BOUND BROOK BOARD OF EDUCATION
MINUTES - REGULAR BUSINESS MEETING
MONDAY, JANUARY 7, 2019 BOUND BROOK HIGH SCHOOL CAFETERIA
6:30 P.M.
A regular meeting of the Board of Education was held this day in the Bound Brook High School Cafeteria. The order of business and
agenda for the meeting are:
I. CALL TO ORDER 6:39 p.m.
II. OPEN PUBLIC MEETING STATEMENT
The New Jersey Open Public Meetings Law was enacted to insure the right of the public to have advance notice of and to
attend the meetings of public bodies at which time any business affecting their interests is discussed and acted upon. In accordance
with the provisions of this act and Board of Education Policy 0162, the Board of Education of the Borough of Bound Brook has
caused notice of this meeting to be posted in the Board Office and at Bound Brook High School, and mailed or faxed to the Courier
News, Bound Brook Borough Clerk, South Bound Brook Board of Education, and any person who has requested individual notice and
paid the required fee.

Absent: Mario Meola and Roger Zupko
William Boehm excused himself from the public board of education meeting at 7:53 p.m. and did not return to the meeting.
V. EXECUTIVE SESSION AS NECESSARY
The motion was made by Mr. Boehm and a second by Ms. Stevens at 6:42 p.m. Affirmed by roll call vote.
WHEREAS, the Open Public Meetings Act, N.J.S.A. 10:4-11, permits the Board of Education to meet in closed session to discuss
certain matters,
NOW, THEREFORE BE IT RESOLVED, the Board of Education adjourns to closed session to discuss: (select one or more)
1) a matter rendered confidential by federal or state law
2) a matter in which release of information would impair the right to receive government funds
3) material the disclosure of which constitutes an unwarranted invasion of individual privacy
4) a collective bargaining agreement and/or negotiations related to it
5) a matter involving the purchase, lease, or acquisition of real property with public funds
6) protection of public safety and property and/or investigations of possible violations or violations of law
7) pending or anticipated litigation or contract negotiations and/or matters of attorney-client privilege
8) specific prospective or current employees unless all who could be adversely affected request an open session
9) deliberation after a public hearing that could result in a civil penalty or other loss
FURTHER RESOLVED, the minutes of this closed session be made public when the need for confidentiality no longer
exists.
VI. RECONVENE IN OPEN SESSION
The Board of Education returned back into public session at 7:16 p.m.

VIII. SUPERINTENDENT’S REPORT:
The Teachers of the Year were announced today via email to all staff. Discussed the Dance and Theatre curriculum, the
Board Retreat, School Choice lottery, Strategic Planning Committee and stated that we will provide varsity letters for
robotics competition team participation.

1/7/19-10 Approve of Curriculum for Bound Brook High School
RESOLVED, the Bound Brook Board of Education approves the curriculum listed below:
Elements of Dance and Kinesthetic Movement
In this unit, students will recognize choreographic structures, study various styles of movement, begin to create and
demonstrate dance composition, and assess observable dance criteria through informal class performances. In addition,
students will begin to maintain a digital or paper dance portfolio.
History of the Arts and Culture
In this unit, students will explore the history of theater and develop, understand heritage and tradition, historical and cultural
backgrounds.

1/7/19-11 Approval of Purchase Orders
RESOLVED, the Bound Brook Board of Education approves the Purchase Orders from the General Account for the period of
December 7, 2018 – December 20, 2018 in the amount of $237,627.88 and
FURTHER BE RESOLVED, the Bound Brook Board of Education directs that the complete list of all the purchase orders be attached
to and made part of the minutes.

RESOLVED, the Bound Brook Board of Education approves the payment of the attached bills for the period of January 7, 2019 from
the General Account in the amount of $466,429.14 and

1/7/19-13 Cafeteria Account Payments
RESOLVED, the Bound Brook Board of Education approves the payment of bills for January 7, 2019, in the amount of $116,950.11

1/7/19-14 Accept Donation for Lafayette School
RESOLVED, the Bound Brook Board of Education accepts a donation of approximately $550.00 worth of coats to students at
Lafayette school from the Raritan Valley Women’s Club.
1/7/19-15 Approve Fundraiser –Smalley School
RESOLVED, the Bound Brook Board of Education approves the 4th grade class to sell “Candy Cane Grams” during their lunch
periods from December 17 to December 20 to raise money for their field trip. Students will write a note to a friend or teacher to be
attached to the candy cane. The Candy Cane Grams will be delivered on December 21, 2018.
1/7/19-16 Approve Fundraisers – Community Middle School
RESOLVED, the Bound Brook Board of Education approves a fundraiser for the Community Middle School. The Coed Adult
Dodgeball Tournament will take place on Thursday, March 14, 2019. There will be a $5 charge for students and a $1 entrance fee. All
proceeds will go to lower the cost of the 8th grade class trip to Washington, D.C.
1/7/19-17 Submission of “Every Student Succeeds Act” (ESSA) Fiscal Year 2019 Grant Amendment
RESOLVED, the Bound Brook Board of Education agrees to submit an amendment for “Every Student Succeeds Act” (ESSA) fiscal
year 2019 to include the carryover funds from fiscal year 2018 and for additional Title I Part A funds allocated in the following
amounts:

1/7/19-18 Submission of IDEA Consolidated Formula Fiscal Year 2019 Grant Amendment
RESOLVED, the Bound Brook Board of Education agrees to submit an amendment for IDEA Consolidated Formula fiscal year 2019
to include the carryover funds from fiscal year 2018 in the following amounts:

1/7/19-19 Amend Long-Range Facilities Plan to include Additions and Alterations at the Smalley Elementary School
RESOLVED, the Bound Brook Board of Education approves an amendment of the district’s Long Range Facilities Plan to include 12
new classrooms as part of the Additions and Alterations at the Smalley Elementary School Project. This project is approved to be
submitted for Department of Education review and approval as an Other Capital Project and the district understands there will be no
funding available from the state for this project. The Board authorizes DRG Architects, Inc. to make this submission to the
Department of Education on behalf of the district.

1/7/19-20 Approve Agreement for Certain Legal Services – McManimon, Scotland & Baumann, LLC as Bond Counsel
RESOLVED, there exists a need for specialized legal services in connection with the capital program and the authorization
and the issuance of obligations of The Board of Education of the Borough of Bound Brook in the County of Somerset, New Jersey,
(the “Board”), a body corporate of the State of New Jersey, including the review of such procedures and the rendering of approving
legal opinions acceptable to the financial community; and
WHEREAS, such legal services can be provided only by a recognized Bond Counsel firm, and the law firm of McManimon,
Scotland & Baumann, LLC, Roseland, New Jersey is so recognized by the financial community; and
WHEREAS, funds are or will be available for this purpose;
BE IT RESOLVED BY THE BOARD OF EDUCATION OF THE Borough of BOUND BROOK IN THE COUNTY OF
SOMERSET, NEW JERSEY, AS FOLLOWS:
1. The law firm of McManimon, Scotland & Baumann, LLC, Roseland, New Jersey is hereby retained to provide specialized
legal services necessary in connection with the capital program and the authorization and the issuance of obligations of the
Board in accordance with an Agreement dated as of January 7, 2019 and submitted to the Board (the “Contract”).
2. The Contract is awarded without competitive bidding as a “Professional Service” in accordance with the Public School
Contracts Law, N.J.S.A. 18A:18A-5(a)(1), because it is for services performed by persons authorized by law to practice a
recognized profession.
3. A copy of this resolution, as well as the Contract, shall be placed on file with the Secretary of the Board.
4. A notice, in accordance with the Public School Contracts Law of New Jersey in the form attached hereto, shall be published
in the Courier News.
*Fees for this matter will be $23,000 plus expenses.
1/7/19-21 Approve Disposal of Vehicle for Scrap Metal
RESOLVED, the Bound Brook Board of Education approves the disposal of a 1995 Dodge Ram Van to Absolute Auto & Truck
Salvage in the amount of $250.00. The vehicle will be salvaged and recycled for scrap metal.
The Motion was made by Mr. Boehm and a second by Ms. Morris to approve items #4 to #21. Affirmed by a voice vote. Mr. Vatalare
abstained from the vote.

I. EDUCATION RESOLUTIONS – ELEMENTARY AND MIDDLE SCHOOLS
1/7/19-27 Approve Curriculum for Grades 6-8
RESOLVED, the Bound Brook Board of Education approves the curriculum listed below:
Elements of Dance and Kinesthetic Movement
In this unit, students will recognize choreographic structures, study various styles of movement, begin to create and
demonstrate dance composition, and assess observable dance criteria through informal class performances. In addition,
students will begin to maintain a digital or paper dance portfolio.
History of the Arts and Culture
In this unit, students will gain in-depth understanding of theatrical elements, principles, and conventions as well as develop
their acting skills.
The Motion was made by Ms. Morris and a second by Mr. Boehm to approve items #22 to #27. Affirmed by a voice vote. Mr. Vatalare
abstained from the vote.

David Vioreanu asked questions about agenda attachments for the public at board meetings.
Patrick O’Reilly was concerned with school climate and district culture.
Sue High asked for more copies of the agenda for the public.
Joanne Hogan asked questions on Policy #0140 and was concerned about student achievement and who was accountable.
Abel Gomez was concerned with the Policy #0140 and additional funding related to tax payer relief.
Barbara Banks was upset and very concerned about district climate and student achievement.
Dr. Gallagher apologized to her for how he expressed his concerns related to student achievement.
Loren Paxson stated, “Teachers never asked for an extended school day, we asked for more support staff.”
Corinna Mecca is concerned with student achievement and bell schedule at middle school.
Laura Polakiewicz commented on student placements and stated all our principals are fantastic leaders.

Anne Marie Gianotto was concerned with long-term district staffing.
Jackie Beers commented on student achievement.
Mike Pavlichko was concerned with district staffing and the union agreement being settled.
Diane Pavlichko was concerned with district staffing.
