Timelines

• Regular Year Budget Narrative (2016-17 grant)

• Disseminated – August 2016

• Title III Budget Narrative Due: September 30, 2016 • Districts have access to 20% of their grant until budget narrative is

approved.

• Budget narrative should reflect district EL Plan and Title III Improvement Plans, where appropriate.

• ODE read and response

• Feedback – comments for districts to review and revise

• District resubmit

• The sooner grants are submitted, the sooner grants are approved.

Timelines (cont.)

• Title III 15-16 Budget:

• Must encumber activities and purchases prior to September 30, 2016.

• Must claim funding by early November.

• Carryover Budget Narrative will open mid-November.

• Districts can carryover 100% of their Title III grant.

• Explanation as to why funds were not expended is required.

• Carryover grants must be claimed by September 30th of the following year.

Tips

• Include activities that are approved in the regular school year grant in the Carryover Budget Narrative.

• Allows districts to use the funds in the order received.

• You can always amend your current school year Budget Narrative to reflect changes in activities during the year.

• Carryover budget narratives needing revision will need to be emailed to your district EL contact.

• Feel free to contact ODE staff for technical assistance.

• Plan for timely submission for budget narratives, which

will allow maximum access to Title III funds.

2016-17 Changes? ESSA?

• 2016-17 is a transition year from ESEA as amended by NCLB to ESEA as amended by ESSA.

• All NCLB requirements regarding supplement not supplant that were in place during the 2015-16 school year are still in place for this grant.

• Note: Legal citations in this presentation are ESEA as amended by NCLB.

• Revisions to budget narrative questions may occur with the 2017-18 budget narrative application.

Supplement, Not Supplant language is found in

the actual authorizing program statute or in

amendments to the statute.

(section 3115(g) of the ESEA)

Title III, Part A SUPPLEMENT, NOT SUPPLANT—Federal funds made

available under this subpart shall be used so as to

supplement the level of federal, state, and local public

funds that, in the absence of such availability, would

have been expended for programs for limited English

proficient children and immigrant children and youth

and in no case to supplant such federal, state, and local

public funds.

Statement of Assurances for ESEA (NCLB)

2016-2017

Assurances form a binding agreement between the local district, the Oregon Department of Education, and the U.S. Department of Education that assures all legal requirements are met in accordance with state and federal laws, regulations, and rules. These assurances

apply to program activities and expenditures of funds. Compliance to general and specific program assurances is the legal responsibility of the local district under the authorization of the local board of education and the direction of the superintendent.

The District certifies the following statements: 1. The District understands and will comply with the provisions, regulations and rules of the No Child Left Behind Act (NCLB)

2001. 2. The District will use federal funds to supplement the district’s existing programs and will not use federal funds to supplant

existing or reduced general or other funds. 3. The District will provide, on request, other data as required. 4. The District completed the Continuous Improvement Plan with team planning and input from teachers, principals, program

administrators, parents, community, and other required participants. 5. The District understands and will comply with all applicable assurances for Federal Grant Funds.

EL Plan Impact

• EL Plans are required not only for participation in Title III, but also in order for districts to be eligible to receive the ELL state weighted school funding.

• A few districts have not submitted revisions to their EL Plan. These districts will be notified by ODE staff that they are not eligible to receive the additional weighted SSF for ELs until their plan is submitted and approved.

NOTE: While AMAOs are not included as an acronym in ESEA as amended by ESSA, progress learning English, English proficiency, and progress on core content assessments are included. Please respond to these accordingly based on the 2014-15 AMAO report and Improvement Plans written during the 2015-16 school year.

Immigrant Grant

ODE changed its policy on the dissemination of the Immigrant Grant beginning with 2015-16 school year.

New calculation:

• Using the Recent Arrivers data collection to determine which districts had have an increase of recent arrivers for the most recent year of at least .5% and have at least 10 recent arrivers.

• Invite those districts to participate in the Immigrant Grant – disseminate based on district acceptance.

Immigrant Grant (cont.)

• 12 districts qualified for the Immigrant Grant in 2016-17 based on the new calculation; 10 districts are participating.

• These districts need to include their immigrant activities and budget in the last question in the detailed narrative, and include the activities in the budget narrative section of the grant. Any district receiving the immigrant grant has had their grant amount added to their T-III school year grant. Please take care to use each grant allocation accordingly. Consortia members – please contact consortium lead to submit immigrant information.
