Boone County Missouri Columbia, Missouri Major Tom Reddin 573.875.1111 Major Reddin supervises the division in the Boone County Sheriffs Office that handles applications and issues of concealed carry permits. Major Reddin stated that the permit‐less carry law went into effect in Missouri January 1, 2017. He stated that the enabling legislation amended the existing Unlawful Use of a Firearm statute and de‐criminalized carrying a concealed firearm w/o a permit. It is now only unlawful to carry a firearm open or concealed in certain areas whether one has a permit or not. The population of Boone County is 200,000. When asked about the decrease or increase in crimes with firearms since permit‐less carry became law, Major Redden offered that they had several drive‐by type shootings during 2017. Their investigations revealed that the actors in those crimes were emboldened by the absence of a requirement to carry a concealed firearm which they used to a perceived advantage. Major Reddin offered, by opinion, that LE officers were encountering more firearms on the street which presented safety concerns to personnel but did state that the significant majority were contacts with citizens acting in a lawful manner carrying for protection. However, he felt that there was an increase in potential to encounter persons in illegal possession of weapons. An interesting point he made was that with the change in the law, more people are carrying weapons in vehicles and there has been a significant increase in firearms stolen during burglaries of motor vehicles. Major Reddin stated that when the permit requirement was in effect, they were able make arrests that resulted in recovery of stolen firearms and the potential prevention of crimes involving firearms. The Sheriff is the issuing authority for CCW permits in Missouri. Major Reddin said that applications for concealed carry permits had dropped significantly since the law went into effect. In 2016 they had 1246 new applications and 1203 renewals. In 2017 they had 320 new applications and 1 renewal. These numbers are adjusted to account for multi‐ year permits previously issued.

     Johnson County Kansas Olathe, Kansas  Special Deputy Greg Smith 913‐249‐2954  20 years law enforcement experience. Served as State Senator and returned to LE.  Jurisdiction population is 600,000. Permit‐less carry went into effect in July 2016.  Deputy Smith stated that they haven’t seen an increase or decrease in firearms crimes but did reference the short period of time the law has been in effect.  He stated that in his opinion the legislature passed the permit‐less carry law in consideration of the constitutional guarantee of the right to possess and carry a firearm. He favored the passage.  Deputy Smith offered that he did not think the law had a negative impact on LE officer safety but he does not serve in street duty capacity. He said this was learned in conversation with those who do serve in enforcement roles. He said that it is now not uncommon for persons to declare they are armed in contacts with deputies in their jurisdiction.  Deputy Smith said that prior to permit‐less carry, a custodial arrest could be made for carry w/o a permit and it did result in recovery of stolen weapons and potential to prevent crimes involving firearms but did not mention specific examples.  In the State of  Kansas, the Attorney General is the issuing authority for carry permits.  Training is a mandatory element to receive a permit. A $32.50 fee is required for the background check and fingerprinting and the permit fee is $100. Permits  are valid for 4 years. The Sheriffs Office conducts the background check and fingerprinting but receives none of the fees generated by issuance of permit.

   Lee County Mississippi Tupelo, Mississippi  Sheriff Jim Johnson 17 years as Sheriff  The legislation that took effect in 2017 addressed Open Carry in the state of Mississippi. Permit‐less carry of a loaded accessible handgun was allowed prior to 2017. The 2017 legislation addressed circumstances when a person exited the vehicle carrying a firearm on their person. Concealed carry permit was addressed by legislation 4 years ago. Enhanced Carry permit law was enacted 2 years ago. Enhanced Carry specified locations for carry to include courthouses as long as the judge was not on bench and carry in churches in particular. A requirement for individuals to complete an approved firearms training course was included as well. Lee County MS judges issued an order to restrict courtroom access.   Lee County population is 100,000.  Sheriff Johnson expressed concern that most recent legislation did not take mental issues into consideration. He believes that it limits law enforcements ability to identify individuals who may not be suitable for firearms carry due to mental health concerns.. He also stated that the city of Tupelo (pop. 40,000) had 8 homicides involving firearms in 2017 which was a significant increase from previous years. He offered other elements may be involved and considered but in his opinion the firearms legislation played a part in this increase and other violent crimes in general.  Sheriff Johnson believes that law enforcement officer safety has been adversely impacted as a result the legislation. He feels that the majority of citizens are law abiding persons but that those who intend to harm others face less restriction and scrutiny possessing and carrying a weapon which poses a threat to LE and the public.  He stated that the legislation has made their mission of protecting their citizens more difficult and that permit requirements do allow LE to have a tool to arrest certain persons and recover weapons that could be used for evil purpose.  The Sheriff’s Office conducts background checks checks and fingerprints applicants for firearms permits but the actual issue of permits is a function of the Mississippi Highway Patrol.

   Oktibbeha County Mississippi Starkville, MS  Chief Deputy Chadd Garnett 662‐323‐2421  Chief Garnett provided information regarding concealed carry handgun laws in Mississippi.  Oktibbeha County has a population of approximately 105,000. Legislation allowing for carry without a permit in Mississippi was enacted 4 years ago.   Recent legislation which became law in 2017 addressed Open Carry in the State of Mississippi. The Mississippi Highway Patrol issues two (2) types of permits:  standard and enhanced concealed carry. The MHP issues permits on Thursdays only. The enhanced permit denotes firearms training has been completed and expands the locations where a firearm may by carried to include courthouses and churches. The Enhanced Carry permit is valid in‐state only. The background check and fingerprinting required for concealed carry permit applicants is conducted by the Sheriff’s Office.  Chief Garnett stated that he felt the law did not hurt safety for law officers in that they now train their enforcement deputies to expect a firearm to be present in all situations, especially traffic stops.  Chief Garnett offered that before the change to permit‐less carry, law officers were able to take persons in custody on permit violations and that it did help to deter crimes with firearms and resulted in recovery of stolen firearms on occasion.  Although they (Sheriff’s Office) do not issue permits, he stated that it was his understanding that the 2017 legislation had not affected the number of new permits and renewals.
