Lectio Divina Board of Trustees Meeting November 26, 2013 Opening Prayer: Father, send forth your Spirit and renew the face of the earth. Help us to open our hearts, and let your Holy Spirit speak to us as we hear your Word. We ask this in the name of Jesus, your Son and our Saviour. Amen. Introduction: Today’s gospel recounts the story about Jesus’ crucifixion and specifically the exchange between Jesus and the two criminals. Its theme is forgiveness and mercy. Luke provides us with a fascinating conversation between Jesus and one of the criminals. He is the only Gospel writer to record this life-changing exchange. You would have heard the reading at Mass this past Sunday—the Feast of Christ the King. As you hear this gospel again, reflect on the words, phrases, and images from the passage. Word of God: Luke 23: 35-43 And the people stood by, watching; but the leaders scoffed at him, saying, “He saved others; let him save himself if he is the Messiah of God, his chosen one!” The soldiers also mocked him, coming up and offering him sour wine, and saying, “If you are the King of the Jews, save yourself!” There was also an inscription over him, “This is the King of the Jews.” One of the criminals who were hanged there kept deriding him and saying, “Are you not the Messiah? Save yourself and us!” But the other rebuked him, saying, “Do you not fear God, since you are under the same sentence of condemnation? And we indeed have been condemned justly, for we are getting what we deserve for our deeds, but this man has done nothing wrong.” Then he said, “Jesus, remember me when you come into your kingdom.” He replied, “Truly I tell you, today you will be with me in Paradise.” Silent Reflection: Closing Prayer: Let us conclude our reflection in the words that Jesus taught us. November 26, 2013 Public Board Meeting 1.4(i) November 21, 2013 TO: Board of Trustees FROM: Joan Carr Superintendent ORIGINATORS: Boris Radyo Assistant Superintendent, Educational Planning Valerie Schlosser Manager, District Monitoring RE: FOIP REQUEST STATISTICS APRIL 1, 2012 TO MARCH 31, 2013

Section 86 of the FOIP (Freedom of Information and Protection of Privacy) Act requires that the Minister responsible for FOIP prepare an annual report about the operation of the Act and provide the report to the legislative assembly. As a local public body, Edmonton Catholic Schools provides FOIP Request Statistics annually to the Minister. Overall, our district received one FOIP request during the April 1, 2012 to March 31, 2013 reporting period. This request was carried forward to the next reporting period. There were 973 additional information requests that were successfully handled outside of the FOIP Act. Numerous consultations have taken place with staff, administration, external organizations, and legal counsel in order to ensure that Edmonton Catholic Schools is acting in compliance with the FOIP Act.

Trustee Bergstra moved that the Board of Trustees accepts as information that in June 2013, we had our first ever high school graduates from Kisiko Awasis School and offers congratulations to Rodney Jarrett Julian Morin, Shayna Tanisha Lynn Papin and Sky Wind Roan. Carried

(ii) Provincial Achievement Test Results 2012-2013

Trustee Kowalczyk moved that the Board of Trustees receives as information the Edmonton Catholic School District Provincial Achievement Test Results for the 2012-2013 school year. Carried

(iii) Grade XII Diploma Exam Results 2012-2013

Trustee Engel moved that the Board of Trustees receives as information the Edmonton Catholic School District Diploma Examination Results for the 2012-2013 school year. Carried

(iv) Papal Blessing for 125th Anniversary

Trustee Engel moved that the Board of Trustees of Edmonton Catholic Separate School District #7 receives with appreciation the Papal Blessing for the 125th Anniversary of the District. Carried

Trustee Bergstra moved that the Board of Trustees receives as information the CEO report on activities during the 2013 summer recess. Carried

Re: Archdiocesan Sacramental Initiative - Extension of a Two Year

Pilot Project The Archdiocesan Sacramental Initiative emanates from discussions held by the Archbishop and the Catholic board chairs and superintendents in 2009-10 and 2010-11, as well as from the survey results on sacramental preparation conducted in spring 2011. Our Board agreed to the initiative in principle for a two year time frame at the January 10, 2012 Board Planning Meeting. The initiative is into its second year as a pilot project. On November 13, 2013 the Archbishop and Catholic board chairs and superintendents continued to discuss the initiative and the implementation of the project to date. Our jurisdiction has two parishes (St. Matthew and St. Charles) and 12 schools involved (Bishop Greschuk, Bishop Savaryn, St. Charles, St. Lucy, St. Anne, St. Philip, St. Francis of Assisi, Cardinal Leger, St. Vladimir, St. Matthew, Archbishop O’Leary and St. Cecilia) in the initiative. We are recommending that financial support to continue implementing the initiative in 2014-15 and 2015-2016 be allocated. The initiative involves the engagement of a Sacramental Education Coordinator (SEC) and the cost is shared by ten Catholic jurisdictions. Information in the attachment describes the initiative and outlines the action plan. Recommendation: That the Board of Trustees continues to endorse the Archdiocesan Sacramental Education Initiative for another two year term and contributes the cost of $39,696 per year for the project. Sacramental Education Initiative Sacramental Education Coordinator Kathleen Nguyen November 18, 2013 What is it? The Sacramental Education Initiative (SEI) is a new initiative that began August 30, 2012. The position of Sacramental Education Coordinator (SEC) requires collaboration with the ten Catholic school districts and the parishes of the Archdiocese. The focus of this initiative is sacramental education. The SEI aims to:

• ensure that sacraments are pivotal events in the lives of all Catholic children, and • introduce them to the concept of lifelong, self-directed deepening of their Catholic faith.

August 2012-June 2013 The SEC:

• conducted research to gain a comprehensive understanding of the current sacramental education practice, as well as policies and procedures

• began establishing relationships with parishes and Catholic schools in the Archdiocese • began networking with catechists and religion consultants from other dioceses • created a pilot package which includes:

o Guidelines for Preparing Children for the Sacraments of Initiation in the Archdiocese of Edmonton o Recommended Resources o Fundamentals of Catechesis o Catholic Community-Home o Parishes and Schools o Discerning Readiness o A Priest Visit to a Classroom o Preparing Children for the Sacraments o Pilot Year at a Glance

• developed an on-line SEI webpage on the Archdiocesan website which includes frequently asked questions

August 2013-June 2014 The SEC:

• selected ten “pilot locations” (parishes, their associated schools and families) to pilot the SEI. These groups comprise of a diverse combination of parishes, Catholic schools and families to reflect the pastoral realities within our Archdiocese. Along with using the pilot package resource, participants chose one or two areas of preparing children for the sacraments to focus on.

• is working with the pilot groups • will provide an opportunity for all groups to gather to share stories

The Auditor’s Report states: “In our opinion, the financial statements present fairly, in all material respects, the financial position of Edmonton Catholic Separate School Division No. 7 as at August 31, 2013, August 31, 2012 and September 1, 2011and the results of its operations and its cash flows for the years ended August 31, 2013 and August 31, 2012 in accordance with public sector accounting standards.”

SOME FACTS ABOUT LOCALLY DEVELOPED/ACQUIRED COURSES (LDCS):

• Locally Developed/Acquired Courses are created by various districts in the province to meet the specific needs of their students.

• The government’s statement about LDCs is found at: http://education.alberta.ca/admin/resources/ldc.aspx

• Boards are required to approve the use of LDCs in their district at both the junior and senior high levels.

• The number of LDCs at both the Senior and Junior High levels changes each year because of changes to government curricula and the needs of our district. The complete list of LDCs is listed on the portal at https://myecsd/15/s/c/ldc/SitePages/Home.aspx

• If you have any questions about LDCs for senior or junior high please contact Cecilia Fenrich at 780-441-6115 or [email protected]

SENIOR HIGH: • Senior high LDCs receive credits at the same rate as the government courses • Students can use LDCs as part of their Rutherford Scholarship and for some areas of post-

secondary entrance requirements. • Alberta Education has been undergoing a review of all senior high LDCs so for several years

school districts were not allowed to create new or borrow new courses. This rule has been lifted as of February 2013 so new courses can now be created and/or borrowed.

• If a school is looking for a course to fulfill a specific need in their school, they contact the district person in charge of LDCs to find out if there already exists an LDC written by another board that meets their requirements.

o If there is such a course, permission is requested of the originating board, the consultant(s) for that subject area reviews the course and then it is taken to the Board for approval. This process takes only a couple of months although timing is important as there are submission date limitations depending on when the course is expected to be implemented.

o If there is no existing course that meets a school’s requirements the teachers at the school and the subject area consultant(s) write a course which is then sent to the government for review and approval; this can take up to 18 months before it is approved by the government. After approval from the government is received, the course is taken to the Board for approval.

• Approval from the government depends on: the quality of the general and specific outcomes; less than 20% overlap with existing government curricula; the reasons for wanting to offer the course; assessment; safety and controversial content; the method(s) of ongoing evaluation of the course by district personnel.

• Courses are now renewed for a 4 year period - 2013-14 is the first year of the extended approval period – it used to be three years. The 4 years approval period applies to all course included International Baccalaureate and Advanced Placement courses.

• The Religious Studies 15/25/35, Religious Studies Ukrainian Catholic 15/25/35 and Religions of the World 35 are LDCs developed by the ACSTA and are used by all Catholic Boards in the province. Edmonton Catholic Schools, although we didn’t write the curricula, are recognized as the originators/distributors of the courses for the province.

JUNIOR HIGH: • Junior High LDCs do not require government approval before they are taken before the

Board. New junior high LDCs are written by the teachers and subject are consultant(s) and renewals are reviewed by the district’s subject area consultant(s) before they are taken before the Board.

• Junior High locally developed courses do require Board approval and the District must maintain up-to-date records of LDC course content.

• Junior High LDCs are also reviewed and renewed every 4 years in keeping with the changes to senior high LDCs.

November 26, 2013 To: The Board of Trustees From: Debbie Engel Trustee Originator: Joan Carr Superintendent Re: A Statement of Dream, A Wish for the Bright Future of Edmonton Catholic

Schools Prior to the October Leadership Academy, a half day workshop was scheduled with Lee Crockett, an international leader in 21st Century Fluencies, the Senior Administration and the newly elected Board of Trustees. Mr. Crockett has been engaged to work with our teachers to ensure that all of our students have a wide range of skills needed to function within a rapidly changing society. As leaders of a large Metro Board, it is important that trustees are familiar with the transformation to skills that are needed in the 21st century, and how to apply these skills to their roles as governors. Twenty-first century fluencies are about critical thinking, problem-solving, creativity, and innovation. Looking through the lens of what the district needs to accomplish what is best for kids, the Board, with the help of Lee Crockett, and the Senior Administration crafted a “Dream Statement” based on the principles of the six fluencies — Define, Discover, Dream, Design, Deliver, and Debrief. It was an excellent way to implement the principles of learning by discovery and to exercise Dream conversation to describe what it is that the Board wants to do, and how to put the dream into words using the language of 21st century learning to move forward. Motion That A Statement of Dream, A wish for the bright future of Edmonton Catholic Schools, developed on October 23, 2013, as attached, be formally accepted by the Board of Trustees.
