Bop Htaw Education Empowerment Program (BHEEP)Empowering young adults with skills to develop civil society through education
BHEEP was founded in 2000 by the Mon National Education Committee (MNEC) as a post-
ten (high school) skills advancement program to train the youth of Mon ethnic group as
qualified teachers. The programme is a 2-year advanced English language course with a
skills-integrated curriculum, emphasising teacher training, critical thinking, arts, and
computer skills.
Located in Mawlamyine, the capital of Mon State, South Myanmar, BHEEP was created to
address the challenge of chronically under-qualified and under-resourced educators within
the Mon community school system. The program provides an essential opportunity for
graduates to participate in community development through standardised teaching
experience and English skills, which is a critical extra module within the national curriculum.
MNEC is the first ethnic organisation to formally collaborate with the Ministry of Education
to offer free basic education, as opposed to the substantial fees levied in government
schools, through its great network of state-recognised 142 Mon National Schools (MNS).

Every year, BHEEP reviews applicants (16 – 23 years old) from non-state MNS that have
passed the grade 10 matriculation exam and wish to pursue a teaching career. By the end of
the application process, approximately 30 students are selected.
Criteria of eligibility are those who have shown the following strengths:
academic excellence and a solid track record
a commitment to community development
at least 3 years of teaching experience should the applicants did not pass the
Matriculation Exam
Once admitted, students begin a residential English immersion experience in which
participants are expected to live together, speaking primarily English.
