Grondleggers van landbou in Letaba word vereer

GTM remains tightlipped after we presented them with specific media inquiries

Deafening silence

Links is me Amanda Vor-ster wat vir haar tyd as destydse

1. On or about 27 February 2014 the GTM purchased 23 Samsung tablets at

R5 999,00 each, for a total of R137 977,00 from Game Tzaneen. Could you

kindly respond to the following questions regarding this purchase:

1.1 Did the GTM call for quotes and if so from how many suppliers and who?

1.2 Was the price per tablet the best price possible?

1.3 Was there any urgency for obtaining these tablets and if so, for what

reason(s)?

1.4 Who would be issued with these tablets?

1.5 For what purpose would the tablets be used?

1.6 Could you offer a motivation why this was needed by the GTM, and also how

it is anticipated that these items would improve service by officials and

service delivery by the GTM.

2. Kindly state how many lap top computers are owned by the GTM, what amount

of capital has been spent on buying these computers, when last has a lap top

been bought, who are using these lap tops (how many councillors and how many

officials) and what benefit(s) can be shown as a result of the use of lap tops?

We would appreciate your response before 16:00 today (05 March 2014)..

After reassurance of their intention and willingness to respond to our enquiries, especially since they (GTM) vehemently denied the story of the Samsung Tablets that they allegedly bought for R137 977 from Game, it all came to nought at the time of going to press. Read the full story on page 5.

The contract with TNT for rendering certain administrative functions for the GTM’s

traffic department has run out and no new agreement has been reached with a

supplier/contractor for a similar service. The following questions thus arise:

1. If nobody is rendering this service, it simply means that the administration in the

GTM’s traffic department has come to a standstill. Can you dispute this?

2. What is being done to remedy the situation?

3. What could it cost the GTM in loss of income, since traffic fines will not be

processed and thus not paid?

4. The camera(s) used to set up speed traps in the jurisdiction of the GTM can no

longer be used. Please confirm or deny.

In mid-2012 the Bulletin asked the GTM”s traffic chief for a copy of the GTM’s traffic

plan, especially for Tzaneen town. He admitted that there was no plan, but stated

categoricially that his dep[artment would start working on one. On 5 February 2013

we asked for a progress report on this matter, but our enquiry was ignored. We

asked again on 17 June and when we asked for the third time on 11 September,

your spokesperson, Mr Neville Nlala, informed us that the plan was completed and

waiting for council’s approval. We have since been made to belief that it was blatant

lie and that there is still no plan.

Your comments please. Was a lie told? What is being done about a traffic plan?

wakker! Daar is nou ‘n man van inbors.

Lanklaas was Vlieg so beindruk met iemand

Gee daai Zaayman ‘n klok!

Significant sal-ary increases, repairs, main-tenance and depreciation of Eskom’s tariff for bulk purchases are the main items that have de-manded a

budget of R933 million for the Great-er Tzaneen Municipality for the new 2014/2015 financial year.

The GTM’s mayor, Ms Dikeledi Mme-tle, said an amount of R844 million has been made available for the operation-al budget, when she tabled the budget during a special council meeting at Bokgaga. She pointed out that the budget shows an increase of R77 mil-lion over the 2013/14 financial year.

Mmetle said the increase in income will come from an increase in service charges and external grants from the central government. The property rates are to increase by 5,6%, while the tariffs for consumptive based ser-vices such as solid waste, water and sanitation are all to increase by 6%. Electricity is to go up by 7,39%.

Mmetle said the total revenue budget includes an amount of R236 million representing the equitable share allocation to the GTM.

According to her, an amount of R77 million will be levied by way of property tax and R431 million will be sourced from user charges. National al-locations to fund operational activities amount to R4,6 million, which includes the Finance Management Grant of R1,6 million, the Municipal Systems Im-provement Grant of R934 000 and the Extended Public Works Programme (EPWP) Grant of R2 million.

The expenditure amount also in-cludes R251 million for salaries, R122 million for repairs and maintenance and R269 million for the purchase of bulk electricity and water.

“In terms of percentage, staff cost — which includes salaries and employ-ee benefits — will be 30,8% which is within the 35% maximum set by national treasury,” she said. Bulk purchases make up 30,1% of the total expenditure and repairs and mainte-nance constitute 18,2%. The remain-ing 9,3% of the budget will be allocat-ed for general expenses.

“Infrastructure development is crit-

ical if we are to achieve our dream of transforming our town into a city in the next sixteen years. Infrastructure development is an economic driver; it creates employment during the project and even years afterwards. An amount of R173 million has been allocated for capital expenditure for the 2014/2015 financial year. This amount includes the Municipal In-frastructure Grant allocation of R83 million which will be spent on roads, sport and recreational facilities, as well as an amount of R18,5 million which represents counter funding on MIG Projects. Capital from own sources amounts to R65 million,” she announced.

Mmetle further explained that as the Mopani District Municipality is the water services authority, the GTM is the water service provider and under the Service Level Agreement, Tzaneen operates and manages sev-eral water and waste water works.

Three of the water treatment plants in the GTM’s jurisdiction have been given Blue Drop status, meaning that the water is clean enough to drink.

“My ouers wou my

oorverdowende geraas. Daarby laat dit vonke in alle rigtings spat. Watter soort sekuriteitswagte was so horende doof?”

About a thousand members of the community from various parts of Sekororo protested to put pressure on the government to speed up the construction of the shopping mall which they said would create jobs for local people.

The community from Loraine in Sekororo said the government had been going at a slow pace ever since the process of building three malls started more than a year ago.

The people took to the streets and blocked the main road to Tzaneen with burning tyres, trees and rocks. They also want the department of education to start building new classrooms at Khudu High school, because learning and teaching are disrupted during rains and bad weather. The roof of the school was destroyed by a storm in 2011.

• Die bydrae wat die persoon tot die pro-duserende landboubedryf gemaak het;

Deafening silence from the GTM...

Sekororo protest about

shopping malls

The Bulletin has failed to get the GTM to respond to writ-ten questions regarding the alleged purchase of 23 (actually 24) Samsung tablets from Game, as well as our enquiries in connection with the traffic plan for Tzaneen and a few other matters (as can be seen of the front page).

We addressed the written enquiries to the municipal manag-er and the GTM’s official spokesman (Mr Neville Ndlala) on Wednesday last week. On Friday he called to explain that our e-mails had landed in his Junk Mail. On Monday we spoke again, when he told us that they will respond to our enquiries, but found it difficult to respond to the one regarding the tab-

lets, since it was not the truth. We invited him to say so in writ-ing and to supply us with the facts, which he undertook to do.

Ndlala called again on Tuesday to confirm the deadline and again we assured him that we would grant them a fair op-portunity to respond, as long as it would be before 16:30 on Wednesday. He again confirmed that they would forward the relevant information.

Susequent to that telephone call, which we have on record, we have not heard from the GTM or received any feedback.

In the mean time we have been informed that the GTM ac-tually bought 24 tablets from Game, but they first took deliv-

ery of 23 and later received the 24 th one, since Game only had 23 in stock.

In connection with our previous enquiries in 2012 regard-ing the traffic plan for Tzaneen, we have been informed by yet another party that it was a blatant lie to tell us that the plan has been drawn up and that final confirmation from the council was to follow.

Three councillors from different political parties have assured us that no traffic plan has been submitted for council’s approval.

Whereto?John P Watson from Tza-neen writes by e-mail: Thank you for the way in which you condemned and rejected the taking back by Central Govern-ment of R1,3 billion from Limpopo.

Daar hang hy. Onder is dit donker. As iemand hom tog net raaksien!

Van Gilder skryf: “How like a lot of Christians! Conscious of their weakness and aware of dangers, are fearful, anxious and un happy most of the time: yet under-neath, all the while, are the everlasting arms of a faihful, loving and all-powerful Saviour — our Lord Jesus Christ, willing and able to save and assist us.”

Dit klink so baie na ‘n priesterlike turksvy.

7Bulletin 14 Maart 2014

A nation without a past has no future and a nation should preserve cultures that are un-der threat of disappearing. Jürgen Witt is fighting for this and for the preservation of the Tzaneen Museum. He says that neither the present nor previous governments are in the slightest interested in respecting African culture.

Witt (83) still walks with purpose albeit with a walking stick. He’s had a sixty year passion for vanishing and current African culture in the form of art. The Greater Tzaneen Munic-ipality established the Tzaneen Museum in 1995. Witt was made Curator and his life’s collection is housed in the Museum.

He gave a brief outline of his life. His forefa-thers came from Danzig (now Gdansk), in the once Prussian heartland. The family estate was confiscated by the League of Nations af-ter WW1 and became the property of Poland. Witt was born in Charlottenburg near Berlin. Under East German rule he was prohibited from tertiary education.

He went to Sweden in 1947 where he met his German wife, Hilda. He visited South Af-rica and Tzaneen for the first time in 1952. He wanted to see his uncle who had a tea plan-tation in Tanzania. The uncle lost the planta-tion and returned to Germany, after trying in vain to recoup the farm from the British Gov-

ernment. Hilda, who had been studying lan-guages in Spain, came out to join him. They married in the Swed-ish Lutheran Church in Johannesburg in 1957. The couple lived in Johannesburg and he worked for the Ger-man Research Council as a scientific assistant — and with Professor Otto Fränzle from Kiel University in the field of archaeology, ethnol-ogy and early history. He has also penned publications for a mu-seum in Paris, France, and the Linden Muse-um in Stuttgart, Ger-many.

The couple has three adult children who all went to university. Harald is a lecturer at the University of Natal, Arne is an entomolo-gist in Nairobi, respon-sible for Asia, the West Indies and Africa and Renate is married and lives in Tzaneen.

The Witt family moved to Tzaneen in 1960 with the aim to establish a museum of rare

bygone and current African treasures. The GTM bought Mr Witt’s first collection, ethno-logical and archaeolog-ical treasures from the area, for R7 000. There are 200 archaeological sites between Tzaneen and the Indian Ocean. This entailed a consid-erable amount of walk-ing and Witt got per-mission to move freely within that country. Most people were re-stricted in those days.

The Tzaneen Council sold Witt’s collection to the University of Potchefstroom. When the relevant profes-sor wished to sell the collection a few years later he wanted R1,2 million. Witt could not

afford to buy it back and continued sourcing other artefacts.

The Tzaneen Museum on Agatha Street is an unobtrusive, small three-roomed musty house in front of the Library and the GTM. It houses some two thousand ethnologi-cal artefacts from South Afri-can tribes as well as other parts of Africa. The Museum is regarded as one of the best muse-ums in the country and deserves far greater recognition and resources. The building is in need of renovations and the GTM needs to restore the landline and pay the Curator a tad more to run the place.

The late Advocate Henri Francois Junot from Pretoria helped finance the construc-tion of the Museum veranda. Junot used to visit his god daughter Ms Julie McMahon of-ten. McMahon lives on a farm on the Cheer-io Road outside the village of Haenertsburg. The veranda now houses the Tsonga fairy tale figures. Each group tells a story and this keeps the verbal literature alive.

Witt has spent years recording these tales on tape and in writing. His assistant, Ms Florence Tshibeyahope, helps him in the retelling of the stories. He wants to make children aware of their heritage and hopes the treasures will remain in Tzaneen and in South Africa.

In today’s article, as part of the Bulletin’s exclusive series about senior citizens of our area who have made a major contribution to-wards establishing a vibrant local community, Sue Ettmayr introduces Mr Jürgen Witt, the Curator of the little known Tzaneen Museum.

The Tzaneen office of the State Vet has set to undertake a rabies vaccination drive in Semarela, Bolobedu South, af-ter a dog was con-firmed infected by the disease.

The drive, which will take place un-til 20 March at ten schools within a ten kilometer radius of

the site where the in-fection was detected, is set to ensure no further infections in the area.

According to the State Veterinarian in Tzaneen, animal vaccinations against rabies, primarily transmitted through a bite from an in-fected animal, are an annual legal require-ment to protect ani-mals from infections and are freely avail-able at state veteri-nary offices.

Three other cases of rabies, which also affect human be-ings and can result in death within five days of infection, have also been iden-tified in the Mopani and Vhembe dis-tricts recently. This makes the districts at high risks for infec-tions.

According to Mr Kenny Ndlovu, a Tzaneen State Vet of-ficial, the virus con-

tinues to prevail in the area as residents ignore the case and neglect to vaccinate animals.

WORLD GLAUCOMA

WEEK9 - 15 MARCH 2014Key Facts About Glaucoma

• Glaucoma is a progressive disease causing irreversible visual loss, usually without warning until relatively advanced.

• 50% of affected people in the developed world and 90% in developing countries do not know they have Glaucoma.

Cartrack North East Limpopo purchased two cars from Simpson Motors in Tzaneen. Mr Fannie Boloyi, sales-man at Simpson Mo-tors, handed the keys to the two new Chevrolet Sparks to Mr Gerrie van Wyk, area manager of Cartrack NE Limpopo.

gelaat.

Guest artist, Dr Gert Marinkowitz wowed the audience with the clarinet, accompanied by Ms Rina Klaver, the keyboard and piano tutor.

The final round of Merensky’s an-nual English Home Language Speech Competition was held recently.

In the junior section, the seven com-peting Gr 8 and 9’s received the set topic: “If I was the English teacher”, which led to helpful hints to language tutors. The unprepared speeches were entertaining and delivered with extraordinary confidence. Pupils

were asked to elaborate on: “if I were a rhinoceros/if I were a star”.

Valeria Avdysh took first place, Chelsea Schlebusch came second, and third place was awarded to Chris Bill. The ten participating seniors tackled their pre-pared topic: “fate of human-ity” with gusto.

For their unprepared speech they could choose between “censorship in the media” and “technology.” Samuel Varrie was award-ed first place, with Mo-nique Kiapway and Deepa Kesa sharing second, and Blake Linder in third place.

Forty-one Gr 9 stu-dents and six staff members from Stan-ford Lake College embarked on their first expedition for the year.

This trek consisted of three-and-a-half days of hiking, start-ing at Sekororo and finishing in Penge. This unsupported hiking route followed the path that took Louis Trichardt eight months to complete in 1838 on the back of ox wagons. The Gr 9s were taken to the Christmas Plateau, where Louis Trichardt spent Christmas in 1838 and Louisfontein, over-looking the Olifants Valley.

On reaching Penge, the group readied themselves for an event-

ful white water rafting experi-ence on the Olifants River, facing testing rapids like ‘Rent-o-Kill’, ‘Double Trouble’,’ Longdrop’, Simple Simon’ and ‘Rollercoast-er’ where they experienced the full force of nature.

Merensky Day was celebrated on Plasieland recently.

The tradition dates back to the first days of the school and is annually celebrated. Each pupil and teacher received a ribbon to wear during the day as a token of their pride of being a Plasie. The thousand ribbons were signed and handed back. These ribbons will be framed as remembrance of Merensky Day 2014.

The guest speaker was a former Plasie who matriculated in 2007, Ms Myra Visser-Harms.

High School Merensky was the host for this year’s Presi-dent’s Award for Youth Empowerment, in partnership with Brand South Africa, where a youth dialogue and action workshop was held. The theme of the Work-

shop was: 20th year of democracy - how can award participants be involved in realising the National Development Plan through active citizenship? The President’s Award for Youth Empowerment celebrated 30 years of effective and sustained youth development in South Af-rica in 2013. There are currently over 15 000 active participants drawn from schools (both state and independent), community youth groups, residential youth facilities and correc-tional centres nationally. The aim of the award programme is to provide a holistic framework for purposeful self-development of young peo-ple between the ages of 14 and 24. The Presi-dent’s Award is affiliated with the Duke of Ed-

inburgh’s International Award and the Patron-in-Chief is President Jacob Zuma.

“In a time of universal deceit, telling the truth is a revolutionary act.” — George Orwell

Merensky’s golf organiser and coach, Stefan Nawrattel, won a trophy and a cash prize in the Captain’s Singles Knock-Out Championships at Tzaneen Country Club. He played against Gerhard Smit and won 2-1. About forty club members participated in the event. A golf tour to the World of Golf in Johannesburg will take place later this month. Seen here are Mr Green van Rensburg handing over the trophy to Nawrattel.
