Multipurpose Foam Tender for the use of Port Fire Service. The Tenderer has to design, construct, supply, test and hand over 2 nos. multi-purpose foam tender including purchasing of chassis with the complete fire fighting system & all accessories fitted in the Fire tender including tanks and undertake comprehensive annual maintenance contract for a period of 5 (five ) years for the Multi-purpose Foam tenders except chassis, cabin and engine in Chennai Port Trust under two cover system as per the following Trust Specification. Budgetary offer may be sent on or before 12.02.2013 to the office of the Dy. Chief Mechanical Engineer, Chennai Port Trust, 2 nd floor of old Admn. Building, Rajaji Salai, Chennai – 600 001. This specification covers the general requirements regarding materials, performance and acceptance tests for Multipurpose Foam Tender to be used for fire fighting. The scope of supply shall be inclusive of but not limited to the following. The Multi Purpose Foam Tender shall be built as per relevant Indian Standard : 10460/83 and its latest editions and also as per the Trust specification. SCHEDULE ‘A’ TECHNICAL REQUIREMENT: 1. Chassis capacity should be not less than 25 ton, compliant to EURO IV (Bharat stage IV) 2. SCHEDULE ‘A’ TECHNICAL REQUIREMENT:

1. Chassis capacity should be not less than 25 ton, compliant to EURO IV

(Bharat stage IV)

2. Aqueous Film Forming Foam (AFFF) compound tank of 3000 litres capacity

made of Stainless Steel 316 L/GRP make and foam compound shall be 1%

concentrate AFFF ,UL listed.

3. One water tank capacity shall be not less than 5000 litres capacity made

of Stainless Steel 316 L quality/GRP.

4. 2 x 250 kg Dry Chemical Powder vessel.

5. Adequate number of filled N2 Cylinders to expel minimum 90% of the Dry

Chemical Powder and 100% standby N2 Cylinders to be provided.

6. One Water cum Foam monitor make AKRON/POK/ROSENBAUER or UL

listed and discharge capacity of not less than 1000 Gpm and of not less

than 60 metre throw for water.

7. Dry Chemical Powder hose reels 2Nos.each of 30mtrs. Length and each

end crimped.

12. Suction Hose: For taking suction from Harbour water at berth PVC

type of length 10 mtrs.

13. Proportioner: Induction ratio of 1:7(1/3/6], Pump around/

Automatic / BPP

14. Initial fill should be Underwriters Laboratory(UL) listed

a. DCP Mono Ammonium Phosphate

b. UL listed Aqueous Film Forming Foam (AFFF) 1% Foam

Compound

15. Piping and necessary controls and other accessories.

DRAWING APPROVAL The contractor shall obtain the General arrangement drawing approval with structural design and load calculation from the third party approval agency within 20 days from the receipt of the work order. After approval of drawings, 3sets of the approved drawing shall be submitted to CHPT. INSPECTION AND TESTING:

The third party inspection and testing shall be carried out by Lloyds/DNV/UL Agencies /IRS. The tenderer shall bear all charges for the third party inspection.

COMMISSIONING OF THE VEHICLE Successful commissioning and final performance test of the foam tender should be done at Ch.P.T by the Tenderer SCOPE OF 3rd PARTY INSPECTION AGENCY: The third party inspection agency shall be responsible for the design, approval, drawing approval and inspection during construction & testing and commissioning and shall issue the various inspection report at various stages of work for each foam tender confirming to Indian Standard Code of practice and Trust specification. Pressure testing of tanks shall be carried out in the presence of third party inspection and CHPT shall be informed. CHASSIS The Multipurpose foam tender appliance shall be built/fabricated on not less than 25 Ton full forward chassis which shall be purchased by the Tenderer from Reputed chassis manufactuerers (TATA / ASHOK LEYLAND / MAN / ROSENBAUER / VOLVO only). The Tenderer shall confirm with proof that selected

3 chassis is capable of taking the pay load as per the Trust’s specification and meets the vehicle performance specified by the chassis manufacturer with power steering. 1). The full forward chassis compliant to EURO IV (Bharat stage- IV) which is

latest and mandatory for registration at Chennai shall be procured by the

Tenderer at his own cost .

2). The registration of the fully built vehicle by RTO (East) at chennai within metro

city limits shall be done by the Tenderer at his own cost.

3). The Tenderer shall provide WEBSTAR make Power Take Off (PTO)

matching with pump drive requirements. The PTO shall be engine dependant

with a suitable ratio capable of transmitting the maximum power of the engine.

PTO engaging Indicator to be provided at the drivers cabin.

4). The Tenderer may suggest any improvement in design to make

Optimum use of engine power and chassis capacity.

5). The Tenderer shall select suitable chassis and confirm that engine power

with transmission losses is adequate to satisfy pumps power

requirement.

6). A heavy duty towing hook shall be fixed on the rear end of the chassis near

the foot board. Towing assembly shall be eyelet type with draw bolt / bar so that

any type of appliance can be towed without any difficulty. Welding and drilling on

framework of chassis is not allowed.

FOUNDATIONS: Cross bars of suitable thickness shall be laid across the chassis and mounted on the chassis over suitable brackets. Any two cross bars, so arranged, shall not be more than 500 mm apart. Each cross bar shall be welded with mounting brackets. The brackets shall be mounted on the chassis frame using heavy duty Bolts/’U’ clamps with necessary packing stiffener etc. POWER TAKE OFF: A heavy duty full torque Power take off unit of WEBSTAR make shall drive the pump. The power for the pump shall be taken from the gear box of the vehicle through suitable power take off with suitable ratio so that the pump is capable of pumping 4500 lpm of water at 8.5 Kg/cm2 and capable of lifting water from a depth of 7metre. The Power Take Off shall be so designed that it transmits the full requirements of Power for driving the pump. The Power transmission shall be uninterrupted even though the transmission gear may be shifted (or) the clutch released during its speed ranges. Provision shall be made in the design of the drive system (or) prevent damages to the drive on lurching of the vehicle when the transmission is shifted from neutral to either forward (or) reverse speed range while simultaneously pumping. A single control lever, for engaging and disengaging the power shall be provided in the cabin, nearer to the driver seat. The original manufacturer’s certificate indicating the serial number, batch number, date of manufacturing etc. shall be furnished at the time of delivery.

4 A LED Indicator shall activate when the Top gear is engaged (This should not be activated with other lower gears). The indicator shall be in the cabin as well as in the pump panel. COOLING SYSTEM: In addition to the cooling system provided by the chassis manufacturer, indirect cooling system of open circuit type with heat exchanger shall be provided for the continuous operation of the engine, which is for drive as well as for the operation of the pump. The heat exchanger of adequate capacity shall be suitably placed under the chassis for easy removal and maintenance. A non- return valve of suitable capacity shall be provided in the inter connection line of the two cooling system to de-link the heat exchanger from the radiator while the vehicle is on the move. WATER PUMP: The pump shall be of dual stage Centrifugal type multi pressure pump make GODIVA / ROSENBAUER OR UL Listed with a normal capacity of min 4,500 LPM at 8.5 Kg/ cm2and a water ring/positive displacement piston type primer should be provided at the rear. The pump should also be capable of working at maximum 8 Kg/cm2 work in the low pressure and 250 lpm at 40 Kg/cm2 high pressure range. 1. The pump casing shall be made of gunmetal and suitable drain plug shall be

provided at the bottom. The centrifugal type dual pressure fire pump should have one Phosphor Bronze impeller for normal pressure and one high pressure regenerative type impeller for high pressure, dynamically balanced, mounted on same shaft made of stainless steel. The High Pressure delivery outlet should be available through a flange connection and provided at the top rear side of the pump.

2. The pump shall be capable of operating under normal pressure and high pressure mode individually through a single lever operation for High and Low pressure modes.

3. The pump shall be designed for continuous rating not less than 6 hrs per shift. 4. The pump shall have inbuilt pressure release valve to limit the pumping

pressure up to 45 Kg/cm2. 5. The pump shall be of modular design and shall not have any gaskets/packing. 6. The construction of the pump must be such that while carrying out pump

maintenance work none of the discharge piping is necessary to be removed and the pump impellers and the carbon seal can be retained/ removed without removing the pump volute/body.

7. The pump shall have deep groove heavy duty ball bearings immersed in oil bath.

8. The sealing arrangement shall be mechanical carbon seal with carbon to marchrome interface, self-adjusting type. 9. Suction inlet shall be 100 mm dia round threaded and shall be provided with

blank cap and removable strainer.

5 10. Four delivery outlets of 63 mm dia female instantaneous type, as per with

screwed down type along with blank cap shall be provided and shall have no gland.

11. The pump casing impeller wearing rings shall be made up of gun

metal.

12. All studs/bolts in contact with water shall be of stainless steel.

13. Heavy duty vibration pads shall be provided at the base of the water

pump.

14. Pump must have minimum 1 year replacement warranty against any

manufacturing defects.

PRIMING SYSTEM: The pump shall be fitted with two independent priming systems. The pump

shall have fully automatic water ring primer and shall be capable of lifting water from a depth of at least 7 m within 24 sec. In case of a failure of main priming system during critical operations, the vehicle shall be fitted with an exhaust ejector primer. The engagement and disengagements of the primer should fully be automatic. The materials selected shall be made with a view that no major part is required to be replaced in course of service. Non-return valves should be provided to prevent air flowing back through the primers. A filter arrangement shall be provided to prevent dust or any other particles during priming. WATER TANK:

The water tank capacity shall not be less than 5000 litres of water to be provided. Water tank shall be constructed out of 5 mm thickness stainless steel 316L grade pressed sheet or fully corrosion resistant GRP material. It should be mounted on the chassis in a manner to counteract stresses caused by chassis flexing and shall be so secured that the removing/fixing of the tank is easily possible. The tank shall be warrantee for 10 years against corrosion and for damages.

The tank shall be so designed and mounted so as to bring centre of gravity of the appliance as low as possible and mounting shall permit full rated contents of the tank to flow into the pump. The water tank should be suitably baffled with not less than 3mm SS sheets to prevent surge when vehicle is braking, cornering or accelerating. The baffles shall be arranged in such a manner to facilitate the passage for a man to go throughout the tank area for cleaning purpose.

The water tank should have a man – hole of 450 mm diameter and should be

provided with a lid having one side hinge and other side with wing type nut (Butterfly). A cleaning hole of 250 mm diameter at the bottom with a bolted lid should be provided.

The water tank shall be provided with Two number Heavy duty lifting eyes to enable the tank to be lifted off for repairs. One number of 63 mm instantaneous type hydrant male coupling with a strainer should be provided close to the pump control panel for filling the water tank, through a 50 mm inner dia pipe which shall be routed outside the tank and fitted to the top of the tank.

6 The water tank should be fitted with a 50 mm inner diameter over flow pipe

and the end of the pipe should be taken down to a point well below the chassis without affecting the ground clearance. The over flow pipe shall be fitted from outside on to the side of the tank with a vent. A 100mm inner dia pipe line should be taken from the water tank to the suction in-let of the pump incorporating a butterfly valve of Audco make as approved by inspection authority. The top face of the tanks shall be covered with16 SWG, aluminum chequered sheet. Drain plugs/ cocks should be provided wherever necessary.

The water tank with its fitments shall withstand hydrostatic pressure of 0.5 Kg/Cm2 and it should be carried out in the presence of inspection officials and certificate should be furnished. The tank shall be connected of the pump and hose reel and control valve shall be provided in such a way that any of the following operations are possible: Hydrant to tank Hydrant to monitor Tank-pump-monitor Tank-Pump-Hose reel Pump to tank. FOAM SYSTEM FOAM: The Foam compound shall be 1% concentrate AFFF, UL listed. FOAM PROPORTIONER: The foam proportioning system shall be designed for water supply directly

from the hydrant to the water pump. It shall be an automatic balanced pressure foam

proportioning system and it shall be designed to follow the main characteristics as

mentioned in the NFPA 1901 standard.

It shall offer a highly accurate foam proportioning ratio injected into the water

stream at each individual outlet (no exceptions). It shall be possible to select the

proportioning ratio at each outlet at 3 different percentages from 0% to 6% with a

high accuracy, independent of the actual flow. The system work shall work fully

automatic and it shall consist of a foam compound pump with a separate drive motor,

a fire-fighting centrifugal pump for water and the pressure proportioners.

It shall be designed for water supply directly from the hydrant with pressure up

to 10 bar directly to the water pump.

The automatic balanced pressure foam proportioning system shall be fully

controlled by electronic differential pressure control unit. Manual operation shall be

possible. Discharge of foam solution and water at different discharge outlets with

different foam admixing rates shall be possible. The foam proportioning system shall

be suitable for all kinds of class B foam concentrated including AFFF.

7 On each delivery outlet an own balanced-pressure foam proportioner shall

be installed. This proportioner shall consists of a casing, an integrated spring loaded

excenter flap, two injection nozzles for foam compound as well as two ball type

valves for the foam supply.

Depending on the water throughput in the pressure proportiner, the excenter

flap shall open or close the inlet aperture of the foam supply.

That means if less water is pumped, the excenter shall open less and in the same

way less foam agent shall be admixed. If more water is pumped, the excenter flap

shall open more and more foam agent shall be admixed. The foam compound shall

be supplied via 2 lines to 2 different sizes of excentres.

Therefore, it shall be possible to choose 3 admixing rates (rate 1, rate 2 and

the sum of 1 + 2), between 2 and 8%. If the foam supply is closed, only water shall

be delivered to the pressure outlet. A change of the operation method or admixing

rate shall also be possible during operation. The accuracy of the foam proportioning

shall be much better than in usual systems and it shall be less than +/- 10% of the

adjusted percentage rate, depending on the viscosity of the foam compound.

One pressure proportioner shall be fitted in the monitor line for the large

throughput volume of not less than 6900l/min. It shall be possible to adjust the

admixing rate from 1 to 8% in steps of 1%. The system shall have different metering

discs responsible for proportioning rate. Replaceable discs shall allow the selection

and mounting of three (3) discs at a time to suit desired proportioning ratios.

Pressure preselection and automatic water pressure control system: By means of a selector switch the water pump pressure shall be pre-selected.

An electronic control unit shall keep the output water pressure at a constant level,

independent of the hydrant inlet pressure and of the discharged water or water/foam

volume. The whole installation shall be able to work automatically without pump

operator.

The following shall be incorporated in the foam admixing system:

The foam proportioning system shall be suitable for all foam compounds

based on Protein, Fluroprotein, Synthetic and Aqueous film forming type (AFFF) as

also for use with soft or brackish water.

No recirculation back to the foam compound tank in case of high foam pump

speed and low foam request.

Simultaneous operation with water and foam (on all delivery outlets) due to

balanced-pressure foam proportioner on each delivery outlet.

The water pump shall be never in contact with foam agent.

8 It shall be possible to supply foam to each delivery outlet in a range between

200 and 1200 l/min.

Automatic foam proportioning system, independent of water pressure,

therefore exact proportioning for the whole pump output.

Individual adjustment of foam proportioning rate on each pressure outlet, even

during operation shall be possible.

Hydrant operation (not less than 11 bar inlet pressure) with water supply from

hydrant directly to the water pump, even during foam operation, it shall be possible

without reduction of hydrant pressure.

Filling of the foam compound tank via foam pump.Delivery of foam compound

of the vehicle’s own tank into other installations or containers (stationary installations

or vehicles). The layout drawings of the foam system shall be provided.

FOAM PUMP The foam pump shall be a three stage medium pressure centrifugal pump. It shall be made of gun metal and priming shall be done by double piston priming pump. The foam pump shall primarily be used for supplying the foam proportioning system during fire fighting operations. It shall also be used for filling the foam compound tank from an external source. Discharge rate : not less than 500 l/min. at 15 bar Max.pressure : 18 bar Drive: The foam pump shall be driven by a self contained Diesel engine with an output of not less than 36,5 KW at 3150 rpm. The engine shall be insulated against noise. Instead of a second P.T.O. a separate diesel engine shall be used to vary the speed of the foam concentrate pump to accurately balance the foam concentrate pressure to the water pressure. Only the required amount of foam concentrate shall be delivered to meet the demand.There shall be no recirculation of the foam compound into the foam tank (no exceptions).

The offered foam proportioning system shall offer the advantage that the hydrant inlet pressure is sufficient enough to work with the separate diesel engine/foam compound unit independently, that means the water pump shall be switched off. Foam Pump Connections: One valved tank filling line

Piping: Water: Water piping shall be made of stainless steel, casting parts shall be made of

sea water resistant gunmetal design

Foam compound: Foam piping shall be made of stainless steel or polypropylene. Couplings: Couplings shall be made according to BS 336 : 1989, made of gun metal.

Caps shall be fitted with chains or ropes to prevent loss.

Labelling: All labels and plates shall be in English language where pictographs or ISO-

symbols do not serve the purpose.

The complete layout drawings with colour coding for water and foam systems

shall be provided and a framed copy fitted on the vehicle.

CONTROL PANEL FOR PUMP: The control panel shall be in the rear pump compartment. The control panel

shall be of waterproof design and it shall comprise all installations necessary for

operating the pump unit in an orderly fashion, such as switches, indication

instruments and control levers shall be found on the pump control stand.

All switches and indication instruments shall be clearly arranged in a

diagrammatic section of the pipelines. The control stand shall be accessible from

the rear of the vehicle.

FOAM TANK: A 3000 litres capacity Stainless Steel 316L or GRPtank with suitable Alcohol Resistance foam shall be provided. The tank shall be provided with pick up tube and foam branch pipe. A foam tank of 3000 Ltrs. Capacity shall be mounted on the chassis near water tank. It shall be fabricated out of 5mm bottom & other sides, top & baffles out of 3mm thick SS304 sheets or fully corrosion resistant GRP material. The tank shall be provided with suitable baffles, cleaning manhole with removable cap filling orifice of 150mm dia with removable strainer, venting arrangements & draw off tube will be connected to the foam proportioner & pump with selector valve / strainer. The adequate provision for draining, flushing or cleaning the foam piping shall be made. All foam line shall be Stainless Steel with control valves and flanges will be standard sizes. The tank shall be warrantee for 10 years against corrosion and for damages. The foam tank shall have its top dished / funnelling arrangement provided to enable easy filling from 20 litres drums. Suitable sharp edged punch truing device should be provided at the foam tank filling orifice for puncturing . The draw off tube

11 shall be fitted with a gauge strainer of suitable material, mesh size and adequate staining area. Mean shall be provided for automatic venting of the foam tank when the foam is being produced or the tank is being filled. This shall be incorporated with the cap. The device employed shall be as simple as possible & shall not get clogged easily during normal use of the appliance. The draw-off tube shall be connected to the foam proportioner / Inductor & pump, as necessary & a flow control valve shall be incorporated in it so as to maintain a constant induction rate of not more than 7% with varying foam output. The plumbing for this purpose will have clear & unobstructed passage of not less than 50mm throughout. The Foam tank shall be provided with adequate number heavy duty lifting eyes to enable the tank to be lifted off for repairs. HAND LINES:

Six hand lines with Butterfly valve control three on either side of appliances at the rear shall be provided in suitable lockers and kept in flaked condition. These small terminate in foam making branch pipe fitted with spray/ jet attachments, with hand control. Each foam making branch pipe shall be capable of delivering not less than 450 LPM of water foam solution at a pressure of 7 Kg/cm2 with an expansion ratio of not less than 8 times and minimum effective throw of 20m when all are used simultaneously.

The hoses for the hand lines shall have an internal diameter of 63 mm. These shall be reinforced rubber lining type and be in length of 30m each and ISI Marked IS-636 Type B.

IMPORTANT NOTE: The Tenderer shall submit full technical details, drawings, make of equipment and material specifications etc. along with the offer. HOSE REEL: Two normal hose reel shall be provided at the rear of the appliance. It shall be provided with 30m x 32 mm (ID) single piece hose tubing terminating in a fog gun hand controlled. The hose shall be capable to with stand high pressure required at not less than 20 kg/ Cm2. The hose reel shall be pneumatically controlled from the control panel.

The hose reel shall be provided with suitable arrangement to prevent over run to tubing without affecting easy run of the reel.

An attachment may be provided with the hose reel at high-pressure discharge end to enable foam compound induction & apply foam spray. The hose reels shall be made of fully corrosion resistant. The fog control valve, nozzles, drum, foam attachment shall be of SS-316. Man made material and it shall be equipped with electrical rewind mechanism. For emergency operation a manual crank shall be provided HIGH PRESSURE GUN:

The high pressure hose reel shall be fitted with a gun at the terminal end and it should have trigger type control. The gun shall be of constant flow type and shall have a discharge capacity of 150 LPM approximately. Provision shall be made in

12 the gun controls to achieve combat mode of straight jet or a fog shield in split second. The gun shall have a ability to work on pressure from 20 Kg/cm2 without affecting the discharge pattern. COLOR CODING : All piping should have color coding as follows :

Foam Concentration. Green Water line Blue Foam Solution Red DRY POWDER EXTINGUISHER SYSTEM.: a). DCP CYLINDER:

One DCP Cylinder of each 500 Kg. capacity shall be suitably located with proper mounting. DCP vessel shall be fabricated as per the relevant Pressure Vessels Rules and shall be provided with all mandatory fittings. The Dry chemical powder cylinder should confirm to ASME code VIII or the latest European norms of unfired pressure vessels and suitable anticorrosion treatment shall be given to the internal surface of the vessels. Chalk powder for testing shall be to the tenderer’s scope. b). NITROGEN CYLINDERS:

Nitrogen gas shall be used as an expellant gas. Nitrogen cylinder of capacity not less than 50 litres each having filling pressure of not less than 140 kg / cm2 of seamless steel cylinder conforming to IS: 7285/82 shall be provided. Adequate number of cylinders for expelling 500kg DCP shall be provided . A battery of 100% stand by cylinders shall be mounted along with main nitrogen cylinders. c). PIPING:

Piping of appropriate size and class shall be provided with pressure reducer

and other devices to take care of discharge of DCP as per performance requirement. Arrangement for flushing the hose reel with expellant gas shall be provided. d). DCP HOSE REELS:

Two pressure hose reels of 30m length each of appropriate size fitted with trigger type gunmetal nozzle. The hose reel discharge rate of powder shall not be less than 5 Kg/sec. each. The throw shall not be less than 10m in still weather condition. DCP Hose reels shall be supplied as per relevant Indian Standard. Spray Gun Heavy duty spray gun 2 nos shall be provide. The hose reels shall be made of fully corrosion proof man made material and it shall come with electrical rewind mechanism. For emergency operation a manual crank shall be provided. e). DCP SYSTEM CONTROL PANEL: Adequately illuminated control panel shall be provided at easily accessible position to operate the Dry Powder System. All controls / items required for operation shall be clearly marked or identified by fixing suitable labels to facilitate easy

13 operation. DCP system controls shall be electrically operated with facility to operate system in manual mode also. There should a facility incorporated to bleed the pressurized system at various stages. The bleed of valve on the DCP vessel should be used only as a last resort. Adequate safety relief measures should be installed on the high pressure system. CARBON - DI – OXIDE CYLINDERS: 2 x 45 kg CO2 cylinder with 2 nos. of hose reel of 50 meters long high pressure rubber hose with discharge horn on each side shall be provided conveniently. DCP MONITOR:

• One No. Heavy duty UL listed DCP Monitor shall be mounted on heavy duty suitable and independent platform just behind the driver’s cabin. The DCP monitor shall withstand shocks & vibration while discharging DCP powders shall provided with heavy duty vibration pads.

• The discharge through the monitor shall be adjustable at 15, 25 and 40kg/sec. at operating pressure. The throw through the monitor shall not be less than 25m horizontally and 15m vertically in still air.

• Suitable controls shall be provided near the grip of the handle to facilitate the operator to control and regulate the discharge of the powder. Automatic system to be provided to regulate the output and throw.

• The monitor shall be provide in a manner so, as to enable the operator to move it easily. It shall be capable to work on any angle upto 360o horizontally and 100o(+80 oto-20 o) vertically.

• The platform shall be adequate strengthened to avoid any vibration while the monitor is in use. There shall be proper and sufficient moving space around the platform for movement of the operator.

• The Monitor shall rest on a clamp properly secure while not in use. • The monitor upward & downward &Rotation movement shall be fully

manual controlled. Suitable locking system to be provided.

WATER/FOAM MONITOR:

ELECTRICAL SYSTEM: The electrical system shall consists of minimum 2 Nos. batteries of 100 Ampere Hr. Alternator of enough capacity to charge the above batteries in the shortest possible time and allied regulating equipment shall be provided. A suitable type battery charger shall be provided separately.

All important electrical circuits shall have separate fuses suitably indicated and shall be grouped into a common fuse-box located in an accessible position in the driver’s cabin and fitted with means for carrying spare fuses. The wiring shall be single pole and shall not be exposed to the atmosphere. Conduits shall be used wherever necessary.

MATERIAL SPECIFICATION FOR BODY BUILDING: 1. The steel sections manufactured by SAIL/IISCO/TISCO may be used. 2. Glasses wherever used shall be of laminated safety clear glasses of minimum

6 mm thick. 3. All bolts and nuts used for the construction shall be galvanized /stainless

steel. 4. Material of the Body: Aluminum plain sheet, Chequered plate and SS 304

Frame. BODY WORK AND STORAGE LOCKERS: BODY: The body shall be fabricated out of pressed steel panels and frames and with 16 SWG Aluminium sheet. The body shall be reinforced horizontally and vertically and under roof. The half round beadings and channels for draining away the rain water shall be provided over weld mesh windows and cabin doors. CABIN: The driver cab shall be original chassis manufacturers make and shall be made according to ECE R29 crash test requirements. It shall be equipped with on air sprung suspended driver seat and one upholstered co-drivers seat. The drivers cab shall come complete with laminated windshield and two roll down side windows. In the rear there shall be a crew cab with seat bench for four fire fighters with integrated BA brackets in the backrest. The seat bench shall be used as storage compartment.

15 4 Nos. plastic sheathed grab rails shall be fitted on the rear side of the vehicle to enable the firemen to get into the vehicle with non slip foot boards. The inside of body should be lined with smooth sheet work and with anodized aluminum beading. All essential operating instruction, identification of controls and indication instruments should be provided in the cabin. The driver cabin shall accommodate 4 crew persons, one Fire Officer and driver with cushion seating arrangement. Cabin lights shall be concealed inside the roofing to avoid damage. In the driver cabin good quality rubber mat shall be provided. Grab rails inside the crew cabin on the sides and above the crew person seating position shall be provided. The grab rails in the driver’s cabin shall be provided with 4 Nos. good quality properly riveted leather hand grips. All the locks shall be of durable quality and they shall be provided with lock and keys. Necessary provision shall be provided in the driver’s cabin for housing the portable fire extinguishers with clamping arrangements. In the driver’s cabin, 4 Nos, windows shall be provided with raising glass panels, protected by suitable wire mesh. FOOT STEPS: The foot steps for the front doors shall be provided flush with the body the foot steps for the rear doors of the cabin shall be of bus type for easy entry into the cabin. The foot steps structure shall be fabricated out of angles of not less than 32 x 32 x 6 mm angles and suitably reinforced and welded to cross bars and arch angles. BATTERY/TOOLS LOCKER: The battery box and tools box shall be located at a suitable place under the long seat by providing suitable compartments. The battery compartment shall have rubber lined bottom, side walls and drain holes with easy accessibility. HELMET HOOKS: Six number of steel hooks shall be provided at a convenient place above the long seat to hang the helmets. LOCKERS:

Lockers on both side of the body with lids, suitably hinged and closing device shall be provided for storage of various equipments.The construction of side panelling shall be done externally with aluminium sheets. All equipment lockers shall be accessible from ground and shall be provided with automatic lights. Suitable hose tunnels shall be provided to carry four 2.5 metre length of suction hose. Lockers shall be water proof and doors opening outside with stay hooks. ACCESSORIES:

In the cabin there shall be one Officer’s searchlight. It shall be possible to remove the searchlight from the cabin and connect it outside on the vehicle. 13. REVOLVING BEACON LIGHT: (LUMINOUS) Two revolving beacon light shall be of blue colour, capable of throwing beams of blue light around 360o with beams inclined upwards. It shall be mounted on the cabin roof and shall be operated from the batteries of the appliance. Flashing blue light shall be provided all over the body of the water tender apart from the other lights. Two blue flash lights shall be mounted in the radiators frill. Two rotating beacons (blue color) shall be mounted in the rear of the vehicle. Battery operated public address system with amplifier and microphone in the cabin shall be provided. The PA system shall be “ Federal Signals” make. No exception. All light fittings at the rear shall be suitably protected by expanded metal to prevent damage due to movement of the crew. Specially fitted recessed tray for the normal kit of tools carried on the appliance shall be provided. LADDER GALLOWS:

A 10.5 metres aluminium extension ladder shall be mounted on suitable gallows fitted with rollers and designed to facilitate easy and quick removal of the ladder by one man from the roof top of the Tender. The headlock on the gallows shall be positive in action. TOOLS:

17 PAINTING: The entire Multipurpose Foam tender shall be painted with RAL 3000 make ‘FIRE RED’ paint thickness of 0.12 to 0.2 mm thickness, using double coat spray painting on the outside. Two coats of anticorrosion & one zinc phosphate-priming coat will be applied before final paining of fire tender.

The fire service “insignia” shall be painted in gold and black colour on both side of the vehicle. Owners emblem in original colour together with name (in Hindi, English and Tamil) shall be written in golden yellow colour on both sides of the vehicle. The painting is to be done in a closed room with humidity control facilities.

The driving compartment and the inside of lockers shall be painted Pale Cream color o5r it shall be as per chassis manufacture’s standard. The chassis and wheel arches shall be painted black. All pipelines shall be painted in black above red oxide primer coat.

The appliance should clearly have the following identification at suitable location in driver’s cabin: a) Manufacturer’s name or trade mark. b) Year of Manufacture. c) Pumps number and capacity of the pumps. d) Capacity of water tank in litres. e) DCP vessel details. f) Engine and chassis number. Suitable nameplates and arrow markings on the lines shall also identify all valves and hoses inlet and outlet. All instrument controls shall be identifies with nameplates. QUALITY ASSURANCE (QA) The Tenderer will be expected to operate the quality assurance system to ensure that the technical requirements of this standard are achieved. The Tenderer shall submit Quality Assurance Plan for necessary approval of the Trust and third party. GENERAL REQUIREMENT 1). Tenderer shall follow sound engineering practices for the design, fabrication, construction, workmanship, testing and finishing of the fire appliances as per relevant Indian / International standards. 2). All equipments and accessories shall be fixed on the Multi purpose foam tender in a compact and neat manner and shall be so placed that each part is easily accessible for use and maintenance. 3). The Multipurpose Foam tender shall be designed so that all recommended daily maintenance checks can be performed easily by the operator. Appliance components that interfere with repair or removal of the major components must be attached with fasteners so that the components can be removed and installed with normal standard tools. These components must not be welded or otherwise permanently secured in place. 4). Responsibility of the Multi purpose foam tender shall remain with the Tenderer until they are registered and accepted by Chennai Port Trust.

18 5). A qualified and responsible trainer of the tenderer shall give training for 10 days to the personnel specified by the purchaser in the operation, care and maintenance of the Multi purpose foam tender delivered.

6). The special tools are required to be provided for routine service and repair of any component of the appliance built or supplied by the Tenderer and two sets of such tools shall be provided with each multipurpose foam tender. MATERIAL SELECTION AND TREATMENT: Metals used in the fabrication and assembly of this vehicle shall be of high strength to weight ratio wherever applicable to effect saving in dead weight and there by increasing the payload capacity. The Multi purpose foam tender is intended for use in tropical conditions with continuous high humidity and heat and to sea corrosion, which shall be given full consideration, while selecting materials.

Multi purpose foam tender shall be constructed with due consideration given to the nature and distribution of the load to be sustained and to the general character of the service to which the appliance is to be subjected when placed in service. All parts of the Multi purpose foam tender shall be strong enough to withstand the general service under full load. The Multi purpose foam tender shall be so designed that the various parts are readily accessible for lubrication, inspection, adjustment and repair. The Tenderer shall solely be responsible for the design and construction of all features. The centre of gravity of the vehicle shall be kept as low as possible under all conditions of loading and moving. DELIVERY PERIOD: 2 Nos. the Multi purpose foam tender including chassis shall be supplied within 8 months from the date of receipt of order. PERFORMANCE GUARANTEE:

The manufacturer shall guarantee the design, material, workmanship and the performance of the Multipurpose Foam Tender for a period of one year from the date of Acceptance and takeover by the Trust. The contractor shall rectify any mechanical defect, faulty workmanship or operational defects found during this period without any extra cost. Comprehensive Annual Maintenance Contract for 5 years:

a. After the supply of the multipurpose foam tender, the contractor should enter into Comprehensive Annul Maintenance contract for a period of 5 years including the guarantee period of one year.

b. The schedule of periodicity of maintenance shall be submitted along with the Technical and Commercial Bid.

c. Necessary man-power required for the maintenance of the multipurpose foam tender round the clock through out the year shall be provided by the contractor from the date of acceptance to 5 years of comprehensive annual maintenance contract period.

d. The maintenance contract shall include periodical maintenances, breakdown repairs, and manufacturer’s recommended maintenance practices other than daily / routine maintenances excluding the chassis, cabin and engine.

e. Required spares and consumables for the maintenance contract of the foam tenders shall be arranged by the contractor at his own cost. The Diesel, lubricant, foam, paint, electricity and water shall be arranged by the Trust as per the need and request of the contractor at free of cost during maintenance contract period.

f. The contractor shall quote the rate separately in schedule “A2” for the maintenance period for each year in the budgetary offer.

g. The Foam tender shall be readily available through out the year in full operation condition.

h. Necessary periodic maintenance and other routine maintenance of the Foam tender shall have to be carried out after getting permission from fire officer.

i. The contractor shall furnish the organization chart for the Maintenance

period and Man power details

j. The Tenderer should maintain Log book, History book and they shall be duly certified by Trust Fire officer once in 15 days.

k. The Fitness Certificate related works and obtaining fitness certificate is

under Trust scope.

l. The Truck side, Engine side, and Body side maintenance is under the Trust scope.

m. The complete fire fighting system with all accessories fitted in the fire tender

should be maintained by the Tenderer

n. The contractor should assure the availability of the Foam Tenders throughout the contract period without hindrance to the Fire Fighting operation.

o. In case the Tenderer fails to adhere the above Schedule, the Annual Maintenance Contract periodic payment will not be paid for the particular period. And any cost incurred to maintain also will be recovered from their performance security amount. In that case, the same amount to be deposited in the security deposit amount within 15 days.

Details of work during Maintenance period: Regular maintenance of all pumps, motors, all machineries and equipments as per the manufacturer’s recommendation excluding chassis, cabin and engine.

The Performance and status of the equipments of Multipurpose Foam tender shall be evaluated by conducting mock drills bimonthly in the presence of Fire officer or his representatives and furnish the reports to Fire officer and Deputy Conservator at the first week of every month.

20 Payment Terms for Comprehensive Annual Maintenance contract Period: During the comprehensive annual maintenance contract period the

contractor shall submit the bill along with service report on Quarterly basis for charges towards the repair and maintenance of multipurpose Foam tender. Payment against bill shall be within 30 days from the date of receipt of bill, based on the Performance /status report of the equipment by Deputy conservator. The Tenderer has to furnish necessary documentary proof for all the Taxes, duties, insurances and transportation charges along with bill .

No escalation amount is permitted through out this contract. The details of documents / certificate to be submitted along with budgetary offer: The Tenderer shall submit the technical offers along with all the details about the PTO, pump and water-cum-foam monitor, Foam proportioner.
