10. RuinStanding Orders

In order that the proceedings of the Convention are carried out without delay, the following Standing Orders will be strictly observed.

1. The person proposing the Motion/Resolution or Amendment may speak for not more than five minutes.

2. All accredited delegates must not exceed three minutes.

3. The person proposing the Motion/Resolution/Amendment may speak a second time for not more than 3 minutes.

4. The chairperson may at any time consider a Motion/Resolution/Amendment has been sufficiently discussed and call on the proposer for a reply after which a vote must be taken.

5. With the consent of the Chairperson, a delegate may move ‘that the question be now put’ after which the proposer has spoken, a vote must be taken.

6. Any motion seeking to amend existing bye laws must have a majority equal to two thirds of those present and entitled to vote and voting.

7. Standing orders shall not be suspended for the purpose of considering a matter not on the Clar except by the consent of a majority of two thirds of those present and entitled to vote

8. The chairperson may change the order of items on the Clar with the consent of a simple majority of those present and entitled to vote and voting

9. A motion may be withdrawn with the permission of the convention.

2012 MIONTUAIRISCICumann Lúth Chleas Gael Coiste Chontae Mhaigheo Comhthionól Bhliantúil 2012 was held in the High Chaparral, Gaothsaile, and hosted by Kiltane GAA club on De Luain 5 Nollaig 2011.

Chairman Paddy Mc Nicholas opened the meeting and welcomed the delegates to North Mayo for county convention.

Uachtarán CLG Coiste Chontae Mhaigheo Peadar O h-Uigin - Garrymore recited a prayer for deceased members of the Coiste.

Address of WelcomePol O Gallaghoir Cathaoirleach of the host club welcomed the delegates and wished them well. He said that the Kiltane Club was formed in 1962 and has been a senior club for 40 years.

Óráid an UachtaráinPeadar O h-Uigin spoke of the great two years he had served as President and the privilege it was for him to have done so and to have witnessed the great work that is been done by Mayo County Board. He wished his successor well.

Óráid an CathaoirleachPadraig Mac Nicoláis in his address as Cathaoirleach of the Coiste thanked the following:

1. The Board Officers especially Sean O Fiannai the retiring Runai.

2. The stewards and all the club officers

3. He wished Eddie Cuffe a speedy recovery.

4. He spoke about the Strategic Plan and how it had generated much debate and the amount of time spent working on it by his fellow officer Sean Feeney.

5. He spoke of the financial affairs of McHale Park and the importance of the season ticket.

6. He expressed his disappointment with the defeats of both the minor and the U-21 teams but was delighted with the success of the U-16 teams.

MinutesThe minutes of the previous convention were adopted on the proposal of Michael Heraty - Westport and seconded by Vincent Walsh - Swinford.

As this was his final report he spoke of his relief and of having the best of times and the worst of times since he took up office in Charlestown in Dec 1994. The privilege of serving under five chairmen and working alongside two treasurers. He thanked the many divisional secretaries that worked with him. The staff in the Connacht Council office, the many Club Officers and county PROs. He finished by saying that he had made lots of friends over that period and hopefully very few enemies. He wished his successor well and offered whatever assistance was necessary to settle in.

The Runai’s report was adopted on the proposition of Aidan Brennan - Claremorris and seconded by Ollie Dillon - Ballintubber.

Tuairisc an ChisteoirThe Cisteoir S P O Luan reported a surplus of €108,000 for the year slightly down on the previous year. The repayments on the development of McHale Park are still of major concern.A comment from Aidan Brennan - Claremorris on the poor income from Hurling compared to Hurling expenditure and he asked if Croke Park could be asked for more help in this regard.S P O Luan paid tribute to outgoing secretary - Sean Feeney, Assistant Treasures - Eddie Cuffe, Accountant - Michael McHugh, Our Sponsors, The Supporters Club, The Gatemen, and all the Clubs of the County.The Treasurer’s Report was adopted on The proposition of Uinsionn Breathnach – Swinford and seconded by Richard Cosgrove - Kiltane.

Toghachán na hOifígíBefore the election of officers the Ballinrobe Delegate read out a statement from their Club outlining their dissatisfaction with the Board throughout the year and as a form of protest they would not be voting.

Pakie McGinty Achill replaced Peadar Higgins as President for a two year term. On his election he said it was an honour for himself his family his village his club and the West Board to be President of the Mayo County Board and he hoped that he would be president when Mayo would bring Sam across the Bridge in Achill.

Kevin O Toole Tourmakeady was elected secretary after a contest with Vincent Neary Bonniconlon and Margaret O Malley Burrishoole.

The two finalists of the Junior championship are promoted to the Intermediate championship for the following year and the two finalists of the Intermediate championship are promoted to the Senior championship for the following year. Also, each year two teams are relegated from the Senior championship to the intermediate championship for the following year and two teams be relegated from the intermediate championship to the Junior championship for the following year. 14. That 12 players who played club championship football in the previous year must be listed in the 15 players for the reserve league competition and this list must be submitted. (Garraí Mór). Already dealt with

15. Excess players on county panels be released back to their clubs e.g. from 24 upwards on the minor panel (Cill Mheain). Carried

16. That Minor and U21 championship matches involving the same club should not take place on the same weekend. (Beal An Atha) Referred to CCC

17. That Minor championship should be based on Under 16 championship of two years ago and not league and likewise for league, we propose that team sizes for all games form U21 down should be based on numbers available to clubs.

(A) If a club has 12-14 players team size should be 11 per side.(B) If a club has 15-17 players team size should be 13 per side(C) If a club has 18 or more players team size should be 15 per side(D) If a club has 11 or less players this club could amalgamate with another club.

This new amalgamated team should be graded up and not down. It is important to have young players playing football at their highest level even with a smaller team than playing at a lower division just because the club did not have the numbers. The A or B championship should not be restricted to clubs with good numbers only and if so then grading must be changed to accommodate clubs with smaller numbers.

We propose that as in line with some other county structures that management stays with panel of players form U14-U21 provided that they are measured based on improvement, competitiveness and competition at a higher level year on year e.g.Competitiveness: New players coming into panel.Competing: Playing the stronger counties ad competing long termA clear set of goals should be set out at the start of each year and agreed by both the county board and management.

Currently in the county we have development panels in each of the divisions, we propose management teams should rotate between the divisions. This could take the pressure off management teams to accommodate footballers from their own clubs. This could help to insure we are working for the betterment of the county. (Cill t-Seadhna). Rules of Play

18. It shall be permitted to take a sideline kick from the ground if the kick is being taken inside the 45m line from the goals under attack. (Reason: to allow a player attempt to score from a sideline kick taken from the ground). (Tuar Mhic Eadaigh) - Out of Order - Not a rule change year

19. If a referee (a) is in doubt about whether the ball crossed the goal line between the posts or whether it was wide, or (b) deems that the ball passed directly above the goalpost, a throw-in shall be given on the 20m line. (Tuar Mhic Eadaigh) - Out of Order - Not a rule change year

20. Proposed exceptions to Rule 3.4:(a) If the ball is deflected by a defending player across his own goal line under the

bar, it shall not be given as a goal if it was last played by an attacking player with his hand, except as permitted under Rule 3.2. (Example: The goal awarded against Mayo in the 2005 All-Ireland Minor Final where a fisted goal was allowed because the goalkeeper attempted to save it)

(b) A goal will not be awarded if a defending player carries or drops the ball across his own goal line as a result of a side-to-side charge.

In both of these exceptional cases, the attacking team will be awarded a 13m free kick directly in front of the goals. (Tuar Mhic Eadaigh) - Out of Order - Not a rule change year

21. If there is a repeat infringement by a goalkeeper or other defending player upon the taking of a penalty kick, the referee shall direct the umpire to signal that a goal is awarded to the attacking team if a goal does not result from the kick. If there is a repeat infringement by an attacking player upon the taking of a penalty kick, any resulting score shall not stand and a free kick from the 13m line shall be awarded to the defending team. (Reason: There is currently no limit to the number of times a penalty kick may be ordered to be re-taken). (Tuar Mhic Eadaigh) - Out of Order - Not a rule change year

Season Ticket Michael Diskin of the finance committee gave a presentation on the new Season Ticket

Mayo GAA Strategic Vision and Action Plan 2012-2017 Padraig O Neachtain Uachtaran, CLG Comhairle Chonnacht formally launched the Mayo GAA Strategic Vision and Action Plan 2012-2017. He spoke on a few aspects of the plan in particular the Secondary Schools section which he said was very dear to his own heart. He complimented all those who were involved in bringing the plan this far.

Tuarascáil an Rúnaí – 2012.Is mór an onóir dom an tuarascáil seo, mo chéad mar Runaí, a chur os comhair an Comhdháil Bhlíantúil seo anocht agus ba mhaith liom mo bhuíochas a ghabháil le hOifigigh an Chontae agus na gClub as ucht a gcuid oibre agus an cabhair i rith na bliana.

It is a privilege for me to present my first annual report as Rúnaí of Coiste Chontae Mhaigheo to you tonight. Writing a report to cover the activities of an organisation as broad and as complex as Mayo GAA, has taken much longer and proved more difficult than I envisaged. I welcome the decision of the board to recruit a full time clerical administrator and two clerical assistants. They will not be idle in 2013. My first year as secretary has been eventful and challenging one, but it has also been a rewarding year and a valuable experience for me, and I would like to express my thanks to all of those who assisted me in the duties of Secretary of Mayo GAA County Board during 2012. They were many and very necessary. I would also like to thank the officers of the board, the members of Coiste Chontae Mhaigheo and the clubs for their help and support during the year.

From the outset, finance dominated most of 2012. A review of our fundraising activities by a group of individuals in November and December had identified the potential benefits of a club and county season ticket, and Cáirde Mhaigheo became a reality. Our debt on Elverys MacHale Park was restructured and the outstanding work on the project was completed.

On the inter county front, the Mayo senior football team played in four finals in 2012, the Mayo Junior football team lost to Kerry in the All Ireland Junior Final, the minor footballers were unfortunate not to be competing in the All Ireland Minor Final and Mayo Senior Hurlers unlucky losers the eventual finalists of the Christy Ring Cup.

At club level, Davitts contested the Intermediate All-Ireland club football final with Kerry’s Milltown-Castlemaine, the number of fixtures organised for clubs in Mayo during 2012 totalled 2693 and the club season finally came to a close on December 9th.

Senior Football - FBD League2012 began with the FBD League in January, and three successive wins over GMIT, Leitrim and Roscommon qualified us for a home final game against NUIG. Mayo won their third FBD final in a row by 0 -14 to 0-4, using a total of 31 players, scoring 4-49 and conceding 1-30 in the four games of the competition. Unfortunately Mayo was unable to field a team for the final game in New York in October due to the extended season and the serious backlog of club fixtures. The decision not to travel was a correct decision; the error was in not making that decision earlier. That was unfair to the New York GAA Board, to the many Mayo supporters in New York, to the Connacht Council and to FBD, the sponsors of the competition. Our apologies to all concerned, no slight was intended and I would hope no offence was taken.

Senior Football - Allianz National Football League11

February saw the commencement of the Allianz National Football League. Wins over Laois and Armagh, a fogged out game against Dublin in between, was followed by losses to Down, Donegal and Cork. A comprehensive win over Dublin in the replayed game followed by a draw against Kerry in Tralee was sufficient to earn a National League semi final place against Kerry in Croke Park. Mayo produced a 110-minute performance against Kerry to qualify for their second final of the year against Cork. The final was a lesson for the team, of the intensity, the physicality and the benefit of certain decisions that can make the difference between winning and losing a national title. Cork won by 2-10 to 0-11, but our noses were beginning to point in the one direction. Mayo used a total of 31 players, scoring 6-119 and conceding 5-118 in the ten games of the National League.

Senior Football - Championship FootballJune saw Mayo’s entry into championship football when they accounted for Leitrim by 4-20 to 0-10 in Elvery’s MacHale Park to bring them to their third final of 2012. The final against Sligo, which saw the return of Aidan O Shea, was no classic. It was another step towards the ultimate objective and was won by 0 -12 to 0-10. The performance against Down in the quarter final gave support to the belief that that objective was achievable. The confidence gained from the win over Down by 3-18 to 2-09 was tempered by the cruel injury to team captain Andy Moran, but he was to prove as big an asset to the team off the field as he was on the field for the rest of the championship. Mayo’s All Ireland semi final against Dublin was touted by certain experts in the media as the precursor to a Dublin - Donegal All Ireland Final. Mayo were watching a different program and earned a place in the All Ireland Final with a 0-19 to 0-16 win over the Dubs. The All Ireland title however proved as elusive as ever in September. Donegal carved out a victory in a game that could have been won. We had the intensity, we had the physicality, but once again, we did not have the benefit of those decisions that can make the difference between winning and losing. Our objective has not been achieved. We will learn from our experiences.

Congratulations to Alan Dillon, Lee Keegan, Ger Cafferkey, and Keith Higgins on their All Star Awards and to Cillian O Connor on being selected as Young Player of the year.

I would like to sincerely thank all of those involved - our players, James Horan and his management team, our backroom team, our county board, our partners and families for the work, the commitment and the support that was required and evident during 2012.

Junior FootballMayo won the Connacht Junior title with a 2-12 to 0-10 win over Galway in Hyde Park to secure a place in the All Ireland semi final against Lancashire in Manchester. The Mayo team won the semi final convincingly by scoring 2-14 to Lancashire's 0-11. However, they were unable to contain a strong Kerry team in the final. The Kingdom were on top throughout the game and won by 0-19 to 1-7. Our thanks to the players, to John Kelly, to Cathal Hennelly and to the junior management team for their dedication to this competition.

Under 21 FootballDethroning the reigning All Ireland Under 21 champions was the highlight of our Under 21 campaign this year. Our victory, in extra time over Galway by 1-14 to 0-15 qualified Mayo for a Connacht Final showdown with Roscommon, who for the third year in a row secured a victory over a Mayo Under 21 team, this time by 1-11 to 0-10. While Ray Dempsey and his management

team were not able to replicate the successes that they enjoyed at minor level, I would like to thank them for their efforts and to welcome Tony Duffy to the hot seat. The demands on players in this age category from county, clubs and colleges, needs to be addressed. The combined total of training sessions and games for a player involved at the three levels is unrealistic.

Minor FootballMayo opened their minor championship campaign with a 1-6 to 0-6 win over Sligo. This was followed by a 0-10 to 0-8 defeat by Roscommon in the Connacht Final. A comprehensive victory over reigning All Ireland Minor Champions, Tipperary, by 0-19 to 1-8 in the All Ireland Quarter final displayed the true skill level of this much criticised team as did their first half performance against Meath in the Semi Final. The defining moment in that game however was the injuries to Eoghan Lavin and Sean Regan. We lost a game that we should have won by 2-10 to 1-11. Our thanks once again to the players, to Tony Duffy and his management team who have moved on to Under 21 management for 2013.

Hurling – Club and CountyLucas Mac Muiris – Runai, Coiste Iomána, has reported on this year’s activity in relation to hurling. I would like to join him in expressing our appreciation of those who contributed to Mayo Hurling in 2012 - the players, the managements, the referees, the coaches and the clubs. To the officers of the Hurling sub committee – John Hopkins, Luke Fitzmaurice and Brendan Geraghty – mile buíochas as ucht an obair.

Competitions Control Committee and Club FixturesThe details of our Club Competitions are covered by Michael Connolly, Chairman of the Competitions Control Committee and Vincent Neary, Secretary of Bord na nOg in their reports.I would like to thank them and the members of their committees for their work on behalf of the County Board and the Clubs. Congratulations to all of the winners of our competitions in 2012.The reality of clubs playing football in December is confirmation that 2012 was not a good year for fixtures scheduling. Some of the difficulties that arose during the year were the result of events outside our control, but some were also of our own making. From the series of meetings that we have had with clubs on fixtures, it was evident that clubs and players require definite dates for league and championship matches and that there was a need for a minimum of two competitive games per month. These are not unrealistic requests. There were numerous requests from clubs during the year for postponements because of events that affected their ability to field their “full” team. The CCC only can sanction mutual postponements, if the fixture is fulfilled within sixteen days. For the CCC to produce and adhere to a fixtures schedule will require cooperation between clubs where difficulties arise with dates.

DisciplineDuring the year, we had to deal with an increasing number of incidents involving players, managers and supporters, some of them very serious incidents and a lot of them involving underage teams. Discipline, on and off the field must be a priority for team managements and for clubs. Give Respect, Get Respect needs to be more than a four-word sentence.

FinanceThe decision to bring all fundraising under the control of Coiste Chontae Mhaigheo was by and far, the most important financial decision that the board made this year because the control of

all funds raised in support of Mayo GAA teams is the responsibility of the Coiste Chontae Mhaigheo. The net value of that decision is reflected in this year’s balance sheet and in the board’s success in dealing with our creditors during 2012. The board’s annual accounts for 2012 show a surplus of €227,397.00 of income over expenditure with fundraising increasing by €180,000.00. The success of Cáirde Mhaigheo is also reflected in the sundry creditors, which include a figure of €150,000.00 for pre-sold Season Tickets for 2013. The increase in expenditure on teams, coaching and schools is testament to the board’s commitment to the development of football and hurling in the county, and contrary to the opportunistic accusations during the year by some individuals that all funds raised would go to debt reduction.

Elverys MacHale ParkThe ever increasing use of Elverys MacHale Park for the training of our county teams and for club fixtures - eighty club games were played there in 2012 is welcome. The ongoing work on the top pitches in Mulvey Park along with the continuing work on the pitch surface in Elverys MacHale Park should see a further increase in its usage. Last year saw the restructuring of the finances of Elverys MacHale Park. Our thanks to Tom Ryan, Kathy Slattery and Laurie Quinn of the Finance Committee in Croke Park, John Prenty and Paddy Naughton from Connacht Council, James McTigue and Des Murphy of Mountain View Securities, David O Malley and Charlie Gilmartin for their assistance in that restructuring.

Coaching and Games DevelopmentToday sees the retirement of Hugh Rudden - the county coaching officer. Hugh has steered coaching in Mayo for the last five years and I would like to sincerely thank him for his contribution. The increasing expenditure on coaching is a cost that we must accept if we are to develop the skills of our young players. However, it is important that along with improving the skills of these players, we should be continuously improving the skills of our coaches, particularly at club level.

The Mayo GAA Strategic Vision and Action Plan was launched at the county convention in Geesala last year. A committee should be selected to review and update the targets set out in the plan. While most of the targets for 2012 have been achieved, it is important that all targets set out in the plan are monitored and amended if necessary.

MediaI have always had a good relationship with the members of the media who cover our games and I am grateful that 2012 was no exception. The coverage of our games in the local media was excellent. The decision to allocate tickets for the All Ireland Final to the journalists who cover our games rather than to the companies, who own the titles, was in keeping with the board’s policy of trying to ensure that the people who contributed to our games were acknowledged.

Sympathy2012 saw the passing of two former officers of the board – Eddie Cuffe and Fr Sean Durkin, and a number of former players. Remember them in your thoughts and prayers

Competitions Control Committee Report 20122012 was an eventful year with Mayo reaching the National League Final and the All Ireland Senior Final. Achieving both put a lot of strain on our club fixtures. We also had the fog coming down on the Dublin National League game to add to the problems. Our program for games was set out very early in the year and a visit to the four divisions to introduce the calendar of games for 2012 was done. We achieved our plan for the club championship having all finals completed by the planned dates. The plan for the league dates unfortunately went out the window once Mayo reached the league final and the All Ireland Final. Having five to six league games to be played after the All Ireland Final plus the championship semi finals and finals and the u21 quarter finals, semi final and final really congested the calendar in October November. We also have the added problem of the Senior Intermediate and Junior championship teams all mixed up in our league structure. Having all this club football to be played in October November and December when you are successful at county level, you would have to think a price is going to be paid.

My view is that clubs will pay the price as players won’t hang around, they will go to other codes to fill their needs if we can’t. When you see this year some clubs did not have competitive football from the 22nd of July to the 7th of October a total of 11 weeks, we can’t be happy with this, the clubs can’t be happy with this either. Inter county football changes has put more and more pressure on club fixtures. Playing all our national league games in the one calendar year does not help; the back door championship system also brings its own problems. We can make some change to help ourselves but the CCC in Croke Park must also have a closer look at the opportunities to improve our club calendar fixtures.

The Michael Walsh Senior and Intermediate leagues were also concluded with the reduced amount of games and still the questions are being asked about the competitiveness of this league. The meetings with club managers and the club officers in October and November was a good success it gave us the opportunity to discuss the calendar year and all our problems that went with it, I feel it is important that we get closer with people that manage teams to get their views, the more discussions we have about our fixture problems the better solutions we will come up with. We all must understand each other’s problems.

Our championship was a great success with Ballintubber going for a three in a row but it wasn’t to be, the loss of Cillian O Connor was a huge blow and probably cost them in the end, Ballaghaderreen immerged the new senior county champions, they too had to suffer the loss of Andy Moran, but Ballaghaderreen put in two very good solid performances in the semi final and final to become county champions.

The Intermediate final was contested by Charlestown and Burrishoole, Charlestown was demoted from Senior the previous year and Burrishoole was contesting their third final, Charlestown emerged winners,

The Junior final went to a replay and also went to extra time it was contested by The Neale and Ardnaree, the Junior final replay was probably the best game of the championship, it had everything sending offs great scores, a goal in the last minute to go to extra time, The Neale

emerged the winners but you would have to feel for Ardnaree as they had it in their grasp up to the last kick of the game, but that’s football. I would like to congratulate all the winners and runners up of all our competitions. I would also like to thank all the club officers for their support and cooperation during the long year, it was a long busy year for the CCC committee and I want to thank them for their commitment and their attendance for meetings during the year. I also want to thank Willie Feely as referees coordinator and his committee for their works and efforts during the year. Referees are a very important group of people in our organization, if we don’t have referees our games could not take place, they are humans and they can make mistakes, players makes mistakes by missing easy scores and crucial scores, but the referees mistake is the one that is remembered and the one that gets the abuse for. This should not happen and we should do more to stamp out any type of abuse towards our referees. Every club should make every effort to support referees through their club managers and players to respect referees at all times. I also want to thank them for their support during the year and at time in the last minute.

Stewards are another very important group of people who support and help us at our games and I want to thank them for their support and commitment during the year.

PR Committee Report 2012PR was a busy and interesting year for Mayo GAA to say the least. The first major event took place in early January when the official launch of Cáirde Mhaigheo took place with Minister Michael Ring presiding over matters. The Mayo Senior Football team first home match in the Allianz Football League provided plenty to talk about with the game having to be abandoned due to fog in the grounds. In April the brand new Mayo GAA jersey was officially launched in Elverys MacHale Park after the Senior Footballers wore the jersey for the first time in the Dublin replay. With the Mayo Senior Footballers reaching the Allianz League Final so too did their popularity increase with the supporters. Croke Park this year announced details of their national open supporters evening country wide with every county participating on the same evening. Mayo hosted the supporters open evening in MacHale Park with hundreds of supporters getting their chance to meet all their heroes in the Green and Red. This proved to be a great success both in Mayo and country wide. The initiative is planned to be fixed in the calendar in the future where all counties will be asked to participate. The official opening of Elverys MacHale Park took place in May where An Taoiseach Enda Kenny performed the honours. The main talking point from a PR point of view in the first half of the year undoubtedly was the withdrawal of Conor Mortimer from the Senior Football panel. Conor been a high profile footballer caused a stir across the country when it was announced that he was no longer part of the panel. Luckily the matter soon settled down and the team got down to business. The main press statement that unfortunately had to be issued this year was the one stating the horrific injury which was suffered by the senior football team captain Andy Moran after it was discovered he had suffered significant damage to knee ligaments and his season was over. With Andy in fine form all year it was a big blow to the team but one which all parties took in their stride. The All-Ireland Senior Football Final certainly got the supporters busy. Mayo certainly never lack in support and the All-Ireland Final proved this, the highlight been the particularly large crowd that came out in horrendous weather conditions for the homecoming the day after the final. The team were certainly in awe at the support that particular evening. The decision not to travel to New York for the FBD final again caused plenty of debate. An unfortunate decision that had to be made and in hindsight the general consensus is that it was the correct decision. The GAA/GPA All-Stars selection caused widespread shock at the omission of Kevin McLoughlin from the list. Despite certain media comments to the contrary, James Horan’s future as Mayo Senior Football manager was confirmed, with the manager been given an extension to his remaining one year term. All in all a busy year with plenty of debate concerning the Green & Red of Mayo.

Social MediaMayo GAA is one of the leading counties when it comes to social media. We are very active on all fronts with website, Twitter and Facebook all helping our supporters far and wide keeping in touch with the goings on in Mayo. At the moment Mayo GAA are the second highest followed county on Facebook with over 10,500 active followers. Our Twitter page has in excess of 6,800 followers. Social media has become a major force in promoting our games in the GAA and is a medium which we use intensely to help keep our supporters informed. We can be found on Facebook - both @MayoGAA

Bord na nOg Report 2012We started our Bord na nOg playing season last March and concluded with our Under 15 League Division 1 final on Sat Nov 3rd and played almost 40 finals throughout that season. The workload is considerably and great cooperation is necessary between clubs and the Board in order to complete such a programme. Most of our finals were played here in McHale Park which again proved a great success. My thanks to Phil Heneghan, and the County Board for the use of MacHale Park and indeed to all the clubs throughout the county for their facilities for play-offs semi-finals and finals during the year. Thanks also to the various members of Bord na nOg for their help in the running of our finals and for locating venues in their own club areas and making presentations after matches.

FeileOur first final for 2012 was the Feile final which was held over the Easter Holidays and congratulations to Castlebar Mitchells who won the Mayo final after a great battle with neighbours Westport and they went on to represent this county in the national Feile finals in Laois and acquitted themselves very well and just failed narrowly to make it to the knockout stages. Again we had a fine Feile competition here in Mayo and there were many fine Under 14 teams in this county and any one of them could have been victorious.

Under 12The Under 12 competition this year was again ran Under Go Games rules, and will be Under these rules into the future. We sent out a questionnaire to all clubs and we will look at the replies and may have to adjust parts of the competition in line with the wishes of clubs. We also ran a second league at Under 12 this year where clubs could take part in voluntary. This was of some benefit and will be reviewed again for next year. This year also we prepared leagues and fixtures for clubs at Under 8 and 10 levels and again we are reviewing this and some changes may have to be put in place for the year ahead.

Under 13The Under 13 competition ran during the month of August and was more successful than last year. It is really the only guide we have for the Under 14 competition for the following year so full participation is really a must. We had no finals and whoever topped the league was deemed winners.

Under 14The Under 14 competitions run all through the summer months with plenty of games and competitions for all clubs. This year we found it very difficult to grade a number of teams and as a result we ran a short grading league early on to give us an indication of where clubs should be placed for the real leagues. Again at Under 14 we have a number of competitions, the county leagues and the county championship as well as the feile and the divisional championships. It was a long season for this age bracket but every part if it was fully completed. The championship finals in particular at Under 14 were keenly contested with very little separating the sides and indeed one of the league finals went to extra time before a winner could be found.

UNDER 15A league ran during the month of October and coming to conclusion in the first week of November. This was very successful despite the bad weather and clubs really embraced this competition this year. We had a three way play-off in Division one and with the total co-operation of the clubs involved we got

those games played on one weekend despite the short evenings and the children been at secondary school. I must compliment those clubs involved for their attitude in moving along the play-off games and semi-finals and indeed the co-operation we got for the Division 1 final where both clubs agreed to toss for venue. Under 16At Under 16 this year we had 5 leagues and 5 championships and no club achieved a league and championship double which meant that there were ten different winners of our Under 16 finals. This is great because it spreads success to a greater number of clubs and hopefully this success will drive clubs on to minor level full of confidence. This is a difficult age group to fulfill their programme of games. The reasons being the fact the there has to be a break for the Junior Cert exams and county league divisional competitions and the county championship have all to be ran in a short space of time. In most of the clubs there is also a big cross over between Under 14 and Under 16 and also between Under 16 and minor with lots of players having to play at different age groups on different evenings during the week. There is only a very narrow window of opportunity to run the Under 16 competitions so it is most important that clubs keep up to date with their fixtures and make sure that all games are played before the last rounds otherwise it will cause backlogs that may be very difficult to clear.

Minor The Bord officers met with the county minor management before the start of the minor leagues to discuss our fixtures and their programme for the year ahead. This was a worthwhile exercise and it eliminated many of the problems that were encountered last year. The minor competitions are not easy to complete because of the leaving cert break the county minor team and to be able to work around their progress and also the growing number of minor players who are now becoming an important part of club adult teams right up to senior level. This forces Bord na nOg into very tight corners from a fixtures point of view. We cannot run a minor fixture on the same weekend as our adult championship so I hope clubs realise that, like the Under 16 fixtures dates and fixture deadlines must be adhered to in order to progress the minor competitions. Again this year we ran a minor summer league to keep club minor players in action while the county minor team was still involved in a great championship run. This was more successful than in years gone by and our summer league finals were played much earlier this year. Our minor championship A and B finals usually precede the county senior and intermediate finals but this year we ran both minor championship finals on the same night in MacHale Park well ahead of the senior and intermediate final dates and this proved very popular and was very successful and maybe if circumstances allow we may continue with this practice.

ConclusionIn conclusion I would like to congratulate all our winners, and thank the press, the photographers and local radio for all their coverage of our Bord na nOg fixtures throughout the year and I think that everyone will have to agree that media coverage was excellent and extensive in 2012. I would also like to thank our referees for all their help and for the huge volume of games that are played the number of cases where referees failed to turn up were very rare and I apologise to the clubs who were inconvenienced by such an occurrence. Thanks to my own family for their patience as ever and to you the clubs and delegates for your cooperation in this past year. The Bord na nOg officers visit each of the four divisions every year and put a lot of time and effort into outlining our planners for the year ahead. We present our draft leagues and listen to club views. We also go through the rules as laid down by you the clubs here at convention, but it was very disappointing to have to put up with some unacceptable behavior and abuse by a small number of clubs and individuals towards the officers and some executive members of this Bord during the year and especially on days of finals when these clubs and individuals tried to change the rules that they themselves had been part of drawing up and voting on here at conventions. Thankfully these incidents were not too common. Finally to my chairman Seamus Tuohy who has done unbelievable work on your behalf again this season as chairman of Bord na nOg a massive thank you. We are in regular contact all through the year during the playing season to try and keep things moving along and in the off season preparing for the following

Coaching Report 2012As we come to the end of another year, we look back and review a successful year on the coaching front. We look forward too with a view to improving on various aspects of our programme with a view to giving a better service. We are proud of the players who represented Mayo in the All Ireland Series. Many or most of them are products of our development squads and academies over the last number of years.This year we had the introduction of a Senior Development Panel. We hope that this will help to maintain a link and a constant contact with potential Senior County Players and give them the necessary tools to reach their full potential and Senior County Standard.

The National Schools ProgrammeThe National School’s Programme continues with 140 Schools involved. We thank all of the Coaches involved both part time and full time. They make an invaluable contribution towards the promotion of our Games.

Coach EducationUnder the Coach Education Programme 24 National Schools Teachers took part in a week long Coaching Course. Coach Education continues on a County basis with all Divisions catered for, Clubs should now have a supply of qualified coaches to call upon for under age duties. The Clubs coaching Officer has an important role to play in seeing that the Coaching of all young players is of the highest quality. Courses were well attended with 192 people taking Foundation Level, 40 taking Award 1 Youth and 37 taking Award 1 Adult.

Goal to Work SchemeThe Goal to Work Scheme continues with 3 people taking part in the Ballyhaunis Area. It is hoped that this scheme can be expanded or extended as their contribution to coaching in National Schools is of great benefit.

Job Bridge ProgrammeA number of people are also employed on this scheme as Coaches and clubs and Schools should benefit from this scheme also.

Secondary SchoolsCoaching assistance is given to as many Secondary Schools as possible. The Transition Year Programme continues and 12 schools are taking part. Students will receive a coaching certificate. Clubs and Schools can and should make use of these students to assist with under age coaching and other related activities. Our coaches also assist with the super touch programme and 13 schools are taking part. Blitzes are organised for first year student and coordinated by our coaches. Workshops for Post Primary School teachers were held in conjunction with the Under 17 development squad training.

Kellogg’s Cúl CampsKellogg’s sponsored Cúl Camps for 2012 saw a 30% increase in numbers. The total number taking part came to 2942. We thank our National Schools and Coaching Staff for the extra effort made to promote these camps. These camps are the first introduction to Gaelic Games for very many young players and it is important they enjoy the experience.

courses provided. We hope that this opportunity to progress will benefit all participants. Squads take part in the Sean Purcell Tournament in August. The 2012 squads gave outstanding performances in this year’s Sean Purcell Tournament.Under 15 Development SquadsAgain we have a continuation of the Under 14 Programme with a panel of 44 selected from around 200 participants. East / South and North / West squads took part in the Connacht Blitz in Castlebar and won all matches. They also took part in the National Blitz in Kiltoom and a Blitz in Ballyshannon, winning all matches in Ballyshannon.

Under 16 Development Squads2 squads at Under 16 level take part in the National Blitz day in Portlaoise and acquitted themselves well. They also take part in the Ted Webb Cup and performed well. Disappointingly they were narrowly beaten for a place in the Final.

Under 17At Under 17 we have 40 of a panel. They took part in the Jeremiah Kerrins Tournament. They are now taking part in a Connacht Blitz and had won all their matches. They also take part in the Strength and Conditioning Programme throughout the year and are monitored regularly. Coaching and Skills Training is also provided on an ongoing basis. Al Under age squads are introduced to the Strength and Conditioning programme from Under 15 upwards.

HurlingUnder 13 teams from Mayo took part in the Connacht Feile.Under 14 Development Squads took part in the Connacht and All Ireland Blitzes.Under 15 Development Squad took part in the Connacht Ulster Blitzes in Ballyshannon and the Connacht Galway City Blitz in Pearse Stadium.Under 16 Development Squad took part in the All Ireland Under 16 Tournament in Westmeath. They also took part in the Niall McInerney Tournament in Connacht.Coaching Courses at Foundation Level, Award 1 Youth and Award 1 Adult were also conducted.

WorkshopsWorkshops were provided for Go Games Programme in all Divisions.

Play and Stay6 Clubs were involved in the Play and Stay in Croke Park - Moy Davitts, Shrule-Glencorrib, Naomh Padraig, Breaffy, Knockmore and Ballintubber. We hope they enjoyed the experience.

Coaching GeneralThe work of the Coach continues to evolve and develop. New material is available to help all those interested in taking on the responsible job of Coaching. A well laid out Programme of Games is a must in helping to develop our players. County Boards must make every effort to provide regular games.

Centre of ExcellenceThe Official Opening and full availability of the new Centre of Excellence at Cloonacurry, Bekan, Ballyhaunis on 8th December 2012, will be a welcome facility for Connacht G.A.A. and all the counties in Connacht. I am sure Mayo will take full advantage of this wonderful facility to improve and develop our players. We congratulate Connacht G.A.A. for having the foresight and courage to embark on this project. It will be the envy of others for years to come.

Aodh O’Rodáin - Oifigeach Oiliunach

Mayo GAA Hurling Report 20122012 proved a very successful year for Mayo Hurling. Our seniors retained their status in Division Two of the Allianz National League and in the Christy Ring Championship. We congratulate our captain - Keith Higgins of Ballyhaunis on his football all star award. Congratulations are also extended to Donal O Brien of Ballyhaunis on being honoured as a Christy Ring 15 all star. Mayo was also honoured when Paul O Grady of James Stephens Ballina was selected on the National Under 21 Shinty team to play against Scotland. Our Under 21 team narrowly lost the Connacht B Final to Roscommon. Our minors, following a Croke Park mistake, were slotted into a wrong category, but nevertheless acquitted themselves very well against Kildare. We now have 10 hurling clubs in the county and when you look at the 2012 title winners you will see a great spread. This is a healthy sign for hurling. Many of our underage clubs had success at Connacht level and our A and B Feile teams represented mayo admirably at national level. You will see in the underage report that -

1. Hurling coaching now takes place in 40 national schools. 2. We have 45 hurling coaches. 3. Over 1,000 play hurling at underage. 4. Players from 34 parishes play at underage level. 5. Efforts are well underway to introduce hurling at post primary level. 6. Volunteers, teachers and parents continue to support our efforts for this we are very grateful.

Allianz National League 2012. Our first match was against our old opponents - Roscommon. After an exciting game we were victorious 0-16 to 1-8. At home to Meath, we had a major battle and drew Mayo 3-12, Meath 1-18. We were also victorious against Kildare 1-20 to 0-19. We did not travel too well and lost to Armagh 1-11 to 0-21 and lost to London 0-7 to 1-17.

Our manager, Murt Connolly, now knew the ability of our players and prepared diligently for the Christy Ring Championship. We lost narrowly to down in Castlebar and in the qualifiers went down by two points to London. They went on to great success and in 2013 will play in the Liam McCarthy cup. Playing against teams at this level will raise our standards and improve our status. At this juncture I would like, on behalf of the board to thank Murt Connolly and his selectors Christy Phillips and Ciaran Hynes for their massive contribution towards Mayo Hurling over the last two years.

For many years clubs complained that we were not providing enough competitions for their hurlers. We now have 24 County Competitions from Under 12 to senior. I would ask all clubs to fully partake in all competitions. In 2013 the Tain league organized by Croke Park will be launched and again I ask all Junior and Senior Clubs to join this national club competition. Croke Park introduced the “hurling mentor programme” in 2012 and Jeffrey Lynskey of Galway has been appointed as the mentor for Mayo. We welcome his appointment and he has already started implementing his programme for the development of Mayo Hurling.

I am delighted to see the development plans for all our clubs in 2013. The board has held meetings with Mayo Camogie Board and was represented at all Coiste Iomana Connacht meetings. All our games were run off without a hitch in 2012. I would like to thank Mike Connelly and his committee for their co-operation and understanding. Now that we have so many dual players it is important to work closely with

The County Board officers have been most helpful to us as we play our part in promoting hurling - our national game in Mayo in 2012. A sincere thanks is also due to our diligent referees. Development Report 2012.

Last year at convention we saw the launch of a strategic plan for Mayo for the next 5 years. Now it is the turn of the clubs to implement one. It is becoming clearer that clubs need a club plan to survive the challenges of the next five years, and also to avail of funding available from Connacht Council and Croke Park. Moy Davitts led the way being the first club in Mayo to do a club plan. They were delighted with the results. Thankfully other clubs have followed suit and now there are 15-20 in the process. This is very encouraging and I am hoping all clubs complete a plan throughout the next year. Club

AuditsIn 2012 there was an audit carried out in all clubs with regards to safety statements indemnity motions risk assessments, of club grounds and dressing rooms, a report will be sent to each and every club in due course.

Club Officer TrainingWe had club officer training on March 5. Turn out was poor, it was a pity as it was well advertised and the top people came from Croke Park and Connacht Council to deliver the programme. Thanks to all who did turn up and I hope it was beneficial to you.

Club of the YearClub of the year goes to Moygownagh for 2012 .They have been in the running for the last few years now and we wish them well as they go forward to represent Mayo in the Connacht series.

Tuairiscáil an Rúnaí - Coiste Scór Mhaigheo 2012Scór na nÓgAs is always the case the season got underway with Scór na nÓg. The standard of competition was quite high throughout the County, culminating in an extremely entertaining Final in Breaffy GAA Clubhouse with a strong team being selected to represent us at the Connaught Final

The Connaught Scor Na nÓg final was staged once again in the Royal Theatre Castlebar. Feedback was very positive in relation to both the running of the event and the standard of the performances displayed by all competitors. Mayo for a 2nd year succeeded in winning two Connaught titles - The Figure Dancing and Instrumental Music competitions. Both won by Castlebar Mitchels. Congratulations to all concerned.

The All Ireland Scor Na nÓg final was also staged in the Royal Theatre Castlebar. While, unfortunately, the ultimate honours eluded our competitors on the day, there was no honour lost in defeat and the expertise demonstrated marked them out as exceptional competitors. It was disappointing to learn that the 2013 Scór na nÓg All Ireland Final has been moved to Derry. While we wish the organising committee up there the best of luck with it, nevertheless, there was a general consensus by competitors & patrons alike that Castlebar had been an outstanding success over the last two years. We sincerely hope that we will have the opportunity once again in the very near future to host one or both of the national showpieces.

Scór SínsirScór Sínsir still continues to lag way behind in entry. One can only deduce that there is a massive failure to follow through from one level to the next. While many reasons can be put forward for this, it still doesn’t excuse clubs from at least making an effort. There is only one way one can improve at anything and that is by staying at it. It is such a pity that many of our very talented Scór na nÓg competitors never surface in Scór Sínsir where the experience gained at the lower level would be of tremendous benefit. North Mayo and East Mayo failed to get a final off the ground which was a disappointment. While entries were thin on the ground from the South and the West, a very enjoyable County Final was held in Breaffy GAA Clubhouse. Adult competitors by their nature are generally shy about coming forward and need a lot of encouragement. However, once they get going and provided the competition is run in the right ‘atmosphere’, with the right ‘attitude’ i.e. not too seriously, most will agree that a good night can be had by all.The Connaught Final was held in Elphin Community Centre. While our competitors had no success on this occasion, they performed to perfection and did us all proud

Bearing in mind the number of entries involved, divisions are to be complemented for ensuring that extremely long nights are a thing of the past. I would like to

acknowledge, again, this year, the efforts of the teachers, mentors, parents and coaches of the various teams and individuals for the time and effort they invest into the preparation of their charges. While the success of Scór na bPaistí is glaringly evident, one must wonder if the success of Scór na bPaistí is to the detriment of “Scór na nÓg”...........Just food for thought!GeneralIt continues to be a source of disappointment that divisions still do not have a recognised Scór structure in place. In the interim the divisional officers have taken charge off or have delegated the running of the competitions within their respective divisions. However, I have been assured by the Cathaoirleach that this is still a ‘work in progress’ and Divisional Scór Committees will be in place for Scór 2013. A strong plant depends on its roots for sustenance. Without roots there is no plant. When the committees have been finalised, the suggestion made at the 2011 AGM regarding Transition Year students being approached to help the children preparing for the Scór na bPaistí competitions might be addressed by said committees within their respective divisions.

AdjudicationI want to take this opportunity to thank all those who make their services available to us as adjudicators. While we all have likes and dislikes, and indeed there could be a case made for all the various competitors to win on a given night, nevertheless the people who sit at the table are those that we entrust with the interpretation of the Rules and Guidelines and how the various competitors measure up in the various disciplines. We are particularly fortunate to have a panel whose expertise is not alone valued within the County but who are in demand in neighbouring Counties and beyond. The fees which they receive scarcely compensate them for their time and travel, yet they make themselves readily available on an ongoing basis. To all of them I say a sincere “thank you”

StewardsI want to specifically thank all those who turn up to steward at the various venues. It is heartening to note that we still have in our number those who turn up each night to ensure the orderly running of our competitions. Your job is onerous in that you may get stuck at a door away from the action & responsible in the sense that it takes all the cogs to make the clock tick. The thanks is often abuse.

That the County Board introduce a 16 team Junior A Championship in 2014 with the remaining junior teams participating in a Junior B Championship and that the County Board then introduce a 16 team Junior B Championship in 2015 with the remaining teams participating in a Junior C Championship with one team being promoted and relegated from each section each year.. In 2014 the 16 teams in the Junior A Championship shall be 15 out of 16 teams (the team being excluded being the County Junior Champions 2013) that qualify for the round of 16 in the 2013 Junior A Championship together with the team relegated from the Intermediate Championship in 2013. In 2014, the 16 teams that compete in the Junior B Championship shall be 15 out of 16 teams (the team excluded being the County Junior B Champions 2014) that qualify for the round of 16 in the 2014 Junior B Championship together with the team relegated from the Junior A Championship in 2013.(Coillte Mach)

11. That the County League shall continue with the top 4 divisions consisting of 12 teams. The CCC shall have the power to nominate (star) a maximum of 3 rounds of games (to be called “starred games”) during the course of the league where clubs will be required to participate in those “starred games” without any player then on the County Senior Team panel. The County Senior Team panel shall be the panel nominated by the Mayo County Senior Team Manager for participation with the County Team such panel not to exceed 30 Payers and this panel shall be provided to the CCC not less that 8 days prior to any “starred game”. The final 3 rounds of the league shall not be capable of being nominated as “starred games”. The CCC shall produce the league fixtures at the beginning of the year and shall indicate in that list of fixtures the rounds of games that may be nominated as “starred games”. In the event of the Mayo County Senior Team being knocked out of the SFC then the CCC shall remove the star from all subsequent rounds of league games. The team at the top of the division (1st place) after the final round of league games (round 11) shall be the winner of that division. The team at the bottom of the division (12th place) after the final round of league games (round 11) shall be relegated from that division. The teams finishing in 2nd and 3rd place in each division (with the exception of Division 1A) shall play off to determine which team shall be promoted with the winner of that division and the winner of that play-of shall be promoted. The teams finishing in 10th and 11th place in each division shall play off to determine which team shall be relegated with the team in 12th place in that division and the loser of that play-of shall be relegated.(Coillte Mach), (Na Daibhéidigh)

12. That the County Senior League be restructured into divisions consisting of eight teams based on the positions in which teams finished in the 2012 Senior League. Each division would play seven home games and seven away games with Rounds 1 to 7 being the reverse of Rounds 8 to 14. The CCC shall have the power to designate up to seven of

Mayo GAA Byelaws 20131. The Governing Body of the Gaelic Athletic Association in Mayo shall be The Mayo County

Committee.

2. In accordance with Riail 3.19 (a) of An Treorai Oifigiuil 2012 - The County Committee shall consist of the following: Patron, President, County Chairperson, Vice Chairperson, County Secretary, Assistant

Secretary, County Treasurer, Assistant Treasurer, Central Council Representative, Connacht Council Delegates (2), Children’s Officer, Development Officer, Coaching Officer, Oifigeach na Gaeilge, Public Relations Officer, The Chairperson and Secretary of Bord na nOg, The Chairperson of Hurling Sub Committee, The Referee’s Administrator, A representative from the County Primary Schools, A representative from the County Post-Primary Schools, A representative from the County Handball Committee, The Chairperson and Secretary of each Divisional Board, The Chairperson of the Hurling Sub Committee and a representative of each Adult Club affiliated and taking part in Adult Competitions. All of the above with the exception of the President and Patron shall have voting rights.

A special meeting of County Committee shall be convened on the written request of not less than 12 affiliated clubs. Such request shall state the nature of the business to be discussed and no other business shall be transacted at that meeting.

County Committee shall delegate powers to the County Management Committee and, where defined in these by-laws, to other county sub-committees, to act for and on its behalf between meetings of the County Committee subject always to decisions being ratified by County Committee.

County Committee shall meet at least 8 times per annum at venues nominated by the County Management Committee and shall cause a record to be kept by way of formal minutes of all matters dealt with.

The quorum of all meetings of County Committee shall be any three county officers and one quarter of those otherwise entitled to attend and vote.

Evidence of issuing the requisite notification of the meeting at least 3 days prior to the meeting (including day of issue and day of meeting) by the County Secretary shall be deemed adequate notice.

A club representative may be represented by a proxy who shall furnish authorization to act as proxy to the County Secretary prior to the commencement of the meeting. No Proxy shall represent any other member of the County Committee.

3. All officers shall hold office until the conclusion of the next Annual Convention. With the exception of the position of County Treasurer, the maximum period of office for any specific office shall be 5 years.

4. Nominations for Conventions within the County shall be automatically withdrawn at the Convention unless the nominee indicates, in writing, that he/she is standing for election. (This shall apply to first time nominees.)

5. At the first ordinary meeting of the County Committee after Convention, The County Chairperson shall nominate for appointment, by the County Committee, the Chairperson of all Sub-Committees except the Divisional Boards.

6. In accordance with Riail 3.22 of An Treorai Oifigiuil 2012 - The County Committee shall 37

appoint the following Sub-Committees whose powers and functions shall be as outlined in this Riail 3.22 of An Treorai Oifigiuil 2012 and in these Bye-Laws:

(i) Management Committee.The Management Committee shall be responsible, subject to the overall jurisdiction of the County Committee, for the Management of the Affairs of the Association, subject to the overall jurisdiction of the County Committee, including Discipline (Non Games Related) Finance, Sponsorship, Supporter’s Club, Public Relations and the Control and management of County teams. All Sub-Committees shall report directly to the Management Committee and to the County Committee. The Management Committee shall consist of the following:

County Chairperson and Vice Chairperson, County Secretary and Assistant Secretary, County Treasurer and Assistant Treasurer, Central Council Representative, Connacht Council delegates (2), Divisional Board Chairpersons (4), Bord na nOg Chairperson and Secretary, Children’s Officer, Oifigeach Cultura, Development Officer, Coaching Officer, Public Relations Officer, and Chairperson of Hurling Sub Committee.

The County Management Committee shall have plenary powers delegated to it by the County Committee to act for and on its behalf between meetings of the County Committee.

The County Management Committee shall meet as often as is deemed necessary by the County Chairman.

Not less than 5 members attending a duly summoned meeting of the County Management Committee shall constitute a quorum.

The County Management Committee, on behalf of the County Committee, shall be responsible for all matters pertaining to the financial affairs of the county.

In addition to the day-to-day financial management of the County, the County Management Committee shall be responsible for fund raising, sponsorship, the allocation of budgets, facilities development and like matters.

The County Management Committee, through the County Treasurer, shall maintain the following fiscal controls.

All funds of the County Committee shall be held in a bank account approved by County Committee.

All monies received and/or collected by or on behalf of the County Committee shall be recorded in the manner required by the County Committee’s appointed Auditor, and all monies so received or collected shall be immediately lodged in the Bank account.

All disbursements made on behalf of County Committee shall be by cheque drawn on the bank account.

County Management Committee shall arrange, through the County Treasurer, for annual accounts to be prepared by an accountant appointed annually by County Committee so soon as practical after the close of Financial Year (31 October) and for these accounts to be submitted to County Management for approval and subsequent presentation at County Convention.

County Management Committee shall, through the County Treasurer, make the necessary arrangements to ensure that no person or any sub-committee may enter into any arrangement involving non-budgeted expenditure of any amount in excess of €200 without first having obtained the approval of the County Treasurer on behalf of the County Management Committee.

The County Management Committee shall act as the Standing Orders Committee for County Convention. The Standing Orders Committee shall have the authority:

To examine motions submitted for County Convention and decide whether such motions are in order.

Put a motion in order where there is a failure to quote the reference numbers of rules affected, where the wrong reference numbers are quoted or where there are minor clerical errors.

Classify a motion as a by-law or as a regulation. Notwithstanding the above, the County Chairperson shall retain the

authority to rule a motion out of order.

(ii) County Competitions Control Committee.The County Competitions Control Committee shall consist of the Secretary of each Divisional Committee (4), The Referees Administrator (Voting only on appointments of Referees), The Hurling Sub Committee Secretary or Chairman, The County Secretary, The County Administrator/Clerical Administrator (without voting rights), The County Public Relations Officer, The Secretary of Bord na nOg, a County Fixtures Planner, and a Chairperson nominated by the County Chairperson and appointed by County Committee. The County Competitions Control Committee shall deal with all matters in relation to fixtures, appointment of referees, and competition structure in all grades of Football and Hurling. Fixtures published on a website shall be a guide only and official notification of all fixtures shall be sent by the Secretary/Administrator of the County Competitions Control Committee. It shall be responsible for all arrangements and for control of any matters arising from Games under the jurisdiction of the County Committee, including all disciplinary matter other than those functions reserved to the County Hearings Committee. It shall investigate and process matters relating to the Enforcement of Rules, including hearing Objections and Counter Objections. It shall process and make recommendations to the County Committee on

applications for transfers and grading of clubs and players within the county. It shall have Plenary Powers conferred on it by the County Committee. The County Competitions Control Committee, at its first meeting after Convention, shall draft competition regulations for ratification by the County Committee.

The Competitions Control Committee shall meet as often as is deemed necessary by the Chairperson for the timely conduct of its business, and shall cause a record to be kept by way of formal minutes of all matters dealt with, a copy of which shall be forwarded to the County Management Committee when adopted.

The quorum for all meetings of the Competitions Control Committee shall be 3, made up of the Chairperson, The County Secretary and or The County Administrator, and any other member of those entitled to attend.

The Competitions Control Committee shall liaise with the County PRO for the production and distribution annually of a comprehensive Fixtures Booklet, which shall include the current Championship and All-county league Regulations.

The Competitions Control Committee, through its Chairperson (or Secretary) shall present a progress report at each meeting of the County Committee, highlighting as necessary problems, which have arisen, and the CCC’s proposals to rectify it.

The Competitions Control Committee shall, annually, make recommendations to County Committee on the Regulations to govern the games and competitions under its control.

The Competitions Control Committee, through its Chairperson, shall submit an annual written report for the inclusion in the County Secretary’s report to County Convention. This report shall be submitted within a time frame laid down by County Management Committee.

The Competitions Control Committee shall have no policy- making functions, which is the sole preserve of County Committee.

The Competitions Control Committee may delegate its chairman and secretary to deal with disciplinary matters in between meetings. This is to be done at its first meeting each year.

(iii) County Hearings Committee.There shall be a County Hearings Committee which shall adjudicate on all Disciplinary matters within the county, where a Hearing is requested relating to the Enforcement of Rules, except for objections & Counter Objections arising from matters under the jurisdiction of the County Committee. It shall consist of seven members, including a Chairperson and Secretary appointed by County

Committee. No member of the Management Committee, County Competitions Control Committee, or of the Executive Committee of the Post Primary Schools may serve on this Committee. The powers of the Hearings Committee shall be plenary powers. Quorum for a hearing shall be 3 members including chairperson

(iv) County Coaching and Games Development Committee.

The County Coaching and Games Development Committee shall consist of The Coaching Officer, who shall act as Chairperson, The County Games Manager, who shall act as Secretary, a representative of each of the following: Post Primary Committee, Third Level schools, The Hurling Sub committee, Handball and three members selected by the county committee. It shall be responsible for the promotion, expansion and development of Gaelic Games within the county. It shall also be responsible for the monitoring of the work plans of the GPO’s.

The County Coaching and Games Development Committee shall further be responsible for drawing up and implementing coaching programme, training and monitoring coaching personnel, and the implementation of games development activity at club and school level.

The County Coaching and Games Development Committee shall further be responsible for preparing and implementing an agreed work programme for the coaches employed by County Committee and for supervising and monitoring the results of that programme. The work programme shall be made available to County Committee.

The County Coaching and Games Development Committee shall meet as often as is deemed necessary by the Chairperson, and shall cause a record to be kept by way of formal minutes of all matters dealt with.

The quorum for all meetings of the County Coaching and Games Development Committee shall be Chairperson or Secretary and any other 2 members of those entitled to attend.

The County Coaching and Games Development Committee, through its Chairperson, shall submit progress reports at meetings of the County Committee on an agreed basis.

The County Coaching and Games Development Committee shall liaise with primary and second level schools committees and shall, from time to time, invite representatives of such committees to meetings to discuss plans for development and other business pertaining to schools and colleges. The County Children’s Officer will also be invited to such meetings.

The County Coaching and Games Development Committee shall submit an annual written report for inclusion in the County Secretary’s report to County Convention. This report shall be presented within a time frame laid down by County Management Committee.

(v) County Cultural Committee.The County Cultural Committee shall consist of the Oifigeach Cultura, who shall act as Chairperson, two delegates elected by each Divisional Board, and a Secretary appointed by the County Committee. The County Cultural Committee shall be responsible for the promotion of

Irish language Scor Other cultural activities.

The County Cultural Committee shall meet as often as is deemed as necessary by the Chairperson, and shall cause a record to be kept by way of formal minutes of all matters with.

The quorum for all meetings of the County Cultural Committee shall be the Chairperson or Secretary and any other 2 members of those entitled to attend.

The County Cultural Committee, through the Officer for the Irish Language and Culture as its Chairperson, shall submit progress reports at meetings of County Committee on an agreed regular basis.

The County Cultural Committee, through its Chairperson, shall submit an annual written report for inclusion in the County Secretary’s Report to County Convention. This report shall be presented within a time frame laid down by County Management Committee.

(vi) County Public Relations and Marketing Committee.The County Public Relations and Marketing Committee shall consist of The Public Relations Officer, who shall act as Chairperson, and eight other Members appointed by the County Committee. It shall be responsible for publicity, marketing and public relations. The Management Committee may appoint Work Groups to assist in this area.

The County Public Relations/Marketing Committee shall be responsible for publicity, marketing and all publications.

The County Public Relations/Marketing Committee shall further be responsible for promoting a positive relationship with the public and the media, and for taking appropriate steps to raise the profile of the Association within the country.

The County Public Relations/Marketing Committee shall act in direct support of the County Committee and County Management Committee at all times.

The County Public Relations/Marketing Committee, through the Public Relations Officer as its Chairperson, shall submit progress reports at meetings of County Committee on an agreed regular basis.

The County Public Relations/Marketing Committee, through its Chairperson, shall submit an annual written report for inclusion in the County Secretary’s report to County Convention. This report shall be presented within a time frame laid down by County Management Committee.

(vii) County Childrens Officer Committee.The County Youth Committee shall consist of the Children’s Officer, who shall act as Chairperson, and eight other members appointed by the County Committee. It shall be responsible for the co ordination and initiation of all Youth activities within the County.

(viii) County Referees Administration Committee.The County Referees Administration Committee shall consist of the County Referees Administrator, who shall act as Chairperson, four members with expertise appointed by the County Committee.

(ix) County Finance Committee.There shall be a County Finance Committee, which shall consist of the Officers of the Mayo County Committee and the Auditor. Subject to the overall jurisdiction of The County Committee, it shall be responsible for advising the Management Committee and the County Committee on all matters relating to the finances of the Mayo County Committee. The County Committee shall appoint the County Treasurer as the Chairperson of the Finance Committee.

The Finance Committee, through the County Treasurer, and on behalf of County Management Committee, shall be responsible for all financial matters pertaining to the county. In addition to the day-to-day financial management of the county, the Finance Committee shall be responsible fund-raising, sponsorship, budgets, facility development and like matters.

The Finance Committee shall be responsible for preparing budgets and subsequently monitoring, all expenditure by sub-committees in the county.

The Finance Committee shall meet as often as is deemed necessary by the Chairperson to dispose expeditiously of all financial matters arising, and shall

cause a record to be kept by way of formal minutes of all matters dealt with.

Three members attending a duly summoned meeting of the Finance Committee shall constitute a quorum.

The Finance Committee, through its Chairperson, shall submit a report at each meeting of the County Management Committee and of County Committee.

(x) Information Technology Committee.There shall be an Information Technology Committee consisting of a Chairperson and four other members appointed by the County Committee.

(xi) County Teams Management and Panels Committee.The Membership of the County Teams Management and Panels Committee shall be as outlined in the Charter for County Committee / Teams Management / Player relationships as approved by Ard Chomhairle from time to time. The functions of this Committee will be as outlined in Rule 3.22 (xiii) of An Treorai Oifigiuil 2012.

(xii) County Planning and Physical Development Sub-Committee

The County Planning and Physical Development Committee shall consist of a Chairperson – The County Development Officer, and five other members appointed by County Committee (one of whom shall be the designated secretary).

It shall be responsible to County Committee for Grounds and Physical

Development, Club Development, Grounds Safety and Planning.

It shall submit a written Report to County Convention.

7. In accordance with Riail 3.23 of An Treorai Oifigiuil 2012, The County Committee shall appoint the following Sub Committees whose powers and functions shall be as outlined in these Bye-Laws:

(i) Post Primary Schools Committee.The function of the Committee shall be the promotion, development and control of Gaelic Games in Post-Primary Schools. It shall organize competitions where appropriate, and encourage as wide a participation in Gaelic Games as is feasible. Membership of the County Post-Primary Schools Committee will consist of:

A representative of each affiliated Post-Primary School. A representative of the Coaching and Games Development Committee. A representative of Bord na nOg. A Senior Member of the County Committee who may act as the

Committee Chairperson.

There shall be an Executive Committee consisting of the Officers and two 44

representatives of both Colleges and Vocational Schools. The Officer Board and Executive Committee of the County Post-Primary Schools Committee shall reflect the respective strength of Colleges and Vocational Schools within the County if so desired. There shall be a Competitions Control Committee consisting of the membership of the Executive Committee. Its functions within the Post-Primary Schools Committee shall the same as those of a Competitions Control Committee at County level. The County Hearings Committee shall hear appeals against its decisions, and/or requests for a Hearing. The Provincial Appeals Committee shall hear appeals against The County Hearings Committee decisions. The County Post-Primary Schools’ Annual General Meeting shall be held annually. It shall elect a Vice-Chairperson, Secretary, Treasurer and Public Relations Officer as well as an Executive Committee. It shall also elect representatives to the Provincial body. It shall forward motions to the Provincial body.

(ii) Hurling Committee.There shall be a County Hurling Committee, which shall consist of a Chairperson, Secretary and Public Relations Officer appointed by the County Committee and one representative of each club participating in Adult Hurling competition. Subject to the overall jurisdiction of the County Committee it shall be responsible for the promotion and development of hurling within the county.

(iii) Supporters Club.There shall be a County Supporters Club consisting of the County Chairman, County Secretary and County Treasurer who shall have power to co-opt members from within the county committee and outside.

From 2012 this Club will be known as Cáirde Mhaigheo and will replace all other fundraising bodies.

(iv) Bord na nOg.

There shall be a County Bord na nOg consisting of a Chairperson, and a Secretary appointed by the County Committee and four delegates per division nominated by the Divisional Boards and appointed by the County Committee. It shall be responsible for the organization of all underage Leagues and all underage County Championship Semi-Finals and Finals.

A County Bord na nOg Annual General Meeting consisting of the outgoing members and one delegate from each club that competed in an underage competition under its jurisdiction in the current year shall be held each year at least one month before The County Convention to discuss motions and reports pertaining to Underage Competitions.

Motions passed at Bord na n-Og AGM must be approved by county committee.

(v) Divisional CommitteesThere shall be four Divisional Boards (North, South, East and West). Each Board

shall consist of the following elected officers: Chairperson, Vice Chairperson, Secretary, Assistant Secretary, Treasurer, Assistant Treasurer and a Public Relations Officer, and two delegates from each club that participated in Adult Competition within its jurisdiction.

It shall be responsible for the organization of Adult Junior Leagues and Under Age and other Special competitions as fall within their remit.

Divisional Annual General Meeting must be held at least one month before County Convention. Voting rights at Divisional Annual General Meeting shall be confined to the outgoing members and two delegates per Adult Club.

Each Divisional Committee, through its chairman, shall submit an annual written report for inclusion in the County Secretary’s report to County Convention.

Each Divisional Committee shall maintain only one bank account, back to back with the county’s bank account.

Each Divisional Committee shall submit a professionally audited Annual Financial Report for the inclusion with the County Treasurer’s own Report to County Convention. This divisional financial report shall be provided in a format and within a time-fame laid down by County Management Committee.

8. County Convention shall be held before 31st December. It shall consist of the officers and

members of the outgoing Committee (Voting rights as on the committee) and two delegates from each club that competed at Junior or higher-grade championship in the current year.

9. Minutes of all sub committees meetings shall be submitted to the Management Committee and the County Committee for ratification.

10. The County Committee shall draw up terms of reference for each sub Committee for ratification.

11. The County Committee may set up other committees to undertake specific duties.

12. With the exception of the Competitions Control Committee and the County Hearings Committee, the Chairperson of the County Committee shall be an ex-officio member Of all County Committees. The County Secretary shall be a member of the Competitions Control Committee and with the exception of the County Hearings Committee shall be an ex-officio member of all other County Committees.

13. Regrading The right to re-grade, subject to a maximum of five players in any one calendar year,

within the county is reserved to the County Committee. The Competitions Control Committee shall process and make recommendations to

the County Committee on Grading of Clubs and Players. An aggrieved player shall have the right to be heard before the County Committee

makes a final decision. The latest date for re-grading players within the county shall be the date of the

County Committee meeting immediately preceding the start of the County Junior, Intermediate or Senior championships.

14. Transfers The Competitions Control Committee shall process and make recommendations to

the County Committee on transfers within the county.

An aggrieved player shall have the right to be heard before the County Committee makes a final decision.

Transfers within the county shall not be granted after 1st February in any year.

All applications for transfer shall be made on the official form supplied by the County Secretary.

Applications for transfer shall not be considered except in the following cases.

(i) A player whose permanent residence is changed to the area of the club to which he wishes to be transferred. Weekend, college, summer or holiday residence is not permanent residence.

(ii) Competitions Control Committee may consider applications for permission to play at under age level to players who’s own club are unable to field at a particular age level and make recommendations to the County Committee.

(iii) Subject to Riail 6.4 of An Treorai Oifigiuil 2012

A player from an exclusive football club may be granted permission to play hurling with a dual club.

Such applications for permission to play shall be processed in accordance with Coiste Chontae Mhaigheo Bye-Laws and the County Committee’s decision on such applications shall be final.

(iv) A transfer may be granted to a player who is in permanent employment in another catchment area even though he resides in his native parish. In the event of a dispute his home club shall have first call on his services.

(v) Parentage Rule- a player may apply for permission to play or transfer to a club in a catchments area in which his parent was a player in adult competitions or in exceptional circumstances, a member, who over a reasonable period of time, made a proven contribution to that club-subject to agreement by the affected clubs.

(vi) Proximity to Club Base- A player may apply for permission to play or transfer to the club/Independent Team based on proximity to club ground - subject to the agreement of the affected clubs.

15. Definition of Catchment Areas for Adult Hurling from Jan 1st 2013. Players in the East Division outside of the club boundaries of Tooreen or Ballyhaunis

may play with Tooreen or Ballyhaunis.

Players in the West Division outside of the club boundaries of Westport or Castlebar may play with Westport or Castlebar.

Players in the South Division may play with Westport, Castlebar, Tooreen or Ballyhaunis.

Players in the North Division outside of the club boundaries of Ballina or Belmullet may play with Ballina or Belmullet.

Caiseal Gaels may play with Tooreen, Ballyhaunis or Caiseal Gaels.

17. The County Committee shall appoint a Boundaries, Bye Laws and Amalgamation Committee to deal with applications for amalgamation from underage and adult clubs. The committee shall make recommendations to the County Committee.

18. Catchment boundaries must comply with Riail 6.3 T.O. 2012.

19. Membership is as defined in Riail 6.4 T.O. 2012.

These financial statements have been prepared under the historical cost convention.

Respective responsibilities of County Board Officers and Auditors

The Officers of the County Board are responsible for the preparation of the financial statements.It is my responsibility to form an independent opinion, based on my audit, on those statements and to report my opinion to you.Basis of audit opinion

I conducted my audit in accordance with International Standards on Auditing (UK and Ireland) issued by the Auditing Practices Board . An audit includes examination, on a test basis, of evidence relevant to the amounts and disclosures in the financial statements. It also includes an assessment of the significant estimates and judgments made by the Officers in the preparation of the financial statements, and of whether the accounting policies are appropriate to the County Board's circumstances, consistently applied and adequately disclosed.

I planned and performed my audit so as to obtain all the information and explanations, which I considered necessary in order to provide me with sufficient evidence to give reasonable assurance that the financial statements are free from material misstatement, whether caused by fraud or other irregularity or error. In forming my opinion I also evaluated the overall adequacy of the presentation of information in the financial statements.

Opinion

In my opinion the financial statements:

- give a true and fair view of the state of the County Board's affairs as at 31 October 2012 and of its income and expenditure for the year then ended ; and

- have been properly prepared in accordance with Standard Accounting Practices.

I have obtained all the information and explanations, which I consider necessary for the purposes of my audit.

In my opinion proper books of account have been kept by Mayo County Board. The financial statements are in agreement with the books of account.
