INTRODUCTION

I. PURPOSE OF THE STUDY

The Wissahickon Middle School natatorium and adjoining locker room areas have been closed and unused since completion of construction of the new high school natatorium in 2017. The purpose of this study is to assess alteration options to create new usable performance and academic spaces to support the middle school curriculum. The school currently does not have a dedicated auditorium or stage; the drama and music programs must utilize the high school for rehearsals and performances.

II. EXISTING BUILDING DESCRIPTION

The construction documents for the original middle school which included the natatorium are dated 1973 (45+ years ago). The Architect of record was Anthony T. Rienzi and Associates from Jenkintown, Pennsylvania. The building construction is comprised of steel framing, concrete slab floors and metal paneled exterior and brick walls backed up by concrete block. The natatorium and adjoining locker room wing have had limited upgrades and remain much as constructed except for the roof which has been replaced. A rooftop Dekton HVAC unit was also added at a later date to help control the natatorium temperature and humidity.

III. AUTHORS’ CREDENTIALS AND ACKNOWLEDGEMENTS

Over the past 55 years, Breslin Ridyard Fadero Architects has earned commissions for over 400 public education projects encompassing more than four billion dollars in construction value and has authored 27 Districtwide studies and hundreds of feasibility studies. INTRODUCTION

IV. AUDITORIUM ADDITION AND RENOVATIONS 2017-18 (Not Constructed)

In 2017, the Wissahickon School District sought bids for a construction project for a new auditorium addition for their middle school. The project scope required full demolition of the existing natatorium including the pool shell. A new auditorium and support spaces were to be built where the old natatorium previously stood. Bids were received in April 2018; however, they were significantly higher than anticipated and the project did not advance. Contractors cited the following reasons for their high bids:

• Removal of the concrete foundations, pool structure and affiliated mechanical, electrical and plumbing systems was very difficult and costly.

• Adjacent footings that were to remain in place would require underpinning, which added cost and liability for the contractors.

• There was a significant amount of fill to import from off-site to fill the

areas vacated by the foundation removal.

• Steel prices were elevated and very volatile due to recent federal tariff increases.

• Site access and staging was restricted.

• The summer demolition schedule was aggressive and there were few

available demolition contractors interested in bidding the demolition.

I. PROGRAM

The Wissahickon School District is considering construction of a Multi-Use Space. This Multi-Use Space will include an experimental theater which typically has a flat floor and is outfitted with modular, movable platforms to allow for different tiered seating and stage configurations. The platforms and seating can also be installed in a semi-permanent setup if it is determined that they would not be changed on a regular basis. The Multi-Use Space would offer a large scale, flexible space for the middle school that could be utilized for a variety of functions in addition to its use as a theater. The following activities could be accommodated during the school day and during after-school hours.

• Drama Rehearsal • Team Theater Performances, Activities • Music Practice • Large Group / Team Instruction • Long Distance Learning • Large Group Science Demonstrations, Experiments • Competitions, i.e., Mock Reading Olympics, Spelling Bee, Geography

Bee, Shark Tank, etc. • Student Debates • H & SA Meetings • Testing • Indoor Fitness Classes • Extra-Curricular Clubs • After School Organization Use

II. SCHEMATIC FLOOR PLAN OPTIONS

Six Schematic Floor Plan Options A, A-1, B, C, C-1 and D were prepared by Breslin Ridyard Fadero Architects and are included in the Appendix of this report. All options include the following:

• Multi-Use Space • Different seating configurations • An optional accessible lift to a lighting and sound platform at the back of

the theater

• Storage Rooms for storage of backdrops, platforms and seating • Classroom(s) that may or may not have a physical connection to the

theater • A vestibule addition on the north side of the school. Currently, there is

not a functioning vestibule. It is recommended to add one as an air lock to reduce outside air infiltration, to facilitate the layout of the new toilet gang rooms, and to move the exterior entry doors closer to the parking lot.

• Gang and single-user toilets. • A Custodial Closet • New Stairs to the second-floor mechanical room • A new corridor and vestibule to provide required means of egress to the

outside

It was suggested to include a concession stand and coat closet. The school district did not wish to include these types of rooms.

III. RECOMMENDATION - FLOOR PLAN OPTION D

Option D is the school district’s preferred layout. This option offers the following benefits:

• Two 800+ square foot classrooms, one with the opportunity to have windows and both in proximity to the theater. These classrooms can be used as green rooms, if desired. They are also located closer to the rest of the school in Option D than in the other options.

• A 3,400 square foot theater with an open floor area that could be arranged to simulate the 24’ X 48’ High School stage size. The seating layout provides for 178 seats on tiered platforms.

• A sound/light lock vestibule as a buffer between the theater and the corridor. The other options do not have a vestibule.

• The overall layout is more efficient because there is less corridor space. The new corridor exits directly to the north outdoor patio area.

• The number of walls built across the pool shell is minimized. This is more efficient structurally and therefore more economical.

V. CONSTRUCTION DETAILS

Exterior: The existing exterior wall construction would remain intact. The existing roof construction would remain except for the roofing membrane above the alteration areas; this portion of roof was not replaced during the summer of 2018 when other middle school roofs were replaced. The existing rooftop Dekton HVAC unit above the natatorium is not an appropriate HVAC system for the future spaces and is therefore expected to be removed during renovations. The existing HVAC wall louvers will need to be assessed to determine if they will remain or be removed. New doors and possibly windows could be added. Interior Pool Shell: The existing pool shell would remain intact and a new concrete floor slab would span the pool to create a flat floor. Structural options to support the new concrete floor slab are delineated in the attached structural report. The existing pool deck around the outside of the pool slopes to floor drains. Leveling is therefore required for the pool deck as well as for the trough system around the pool’s perimeter. The pool area below the new concrete slab will require ventilation similar to a crawl space; holes will need to be cut into the pool shell at the basement level. Basement: The basement “tunnel” area below the pool shell would remain as is. Unused mechanical, electrical and plumbing lines could be left in place and capped off as determined by the engineers. This would be a cost savings in lieu of removing this infrastructure. If the basement is to be used for storage, it must be heated and ventilated; a second means of egress may also be required by code. Currently, there is ventilation of this space through louvers built into the natatorium benches. Locker Rooms, Bleachers and Mechanical Room: Interior walls are to be demolished within the existing locker room area. The concrete bleachers and stairs accessing the bleachers must be demolished; they are in violation of current UCC 2015 building codes (all alteration areas are required to meet current codes). The second floor mechanical room is recommended to remain. It is stabilizing the structural steel columns that support the roof framing. It can also be reused for new HVAC equipment. Currently, the mechanical room is accessed from the concrete bleachers which are to be demolished. A new stair to the mechanical room must therefore be added. A second means of egress from the mechanical room is required and may be accomplished with a ladder.

Toilet Rooms: New toilet rooms are proposed to be constructed in the same vicinity as the existing locker room toilets. It is assumed that the plumbing lines serving the existing toilets can be reutilized for the new toilet rooms. This will help control plumbing costs. Single-user toilets are also recommended to serve faculty, families and transgender students. Multi-Use Space: The ceiling height of the existing natatorium space is appropriate for a Multi-Use Space. The ceiling height will readily accommodate theatrical lighting and will be beneficial for acoustics. The existing acoustic tile ceiling system will be removed to expose the long span joists to allow for a lighting grid to be added. The existing concrete block walls of the natatorium are suitable for acoustical reverberation, however, sound absorptive and reflector panels may be required to modulate the sound.

VI. STRUCTURAL FEASIBILITY STUDY

D’Huy Engineering, Inc., the structural engineers, performed an on-site assessment of the existing natatorium. Using site observations and data, together with information from the existing construction documents, they developed the structural Feasibility Study. The study describes existing site conditions, structural options for spanning the pool shell to create a flat floor, roof framing capacity, demolition and a structural estimate. Of the three options for spanning the pool shell, the “Dual Bearing Line” framing is recommended by the structural engineer as being most cost effective to infill the pool. This type of Cold Formed Metal Framing (CFMF) framing has the benefit of shorter spans which can result in a stiffer floor. Concrete footers are not required under the CFMF because the loads are distributed over a wider area. A footing will be required below the concrete block wall separating the theater from the classrooms in Option D.

VII. ROOFING

The roof above the natatorium (outlined in red in the Appendix photo) requires roof replacement; it was not replaced in the summer of 2018 when other adjacent roofs were replaced. The square footage of this area is approximately 9,200 square feet. The owner wishes to use the same Garland 2-ply stress torch system as was used on the other roofs.

VIII. THEATER PLATFORMS AND SEATING

It is recommended to use modular platforms capable of creating different tiered seating and stage configurations. Wenger Corporation manufactures a platform system called “Stage Tek“ that meets this criterion. Catalog cuts are attached in the Appendix. Stage Tek can also be set up by one person. (see Wenger video: https://www.youtube.com/watch?v=lxMeaOJJjXQ). The platform legs are detachable and are available in different heights; this allows the height of platforms to be changed as needed for different set-ups. Stops are available to close off the open riser vertical space between the tiered platforms. Stops are recommended to prevent dropped items from falling below the platforms. They are also required to prevent chair legs from sliding into the opening. Guardrails will be required at the sides of the tiered platforms. Chairs for the platform seating are recommended to be stackable. The school district requested that the seating be upholstered for comfort. During discussions, the school district also requested movable tables to provide flexibility in setting the room up for other uses.

Demolish the existing pool locker rooms, bleachers and stairs. Retain the second floor mechanical room and provide new access stair and ladder for second means of egress. Selective demolition in other renovated areas. Install special foundations and new concrete floor slab to infill over the existing pool shell. Level the tile pool deck to receive new finishes. Construct a new blackbox theater, classrooms, storage, gang and single-user toilet rooms. Re-roof over the existing pool roof. Install new MEP infrastructure.

M E M O DATE: April 8, 2019 TO: Wade Coleman FROM: Gerry Moore RE: Service Contract for Preventative Maintenance, Inspections and Water Treatment of the High School Cooling System Chillers 2019-2022. The High School Central Plant has three (3) air cooled chillers manufactured by Johnson Controls’ York Division. The chillers require routine maintenance to guarantee peak performance and longevity of the building’s cooling system. Johnson Controls offers specially trained mechanics to service such machines, with rates offered through General Services Administration (GSA) Contract. Included with installation of the chillers, was a full system parts and labor warranty until September 2020. This warranty does not include routine maintenance. The Johnson Controls’ three-year proposal includes preventative maintenance, inspections, water treatment and winterization of the High School cooling system chillers beginning July 1, 2019. It is recommended to award the Service Contract for Preventative Maintenance, Inspections, Water Treatment and Winterization of the High School Cooling System Chillers to Johnson Controls, per GSA -Contract #06F-0060P in the amount of $18,831 for 2019-20, $19,373 for 2020-21 $20,030 for 2021-22.
