Venkatesh Murthy said stress will be given to the development of outer wards. However, this is not the case, as found out by Ja- naagraha, a not-for-profit organisation. After analysing the Rs. 8,520-crore budget, the or- ganisation found that there is asymmetry in the alloca- tions for inner and outer wards, despite the popula- tion increase in the outer wards. Srikanth Viswanathan, coordinator, advocacy, re- search and capacity building at Janaagraha, told report- ers here on Friday that the allocation of funds to the outer wards is not commen- surate with the population increase. He said that of the total budget outlay, only Rs. 647 crore (around eight per cent) is assignable to the various wards. The remain- ing funds have been budget- ed without specifying the location where the projects/ works will be taken up. Though the population has grown by 119 per cent in the 62 outer wards, they get just Rs. 149 crore (of the Rs. 647 crore). While the population growth in the 136 inner wards is just 19 per cent, these wards have got an allo- cation of a whopping Rs. 498 crore, he stated. Among the top 10 wards that have received generous funds, which are incidental- ly all inner wards, are Katri- guppe (Rs. 31 crore), Vasanthnagar (Rs. 30 crore) and Byrasandra (Rs. 26 crore). Nine of these top 10 wards are represented by councillors from the BJP, which is the ruling party in the BBMP council. He added that the average ward allocation is around Rs. 3.3 crore. However, 27 of the 30 wards with the lowest Ward Quality Score (WQS), as per Janaagraha’s WQS 2013 survey, have received an average of only Rs. 1.6 crore. Janaagraha also found that 133 wards of the 198 have been allocated budgets lower than the aver- age. Of the 10 wards with the highest increase in popula- tion (as per Census 2011), only two wards — Begur and Horamavu — have received an above average budget al- location. Mr. Viswanathan said the average allocation for As- sembly constituencies is around Rs. 30 crore. The bottom four Assembly con- stituencies (as per WSQ 2013) — Dasarahalli, Maha- devapura, Yeshwantpur and Byatarayanapura — have re- ceived budgets below the av- erage. The top Assembly constituencies — Jayanagar, Yelahanka, B.T.M. Layout, Shivajinagar and Malleswa- ram — have received more that the average. At a category level, while roads get the highest share of 41.5 per cent of the total budget, footpaths, lakes and trees get a measly 1 per cent each, while parks and play- grounds have got less than 1 per cent. While storm water drains got 7.8 per cent, public amenities get 4.9 per cent and garbage gets 2.8 per cent. Overheads and related expenses accounted for 24 per cent. All these data are part of the city budget briefs that will be shared with the elect- ed representatives and citi- zens’ groups. Janaagraha hopes to encourage data- driven debates regarding budgetary allocations in the BBMP council and among citizens. Though Yasin played a key role in the terror attacks in Bangalore, police pointed out that he is equally in- volved in about 10 other ter- ror attacks allegedly carried out by him across the coun- try. He is also wanted by the police of 12 States, who are waiting for their turn to grill him to get information about their cases. Considering the number of cases booked against Ya- sin in Bangalore (so far, he has been booked only in Chinnaswamy stadium blast case), a senior police official said it was unlikely that the suspect would be handed over to city police immedi- ately. “We are in a long queue and need to wait for some time to secure his custody since all the investigating agencies, including National Investigation Agency (NIA), Intelligence Bureau (IB), Research and Analysis Wing (RAW), Delhi Special Branch and Maharashtra ATS, are waiting for their turn to grill him, as he is a handler known for activa- ting sleeper cells across In- dia,” Bhaskar Rao, Chief of Internal Security Division, Karnataka, said . “Also, the amount of time we would get to question him would be limited, de- pending upon the court’s di- rection. Besides, utmost care has to be taken about security and health issues of the ‘VIP terrorist”, Mr. Rao remarked. However, officials of the Internal Security Division (ISD) are coordinating with their counterparts in Delhi in the investigations. “We had begun investiga- tions from the time Yasin fled the State and are work- ing on it. The accused, Shivraj Kumar alias Rehan (25) and Nabi-ullah alias Shafiullah (21), both residents of Ban- galore, were tracked down to Tamil Nadu. In the early hours of Au- gust 16, Assistant Sub-In- spector (ASI) Ramegowda H., was inspecting the traffic signal lights near Sagar Apollo junction when the miscreants approached him on a motorbike. The pillion rider shouted out at the offi- cer stating “you are the one who booked my younger brother for drunken driv- ing”, grabbed a helmet and hit the policeman with it. The police claimed that the ASI was hit three to four times with great force. The Mico Layout police launched a search and traced them to Tamil Nadu where they were arrested on Fri- day. They have been booked for assault or criminal force to deter public servant un- der different sections of the IPC. The police have also seized a motorbike from the accused. Meanwhile, Mr. Rame- gowda was treated for inju- ries at a private hospital for head injury and is back on duty. Two held for assaulting ASI Staff Reporter BANGALORE: Three persons, including an elderly couple, ended their lives in different parts of the city on Friday. Chinnaraju (68) and his wife Nirmala (63) were found hanging at their resi- dence in Bantepalaya in Ma- diwala police limits on Friday. The incident came to light when their son, Pala- ni, a tailor, returned home from work and found his parents hanging from the ceiling. According to the police, Palani had left home in the morning and upon return- ing, grew suspicious when no one opened the door de- spite continuous knocking. He later broke into the house and found them hang- ing. A death note was also found which stated that the couple had ended their lives as they owed money to mon- ey lenders, who had often visited them demanding re- payment, the police said. In another incident, a 31- year-old cab driver was found hanging from a tree on Hesaraghatta Main Road in the early hours of Friday. The deceased Srinivas, a native of Kerala, was living in a rented house in Med- arahalli near Hesaraghatta along with his mother. In the early hours of Friday, passersby observed his body hanging from the tree and alerted the police. BANGALORE: The Bangalorecity police have to wait fortheir turn to secure the cus-tody of Indian Mujahideenterror suspect Yasin Bhat-kal, who was nabbed by offi-cials of the NationalInvestigation Agency on theIndo-Nepal border onWednesday.

Though Yasin played a keyrole in the terror attacks inBangalore, police pointedout that he is equally in-volved in about 10 other ter-ror attacks allegedly carriedout by him across the coun-try.
