The session will present an overview of the need for market transformation in our buildings sector and identify the key programs, policy tools and incentives that will play a role. It will also explore specific building projects that showcase innovative and cost-effective low-carbon solutions from across the world. 11:15 a.m. – 12:15 p.m. Regulating Zero Akua Schatz - CaGBC; Laura Sampliner - City of Port Moody; Lise Townsend - City of Burnaby; Kevin Quinlan - City of Vancouver The path to zero carbon requires an integration of strong policies that stimulate innovation. A consistent approach to measuring greenhouse gas emissions is needed across the Province to accelerate real results. This panel will explore mechanisms and regulatory tools to enhance energy efficiency in buildings and reduce carbon emissions. The panel will explore the tension and opportunities that exist for driving emission reduction through energy efficiency and discuss scenarios that would enable the built environment in BC to scale up high-performing buildings. Participants will learn about the impacts of the Energy Step Code, different approaches and lessons learned by leading municipalities, and the latest thinking on greenhouse gas intensity (GHGI) metrics. Zero Carbon Buildings come with many advantages in a carbon constrained world. As technology and skills advance, project teams need to constantly reevaluate what is possible. This facilitated interactive session will explore the value that zero carbon buildings provide, the barriers and myths that must be overcome, and how project teams can win stakeholder support.

3:00 – 3:55 p.m. Embodied Carbon in Policy and PracticeJennifer O’Connor - Athena Institute; Patrick Enright - City of Vancouver; Julie-Anne Chayer - Groupe AGECO

Embodied carbon in a building is the greenhouse gas emissions associated with everything other than the energy consumption for building operations. These cradle-to-grave carbon emissions are related to manufacturing materials, the process of construction, and decommissioning the building. This presentation will explain what embodied carbon is and how to calculate it, the City of Vancouver’s experience to date and next steps with it incorporated in their rezoning policy, and key learnings from embodied carbon analysis in practice.
