International cooperation is essential to Vision implementation.

• Adds robustness and redundancy• Enriches the technological and scientific character• Spreads the risk and overall cost

• At the industry-to-industry level, cooperation must involve:• Shared decision-making, shared risk, and shared

investment strategy• Clear and consistent agreements with accountability

among the partners• Reliability, honesty, and respect

When to cooperate and when to compete.

• Cooperation: benefits the customer by pooling resources to achieve a common goal

• Competition: benefits the customer by identifying the best solution

• Integrity: assures respect and fairness, in cooperation and competition

Cooperation on space exploration

• International Space Station

• United Space Alliance

• Joint Strike Fighter

• F-16

• Future Combat Systems

• National Missile Defense

None of these provides a perfect model for future work.

But each provides useful lessons learned.

In pursuing the Vision, more than one approach will probably be needed.

Companies can lead the way in team formation.

• Industry has a vital role to play in creating a “best in the world” team, seeking out the highest value-added team members.

• The government role includes facilitating the cooperation of industry and providing appropriate technology safeguards.
