Last week the BCSS junior drama class presented an abridged version of A Midsummer Night’s Dream by William Shakespeare. The play was adapted to give the class the ability to perform a renowned dramatic work in a short timeframe.

The Life Skills program at BCSS is comprised of classes in food, sewing, information technology, art, woodworking and drama. Classes are rotated every six weeks, providing Grade 8 and 9 students the opportunity to experience all elective classes. This enables students to choose subjects that interest them upon entering senior studies in Grade 10.

“This class rotation was comprised of a unique collection of gifted and dedicated young actors,” said drama teacher Sarah Tripp. “These students took the performance very seriously, worked extremely hard and as a result created an extremely solid show. Smokestack could collapse, says resident

The City of Greenwood may just lose one of its most historically significant icons if steps aren’t taken to assess and repair it.

According to Greenwood resident Christo-pher Stevenson, the city’s landmark smelter stack is in need of a thorough assessment as to its vi-ability going forward.

“The stack base has deteriorated significantly,” Stevenson said, “showing missing bricks, erosion, cracking and decay that weren’t there even just a few years back. We need to decide if the structure is important to us, because if we do nothing it will collapse.”

Stevenson also noticed water damage (ef-florescence) and says that the enormous weight on the base of the structure, left unrepaired, will lead to the stack’s transformation into a big pile of bricks.

Stevenson, a former city councillor, had raised the issue during his time on council, but the cost

of repair was deemed too high and nothing was done.

The stack was actually repaired a number of years ago, and even had spotlights installed to il-luminate it at night, but it soon fell prey to deface-ment and sabotage and the lights were removed. Since then, the stack has sat largely ignored. Ac-cess is easy, and the risk of accidents extreme.

Mayor Ed Smith agrees that the stack needs some TLC and more security to discourage tres-passers while the stack is being assessed. He also acknowledged that little had been done to im-prove the site since he moved to Greenwood in 2008 but that he would like to work with council and the community to best serve the future of structure.

Stevenson would like to see funding for an as-sessment and necessary repairs, the creation of a conservation plan and regular care and mainte-nance.

I’ve just learned that Robyn Allan has withdrawn from the National Energy Board hearings on the Trans Moun-tain Pipeline proposal.

I met Robyn briefly during her tenure as CEO of ICBC and then again when, no longer in the corpo-rate world, she took an acting role in a short feature film I was involved in. I found her an extremely thoughtful, kind and intelligent per-son, the complete antithesis of the character she played in the film, an evil mother intent on domination of her delusional daughter. It was a twisted little horror movie, with an atmosphere likely not that far removed from the undercur-

rent of the NEB hearings. Allan had, according to The Tyee, been one of the most active interven-ers in the hearings.

“When it was discovered that oral cross-examination had been excluded from the review, Allan led interveners in what was ultimately an unsuccessful effort to get it rein-stated. The lack of cross-examina-tion has been described as one of the deepest flaws in the hearing process, seriously undermining interveners’ ability to evaluate Trans Mountain’s pipeline proposal.”

Allan feels the review is “rigged” and obviously geared towards ap-

Head riding, and deputy leader of the Green Party cites Allan’s withdrawal as very significant.

“Robyn Allan was one of the real leaders in the Trans Mountain pipeline hearings,” said Weaver. “When someone as credible and as thoughtful as she writes such a scathing re-view of this process, we’d be wise to listen.” Allan’s withdrawal comes just one month after the English Bay oil spill that saw several Van-couver beaches closed due to human health risks from the toxic slick. A recent report com-missioned by the City of Vancouver empha-

sized the dire consequences for marine life should a larger spill occur.

I cannot speak for all British Columbians, but I imagine most of you share my sentiment that the potential for di-saster is far greater than the need for us to transport more oil to China. We should, instead, be investing heavily in alternative energies to at least help diminish the risk of a disastrous spill. Obviously, we need oil, as does the rest of the world, but should we be making the monster bigger and potentially more deadly, or take a more cautionary ap-proach by minimizing expansion of the oil transportation system?

I am wary of the outcome, however, and fully expect the NEB hearings to end with a resounding show of sup-port for Kinder Morgan and the Trans Mountain Pipeline.

What a shameful rig!

The horror, the horror

British Columbia’s water systems are under increas-ing pressure from threats such as drought due to cli-mate change, shale gas fracking and commercial water sales. In response to this, the Liberal government is replacing the more than 100-year-old water act with brand new legislation, which was finally given royal ascent last year.

The new Water Sustainability Act comes into effect in 2016, replacing the 1909 Water Act, and it will mean B.C. will no longer be the only province in the country not regulating groundwater use.

During four years of consultations, industry, communities and First Nations concluded that se-curing water in rivers and streams should be the priority of any regulatory efforts, and this new act represents the first step in accomplishing that. The first phase of the complex act concerns water rent-al rates, which, for most consumers has been in-creased significantly, with rates doubling for some. However, NDP environment critic Spencer Chandra Herbert wants to know why the fee structure appears to be “gouging individuals, while letting corporations walk away, paying virtually nothing.”

“It just does not make sense that individuals are charged so outrageously more than corporations,” he said.

According to Chandra Herbert’s research, the cost for one Olympic-sized swimming pool for an indi-vidual would be $178.57, while the cost for the same amount of water for a mining company would be $5.21, and a water bottling company would be $6.25.

“It’s unfortunate because we could be making so much more money off of our water, to be putting back into environmental protection and improving water ef-ficiency.”

Oliver Brandes, co-director of the University of Vic-toria’s POLIS project, called the new pricing “a step on the right path” but said that prices are “still too low to effectively promote water efficiency and conservation.”

“The key, ultimately, is not just finding a better price but also a commitment by government to review and assess these new fees in three years’ time, to see if fur-ther modifications are warranted,” Brandes said.

The fact that bottling companies like Nestle, which has been extracting ground water from an aquifer in Hope for no charge will now have to pay a paltry $2.25 per million litres suggests that criticism of the new Act appears warranted.

You don’t have to be a millionaire to get good advice about your financial matters, but if you want to have a million dollars, you’ll need good advice!

In fact, the amount of money you have isn’t relevant. An advisor’s expertise and knowledge can help you accumulate wealth and protect your family and your investments. But before choosing the person who’s right for you, it’s important to do your homework.

The first thing you must do is establish your financial goals. Be specific, and put them in writing. Clear objectives will help you create a plan with dollar value and within a specific time frame. To say I want to be a millionaire is a desire. To say I want to have a million dollars by the time I’m 65 is a clear financial goal.

Once you know what you want, an advisor can help you develop a strategy to begin your journey to your targets. Often your incoming money and outgoing expenses will be organized into a budget. Your assets and liabilities may be included in a net worth analysis. It’ll help you see how realistic your expectations or goals are. And it’ll guide you as you make crucial decisions about how much life, disability, and health insurance you’ll need to safeguard your livelihood and your family’s security.

It’s also important to know your own level of financial knowledge and how that will influence your need for advice. If you’re just starting to build your financial plan, you may need more assistance, for example understanding insurance and investment terms. On the other hand, if you’re experienced, you may want more input into your financial strategy.

The next step is to choose an advisor. Before you talk to potential candidates about your personal financial information, you should always check their credentials. Are they accredited with a recognized financial industry organization? Are they licensed to sell insurance products? Which investments are they licensed to sell? Are they licensed to provide financial planning?

Interview your advisorHere are more important questions you can ask your potential advisor:• What qualifies you to make decisions about my life and money? • Are you allowed to sell one company’s products, or several? • What kinds of insurance are you able to provide? • How can I get updates on my holdings? • Do you provide sample portfolios and their historical performance? • Can you design a strategy tailored to my financial goals and based on

my risk tolerance? • Do you have relationships with other professionals who can help me? • How are you compensated and what commissions do you make?

Advisors may charge an hourly rate, a percentage of assets under management, or receive a commission from the sales fees on the insurance and investments recommended. Make sure you understand how your advisor is compensated. Keep in mind, fees paid to advisors may be tax deductible.

All this may take time and effort, but it’s worth it to find an advisor you trust and feel comfortable with. You wouldn’t trust the first dentist you come across in a directory to work on your teeth.

Asking the right questions, and adding some research of your own, will enable you to choose an advisor who can help you set a wide variety of clear goals, from providing for your family to becoming a millionaire by the age of 65!

Firing came without any warning

I am encouraged by all the support that I have received from my friends, Greenwood residents, local government col-leagues, and others. Thank you very much. This event was a complete shock.

On May 13 at 1:50 p.m. my employment with the City of Greenwood was terminated without notice. This action was unilaterally decided by the Greenwood City Council.

There was no discussion or negotiation between coun-cil and myself in relation to this matter. At no time was any censure of my performance as CAO, chief financial officer, or corporate officer given to me in writing. The dismissal did not follow the policies and procedures of the city, and it came without warning.

I was handed a letter by Mayor Smith, allowed a few min-utes to gather my belongings, and escorted by Mayor Smith and Councillor Tutti from City Hall. I was not permitted to say goodbye to my staff.

In regards to the current financial situation for the city, the senior partner of Berg Lehmann, Stefan Lehmann, discussed the audited financial statements for 2014 with me on Friday, May 8.

He indicated that the city was in a good financial position. The budget approved by the budget committee and the ad-justed budget that supported the five-year financial plan bylaw show a balanced budget and permits regular operations of the city to continue.

There is no shortfall. Berg Lehmann, the city auditors, gave the city a clean audit opinion for 2014.

The audited financial statements are available to the public; a Freedom of Information request is not needed.

At the time of my dismissal I was working on the required

governmental reports for 2015 which were due on May 14 and 15. I offered to work till Friday at closing to complete all the required reports in a timely way. My offer was rejected by the mayor. These reports were not filed on time.

The responsibility of overseeing the affairs of the munici-pality is large and varied. There are many federal, provincial and municipal laws that must be applied to the day-to-day op-erations of the city and every action of city council.

Unfortunately when only staff is required to apply the laws, policies and procedures, and some members of council deem themselves exempt, things like this happen.

It was a great honour to work with Wendy Higashi, deputy clerk, and Randy Smith, public works superintendent. These are people of integrity, with honed skills, and professionalism. The city has a strong asset in its senior staff that shouldn’t be taken lightly.

No one on council or within the city’s personnel has the required education or experience to perform the legislative duties of CAO, CFO, and CO. It is hoped that a quali-fied person will be engaged soon. Delays may be costly both in time, finances, and possible legal liabili-ties to the city.

I look forward to seeing my friends around Greenwood. I raised my kids here, my friends are here, and I have no immediate plans to leave.

Woman assaultedWoman assaultedOn May 16, Midway RCMP

were called into service  with a re-port of a domestic assault on Bea-ver Creek Road in Beaverdell where a man had reportedly assaulted his common-law wife.

The woman fled in the couple’s vehicle with undisclosed injuries to her body. Police know the suspect and he is being sought to face charges.Guest wears out welcome

Also on May 16, police attended a rural prop-erty east of Midway in response to a report of an unwanted guest.

A male had picked up a female hitchhiker and took her to his residence. She became highly in-toxicated on alcohol  and refused to leave the property when asked.  

When the RCMP attended, the female held two small kittens in her hands, which she was told multiple times to release. Instead she began to squeeze the animals and wave them around.

Upon their eventual release, the animals were examined, with no injuries noted. 

The female was arrested for public intoxica-tion and taken to Grand Forks jail, and released when she became sober the next morning.

Thieves break into shedOn May 19 police received a re-

port of a break and enter to a shed in Midway. Stolen items include a weed whacker, and a battery and charger for a lawn mower.

Also on May 19, police received a report from a woman who was in the Rock Creek Petro Cana-da gas station and had put her wallet down by the coffee machines.

Police have seized security video footage of an unknown female who picked up the wallet, put it into her purse and left the store. Police are asking anyone who may have witnessed this event to call them.Leaf blower stolen from golf course

Also on May 19, police received a report of a theft from the Kettle Valley Golf Course. Stolen was a Stihl back-pack leaf blower. Anyone with information regarding the theft is asked to con-tact the RCMP.

Taxes increase six per centMIDWAYCOUNCIL

Village of Midway council held its regular meeting Tuesday, May 19.Council to wait and see on ditch request

A Ninth Avenue resident for-warded a request for the village to fill in the ditch in front of his property to allow for expansion of his driveway and provide more parking.

He claimed the culvert in the ditch was useless since his neighbours did not have one in front of their residence.

Council initially rejected his request, based on the public works foreman’s recommendation that the culvert remain uncovered. Councillor Metcalf voted against the motion, suggesting in-stead that the village draft a letter to the resident and allow him the option of filling the ditch at his own expense.

The council voted in favour of this “wait and see” approach, although Councillor Marguerite Rotvold opposed the motion. She said she fears the village could find itself having to unclog the culvert at taxpayer’s expense if the ditch is filled.Taxes increase six per cent

The budget process is complete, and the coun-cil voted the budget into law last week. Highlights include a six per cent tax rate increase, and the al-location of $26,000 for exterior improvements to the medical clinic as well as for purchases made

by the resident doctor.Village strives for carbon neutral-ity

Council briefly discussed its de-cision to channel funds into a re-serve to help decrease carbon emis-

sions in the village’s operations. Using Smartool, a web-based inventory and

reporting tool used to track and measure local governments corporate GHG emissions, Midway is officially striving for carbon neutrality.

This incentive results in the refund of carbon taxes as long as the village continues to work to shrink its carbon footprint.

Grade 12 student Adam Bartelings brought a sense of humour to his grad transitions exit interview. When career councillor Pam Storie asked him how he had matured in his time at BCSS he re-plied, “I haven’t.”

� en he got serious and admitted that as his parents and teachers entrusted him with greater expectations, he had in fact changed during his time at the school.

His short-term goal is to work in his dad’s automotive shop for the summer and then begin courses to gain a weld-ing ticket.

“I want to get some money put away and hopefully in � ve years buy a house,” he said.

Adam loves sports. Hockey, soccer, hunting, � shing, quadding, baseball—an active “put me in the game, coach” kind of attitude.

He wants to take his post-secondary schooling in Kelowna, but plans to re-turn to the Boundary. “You can get lost in the city,” he says with a laugh.

Adam ended the interview with an-other joke; or perhaps it was an insight-ful comment.

When asked it he had a girlfriend, he replied, “Too expensive.” ADAM BARTELINGS

Students prepare for graduation

Class of 2015 graduate Madison Harpur has much to o� er as she steps out into the world. She’s currently the president of student council, has held her place on the Merit Roll throughout

her high school years, and through her participation in the Leadership class has promoted nutrition, self-awareness and acceptance of others at BCSS.

“I feel like I am a better person be-cause of the volunteer experiences I have had here at the school,” said Maddy.

She works as a volunteer in the spe-cial education classroom, something she says has helped her choose to go into the Child and Youth Care program at the University of Fraser Valley.

“At a young age I knew I wanted to work with kids—working here really

sculpted what I want to do,” Maddy said.She says her participation in BCSS

Spirit Club has taught her that, while the school has an overarching vision, every-body may have a di� erent process to get-ting to that goal.

She loves sports and has participat-ed in soccer, basketball, volleyball and women’s fastball.

Maddy is looking for a summer job and says she will bring leadership, re-sponsibility and maturity. She also volunteers in the community, being a junior member on the volunteer � re de-partment.

Her long-term goals are to � nish uni-versity and get a steady job—preferably a union job with medical bene� ts.

Students test for belts

The Boundary Martial Arts Club held its annual belt promotion test on May16 at BCSS.  

Fifteen students from the club tested for their next belt level, including lead in-structor Bo Macfarlane, who is working toward his 4th degree black belt. The club, in it’s eighth year of existence, is made up of students from ages six to 70 and trains at the school each Tuesday and Thursday from 4 - 5 p.m.  

“We are a branch school of the Abbots-ford club where I was fortunate to be a stu-dent under Grand Master Lee and now his son Master Lee.” Macfarlane said.

Master Lee makes the annual journey

to the Boundary to test students, a trip he looks forward to each year.  

The club boasts three black belts in Macfarlane, Vlodko Barchuk and Kari Durban, while An-drea Kohler and three of her sons are also getting close to the black belt mile-stone.

“Everyone has trained hard this winter and deserve the results they have earned,”

Macfarlane said.  The club typically breaks for the sum-

mer, as the students are encouraged to par-ticipate in many of the other activities the

Boundary has to offer.  Classes will resume right after the annual fall fair and new stu-dents are always welcome to the non-fee classes.

Margaret and John Eek of Rock Creek were surprised and delighted by their 70th wedding anniversary party. Over 250 friends, family and well-wishers celebrated this milestone with afternoon tea and cake (beautifully decorated) at the Rock Creek Fair Pavilion on May 9. They were married in Rossland on VE day, May 8, 1945.

The music and the slideshow took us back in time. About 85 family members gathered in the evening for a BBQ supper. It was like a long overdue family reunion with Margaret and Johnny’s surviving sisters and brother sharing the fun and memories. A great time was had by all and the bride and groom were the life of the party. Seventy years is a big accomplishment and congratu-lation messages from the Queen, Governor General, Prime Minister, Premier, and the big stack of cards from everyone in the community reflected this sentiment.

Let them eat cake!

� Greenwood’s Water Supply – “� e usual and most convenient method of securing water in Greenwood is by patronizing the water carts. � ese carts pass from place to place and water can be secured at a reasonable rate. � e water men drive their carts into Boundary Creek just above the bridge at Greenwood Street. Situated on both sides of the creek, immediately above this watering place are a number of houses. No good can be accomplished by dwelling upon the details of the impurities which � nd their way into the waters of Boundary Creek before they � nd a temporary resting place in the waterman’s cart. � e remedy to this problem is a simple one. � e watermen must be forced to go above the valley to secure water.”

� Columbia & Western Railway Hospital – “Dr. G.M. Foster has arrived from Cascade to take charge of the new railway hospital at Green-wood. His � rst duty was to perform a post mor-tem examination on the remains of a murdered Italian and found 12 wounds on the head, several of which would have been fatal. � e coroner’s jury in the case returned a verdict of murder by some person or persons unknown.”

� New Church Buildings – � e congrega-tions of two Greenwood churches announced that they were making arrangements to erect new buildings – both on Long Lake Street. � e Presbyterians had been conducting church ser-vices and Sunday school in Rendell’s hall and require more room. � e local Methodists pur-chased two lots, for $700, on which to construct their church.

est papers in Canada have been duped by some unscrupulous person interested in the town of Grand Forks. � e Toronto Globe and the Vancouver Province have published long arti-

cles descriptive of the many advantages alleged to be possessed by that sad, sad town by the Kettle River (over those possessed by the City of Greenwood). � e articles are barefaced at-tempts to mislead the public.”

On May 11, the local RCMP detachment held it’s annual Mountie for a Day event in and around the Village of Midway.

Four students from BCSS accompanied Constables James Charles and Denny Viktora for a full day of mock police work, which culminated in a close-up look at a police helicopter.

Included in the day’s “crimes” was an assault on BCSS principal Bo McFarlane, witnessed by his WBES counterpart Brian Foy. A police dog was brought in to track the suspect, who was eventually found in bushes near the cemetery.

The suspect was apprehended after a brief struggle, and handcuffed by one of the student officers. “The event offers the youth of our community an opportunity to see that

RCMP members are just regular people who have chosen a job of protect-ing the youth and families of their community,” Charles explained. “We show them that it is a job that can be dangerous but also a lot of fun.”
