    We are also grateul or the eedback that we havereceived rom not only Blantyre City residents, butrom ar since the Magazine is distributed nation-wide and we are not even surprised that we receivedrequests or copies rom across the borders. Tisdemonstrates confidence that you have bestowed onus.

    We will not be doing justice i we dont expressour gratitude that we have been named as the mostimproved public institution in giving out inormationto the public by the Media Institute o Southern Ari-ca (Malawi Chapter). In act, we are on position twoas the most open institution. We pat ourselves on theback considering where we are coming rom.

    Just a year ago, Blantyre City Council was ratedas the most secretive public institution and we weregiven a padlock to symbolize that we keep publicinormation away rom the public. What a shif!

    Our pledge is to continue to practice an opendoor policy when it comes to access to inormationby the public. We shall endeavor to provide as muchinormation as possible proactively.

    In this edition, we bring to your knowledge thatthe Council has a Department o Health and SocialServices that among other services is responsible orreuse collection, pesticides control, uneral servicesand also work hand in hand with the District HealthOffice in the provision o clinical services.

    Imagine, through this department, we kill ro-dents, umigate your houses, dig graves among othersocial services o course at a reasonable ee. ake timeto read about this department and you may knowthat you have a riend in the Council.

    In conclusion, let me take this opportunity toinvite members o the public to utilize various plat-orms o disseminating inormation that the Councilhas created.     Looking back in the year justended, you will agree that it hasbeen an eventul 2015 in BlantyreCity choc-a-bloc ull o chal-lenges and accomplishments. Ourcommunity was drawn togethereven closer and we accomplishedmore than ever beore. Our eyescan see. Our unity has been thato purpose never-ending journeyto well being and sel improve-ment as a city.

    ogether, we have sufferedthe tragedy o the floods thatravaged some parts o our city.Tis set us back in a good mea-sure. We have together sufferedthe consequences o an ailingeconomy and we continue to doso. Needless to say, we are beingchallenged in our service delivery.

    We will not despair but striveto do the best within our meansand devise other ways especiallythrough partnerships o ensuringwe deliver the services that wemust.

    o some degree, we havemanaged to bring some trans-ormation in terms o sanitationand beautification o some placesin our cities. We appreciate thatit is a long journey to achievinga real clean and green city. It isa challenge to each one o us todo our part in our homes andcommunities and work placesto achieve this. We shall not reston our laurels but ace the dailychallenges to get Blantyre everso close to the real definition o acity o this century.

    We plan to continue building

    partnerships with the companies,schools, businesses, etc. to findsolutions to many o our chal-lenges. I look orward to workingwith you in the restoration o the

    them to their current enviablestatuses. We have seen childrenrom a number o schools takingtime to clean up their environ-ment in the spirit o keepingBlantyre clean and green. A num-ber o children have generouslydonated shoes and other assorteditems in the Shoesday uesdaycampaign to try and lif thespirits o their less well off peers.We have witnessed a huge treeplanting campaign by a numbero corporate citizens and manydonations rom corporations. Ihave met hundreds o people withwhom we have shared thousandso ideas about how to fix our city.

    Tis has all been possible be-cause o the cooperation and thelove residents have demonstratedor their City. We, particularly,

    want to say thank you and thankyou indeed to companies thathave gone an extra mile to pumpin financial and material resourc-es in order to ace lif Blantyre

    We all aspire to live in amodern City. We cannot afford tolag behind. We need to move to-gether with the rest o the world.Tere will be no any other bettertime than now to pull down thebuildings that we mostly built in1930s and construct new onesthat suit the taste o the currentand uture generations.

    We will want dialogue withall stakeholders and find a way tobring such partners to the table.Lets continue to be persistent

    about bringing Blantyre back toits original grandeur. Let us keepengaging each other as we engagethe next gear in regeneratingour cityscape in terms o theinrastructure, nature conserva-tion, sanitation and as we embarkseriously on wooing investors andtourists and make Blantyre thedestination o choice so we create

    jobs and spur economic activityand social lie.

    Allow us to register our grat-itude to so many o you or yourcontribution to making Blantyrebetter. We have witnessed compa-nies adopting a number o placesand round-abouts to redecorate

    leisure parks o our city, the waterparks and an amusement park.We intend to have our streetswell lit at night, same goes or ourresidential areas.

    We have already began toimprove a number o our roadsrom earth to asphalt and we willcontinue to do so by sourcingunding or ring roads andbypasses to easy congestion inthe CBDs and make Blantyre welland truly connected. Works onthe Mudi River commenced in

    earnest and 41% o the engineer-ing and construction works havebeen completed. Tere is goodprogress in the fixing o streetlights in the city.

    Your Council has takenseriously the Red Star Cam-paign. A number o buildingshave been red-starred and havebeen earmarked or differentdevelopments rom demolition toreurbishments o different types.We are glad that the developershave too embraced this campaignbecause they also realize that itis not only about reconstructingmodern buildings, it is also abouttheir own saety.

    by ensuring you that the acilitiesthat are being installed to beauti-y our City are protected and not

    vandalized, by maintaining clean-liness, planting and caring or ourtrees around our neighborhoods,by working with our councilorsto improve our neighborhoods tolivable standards.

    Blantyre City is the oldest urban centre in Malawiand Southern Arica. Founded by Scottish Mission-aries in1870, Blantyre was named afer the Scottishtown where Dr David Livingstone was born. It wasmerged with Limbe in 1956, having been incorporat-

    ed in 1885 as the first Municipality in Central Aricaand declared a City on Independence Day in 1966.Te population is approximately 850 by day and 700by night.

    Covering an area o approximately 250 squarekilometres, Blantyre City is situated in the Shi reHighlands in the Southern Region o Malawi (onthe edge o the Arican Rif Valley) at an altitudeo approximately 1 150 metres above sea level. Tetopography is varied, comprising relatively flat areas,undulating terrain, several small hills and streams.

    Blantyre City experiences tropical continental cli-mate, with light drizzle in the cold dry season, calledChiperoni, caused by moist maritime air. empera-tures are cool, ranging rom an average o 13 degreesCelsius in the cold season to 21 degrees Celsius inthe hottest months o S eptember, October and No-

    vember. Te average annual rainall is 1 122mm.

    Te City is managed in accordance with the LocalGovernment Act, 1998 which replaced the LocalGovernment (Urban Areas) Act and the Local Gov-ernment (District Councils) Act. Te Act mandateselected representatives o the various City wards andother ex-officio and non-voting members (headedby the Mayor) to manage the City. Te Act outlinesthe unctions o the Council clearly and regulates theoperations o the Council and its secretariat which isheaded by the Chie Executive Officer and struc-

    tured into seven departments as ollows: Administrative Services Leisure, Culture and Environmental Services Engineering Services Health and Social Services Financial Services Town Planning and Estates Management

    Services Commerce and Industry Services Education Services

    lantyre City Council partneredwith eventsPlus to mobiliseprivileged schools pupils todonate at least a pair o shoes to

    less privileged pupils in what wasdubbed Mayors Festive Shoesdayuesday Initiative.

    Under the initiative, the Council made ahumble appeal to a number o schools in theCity to collect pairs o shoes and other ma-terials rom pupils or the Mayor to donate

    the same to less privileged pupils during theestive season.

    According to eventsPlus Limited Plan-ner Cathie Wakadiwa Matura, one o theinitiatives objectives is to cultivate a spirito sharing with the less privileged in ourchildren at an early age.

    Chambo Fisheries has erected an eye catch-ing water ountain on the site which is addingglamour and has completely transormed LimbeCentral Business District.

    Briefing journalists immediately aferswitching on the ountain and the lighting on theroundabout, Chalamanda commended ChamboFisheries or living up to its promise.

    Said Chalamanda: Tis ountain will addvalue to Blantyre City and we are grateul or the

    Other services include digging graves, removaland burial o unclaimed bodies and exhumation oremains on request where necessary.

    ST. MICHAELS:

    St. Michael and AllAngels Church wasconstructed from1888 to 1891 ofbrick at the BlantyreMission in Blantyre,

    Malawi. It is located on theoriginal Scottish mission site, offChileka Rd, and is in the Church

    of Central Africa, PresbyteriansBlantyre Synod. Since 1991,it has been partnered withHiland Presbyterian Church inPittsburgh, Pennsylvania.

    In 1885, Lieutenant H. E.ONeil fixed of the longitudeof Blantyre to be 2 hours 20minutes 13.56 seconds eastof Greenwich by means of

    a series of 365 sets of lunarobservations, and a plaqueinstalled in the side of thechurch commemorates thisachievement. The church hasbeen described as the firstpermanent Christian Churcherected ... between the Zambeziand the Nile. Rev. AlexanderHetherwick C.B.E., D.D., F.R.G.S.

    Construction

    The church was designed, andits construction managed, byRev. David Clement Scott, whohad no formal architecturaltraining.

    Labor was provided bylocal men without previousexperience in this type of

    construction Al l the bricks usedwere made on-site from localclay and fired in wood-fueledkilns. I t has been estimated that81 different forms of bricks wereused in the building. The mostcommon bricks are 12 by 6 by 3inches laid up in English bond.

    Scott made no detaileddrawings before constructionbegan.

    Instead, each detail wastested with dry bricks before finalassembly. The dimensions areapproximately 106 feet long, 30feet wide from aisle wall to aislewall, and 37 feet high to the crestof the roof. Scott described hisplan thus:

    The form was a Latin crosswith very short transepts, (10feet outside measurement).

    A short choir, (12 feet outsidemeasurement), and a semi-circularapse of 8 feet radius. The aim wasto make a comely Presbyterianplace of worship.

    Design and structuralelements include arches, domes,and flying buttresses.The twotowers are not identical. AMoorish, domed bell tower, whichcontains a circular staircase, isbuilt into the angle between thesouthwestern tower and the wallof the south aisle. The interior

    consists of a Byzantine arcade ofsix arches.

    Modifications and renovations

    An organ was installed in theNorth transept in 1907, andelectric light was installed in1912. The organ was replacedin 1954. The church underwentrenovations in the 1970s, buthas changed little in appearancesince it was built A large crackwas found and repaired with flitch

    plates and turnbuckles.

    Surroundings

    The church building itself isaccompanied by a clock tower,about 30 yards to the north,and is surrounded by additionalbuildings that at one time houseda school, a hospital, a printingpress, and a carpentry shop. Thegrounds now include both amodern multi-purpose hall andthe Henry Henderson Institute. CU

    How confident were you that you were goingto win the contest? And at what stage o thecontest did you get convinced that you were

    going to emerge winner?o be rank, I never really saw this coming.Te competition was very stiff and I mustsay Blantyre really has beauty with talent andeverything good that goes with it. Winning tome was an ice on the cake as making the top 5was the best I thought I could achieve. WhenI made the top 5, I was excited and anticipatedor what was to ollow next.

    I must also say I had a very strong armyo support rom my amily, riends and someellow contestants.

    Your immediate reaction when your namewas announced as winner?When my name was announced as thewinner I could not believe and it only hitme a ew seconds later that it was reality as

    my classmates came up on stage and literallyswept me off my eet while cheering andscreaming my name. It was a great eeling, oneo those I will treasure orever.

    Any prizes (cash and material) that camealong with the crown?My prize was a package. I got an Ischolarship rom echnobrain, Baking CourseScholarship at Julies Conectioneries, a nightat Ryalls Hotel and 3 nights at Likoma Island.Upon being crowned I also became theambassador o Blantyre City Councils KeepBlantyre Clean campaign as well as an OnlineEducation Ambassador or Class Yanga. Asa privilege during my tenure o office, I wasawarded a Car Privilege by Class Yanga.

    As Miss Blantyre, in what areas are you goingto help the City Council?I will be working hand in hand with theBlantyre City Council in their Campaign okeeping Blantyre City clean and green.

    Besides Blantyre City Council work, what elsewill you be doing in your role?Besides this, I will involve mysel in a

    lot o charity work and I will be havingmotivational talks in secondary and primaryschools encouraging students and especiallygirls on education. I will also arrange talkson entrepreneurship and innovation orsecondary school students especially thosethat are about to finish so as to help themgenerate ideas while they wait or tertiaryeducation.

    How are you going to manage theresponsibilities o Miss B and your academicendeavours at Poly?I plan to put my school first beore my MissBlantyre duties because I believe its educationthat has put me in this very prestigiousposition. I I do so, I believe I will have aperect balance between the two undertakings.

    What do you want to achieve as Miss B bythe time your tenure comes to an end this

    year?By the time my tenure comes to an end, Iwould like to have lef a legacy that will makeeveryone remember my time o office. I cantdisclose it all yet but it is something thatBlantyre should look orward to.

    Will you proceed with modelling afer nextyear and how ar do you want to go with it?I plan to continue modelling in the near utureand maybe do more o commercial modelling

    Who inspires you in lie both generally and inmodelling terms?Apart rom my parents, my inspiration alsocomes rom Ben Carson (neurosurgeon andUS Presidential hopeul). His lie story inspiresme a lot and makes me encouraged.

    Years later, Kamuzu ordered Peoplesrading Centre (PC) to allocate kiosks orcurios traders during construction o themain supermarket along the Victoria Avenue.Tis decree mobilized the traders even moreand everyone had his own space to displaytheir merchandise.

    By this time we had gotten so organizedthat city residents and tourists looked at usas valuable traders not a nuisance, chips in

    Dailesi Malimbasa, a paintings-trader whostarted plying his trade in 1984 and is theincumbent chairperson at Ziboliboli.

    Another interesting turn took placeat the dawn o the new millennium whenMalawi Savings Bank (MSB) bought the PCMain Supermarket and turned it into theirheadquarters.

    Tey allocated some unds or theconstruction o a shade and storagerooms which you see today, says anothertrader, Michael Duwa, who serves as vicechairperson.

    Duwa, however, points out that the shadewas supposed to go all the way to LivingstoneAvenue, opposite FMB headquarters but thecontractor never ulfilled this part o the deal.

    Currently, there are close to 50 tradersat Ziboliboli but the place is a hive oactivity because many youths have oundemployment.

    Most o the young people you see areemployed to serve customers and finish the

    arteacts that we buy rom elsewhere. Tisspot has played a great role in job creation inthe economy, says Malimbasa.

    Commenting on the clientele, Malimbasanotes that though white tourists have been amain eature, Malawians have o late began to

    patronize Ziboliboli more than beore.Te Ziboliboli traders are setting theirbar higher than now and would like the CityCouncil and the corporate world to playgame.

    We have limited space to accommodatenew traders who want to join so we ask thecity authorities and companies to help inexpanding the shade as was planned by MSByears back.

    In terms o sanitation, we would like toask the city council to provide us with ourown sanitary acilities such as water taps andtoilets. Currently we use acilities run by otherprivate stakeholders, a cost we can bypassi we get our own as Ziboliboli traders,says Malimbasa while emphasizing that theypay all the city rates compliantly and thatthey already kickstarted the Keep B cleancampaign long ago by buying their own trashbins to keep the premises clean at all times.
