HERITAGE BUILDING CONSERVATION NEED STATEMENT:

USER MANUAL

The users of this standard `Heritage Building Conservation Need Statement’ is not allowed to modify the document other than the present sections in the appendices. Any shortfalls in this document should be brought to the attention of the secretariat for clarification and subsequent revision.

The users of this standard document are allowed to add as an addendum `Needs Statement’ to cater to any special or specific requirements for the proper functioning of the intended space or for other specific requirements which are not covered under this Heritage Building Conservation Need Statement. All appendices provided shall only be used as a guide and it should be checked and tailored to meet the specific requirements of the intended project.

SECTION 1.0: GENERAL 1.1 INTRODUCTION 1.1.1 The Building Conservation Need Statement shall be for the design,

construction, completion, commissioning, handing-over and maintenance of building works for the said project. (Project name and location refer Appendix 1 – Project Brief)

1.1.2 This document shall be read in conjunction with Architectural, Civil and Structural, Mechanical and Electrical Works Brief, JKR’s Standard Specification of Building Works, National Heritage Act 2005 (Act 645) and Garis Panduan Pemuliharaan Bangunan Warisan (GPPBW)

1.1.3 Priority shall be given to the conservation specifications, should there be any

discrepancies between the conservation and general specifications.

1.1.4 All building conservation requirements pertaining to the design, specifications, construction, equipping, completion and commissioning of the project shall be carried out in accordance with the conservation practice and shall comply with the stipulated Government Circulars, Guidelines, Acts and Regulations. Reference also to other international accreditation body or standards. (Refer Appendix 2 – List of Legislation and Standards)

1.1.5 The successful tenderer shall follow basic ethics and principles (not limited to)

as per GPPBW which must be rigorously observed in conservation works: i. Minimum intervention (methods, materials and approaches disturbances

to the original structures/fabrics) ii. Any intervention must be governed by unswerving respect for the

aesthetic, historical and physical integrity of cultural properties. iii. Respect the quality of the place and the original building fabric iv. The condition of the building must be fully recorded and documented

before any intervention of works v. Historical evidence must not be destroyed, removed and falsified. vi. To prolong building life

1.1.6 The appointment of the conservator shall cover the design, supervision and

certification of works during the construction period as well as during the defects liability period as described further in the government brief.

1.1.7 The tenderer shall also comply with the sustainability requirements set by the

government.

1.1.8 The successful tenderer shall provide the measured drawings, for reference in

accordance to the requirements of JWN before any commencement of works. 1.1.9 The successful tenderer shall also incorporate certain amount for work to be

executed such as cultural and religious requirements or for the supply of any materials and goods which cannot be foreseen, determined or detailed at time.

1.1.10 All objects of interest or heritage value which maybe found on the site or in

excavating the same during the progress of the works, the successful tenderer shall forthwith cease work and shall not disturb the object and take all necessary precautions to preserve the object in exact position and condition as it was discovered. The successful tenderer shall immediately notify the P.D. of the discovery for further action.

1.2 THE SITE 1.2.1 Refer to Appendix 1 – Project Brief for the designated site in terms of

location, approximate site area, description of site conditions and etc. 1.2.2 All tenderers shall visit the site to understand the actual conditions of the site

and to evaluate its strengths, weaknesses, opportunities and constraints for design decisions. Any claims on the grounds of lack of knowledge of any off-site or site condition, shall not be consider whatsoever.

1.2.3 The design shall be able to blend with the existing context. Building facade

design shall have a unified, harmonious character and incorporate its original heritage fabric.

1.2.4 The successful tenderer shall report to the P.D. any discovery of object found

on site which he/she believed that the object has cultural heritage significance in accordance to Section 47, Act 645.

1.2.5 The successful tenderer shall visit the site and familiarise himself with the site

conditions as well as submit 10 sets of pre-construction inspection report (dilapidation survey) of the said project as specified in accordance to specs prior to commencement of works.

1.2.6 The successful tenderer shall carry out defect mapping survey to identify types

and location of the defects and markings on site according to JWN's requirement.The above work shall include the supply of tools and equipments to assist in the preparation of the pre-construction inspection report and site markings.

1.3 APPOINTMENT OF CONSERVATOR BY SUCCESSFUL TENDERER

1.3.1 The successful tenderer is required to appoint a conservator registered with JWN and Kementerian Kewangan Malaysia (as per GPPBW) with experience in the specific area as required by the government and to be approved by P.D. Copies of valid certificate of registration that shows the name and registration date shall be included in the submission.The work shall include supervising and documenting contractor’s conservation/repair works and works as prescribed in specifications and appendices including conservation works defects, preparing work programme, method statement, weekly and monthly reports, HABS1,HABS2, HABS3, final reports and video documentations as per GPPBW.

1.3.2 The appointed contractor’s conservator shall fulfill his roles and obligation as

stated in GPPBW. 1.3.3 The tenderer shall submit curriculum-vitae (cv) of his proposed conservator

together with the tender submission identifying the project he/she had qualified and previously involved or attended workshops organized by JWN or others.

1.3.4 The contractor’s conservator shall fully be responsible for the methods

proposed and the manner of works being carried out. 1.3.5 The contractor’s conservator shall be on-site to supervise

the works and shall be available during P.D.’s and his representative visit to site. The contractor’s conservator shall attend all meetings and site inspection for the duration of the contract.

1.3.6 The successful tenderer shall include in the submission the Memorandum Of Agreement (MOA) between the tenderer and consultants as well as Terms Of Reference (TOR) of each consultant to government’s satisfaction.

1.4 TRAINING 1.4.1 The successful tenderer shall undertake to provide the training and the training

to the project team where necessary. 1.4.2 The successful tenderer shall conduct workshop for the project team on

technical conservation matters including principles and guidelines, in order to ensure that all parties understand and agree with the work process that has been included in the guided BQ as per table below:

SECTION 2.0 : SCOPE OF WORKS 2.1 The building conservation works shall consist of design, planning, preparation

and production of drawings and specifications and the subsequent implementation, construction (including supervision by qualified professionals), completion, commissioning, handing-over in approved condition and maintenance of the said project which shall consist of, but not be limited to the following components as specified in the Appendix 1 – Project Brief.

2.2 The detailed requirements for building conservation works shall be laid out in

Appendix 1 – Project Brief. The requirements given shall be indicative but not exhaustive, and the tenderers shall include suggestions and/or improvements in their proposals.

2.3 All information provided in the pre-bid document shall be with intention to

assist the tenderers in the design and shall not be read as the only features or facilities required and/or being a constraint to the design. The tenderers shall understand the heritage value for the intended purpose and function of each area and shall be responsible to principles, provide a complete design and build facilities for the proper function and efficient operation intended for each area with the consideration on appropriate conservation principles, methods and techniques.

2.4 If any structural defects to the surrounding buildings or structure, road, land and services caused by the intervention works, the successful tenderer shall immediately carried out inspection works of the defects as identified and all findings are recorded in a report on the stability of the surrounding buildings and submit the proposal for rectification for P.D.’s approval.

2.5 The contractor’s conservator scope of works shall include but shall not be limited to the following: -

i. To conduct a dilapidation survey of the existing structural condition of the

surrounding buildings before commencement of any intervention works. Refer to item 5.2 and 6.2 for the details.

ii. All prominent defects in the form of cracks, settlement, water seepage, corrosion of reinforcement subsidence and other building defects shall be recorded clearly, in high resolution photographs with acceptable scale to establish the extent of defects as in GPPBW.

iii. To provide the details inventory of defects providing the information such as location, element, types, measurement and reference number to the photos.

iv. To provide a comprehensive documentation of Historical Architectural Building Survey as required by JWN (HABS 1, HABS 2 and HABS 3) and based on the international practice (e.g: Burra Charter 2013, Venice Charter 1964, etc.) where applicable and the Client’s requirement.

v. To obtain approvals and permits with the relevant Authorities and Government Department on the Planning Permission for the intended project as stipulated in Section 40, Act 645.

vi. To assist the consultant architect appointed by the successful tenderer in checking the accessibility requirements in historic building and comply to By-Law 34A of Uniform Building By-Law 1984 and MS 1184.

vii. To give recommendation and advise on an appropriate conservation

methods and techniques including format and methodology for identifying heritage elements, including windows, doors, etc., that should be conserved and recommend measures for the protection of the original historical structure, fabric and finishes.

viii. To advise on all issues relating to conservation aspects of the building

including testing of materials (lab test) as and when they arise.

iii. To provide the details inventory of defects providing the information such as location, element, types, measurement and reference number to the photos.

SECTION 3.0 : BUILDING CONSERVATION GUIDELINES 3.1 GENERAL PLANNING 3.1.1 The overall design and planning of the project shall incorporate all the required

buildings and facilities specified in the project brief and shall reflect the operational policies of the building occupant. The contractor’s conservator shall comply with Act 645 and the detail methods and techniques as required by JWN in GPPBW.

3.1.2 The successful tenderer shall rescue & salvage as much as possible in repair

& conserve all existing items & fixing accessories in order to maintain its authenticity & integrity of the original elements.

3.1.3 Successful tenderer shall remove all harmful growth such as algae, fungus and vegetation using water-based biocide to P.D.’s approval.

3.1.4 Wherever applicable, the successful tenderer shall appoint a specialist

contractor for treatment of rising damp using chemical injection method or any other better methods. The specialist contractor shall carry out all necessary test, surface preparation to facilitate their Damp Proof Course (DPC) application to manufacturer’s detail.

3.1.5 Successful tenderer shall protect all inventories items (e.g: Artefacts,

furnitures, building material components and etc.) using approved material as in accordance to specs. Any item found on site not anticipated/and not listed in the drawing shall be paid in accordance to schedule of rates.

3.1.6 Any items that has cultural heritage significance found on site are subjected to

part VIII, Chapter 1 of Act 645.

3.1.7 The successful tenderer shall provide all testing of materials (lab test) as and when they arise.

3.2 DEMOLITION & TEMPORARY WORKS

3.2.1 All heritage buildings are advisable not to be demolished. However, if the said

project requires demolition works to the existing building (with approval by the authorities), the successful tenderer shall provide a Demolition Plan (DP) with detail reports, full record and shall ensure that all necessary steps are taken with minimal disturbance to the structural and original building fabric. All demolition works shall comply to MS 2318: Demolitions of Buildings-Code of Practice, Garis Panduan Pelupusan Struktur Binaan and Garis Panduan Pelupusan Komponen Binaan.

3.2.2 The successful tenderer shall repair and make good of any damages to

existing and any adjacent buildings caused by the demolition works or by the negligent act or omission of any person engaged in it.

3.2.3 Where temporary fixing and attachments are made to the fabric of the structure their locations shall be subject to agreement with the P.D. and shall be removed when the work is completed and any holes made good to the satisfaction of the P.D.

3.3 PRESERVATION OF TREES AND LANDSCAPING 3.3.1 Mature trees identified and approved by the local authorities shall be

conserved (retained). The successful tenderer shall be required to survey and preserve trees and relocate (if required) as per Section 35A of Town and Country Planning Act 1976 (Act 172).

3.3.2 The successful tenderer is required to protect existing trees and relocate (if

required) as directed by the P.D. and specified in JKR Standard Specification for Building Works 2014 (JKR 20800-0183-14).

3.4 CONSTRUCTION WASTE MANAGEMENT 3.4.1 All construction waste management requirements and needs shall be read in

conjunction with the JKR Standard Specification for Building Works 2014 (JKR 20800-0183-14).

3.4.2 The successful tenderer shall be responsible for knowing and complying with regulatory requirements of Federal, State and Local pertaining to legal disposal of all construction and demolition waste materials such as Solid Waste and Public Cleansing Management Act 2007 (Act 672).

3.2 DEMOLITION & TEMPORARY WORKS

3.2.1 All heritage buildings are advisable not to be demolished. However, if the said

project requires demolition works to the existing building (with approval by the authorities), the successful tenderer shall provide a Demolition Plan (DP) with detail reports, full record and shall ensure that all necessary steps are taken with minimal disturbance to the structural and original building fabric. All demolition works shall comply to MS 2318: Demolitions of Buildings-Code of Practice, Garis Panduan Pelupusan Struktur Binaan and Garis Panduan Pelupusan Komponen Binaan.

3.2.2 The successful tenderer shall repair and make good of any damages to

existing and any adjacent buildings caused by the demolition works or by the negligent act or omission of any person engaged in it.

3.2.3 Where temporary fixing and attachments are made to the fabric of the structure their locations shall be subject to agreement with the P.D. and shall be removed when the work is completed and any holes made good to the satisfaction of the P.D.

3.3 PRESERVATION OF TREES AND LANDSCAPING 3.3.1 Mature trees identified and approved by the local authorities shall be

conserved (retained). The successful tenderer shall be required to survey and preserve trees and relocate (if required) as per Section 35A of Town and Country Planning Act 1976 (Act 172).

3.3.2 The successful tenderer is required to protect existing trees and relocate (if

required) as directed by the P.D. and specified in JKR Standard Specification for Building Works 2014 (JKR 20800-0183-14).

3.4 CONSTRUCTION WASTE MANAGEMENT 3.4.1 All construction waste management requirements and needs shall be read in

conjunction with the JKR Standard Specification for Building Works 2014 (JKR 20800-0183-14).

3.4.2 The successful tenderer shall be responsible for knowing and complying with regulatory requirements of Federal, State and Local pertaining to legal disposal of all construction and demolition waste materials such as Solid Waste and Public Cleansing Management Act 2007 (Act 672).

3.4.3 The successful tenderer shall prepare and submit the Construction Waste

Management Plan (CWMP) and comply with all the regulations for Solid Waste Management in accordance to the Solid Waste and Public Cleansing Management Act 2007 (Act 672).

3.4.4 The successful tenderer shall separate materials deemed to be hazardous

waste, and materials confirmed as non-hazardous waste. The successful tenderer also shall remove a handling of hazardous materials compliance with Schedule Waste 2005 according to Environment Quality Act 1974, Act 127. The successful tenderer shall engage a licensed contractor registered under Department of Environment (DOE) to dispose of safety.

3.4.5 The successful tenderer shall arrange for pick up of salvageable materials in

accordance with the Waste Management Plan. For disposal operations the successful tenderer shall promptly and legally transport and dispose of any trash at the approved landfill. The Contractor shall not burn, bury and dispose the waste at the project site.

3.5 DISABLED REQUIREMENT 3.5.1 All building design shall take into account the accessibility for disabled persons

and shall comply with by law 34A of UBBL 1984 and MS 1184 with minimal disturbance to the original fabric.

3.6 MAINTENANCE 3.6.1 Considerations for ease of maintenance, servicing and cleaning works shall be

emphasized on all building conservation approaches. 3.6.2 The successful tenderer shall plan and provide Heritage Building Operational

Manual and Maintenance Plan for the works done.

3.7 SAMPLES AND MOCK-UPS 3.7.1 The successful tenderer shall set up mock-ups and submit samples of all

finishes, fittings and accessories complete with colour schemes, where applicable, for P.D.’s approval prior to actual installations.

3.7.2 The successful tenderer shall arrange factory / show room visits prior to the

production and selection of materials, equipment and/or furniture.

3.8.1 The successful tenderer shall provide suitable means of access to all repair areas to enable the works described in the contract to be carry out for P.D. to carry out the necessary inspection. The proposal of the means of access shall be submitted to the approval of P.D. and to the current safety regulations and appropriate Malaysian or British Standards.

3.8.2 Where ties are required to pass through window openings the glazing shall be

carefully removed and replaced by the plywood. The opening shall be sealed against the effects of weather and to prevent dust and dirt from entering the building. The glazing shall be reinstated as per original condition.

3.8.3 The successful tenderer shall provide suitable access facilities to enable trial sample repairs to be carried out, tested and inspected.

3.8.4 The successful tenderer shall develop, promotes and maintain a strong culture of health and safety in their activities through the contract period including but not limited to the document specified in Specifications for Occupational Safety and Health for Engineering Construction Works 2011 (Reference 20710-001-11)

3.9 STRUCTURAL, MECHANICAL AND ELECTRICAL REQUIREMENTS 3.9.1 Wherever applicable, the details of structural, mechanical and electrical

requirements shall be read in conjunction with the structural, mechanical and electrical works brief.

3.9.3 All structural designs on temporary supports inclusive of construction drawings

submitted by the successful tenderer shall be checked and endorsed by a Professional Engineers (PE) engaged by the contractor. Should the design be found to be unsatisfactory by a P.D, no additional cost or claims will be entertained. The successful tenderer is required to resubmit the above mentioned items if the first submission is rejected by the P.D.

3.9.4 Before commencement of any works the successful tenderer shall provide adequate supports and props to the structural members to ensure the safety and stability of the members and that the structure is not impaired as required. Adequate signage shall be also be placed at visible places to warn other users or residents of any limitation of usage.

doors, ornamentation, staircase & railings and etc.), materials, accessories and finishes used for the said project shall comply to the Act 645, the detail methods and techniques as required by JWN in GPPBW with the JKR Standard Specification for Building Works 2014 (JKR 20800-0183-14).

4.1.2 The successful tenderer shall protect, supply & install protection materials to

the existing building and all its items including salvaged materials to JKR's specifications and conservator's detail.

4.1.3 The successful tenderer shall submit method statement for all protection works

to P. D for approval 4.2 ROOF

6.2.1 Any methods and techniques applied for the conservation works of the roof

regardless its materials shall follow GPPBW and P.D.’s approval. 4.2.2 Temporary roof

i. Successful tenderer shall erect a temporary roof before any conservation

works start to cover the existing roofing which support shall be anchored to 4 sides of the building. The temporary roof shall only applicable to the project that involve roof conservation works.

ii. Successful tenderer shall submit method statement for the erection of the temporary roof (lightweight construction – e.g: metal decking) and the structure support design must be endorsed by a professional engineer.

4.2.3 Existing timber structure and rafter supporting the roof (if applicable), to be

treated to specification and salvage to P.D. approval. Damaged member are to be replaced with grade A timber or the same species with the existings and approved method statement to P.D. approval.

4.2.4 Gutters and Rain Water Down Pipe (RWDP):

i. Any methods and techniques applied for the conservation works of the gutters and RWDP shall follow GPPBW.

ii. Placement of gutters and RWDP (where applicable) shall be adequately integrated using suitable methods, tools and materials with minimal disturbance to the structural and original building fabric as specified in the approved method statements.

4.3 CEILING 4.3.1 Any methods and techniques applied for the conservation works of the ceiling

regardless its materials shall follow GPPBW and P.D.’s approval. 4.3.2 Any changes to the existing ceiling shall comply with the classification of fire

spread as stipulated in the 8th Schedule of Uniform Building By-Law 1984 and shall be replaced with the same material as existing properties or of higher specs according to GPPBW.

4.4 WALL

4.4.1 Any methods and techniques applied for the conservation works of the wall

regardless its materials shall follow GPPBW and P.D.’s approval. 4.4.2 Repair and conservation of lime plastering works shall follow the methods and

techniques listed below (not limited to) unless the successful tenderer shall propose a better solution or latest approaches for the said conservation works:

i. Successful tenderer shall collect three (3) samples each from the existing

external and internal wall plaster at locations where the moisture level is beyond allowable (each sample shall weigh at least 100g) for the purpose of the Ionic Chromatography Testing (ICT) for 3 ions comprising of CI, NO3 and SO4 for the purpose of salt contamination level on the plaster wall. The ICT shall be conducted at any independent certified laboratory locally (to be given priority), or certified international lab (if required and approved by P.D.).

Upon the removal of damage lime wall plastering three (3) samples each of the existing wall plastering shall be taken from the existing walls (each sample shall weigh at least 1kg) for the purpose of the X-Ray Fluorescence (XRF) and Petrography test. The purpose of these tests shall determine the composition elements of existing wall plaster. The XRF tests shall be conducted at any certified laboratory locally (to be given priority), or certified international lab (if required and approved by P.D.).

iii. Successful tenderer shall carry out marking on the damaged, porous, salt contamination wall investigation together with contractor’s conservator, consultants and P.D.’s representative and submit method statement for the removable of the damaged wall to specs and P.D.’s approval.

iv. The successful tenderer shall carry out a minimum of 10 (depending on the size of the wall) approved location samples for rebound hammer test (or better and latest technique that less harmful to the original structure / building fabric) for compressive strength prior to the removable of the lime plastering.

4.4.3 Repair and conserve the existing masonry works shall follow the methods and

techniques listed below (not limited to) unless the successful tenderer shall propose a better solution or latest approaches for the said conservation works:

i. The successful tenderer shall collect three (3) samples each from brick at

approved location (each sample shall weigh at least 100g) for the purpose of the Ionic Chromatography Testing (ICT) for 7 irons comprising of Ca, K, Mg, Na, CI, NO3 and SO4 for the purpose of evaluation salt contamination on the bricks. The ICT shall be conducted at any independent approved laboratory locally (to be given priority), or certified international lab (if required and approved by P.D.). (Refer to ASTM: D-4327 : Standard Test Method for Anions)

ii. Upon the completion of salt desalination process, successful tenderer shall collect three (3) samples each from brick at approved location (each sample shall weigh at least 100g) for the purpose of the Ionic Chromatography Testing (ICT) for 7 ions comprising of Ca, K, Mg, Na, CI, NO3 and SO4 for the purpose of evaluation salt contamination on the bricks after the salt desalination application. (Refer to ASTM: D-4327 : Standard Test Method for Anions)

iii. Three (3) samples each of the brick lime mortar shall be taken from the existing walls (each sample shall weigh at least 1kg) for the purpose of the X-Ray Fluorescence (XRF) and Petrography test. The purpose of these tests shall determine the composition elements of existing brick mortar to be applied for the replaced damaged brick. The XRF tests shall be conducted at any certified laboratory (to be given priority), or certified international lab (if required and approved by P.D.).

iv. The successful tenderer shall carry out preliminary moisture investigation using approved moisture meter on both internal and external walls and carry out markings at an interval of 300mm from ground level up to 1500mm and 600mm interval from 1500mm to the ceiling height to determine if moisture deterioriation from rising damp or falling damp.

v. Upon the removable of the damage plaster, debris and dust, the successful tenderer shall carry out Salt Desalination Poultice by trowel on location based on the scientific test results ASTM Standards D4327 (Standard Test Method for Anions) or approved equivalent.

4.5 PAINT WORKS 4.5.1 Any methods and techniques applied for the conservation works of the paint

regardless its materials shall follow GPPBW and P.D.’s approval.

4.5.2 Before any conservation works are carried out, the contractor’s conservator shall conduct paint seriation analysis of the existing painting at different locations and is compulsory prior to the removal of the existing old painting. The purpose of this analysis is to identify the original historic paint colours, and other conditions such as whether the paint was matte or gloss, whether sand was added to the paint for texture. The analysis report shall be submitted for P.D.’s approval.

4.6 WINDOWS AND DOORS 4.6.1 Any methods and techniques applied for the conservation works of the

windows and doors regardless its materials shall follow GPPBW and P.D.’s approval.

4.6.2 The successful tenderer shall rescue and salvage as much as possible in repair and conserve all existing windows and doors and its fixing accessories in order to maintain its authenticity and integrity of the original elements. Testing of timber species, grades and compressive strength is required to conservation specs. The successful tenderer shall submit method statement and provide sample of new windows and doors (if any) for verification and to P.D.’s approval.

4.6.3 The successful tenderer shall protect, make good, repair and carefully remove and sand down all stain, blistering and crack paint and finished with approved timber primer and timber varnish to the existing windows and doors in accordance to method statement approved by P.D. (Refer to GPPBW).

4.6.4 Any parts of windows and doors including frames and glass that are broken or damaged shall be marked ‘X’ appropriately without damaging the original fabric of the frame. This shall simplify the dismantling work of the defected windows and doors.

4.7 IRONMONGERY 4.7.1 Any methods and techniques applied for the conservation works of the

ironmongery shall be read concurrently with Architectural Works Brief and shall follow the conservation ethics and principles, and other international charters and guidelines (where applicable). The proposed method statement and selection of materials shall be advised by contractor’s conservator for P.D. approval.

4.8 SANITARY FITTINGS 4.8.1 Any methods and techniques applied for the conservation works of the

sanitary fittings shall be read concurrently with Architectural Works Brief and shall follow the conservation ethics and principles, and other international charters and guidelines (where applicable). The proposed method statement and selection of materials shall be advised by contractor’s conservator for P.D. approval.

The proposed method statement and selection of materials shall be advised by contractor’s conservator for P.D. approval.

4.9 FLOORS 4.9.1 Any methods and techniques applied for the conservation works of the floors

regardless its materials shall follow GPPBW and P.D.’s approval. 4.9.2 For ground flooring works, the successful tenderer shall obtain three (3)

samples each of the existing floor screeding (where applicable) shall be taken from the existing floors (each sample shall weigh at least 1kg) for the purpose of the Petrography test. The purpose of this test shall determine the composition element of existing floor screeding. The XRF tests shall be conducted at any certified laboratory (to be given priority), or certified international lab (if required and approved by P.D.).

4.9.3 All original floor tiles must be retained as much possible.

4.9.4 For timber structure and timber flooring, successful tenderer shall carry out timber assessment report of the timber species by certified timber grader (MTIB) to ascertain the deterioration and termite infestation to each piece of the timber beam, timber floor plank and all other elements that made up of the floor by contractor’s conservator and termite specialist to conservator’s specs.(Refer to GPPBW).

4.9.5 The termite species and types, location of the hive, trails and all building parts that have been attacked by termites shall be identified by an expert for P.D.’s approval.

4.9.6 All the wooden parts (regardless of its location) and other building parts that have evident of termite habitat are to be sprayed with the approved chemicals in order to avoid the worst defect. Chemical treatment to be carry out and allow it to dry for at least 24 hours prior to new protecting coat, varnishing/painting works. Direct chemical injection into the termite/insect’s nest is another alternative for serious termite infestation: to be proposed by termite specialist and P.D.’s approval.

4.9.7 Maintenance inspection shall be carry out every 4 months during the period of warranty and shall be read together with item 3.6. All logistic to site shall be at the specialist cost.

4.9.8 Any new invasion of the termite/insect, all new treatment shall also be at the specialist cost with P.D.’s approval. A five (5) years guarantee is required after the completion of the treatment to the benefits of the client.

4.9.9 Existing timber floor (if applicable), to be treated to specification and salvage to P.D. approval. Damaged member are to be replaced with grade A timber or the same species with the existings and approved method statement to P.D. approval. (Refer to GPPBW).

4.10 STAIRCASE AND RAILINGS

4.10.1 Any methods and techniques applied for the conservation works of the staircase and railings regardless its materials shall follow GPPBW and P.D.’s approval.

4.11 ORNAMENTATION

4.11.1 Any methods and techniques applied for the conservation works of the

ornamentation regardless its materials shall follow GPPBW and P.D.’s approval.

4.12 REPLACEMENT

4.12.1 All decayed components and structures are to be conserved and salvaged to

maintain its authenticity and integrity of the original material when replacing new components and structure as well as all its connection elements (where applicable) and accessories are to be of same species, size and design to the existing on site.

4.12.2 A work method statement for the above is required for P.D.’s approval prior to commencing the above works and tagging of the existing components and structures is required to specs.

4.13 MATERIAL TESTING

4.13.1 Successful tenderer shall conduct and provide all material testing and report (where applicable) such as X-Ray Fluorescence (XRF) for material composition, ionic chromatography – 7 ions, petrography test, X-Ray Diffraction (XRD) test, timber species and compressive strength test at FRIM or MTIB, rebound hammer test (or latest technique that less harm to the original structure / building fabric) and material test of metal/cast iron testing.

4.13.2 Upon mobilization, successful tenderer to immediately carry out the following testing method (according to MS, BS and ASTM standards) with locations approved by P.D. (where applicable).

i. Schmidt Hammer Rebound Test ii. X-Ray Fluorescence (XRF) Test iii. Petrography Test iv. ION Chromatography Test v. X-Ray Diffraction (XRD) Test

4.13.3 All testing shall be carried out by ISO 17025 certified laboratory and all test

results are to be submitted to P.D.

4.13.4 Timber species and compressive strength are to be carried out before any intervention for the existing timber roof and support structure, timber windows, timber doors and timber flooring.

4.13.5 Acceptable performance of concrete structure shall be referred to JKR Standard Specifications of Building Works 2014 unless otherwise stated in the specification.

4.13.6 Sampling and testing of repair materials shall be in accordance with for site application and quality control of works unless otherwise specified by the P.D.

4.14 TAGGING OF MATERIALS/OTHERS

4.14.1 Successful tenderer shall provide 20cm x 5cm stainless steel tagging plates or

any other approved material plates to all the new / replaced structure / element and to provide in documentation and indicate in as-built drawing to P.D.’s approval.

4.14.2 In the case of relocation of any building structures, all structure and its components shall be tagged appropriately and not marked directly to the original fabric.

6.2.2 All documentations in 6.2.1 shall consist a detail record on any changes of the original fabrics from the past and shall be used as a basis for the proposed conservation works and for future reference.

6.2.3 Successful Tenderer shall submit method statement for all conservation works for conservator’s and P.D’s approval prior to commencement of works. Any additional works conservation works proposal by the contractor shall be included and is subjected to approval by the conservator and P.D.

6.2.4 Successful tenderer shall submit in softcopy and hardcopy of weekly and monthly reports for the duration of the said project using JWN’s formats for the approval by P.D. All photographs in the weekly and monthly report shall be in colours. i) Weekly report – min. 10 sets each week ii) Monthly report – min.10 sets each month

6.2.5 The work programme shall take into consideration for the preparation of HABS2, HABS3 and final report to the master project work programme.

6.2.6 The contractor’s conservator shall document, prepare and submit conservation works method statements as specified, photograph the building works during and after the work progress which will form part of all the above mentioned report. All documentation shall be in accordance to JWN’s format.

6.2.7 Successful tenderer shall allow for min. 10 sets of final submission reports of

HABS 1, HABS 2, HABS 3 and final report in A3 size gold hot stamping hardcover binding and colour print to all photographs and others where applicable and software using universal printable software in form of DVD-Rom.

6.2.8 All the draft reports are to be submitted to P.D. for approval prior to final submission.

6.2.9 Upon the completion of the project, the successful tenderer is required to submit min. 10 complete sets of prints of the as-built drawings, and min.10 sets in form of DVD-Rom – AutoCAD of latest released and JPEG.

6.3 VIDEOGRAPHY

6.3.1 The successful tenderer shall engage professional videographer to carry out video recording prior to any works commencement of all conservation works, of the following sequence of works: a. Part 1 : of existing site condition and all the interior and exterior views

of all the buildings on site. b. Part 2 : during the construction of works throughout the whole duration

until completion. c. Part 3 :upon the completion of works taking video at the same view

and angle of the building.

6.3.2 All the combined and edited recording shall have a total of minimum 30 minutes duration.

6.3.3 The videography is to finish with either narration in Bahasa Malaysia and English with subtitles.

6.3.4 The contents of the videography shall comply with the safety and health requirements.

6.3.5 The successful tenderer shall submit all raw videos prior to final editing for the approval by P.D. and JWN.

6.3.6 The successful tenderer shall submit min. 10 copies of all videos (DVD) including raw video to P.D.

6.4 MEASURED DRAWINGS 6.4.1 All drawings submitted shall be in metric scale. The drawings shall have title

format approved by the P.D. and shall be orderly numbered in A1 size format. 6.4.2 All A1 size drawings shall be submitted in booklet type format (folded and

binded maximum of A3 size). 6.4.3 Measured Drawings submitted shall consist of but not be limited to the

followings:

a. Key and Location Plan of the project site.

b. Detailed site layout of buildings, confined to area to be develop only, accurately surveyed and to be presented in minimum scale of 1:500.

c. Floor plans, elevations, sections and perspective views (interior and exterior) of all buildings in minimum scale of 1:100.

d. All relevant Interior Design and Landscape drawings (if applicable).

e. All other pertinent support drawings for evaluation purposes. 6.4.4 The drawings shall indicate clearly existing building materials and finishes for

floors, walls, ceilings, roofs and also structural methods.

6.4.5 The drawings shall indicate clearly the existing condition of the building and all the changes must be demarcated with different colours based on evidence on site and historical study of the original fabrics and layout for future reference.

6.4.6 Floor plans shall also indicate position and extent (length and height) of

existing built-in furniture and equipment.

6.4.7 Plans and drawings shall clearly indicate the use or name of every room or area.

method statement) and materials prepared, proposed and demonstrate their compliance with the specifications. All submissions shall include verification of compliance with the intent of the specification and certification as to the compatibility of proposed materials with existing materials and others to be used in the execution of the works.

6.5.2 All materials shall be subjected to approval testing under the respective standards as outlined in the reference above.

6.5.3 All materials to be used in the works shall be equal to the approved samples and shall be new of kinds (where applicable), and approved salvaged types and qualities specified herein and/or in the drawings. Delivery shall be made sufficiently in advance to enable further samples to be taken and tested if required.

6.5.4 All materials supplied and delivered to site under this contract shall be sound and free from physical defects and shall be inspected, accepted and approved by the P.D. before application on site.

6.5.5 All materials shall be transported, handled, stored and well protected in such a manner as to prevent deterioriation, damage or contamination.

6.5.6 All materials shall be used strictly in accordance with the manufacturer’s instructions and specifications. Manufacturer’s instructions shall be made available to all operatives at site.

6.5.7 All materials and the manner in which they are used shall conform to the relevant Health and Safety and Control of Substances Hazardous to Health Regulations.

6.5.8 Materials shall be stored in an environment which conforms to the requirements of the manufacturer. Materials shall not be removed from store until immediately prior to mixing or use. Materials from damaged containers shall be discarded.

6.5.9 All materials submitted must be accordance to the JKR Standard Specification for Building Works 2014 (JKR 20800-0183-14) and with Malaysian Standards.
