Sunshine residents were unable to save a mother of four who was stabbed in a busy shopping strip at the corner of Hampshire and Devonshire roads.
Police said the Melton West woman, 33, was stabbed several times to the upper body about 12.30pm on Wednesday following an altercation with a man.
Despite members of the public rushing to her aid and administering CPR, the woman died at the scene.
A Sunshine North man, 38, was charged with murder a� er handing himself in to police at 10.30am on � ursday.
Police launched a manhunt on Wednesday in the wake of the daylight killing. Witnesses said a man � ed down Devonshire Road in a red Holden sedan before crashing into another car and � eeing on foot.
Police said the woman had been at Sunshine Magistrates Court with her partner of 18 years before leaving to attend a women’s refuge and her lawyer’s o� ce on Hampshire Road.

A � shing knife was found on Foundry Road.
Homicide detectives have con� rmed there was a restraining order out against the woman’s partner.

sunshine stop a ‘must’ for melbourne airport rail linkTRANSPORT
A new Melbourne Airport rail link must stop at Sunshine station if it is to bene� t local commuters, according to the Public Transport Users Association.
� e state government last week revealed plans for a new rail � yover at Albion station to handle increased train services.
Trains would run along dedicated tracks from the airport to Albion before joining the existing rail network to the city.
� e government has indicated it plans to make Sunshine a key stop, but the project has yet to be costed and no de� nitive timeline is available.
PTUA president Tony Morton said the inclusion of a Sunshine stop was critical. “� e speci� c usefulness of the airport link will
depend on whether the airport trains stop at Sunshine to provide an interchange point for the western suburbs,” he said. “If not, it’s unlikely to help much.”
Mr Morton said residents who worked at or near the airport would bene� t from avoiding congestion on the Calder Freeway.
� e government said the rail plan would be factored into the next state budget, but a timeline is unclear. � e link is unlikely to be � nished until at least the next term of government, in the early 2020s.
� e electri� ed service is expected to take roughly 25 minutes, with services running every 10 minutes in peak hours.
“� e new link will consist of a combination of at-grade and viaduct rail lines that will
run from Albion through the Jacana freight corridor and airport land, terminating at a new elevated station at Melbourne Airport,” Premier Denis Napthine said.
“Metropolitan and regional commuters will also be able to access the Melbourne
Airport at key interchanges at Footscray and Sunshine.
“A new rail � yover will be constructed at Albion to ensure smooth access to the existing rail network.”
� e Albion East route has previously been identi� ed as the
preferred option for an airport rail link.A Brimbank council spokesman said the
announcement cemented Sunshine’s regional importance, with the loop providing a vital connection point.

Albion Residents Action Group spokesman Frank Reinthaler said the rail link would be a “real boon for the area”.
But Deputy Opposition Leader James Merlino said the link would do nothing to � x congestion and train delays. ‘‘Denis Napthine isn’t � xing the train you take every day; he’s talking about a train you might use once a year.’’ \

jobs, courses go with vic university funding cutsTAFE
Drastic cuts to TAFE funding by the federal and state governments have forced Victoria University to shed jobs and a large number of courses, according to its annual report.
� e 2013 annual report, tabled in Parliament earlier this month, shows a $31.7 million decline in the university’s revenue for the year compared to 2012.
A $26.6 million decrease in Commonwealth funding contributed to the fall, as did an $18.5 million drop in state government funding via direct cuts and a resulting loss of student payments. But the losses were partly o� set by higher student fees and other income.
Footscray MP Marsha � omson said the report show ed direct state government funding ha d halved from $18.9 million to $9.7 million, pushing VU TAFE to the brink of � nancial collapse.
“Since $1.2 billion in TAFE cuts [over four years] were announced in 2012, thousands of jobs are gone, course fees have increased, courses were scrapped and campuses were forced to close,” she said.
“Denis Napthine has no idea of the damage he’s done to TAFE campuses and communities across Victoria, especially in Footscray.”
� e report shows almost 100 full-time teaching jobs have been lost, down from
414 in 2012 to only 320 last year. But Higher Education and Skills Minister Nick Wakeling said the annual reports by Victoria’s TAFEs showed they continued to focus on training
in skills shortages. “Victoria’s TAFE sector is in the middle of an exciting
transformation to help ensure it continues to deliver high-quality training that leads to better outcomes for students, employers
and industry,” he said.Mr Wakeling said the government
ha d committed “record funding for training delivery of $1.2 billion per year’’.
A government spokeswoman said the government support ed a system that gave students choices and job outcomes.
“In the current training market, funding follows the student, and not the institution. So if a provider’s TAFE enrolments increase, then funding from the Victorian Coalition government will increase, too.”
She said the job losses re� ected an organisational restructure by the VU last year in line with changing student demand.
Senior lecturer Paul Adams said the cuts had a signi� cant impact on sta� and students, particularly disadvantaging the most vulnerable.

seller fined $2000over dodgy toys
A Braybrook retailer has been � ned $2000 for selling toys that could potentially choke small children.
Brighton-based Red Hot Spot Pty Ltd and director Jiabin Zhang admitted supplying, over a two-year period, sunglasses and toys that breached Australian product safety standards.
Consumer A� airs Victoria inspectors seized products, including 131 pairs of sunglasses and 16 “fun puzzle cars”, from the company’s Braybrook premises in August last year.
Tests revealed the sunglasses did not have the required labels, markings or information identifying the supplier, lens category number and description.
� e toy cars had small parts that could break o� and choke a child.
Mr Zhang acknowledged the company had breached Australian consumer laws by supplying the items between January 2011 and August 27 last year.
He told the director of Consumer A� airs Victoria the company would pay refunds to anybody who returned the goods. \

Sunshine traders and shoppers have described the horror of seeing a woman stabbed to death in broad daylight .
Restaurant owner Vu said the woman, who he had o� en seen in the Hampshire Street area, was involved in an argument with a man before she was stabbed shortly before 12.30pm last Wednesday.
“� e girl was running away from him and they were having a loud � ght,” he said.
Real estate agent Anjana said she ran from her o� ce when she heard screaming.
She � rst saw a man running away before noticing the woman lying in a pool of blood on the other side of the road.
“� ere was a lady bleeding, and a few people were trying to do CPR on her. � ere was a lot of blood,” Anjana said.
Witness Le Hai, holding his six-month-old baby, looked on in horror as the violence broke out.
“� ere were a lot of people around at the time,” he said.
“� is is the � rst time I’ve seen anything like this in my life.”
Phuong Nguyen , the manager of a nearby cafe, said one of his regular customers, a doctor, ran to help the woman before police and paramedics arrived.
An ambulance spokeswoman said
the woman was in cardiac arrest when paramedics arrived.

My shout Like most budgetary measures, the Abbott government’s plan to increase the retirement age to 70 will be strongly felt in the north-western suburbs. While I can imagine sitting at a desk writing missives such as this well into old age, it’s a lot to ask for people whose work is mostly labour intensive. For those who can’t work until they’re 70, the � nancial burden will be worse. Blue-collar workers approaching retirement age have not had the bene� t of superannuation most of their working lives. Superannuation wasn’t compulsory and was mostly a management perk until the early 1990s, meaning many people approaching retirement won’t have a signi� cant nest egg. Small-business people, stay-at-home mums and migrants will be even worse off. Meanwhile, the government has axed the Income Super Contribution scheme for low-income earners. \

Temporary Closure - Ginifer Station Pedestrian Crossing Safety Works
The Ginifer Station pedestrian crossing is being upgraded a safer and more
accessible rail crossing with automatic gates, emergency exit buttons, fencing,
safety signage and other Disability Discrimination Act compliance works.
The pedestrian crossing will be closed from 11pm Friday 18 April to 5pm
Sunday 27 April or until all safety works have been completed.
Alternative pedestrian crossing during construction
During works, please use the Furlong Road level crossing, located 250
metres south-east of the station.
The detour is via the footpath on the western side of Willaton St, across
Furlong Rd pedestrian / level crossing and along the footpath on St Albans Rd.
The work is funded under the State Government’s Level and Pedestrian
Crossing Upgrade Program.

mum spared jail overtenant’s dope cropCOURT
A Sunshine West single mother who was unaware of the extent of a cannabis-growing operation by her Werribee tenant has been given a suspended jail sentence .
� u Minh Nguyen , 48, received a term of 18 months, suspended for the next two years, a� er eventually pleading guilty to cultivation.
� e County Court heard last month that police, acting on a tip-o� , conducted surveillance at Nguyen’s property in Blossom Lane , Werribee, which had shutters on every window and was giving out a strong smell of cannabis.
When police raided the house on June 27, 2012, they discovered 84 cannabis plants and sophisticated hydroponic equipment.
Police also found an electricity meter bypass, set up to illegally divert power from the main supply.
Electricity distributor Powercor con� rmed the property was using an
extremely low volume of electricity for a residential address. But the court heard there was no evidence that Nguyen was involved in setting up the bypass.
When police returned to dismantle the setup, Nguyen arrived at the property and was arrested a� er she attempted to � ee over a fence.
But judge Paul Douglas Grant accepted that Nguyen was unaware of the extent of
the crop and had no interest in it.“When you discovered your
tenant was using the property to grow cannabis, you should have stopped that behaviour or reported it to the police,” he said.
“Although you didn’t know the extent of the cultivation or have any
interest in the crop, in failing to act you put yourself at great risk.’’
Judge Grant spared Nguyen jail time because of her anxiety and depression.
“I am satis� ed your mental health status … means an immediate jail term would be more onerous for you than for someone without your condition,” he told her. \

A new commemorative garden planned for Sunshine RSL Club will be a tourist attraction and a place to honour fallen soldiers, according to club president David Twidle .
He says the garden will provide enjoyment to veterans, their families, schools and the community . Plans for the garden include a storyboard identifying local World War
I soldiers , which could later be extended to other con� icts.
Mr Twidle (pictured) said the project was ready for a preferred start in September.

keeping eagle proves costlyAn Albanvale man has admitted to illegally keeping a wedge-tailed eagle in a cage at his home. The 42-year-old, who pleaded guilty in Sunshine Magistrates Court on April 7, was ordered to pay $400 to the Australasian Raptor Association and must also pay the court costs of the Department of Environment and Primary Industries . No conviction was recorded. The eagle was found in a cage at the man’s home in July last year during a visit by police . Wildlife of� cers removed the bird and took it to Melbourne Zoo and Healesville Sanctuary for vet assessments. The bird was in good condition but was unsuitable for release into the wild. \
attaining site an ‘aspiration’ The bureaucratic battle to keep all the former Sunvale Primary School site for public open space just got harder, according to Western Metropolitan Liberal MP Bernie Finn. Responding to Footscray MP Marsha Thomson’s accusation that he’d broken a promise to secure the entire site, Mr Finn said Brimbank council’s promise to pay not a cent more for the rest of the land “probably does make it a touch more dif� cult”. Ms Thomson said there had been a promise of “additional land being given over to a park for the people
of Sunshine”. But Mr Finn said attaining the entire site was always an “aspiration more than anything else”. “We have been working to get the land. We’ve got most of it and I’m hopeful we’ll get the rest,” he said. \

inner west puts out the welcome mat for refugees asylum seekers
As thousands of people rallied around Australia earlier this month, demanding better treatment of asylum seekers , inner-west residents are doing their bit to make refugees feel welcome.
� e Care to Share Project is a series of events, including dinners, cooking classes and art installation, that will run during Refugee Week in June.
Project organisers Bree Anastasi, Danielle Entwistle and Kerry Sanders say they want to show the inner-west is a caring and sharing community.
Ms Sanders said the idea grew out of frustration about the treatment of asylum seekers and refugees.
“We wanted it to be a big welcoming party, but it has evolved into this project,” she said.
Hosts are being sought for � e Welcome Table, a series of dinners in which families open their homes to a refugee family for an evening. � e dinners will be captured by local photographers and the photos will feature at an art exhibition to be held during Refugee Week.
Members of the refugee community will hold cooking classes as part of the Cooking
Connections series. Participants will learn how to cook traditional dishes from the host’s country of origin and will meet members of the local refugee community .
� e project is rounded out by I Hear You, an art installation comprising letters, pictures and story telling by members of the local refugee community.
Ms Sanders said the project stemmed from conversations started on
Facebook via the Inner West Buy Swap Sell page as well as the West Welcome Wagon page.
� e West Welcome Wagon, founded by Yarraville’s Mia
McGregor, is a way people can donate furniture, clothing and food to the
local asylum seeker community.� e project kicks o� as the Asylum Seeker
Resource Centre, opening in Footscray next month, celebrates the success of a crowd-funding campaign for a new Food Justice truck.
� e campaign for the mobile food truck, helping asylum seekers access a� ordable fresh and healthy food, raised more than $153,000 through the support of 970 donors. \

Melbourne Knights su� ered a third straight loss in the National Premier League Victoria on Wednesday, this time 0-1 to Hume City at Knights Stadium.
� e Knights had lost the previous two games to late goals and this time it was a Nick Hegarty penalty in the 78th minute that gave City the win.
Neither side had many scoring opportunities in the � rst half, with the Knights’ best chance falling to James McGarry two minutes before half-time.
City had the better of the second half and the visitors should have hit the front in the 74th minute before the penalty clinched the points.
Knights captain Ben Surey said it was a disappointing result and the team deserved a draw.
“We haven’t been playing badly and Hume is a good side. But we didn’t create a lot of chances up front,” he said.
“Most of the chances for both sides were half-chances from a distance.
“We worked hard on the set-up and played the way we wanted.
“� e main focus was on keeping a clean sheet.”
Surey said he couldn’t explain why his side was conceding late goals.
“I don’t know,” he said. “We aren’t un� t and we’re running
out games. We don’t feel we are doing a lot wrong as we’re creating a lot of chances.
“We need to turn things around. We’ve had chances to win or draw every match so far.”
Green Gully’s woes also continued as it slumped to a fourth straight loss, beaten 3-1 by Bentleigh Greens.
� e Cavaliers, under new coach Aaron Symons, again conceded early goals as the Greens took a 2-0 lead.

City West Falcons produced the highest score for the season in a ruthless performance against bottom side Fed Uni Ballarat Pride in Victorian Netball League on Wednesday.
� e unbeaten Falcons missed just seven attempts at goal for the game, dominating from start to � nish against the winless Pride to win 80-42.
Coach Marg Lind said that a� er the team shot 20 goals in the � rst quarter she set the players a challenge to continue that intensity.
“It was a convincing win … to get nearly 20 goals in every quarter was good,” she said.
“At half-time, we set the target of getting 80 goals to assist with our concentration.”
Lind said the team’s front-court players controlled the match, with the goalers making the most of their opportunities.
Goal shooter Kathleen Knott outscored the Pride by herself with 49 from 54 attempts.
“We were able to get the ball close to the post for our shooters, which helps,” Lind said.
“We had the chance to run our goalers at wing attack, which we don’t get o� en.
“Our manager said it was the lowest stats [for penalties and turnovers] that we have ever had.”
� e win comes as two senior Falcons were named in Australian squads. Elizabeth Watson was a late call-up to the Melbourne Vixens and was a shock inclusion in the Australian squad for the Commonwealth Games.

� e match between the two division 1 sides is one of three WRFL matches to be played on Anzac Day. Fellow division 1 teams Sunshine and Werribee Districts will play at
Kinder Smith Reserve, while for the third straight year division 2’s Braybrook will host a game, this year against Albanvale at Pennell Reserve.
Cats administrator Mal � ompson said the club had approached the league about playing on Anzac Day.
“It’s the � rst year we have done this
and we are hoping it will be a good day, a blockbuster,” he said.
“� ere’s been a good reaction and Albion and Deer Park have both jumped on board.
“We will have a guard of honour for our veterans at our
president’s lunch. � e RSL is going to be involved and we will have
Aboriginal elders holding a ceremony. � e playing group are excited about being able to play.”
� ompson says the Jim Gaylor-Jamie Madigan Cup, honouring two legends of the clubs, will be presented to the winners of the seniors’ match, while two Anzac medals will go to outstanding players, one each in the seniors and reserves. \ TM
