Approval and deletion of ITU-T Recommendations
A. By TSB Circular 270 of 15 May 2000 it was announced that the following new and revised ITU-T Recommendations were approved, in accordance with the procedures outlined in Resolution 1, Section 8, of the WTSC (Geneva, 1996):
– ITU-T Recommendation L.12: Optical fibre joints– ITU-T Recommendation L.39: Investigation of the soil before using trenchless
techniques– ITU-T Recommendation L.41: Maintenance wavelength on fibres carrying signalsThe conditions governing the approval of ITU-T Recommendations were met and
20 Member States participating in the last meeting of Study Group 6 approved the text of these Recommendations during the Plenary session held on 12 May 2000.
B. By TSB Circular 269 of 3 May 2000, it was announced that the following ITU-T Recommendations were deleted, in accordance with the procedures outlined in Resolution 1, Section 8, of the WTSC (Geneva, 1996):

Tanzania Communications Commission, Dar Es Salaam, announces that a series of number changes have been introduced in the United Republic of Tanzania since 1 February 1999 and that modifications will continue up to December 2001. These changes have been necessary in order to accommodate the emerging new services as well as new operators in the country. The changes will affect international access codes, national destination codes, service codes, mobiles, paging and special services. Prefixes

Information concerning operatorsand international telecommunication services
The Ministry of Commerce of New Zealand, Wellington, announces, as a complementary information to that already published concerning the telegram service, that following the termination of the international telegram service operated by New Zealand Post Limited (The Telegram Company), as from 3 July 2000, no other operator will be providing an international telegram service in New Zealand.
New Zealand Post Limited will continue to provide international telecommunication services in the form of an international FaxLink service. This service enables persons in New Zealand to send facsimile messages internationally or to send facsimile messages to an international bureau to then be delivered by mail or courier. This service operates in both directions (with New Zealand Post offering to terminate such fax messages on an internationally reciprocal basis).
In addition, the Ministry of Commerce communicates that Telstra NZ Ltd, which is not a Sector Member of ITU (being wholly owned by Telstra Corporation Ltd of Australia, which is a Sector Member), can be considered to be an ROA**. Telstra NZ Ltd provides the following international telecommunications services:
– International voice and fax telephony– International virtual private networks– International data and Internet circuits– Value added services (such as international call forwarding).Further information is available at its website (http://www.telstra.co.nz).Other types of international telecommunication services for users in New Zealand which
are similar to the telegram service, are provided by other telecommunication operators having recognized operating agency (ROA) status. These services include:
– facsimile– secure e-mail services (including encryption)– electronic voice messaging.

Entities providing these services include Telecom New Zealand Limited, Clear Communications, Telstra New Zealand and Vodafone New Zealand (all of which are ROAs for which the ITU/TSB has already published the contact details). E-mail services are available through a number of internet service providers, including Telecom New Zealand’s “XTRA” and Clear’s “Clearnet and Z-Free”.

Note by the TSB
1. This List of “Dialling Procedures” replaces the previous one published as Annex to the ITU Operational Bulletin No. 679 of 1.XI.1998. The present list recapitulates all the different amendments that have been published up to Operational Bulletin No. 719 of 1.VII.2000.
2. The list of "Dialling Procedures" contains the national (trunk) prefix, the international prefix, the country code and the national (significant) number in accordance with ITU-T Recommendation E.164 (05/97).
3. The national (trunk) prefix is the digit, or combination of digits, which must be dialled before an area (city) code when dialling a call to a subscriber from inside his own country but outside his own numbering area. It provides access to the automatic outgoing trunk equipment. If the entry in this column is blank for a particular country, it means that the country has a single nation wide numbering plan that does not use area codes, and all calls to anywhere in the country are dialled by using the entire local number.
Accordingly, in the international service the trunk prefix of the country of destination must not be dialled. ITU-T recommends that the Administrations of countries which have not yet adopted a trunk prefix or are revising the prefix for access to their national trunk network should adopt a prefix composed of a single digit, preferably “0”.
4. The international prefix is the digit, or combination of digits, which must be dialled before a country code when dialling a call to a country other than the one from which the call is being placed. If the entry in this column is blank for a particular country, it means that the country does not have direct dialling facilities to other countries (in other words, international calls must be placed through the assistance of an operator).
ITU-T recommends that the Administrations of countries which have not yet introduced automatic international operation or are, for various reasons, revising their numbering plans, should adopt an international prefix (a code for access to the international automatic network) composed of the two digits “00”.
5. The country code (code) is composed of one digit or is the combination of two or three digits, characterizing the called country which is used to route calls to the required country. It is usually dialled after the international prefix. The List of country codes is also published in the "List of ITU-T Recommendation E.164 assigned country codes", as an annex to the Operational Bulletin.
6. The national (significant) number is the number to be dialled following the national (trunk) prefix to obtain a subscriber in the same country but in a different local network or numbering area. The national (significant) number consists of the area code followed by the subscriber number. If the entry in this column is blank for a particular country, it means that the information is missing.
7. For your information, the present List is published as an Annex to the ITU Operational Bulletin. Furthermore, the information it contains is also available on the ITU home page http://www.itu.int/itu-t/bulletin/index.html and can be consulted by subscribers by remote access.
8. Every effort has been made to ensure that the information contained in the Annex is accurate. Administrations are requested to notify all modifications or missing information concerning their national (trunk) prefix, international prefix and the length of their national (significant) number by using the attached form.

1 When calling Sao Tome and Principe from other countries it is necessary to prefix the subscriber number with the
digits '12'.2 The '0' is used on all domestic calls, including in the same city, but is omitted when dialling to
France from other countries.
3 When dialling from Ireland to Nothern Ireland, the area code may be prefixed by '080' instead of '0044'.
4 In Comoros Islands, the subscriber numbers begin with digit '7'.5 When dialling from San Marino to Italy, the complete national subscriber number must be used,
without prefixing the number by '0039'.
6 When dialling from Italy to San Marino, the subscriber number must be prefixed by '0549' instead of '00378'.
7 A few exceptions exist where the maximum length of the national (significant) number is 9 digits.8 Including Australia Antartic Territory Bases, Christmas Island and Norfolk Island (international prefix
for Norfolk Island is '0101').
9 When dialling from Malaysia to Singapore, the subscriber number must be prefixed by '02' instead of '0065'.
10 When dialling from Singapore to Malaysia, the area code and subscriber number must be prefixed by '020'
instead of '00160'.11 For calls from one Inmarsat terminal to another, the '00' prefix is followed by the country code (871
to 874) and the terminal number followed by '#'.
