France.
David Hallam Deputy Director, Trade and Markets Division, United Nations Food and Agriculture Organisation
David Hallam is Deputy Director of the Trade and Markets Division at the
United Nations Food and Agriculture Organisation in Rome where he leads
work on agricultural commodity market analysis, agricultural trade and
development issues and food and agricultural trade policy. He has recently
completed a major study on the 2007-2008 food price hike. He is now leading
FAO's work on international investment in agriculture and has written
extensively on this subject. He is leading FAO’s collaboration with the World
Bank, UNCTAD and IFAD on the development of international guidelines for
international agricultural investment, especially investment in land in
developing countries. He is the editor of FAO’s flagship publication The State
of Agricultural Commodity Markets and is Secretary of the Committee on
Commodity Problems. Before moving to FAO in 1999, he taught Agricultural Economics in the University

of Reading, England specialising in analysis of agricultural commodity markets and policy. He was also
Director of the Centre for Agricultural Strategy in the University, an independent research centre analyzing
agricultural policy issues for governments. He has written numerous books and articles on agricultural
commodity markets, trade and development and was Editor of the Journal of Agricultural Economics.
Before moving to FAO he was a regular consultant for the OECD, World Bank, governments and the
private sector on international food markets and policy. He was educated at the Universities of Oxford and
Reading. David Hallam was born in Leeds, England in 1953.
Seev Hirsch is emeritus professor of international business at Tel Aviv
University. He was Jaffe Professor of International Trade at the Leon Recanati
Graduate School of Business Administration since 1981. He joined Tel Aviv
University in 1965, after getting his MBA and doctorate from the Harvard
Business School in Boston. He was the Recanati School's second dean. Prior to
becoming an academic he was a member of Kibbutz Maagan Michael. He studied
economics and statistics at the Hebrew University of Jerusalem. After retiring
from Tel Aviv University he founded and was head of the MBA program of the
College of Management, at Rishon Lezion. In recent years, he has been directing
a series of courses on entrepreneurship and industrial management for Arab and
Jewish university graduates. The program sought to promote entrepreneurship, export oriented industrial
development and business cooperation between Arab and Jews. By 2008, over 230 students, including
more than 70 Arabs, participated in the program. Several have established their own businesses. Dr. Hirsch
has served on a number of public committees. During the 'eighties he served on a panel, advising the
minister of finance on economic aspects of the Middle East peace process. Dr. Hirsch has published
numerous books and articles on international trade, investment and business, on the economic relations of
the European Community with small outsiders and on economic aspects of the Middle East peace process.
Mr. Toru Homma has a long career in industry, trade, investment and private
sector development in Africa and Asia. Currently he is working for Japan
International Cooperation Agency (JICA) as the Advisor in the Industrial
Development Department of its Headquarters and as the Regional Advisor on
Trade, Investment and Private Sector Development in the Regional Strategic Unit
for Africa, based in Nairobi, Kenya. He is involved in various technical
cooperation projects and policy dialogues of JICA on investment and industry
throughout the African continent.
Since 2006 until recently (June 2009), Mr. Homma worked for the OECD
Secretariat and served as the Project Manager of the NEPAD-OECD Africa
Investment Initiative in the Investment Division of the Directorate for Financial
and Enterprise Affairs of the OECD. He has contributed to launching and shaping up the Initiative as one
of the most prominent forums of African investment policy community together with his African partners
and his colleagues in OECD.
Before taking up the position in OECD, Mr. Homma has experienced several relevant positions during his
career in relation to Japan’s bilateral technical cooperation since 1993, including i) Assistant Resident
Representative on Trade, Investment and Industry Promotion in JICA Indonesia Office for 3 years, ii)
Expert on SME Development in a JICA supporting industry development project in Indonesia for 3 years,

Mr. Homma has a Master of Science degree in Industrial Strategy and Trade Policy from the Institute for
Development Policy and Management, University of Manchester, UK, and a Bachelor of Engineering degree
in Administrative Engineering from Keio University, Japan.
Peter Kusek is Investment Policy Officer at the World Bank Group’s Investment
Climate department. He leads the Investing Across Borders indicators project,
which benchmarks the ease of establishing and operating a foreign-owned
business in countries across the world. His areas of specialty include regulatory
and administrative barriers to investment, investment law and commercial
arbitration. Prior to joining the World Bank Group, Mr. Kusek worked on small-
enterprise development in Bangladesh and microfinance in Tanzania. He also
served as Deputy Program Director at the Center for Strategic and International
Studies (CSIS), where he worked on economic policy reform and implementation
in the transition economies. Mr. Kusek holds a Master in Public Affairs (MPA)
degree from the Woodrow Wilson School of Public and International Affairs at
Princeton University, where he specialized in Economic Policy and International Development.
Alexey V. Kuznetsov was born in 1978 in Moscow. He graduated from the
Moscow State University in 2001 (diploma in economic geography with
honours). In 2003 he became a PhD in economics (kandidat nauk) at the Institute
of World Economy and International Relations (IMEMO) of Russian Academy
of Sciences and joined the staff. In 2008 Kuznetsov became the youngest Russian
professor (doktor nauk) in the field of world economy. Kuznetsov has been the
head of the Section for EU studies since 2006 and the head of the Center for
European studies at the IMEMO-Institute since 2009. He is a member of the
Academic Council of IMEMO and a member of the Dissertation Council in the
field of world economy by IMEMO. Kuznetsov is the author of several books
and more than 90 articles (mainly in Russian but also in English). He has taken
part in various Russian and international scientific projects. At the moment he is a team-leader of the
Russian Humanitarian Fund project “The influence of Russian investment expansion on Russian image in
Europe”. Main fields of his research are European FDI, Russian multinational enterprises, Russian foreign
economic relations, economy of the EU and especially Germany, regional policy. Kuznetsov became “Best
economists of the Russian Academy of Sciences” prize winner in 2004. Also he received a grant of the
Russian Federation President for young PhD in 2005 and the Russian Academy of Sciences medal for his
book “Internationalization of Russian economy: an investment aspect” in 2007.

Mr. Lalonde holds a master's degree in law from the Université de Montréal, as
well as a master's degree from Oxford University (M.A.OXON.) and a Diplôme
d'études supérieures en droit (D.E.S.D.) from the University of Ottawa. In 1971,
he was appointed Queen’s Counsel by the Governor General of Canada. Policy
Advisor to the Prime Minister Lester B. Pearson, 1967-1968. Principal Secretary
to Prime Minister Pierre E. Trudeau, 1968-1972. Elected Member of Parliament
and appointed Minister of Health and Welfare (1972-1977). Between 1972 and
1976, was Minister Responsible for Sport. Between 1974-1979, assumed the
additional portfolio of Minister Responsible for the Status of Women. In 1977,
appointed Minister of State Responsible for Federal-Provincial Relations. In
1978, appointed Minister of Justice and Attorney General for Canada. In 1980,
appointed Minister of Energy, Mines and Resources. In 1982, appointed Minister of Finance. He
terminated his mandate as Minister of Finance on September 17, 1984 and on October 1st, became partner
at Stikeman Elliott LLP, with offices in Montreal, Toronto, Ottawa, Calgary, Vancouver, New York,
London, and Sydney. Between 2003 and 2006, he served as senior counsel to that firm, practicing more
particularly international commercial arbitration and mediation. On 1 July 2006, he terminated that
arrangement and now acts as sole practitioner. Chairman of the Council of Governors, Canada-Chile
Chamber of Commerce (1995-present). Vice Chairman of the Canadian German Chamber of Industry and
Commerce Inc. (2002-2005). Co-chairman of the Canadian-German section of Atlantik-Brücke (2001-
2005).
As the World Bank’s Agribusiness Team Leader, Mr. Lamb manages the global
Agricultural and Rural Enterprise program in the anchor Agriculture and Rural
Development Department. This program subsumes various multi-country
initiatives: “Mainstreaming Agri-food Standards”, “Rural Investment Climate”,
“Doing Business in Agriculture”, “Responsible Agro-investment”, and “Regional
Agribusiness Trade & Investment in SE Asia”. He also represents the Bank
before the WTO SPS Committee and Standards and Trade Development Facility.
Prior to joining the Bank, Mr. Lamb acquired more than twenty years’
experience in the consultancy firms Chemonics International and Abt Associates,
where he specialized in non-traditional exports, competitiveness, market
information, value/supply chain approaches to agroenterprise, and private
agricultural and trade organizations. Over an eight-year period he served as Team Leader in Guatemala for
the USAID-funded Central America-wide Non-traditional Agricultural Export Support project, which
catalyzed and solidified that region’s role as supplier of winter-season fresh and processed produce to
North America and Europe. For seven years he operated his own fresh produce sourcing operation in Latin

Karin Millett Head, Investment Generation, Vienna Office, Investment Climate Advisory Services, World Bank Group
Karin Millett has been Head of the Vienna Office of the Investment Generation
practice of the World Bank Group’s Investment Climate Advisory Services since
March 2008. In that capacity, she is responsible for leading and managing work
of a team of specialists providing advice and assistance to countries in the region
of Eastern and Southern Europe and Central Asia to support improved policies,
conditions and strategies to attract and retain productive cross-border investment.
Her areas of specialization include foreign direct investment, economic
development, mining and infrastructure, local governance and decentralization.
Her undergraduate studies were completed in Ireland and Germany. She holds
Ph.D. and MA degrees from the University of Denver in the USA, and a post-
graduate diploma in economics from the University of London. Dr. Millett joined
the World Bank in 1995, first as a Manager and subsequently as a Director of the Multilateral Investment
Guarantee Agency, in charge of the global technical assistance and advisory services focusing on foreign
direct investment. Later, as a Director of the World Bank Institute (WBI) she was responsible for global
knowledge and learning products that included analytical work on knowledge economies and knowledge
for development. Dr. Millett served as the Director of the Joint Africa Institute (a joint World
Bank/IMF/African Development Bank Institute to support policy related training) for three years, ending in
September 2007. Immediately prior to taking up her current position, she served briefly as Senior Advisor
to the Vice President of the World Bank Institute.
Theodore H. Moran Non-resident Senior Fellow, Peterson Institute of International Economics
Theodore H. Moran holds the Marcus Wallenberg Chair in International Business
and Finance at the School of Foreign Service, Georgetown University, where he
teaches and conducts research at the intersection of international economics,
business, foreign affairs, and public policy. His most recent books include
Harnessing Foreign Direct Investment for Development: Policies for Developed
and Developing Countries, Center for Global Development, 2006. Does Foreign
Direct Investment Promote Development?, editor, with Magnus Blomstrom,
Stockholm School of Economics and Edward Graham, Institute for International

appointed Counselor to the Multilateral Investment Guarantee Agency (MIGA) of the World Bank Group.
In 2002 Dr. Moran was named Chairman of the Committee on Monitoring International Labor Standards
of the National Academy of Sciences. Professor Moran received his PhD from Harvard in 1971. He is a
Non-Resident Senior Fellow at the Peterson Institute for International Economics and at the Center for

Pamela Muckosy is Head of Research at Ethical Corporation, a London-based
organisation dedicated to researching, publishing and facilitating corporate
responsibility. She has built her research and management skills while working in
Asia, Africa, North America, South America and Europe. Previous responsibilities
include research and project management for the Overseas Development Agency,
International Development Research Council, International Monetary Fund, United
Nations and various national government aid agencies and leading corporations.
Pamela completed her masters degree at the London School of Economics and
Political Science.
Anant G. Nadkarni Vice-President of the Tata Council for Community Initiatives
Anant Nadkarni is currently Vice-President of Group Corporate Sustainability and
coordinates social, environmental and related initiatives with nearly fifty major
Tata companies. Mr. Nadkarni is certificated in environmental management,
Global Reporting Initiatives and sustainability reporting. He also represents Tata
on several bodies promoting social responsibility and corporate sustainability. He
developed a series of initiatives and helped Tata companies to evolve a common
process and a set of Guidelines on Social Development and Environmental
Management. This resulted in a network of senior level participants across group
companies providing inputs that evolved into a comprehensive “protocol and
leadership model” for corporate sustainability. Owing to the paucity of credible
social indicators, he conceptualized and partnered with the UNDP the Tata Index
for Sustainable Human Development. Mr. Nadkarni has had the opportunity to work in diverse fields,
interact with an extremely interesting and wide variety of people, and assist authorities and citizens to
innovate ways of addressing new challenges in community building. At present he conducts programmes
in CS Leadership and Sustainability for the Tata group, other businesses and institutions. After graduating
with a degree in Economics and Commerce, Mr. Nadkarni took his MDBA from Pune and served for Tata
Motors for 18 years in different capacities in manufacturing, projects and audit. Mr. Nadkarni sought
assignments / sabbaticals with the Center for Development Studies and Activities (CDSA) in Pune and the
Public Affairs Center (PAC) in Bangalore where he developed programs in improving the quality of local
self-governance.
Richard Parry Head of Unit, OECD Centre for Tax Policy and Administration
Richard Parry has been Head of Global Relations in the OECD’s Centre for Tax
Policy and Administration since 2001. His primary role is to encourage global
perspectives in the development and implementation of OECD standards and
guidelines in the tax area, and to provide assistance to developing countries to
strengthen their tax systems.
Previously, Richard was responsible for the development and implementation of
international anti-avoidance rules in the UK Inland Revenue. He has a doctorate in
African development from Queen’s University in Kingston, Canada.

Joachim Pohl Legal and policy analyst, Investment Division, OECD
Joachim Pohl is legal and policy analyst in the OECD Investment Division. His
current assignments include analytical work on policies for responsible investment
in agriculture and monitoring of investment policies for the OECD Freedom of
Investment process and for the G-20. Mr. Pohl joined the OECD in 2003. In his
earlier roles in the Organisation’s Anti-Corruption Division, he assessed
governance and anti-corruption policies in developing countries in Asia, monitored
compliance under the OECD Anti-Bribery Convention, and coordinated the Asian
Development Bank/OECD Anti-Corruption Initiative for Asia and the Pacific.
Before joining the OECD, Mr. Pohl, a German national, taught public and
administrative law at Humboldt University Berlin and MGLU Moscow. He holds a
PhD in law from Humboldt-University and a master’s degree in political science from the University of
Bordeaux.
Mr. Pierre Poret Head of OECD Investment Division
Pierre Poret is Head of the Investment Division, in the OECD's Directorate for
Financial and Enterprise Affairs since 2001. The OECD Investment Division is
responsible for international investment policy, corporate responsibility,
investment for development, international agreements and statistics. Pierre
Poret joined the OECD from the French Ministry of Finance in 1986.
His previous positions at the OECD included principal administrator dealing
with accession of new members and financial aspects of the 1995-98 MAI
negotiations, and deputy-director of the Secretary-General's Office.
Daniel M. Price Senior Partner, Sidley Austin LLP; former Assistant to the US President and Deputy National Security Advisor for International Economics
Daniel M. Price is Senior Partner for Global Issues and a member of the Executive
Committee at Sidley Austin LLP. He works with Sidley lawyers worldwide
advising clients on a wide range of international regulatory, transactional and
policy matters, including global financial regulation, trade and climate change.
He also represents clients in the resolution of international disputes. Mr. Price
rejoins Sidley after serving as Assistant to the President and Deputy National
Security Advisor for International Economic Affairs in the Administration of
George W. Bush. In this role, he was the senior White House official responsible
for international economic issues. Prior to his White House service, Mr. Price was
chair of Sidley’s 50-member International Trade & Dispute Resolution group and
counselled multinational companies, financial institutions and trade associations
on market access, services, investment, CFIUS and sanctions issues and matters arising in
intergovernmental negotiations. From 2002-2007, Mr. Price served by Presidential appointment on the
Panel of Arbitrators of the International Centre for Settlement of Investment Disputes (ICSID), and was a
party-appointed arbitrator in a number of investment disputes. He also serves on the Board of Directors of
the American Arbitration Association. Mr. Price received his B.A. with high honours from Haverford
College in 1977; a Diploma in Legal Studies in 1979 from Cambridge University, where he was an
American Keasbey Scholar; and his J.D. in 1981 from Harvard Law School, where he was Articles Editor

Manfred Schekulin is Director for Export and Investment Policy at the Federal
Ministry of Economics and Labour of Austria, Chairman of the OECD-Investment
Committee, Co-Chairman, South East Europe Compact for Reform, Investment,
Integrity and Growth and Lecturer at the University of Management Studies,
Krems, and at the Vienna University of Economics and Business Administration.
He owns a doctorate in Law, a master in Social and Economic
Sciences/Economics (University of Vienna) and a MBA (Vienna University of
Economics and Business Administration).
Kenko Sone received a B.A. in Law from Hitotsubashi University in March, 1989

Astrit Sulstarova: Economic Affairs Officer, Division of Investment and Enterprise, United Nations

contributing to the analysis of FDI related to transition economies (Eastern Europe, Commonwealth of
Independent States and South-Eastern Europe) mainly for the World Investment Report. He is actively
involved in UNCTAD technical assistance aiming at helping different countries to enhance their

Dr. Stephen Thomsen Senior Economist, OECD
Stephen Thomsen holds a Ph.D. in international economics from the Graduate
Institute of International Affairs in Geneva, Switzerland. Prior to earning his
doctorate, he worked in a research institute in Washington DC and afterwards spent
five years as a Research Fellow at Chatham House in London. He has been
affiliated with the OECD since 1995, both on the staff and as an external
consultant, and is now a Senior Economist in the Investment Division of the
Directorate for Financial and Enterprise Affairs.
Nicolas Véron’s research at Bruegel covers two main areas: financial regulation
and supervision, including banking surveillance and accounting / financial
reporting policy; and interactions between companies and nations, such as
policies to promote or protect “national champions”, regulatory competition
among countries, or public screening of FDI. He has been involved with Bruegel
since its inception in late 2002 and has worked there on a full-time basis since
2005. Since October 2009 he is also Visiting Fellow at the Peterson Institute for
International Economics in Washington DC. Véron’s prior experience is in
public policy and corporate finance, working for the Saint-Gobain Group in
Berlin, Rothschilds in Paris, and as economic aide to the state representative
(Préfet) in Lille, France. Subsequently, corporate adviser to France’s Labour

H.E. Maurice Peter Kagimu Kiwanuka is Uganda’s Ambassador to Switzerland

Organisations in Geneva since July 2009. Prior to his appointment in Geneva, he
was Minister of State for Economic Monitoring, Office of the President and Ex-
Officio Member of Parliament from 2006-2009. From 2002-2006 he was Member
of Parliament for Bukomansimbi Constituency and he was the Bukomansimbi
Constituent Assembly delegate from 1993-1994. He has also worked as
Adminstrative Officer, National Housing and Construction Corporation and
Banking Officer, Bank of Uganda. He holds a B.A. (Hons) Economics of

Dr. Dinesh Bhattarai Nepal's Ambassador/Permanent Representative to the United Nations
Dr. Dinesh Bhattarai has been Nepal's Ambassador/Permanent Representative to
the United Nations including Conference on Disarmament (CD) and International
Organizations since 26 November 2007. He is accredited to the World Trade
Organization in Geneva, Food and Agricultural Organization (FAO) in Rome and
United Nations Industrial Development Organization (UNIDO) in Vienna. Dr.
Bhattarai is also concurrently accredited as Ambassador to the Swiss
Confederation, Republic of Italy and the Republic of Croatia. He joined the
Nepalese Diplomatic Service in April 1983. He served as First Secretary (Political
Affairs) at the Embassy of Nepal in New Delhi from 1991-1994, and Deputy Chief
of Mission at the Embassy of Nepal in Washington D.C. from 1998-2003. Dr.
Bhattarai has worked in various capacities in Divisions of Protocol, Europe and

Joaquim Fonseca Permanent Representative of the Democratic Republic of Timor-Leste to the United Nations Office
Joaquim Fonseca is the Permanent Representative of the Democratic Republic of
Timor-Leste to the United Nations Office and other International Organizations at
Geneva since January 2009, with concurrent accreditation as Ambassador to the
Swiss Confederation. Prior to this post, Mr. Fonseca held various positions within
the Government Timor-Leste, and was actively involved with civil society
organizations both prior to and after the independence of Timor-Leste. Between
September 2007 and December 2008, Mr. Fonseca was the advisor to the Prime
Minister on Civil Society. In this position, while devising policies and facilitating
the process to strengthen the relationship of cooperation between Civil Society
and the Government, Mr. Fonseca was engaged in the process of negotiation to
resolve the conflict which stemmed out of the dismissal of half of the country’s Defense Force in 2006.
Working directly with the Prime Minister, Mr. Fonseca was a key player in process of reintegration of the
former militaries, thereby bringing a peaceful solution to the crisis which held the country hostage for over
two years. In the area of human rights, Mr. Fonseca has held the position of Human Rights Adviser for the
Government and was leading the development Timor-Leste’s first human rights treaties reports. Mr.
Fonseca was a human rights activist holding a senior position in one of the main human rights
organizations in Timor-Leste and played a significant role in the engagement of civil society during the
development of the Timorese Constitution.
