Flu Commissioning 2016-17

NHS England is to recommission the Community Pharmacy Seasonal Influenza Vaccination programme for 2016/17.
The terms and fees for the recommissioned service will remain the same as in 2015/16. Further guidance will be issued to pharmacy contractors once legislation and associated documents have been updated to take into account the recommissioning of this service.
The service can be provided by any community pharmacy in England that fully meets the requirements for provision of the service and has notified NHS England of their intention to begin providing the service by completing a notification form on the NHS BSA website. Declaration of Competence (DoC) Frameworks Re-launch 10th June 2016 Commissioners have asked pharmacy professionals to prove their competence to deliver pharmacy services using the DoC frameworks hosted on the CPPE website including the 2015 NHS Advanced Influenza Vaccination Service. The DoC frameworks and their structure have been improved to provide a more logical flow through the framework (although the competencies required largely remain the same). The revised DoC frameworks can be found on the CPPE
website at www.cppe.ac.uk
PharmOutcomes PharmOutcomes has produced a support pack with a suggested activity timeline to support a successful service flu launch. The pack includes:
1. An overview to service deployment – outlines suggested activity, system improvements following last year’s feedback and the support we can provide to commissioner’s and providers
2. A suggested Pharmacy communication letter – Provides information on service functionality and benefits. This can obviously be amended if required.

Bucks Smokefree evening event 19th July 2016
‘Make Every Contact Count’ a presentation by Darush Attar-Zadeh is part of the
evening event at The Crown Plaza, Marlow, SL7 1LU. Darush is an inspiring
speaker who has specialised in Smoking Cessation for 20 years.
There will be a Smokefree problem solving Q&A session with the Bucks Smokefree
team covering the on-line training and the payment and monitoring process.

Exemption from prescription charges from 1st July 2016 - anti fraud measures
From 1 July 2016, NHS pharmacists (including pharmacy staff) must inform persons presenting a prescription on which an exemption declaration has been made without producing evidence of entitlement to exemption (where evidence is required) that NHS checks are routinely undertaken to verify that persons are exempt from payment of NHS prescription charges as part of the relevant arrangements for preventing or detecting fraud or error.For full details see

Pharmacy Campaign and ‘Hub and spoke’ dispensing
On 7th June the Government announced that it will further engage with the PSNC and other
stakeholders before making changes to medicines legislation on 'hub and spoke' dispensing.
Responding to a Parliamentary Question, Minister Alistair Burt said the Department of Health
would like to "explore in more detail with stakeholders' representatives before progressing
any legislation". He said the Department did not now envisage changes to the legislation
commencing on October 1st.
Mr Burt said the responses to the consultation had "raised issues" around removing the bar
on 'hub and spoke' dispensing between retail pharmacies that are not part of the same
business.
A second letter to the Prime Minister David Cameron and signed by the PSNC, NPA and
Pharmacy Voice was sent to the Prime Minister on Friday 1st July 2016 to accompany a
delivery of another 200,000 signatures on the Support Your Local Pharmacy petition.
The additional signatures bring the total calling on the government to change course on
pharmacy policy to 2 million.

Community Pharmacy Assurance Framework (CPAF) for 2016/17
This must be completed by Sunday 3 July 2016 The NHS Business Services Authority (BSA) will carry out the administration of both the screening questionnaire and the full CPAF at a national level on our behalf and this is facilitated through a secure on-line mechanism to allow pharmacy contractors to complete their returns. The questionnaire should only take around 20 minutes to complete and you will receive information and instructions on how to access and complete the questionnaire from the BSA in advance of the availability date. Once you have submitted the completed questionnaire you will have the facility to save, print or access your responses for further reference. Following the screening questionnaire, NHS England will decide which pharmacies should
be visited and all these will be asked to complete the full Community Pharmacy Assurance
Framework (CPAF) questionnaire. Various factors will be used to decide which pharmacies
may be visited – not just the answers to the screening questionnaire. This may, for example
be as a result of complaints received, other data from NHSBSA that suggests the pharmacy
is an outlier, but it could also be an innocuous reason such as the contract has changed
hand.
Public Health Recommissioning Service
As part of the recommissioning process, the Public Health Team is conducting a review of
healthy lifestyle services in Buckinghamshire. Due to the national Public Health budget cuts,
the overall budget for healthy lifestyle services in Buckinghamshire will be significantly cut,
which means we need to think differently about how these services can be delivered.
Currently each healthy lifestyle service is commissioned independently, and accessed
separately by residents.
The lifestyle services included in this review are: smoking cessation, adult and child weight
management, health trainers, outreach health checks, oral health promotion, nutrition
service, and training on lifestyle topics. You are invited to attend a consultation event to
inform and shape how healthy lifestyle services in Buckinghamshire could be improved and
commissioned / delivered.

Launch of the Preregistration Pharmacist Professional Attributes
Framework
Work is underway to develop a professional attributes framework to support future
preregistration pharmacist recruitment and selection. On July 20th we will be launching the
framework and running a day to determine how this will inform future selection methods.

Diabetes Transformation Programme Launch 16th June 2016

Diabetes in Bucks will be treated within Primary Care allowing Secondary Care to manage
patients the more complex diabetics.
Dr Kathy Hoffman, Diabetes Transformation Programme Lead and her team have been
working for the last 18 months on the Transformation Programme. On 16th June the
Programme was launched. Health Professionals from Primary and Secondary Care were
invited to the launch to network and share good practice at the workshops.
Breaking bad news- how the diagnosis is explained to the patient can make a fundamental
impact on the outcome for the patient to cope with the condition.
There is a legacy effect- if the patient is treated well in first years then they will have less
problems later on.
‘Live Well’ goes live on 1 July 2016
‘Live Well’ covers anything to do with lifestyle and education. Live Well will cover weight loss
support and psychological support. A GP or Health Professional can refer the patient (the
patient may also self-refer) through the portal.
