5. Carbon Action Neutral Report 2018
Director of Facilities, Gorcak presented the 2018 Carbon Neutral Action Report.

6.1 2020-21 Five-Year Capital Plan
Director of Facilities, Gorcak presented the 2020-21 Five-Year Capital Plan and reviewed
the recommended projects.
MOTION: Duly moved and seconded
That the Business Committee recommend to the Board of Education that
the 2020-21 Five-Year Capital Plan be accepted as presented.

Based on the transportation review done in by Kelly Grittner in February 2019, three recommendations were given:
Pre-registration for transportation services
Decreased walk limits of 2.5km and 3.2km
Fees levied for ridership
Recommendations

Parents are required to register students by September 20 this year.

784 students were registered by August 26. Each of these students were sent a letter and bus pass that provided their designated morning and afternoon routes.
534 registrations have come in since August 26
Last year we had 1,193 registrations. So far this year we have 1,318.

Students are eligible to ride the bus if they are outside the current walk limits and going to their catchment area school.
Current walk limits are 4.0km for K-3 and 4.8km for 4-12.
38% (435/1,153) of students are currently eligible to ride the bus.
49% (562/1,153) of students are within walk limits.

72 passenger buses allow for either 72 elementary students or 48 middle/secondary students to ride.
Most buses in our district have a capacity between 70 and 72 passengers.
We have one 80 passenger bus that allows for 80 elementary students and 53 middle/secondary students to ride.

Route 2PM
97 middle/secondary students were registered on route 2 in the afternoon.
This is a 71 passenger bus (48 middle/secondary).
Route 4 was altered to take 20 of the Trout Creek kids.
This bus now has 88 students, mostly secondary, registered on an 80 passenger bus (53 middle/secondary).

Columbia area
109 students have registered on Route 59 in the morning coming from the Columbia/upper Carmi area. 101 of these are middle/secondary students.
This is a 70 passenger bus (48 middle/secondary).
Only 18 of these 109 students are eligible based on our current transportation policy.
88 of these students are registered to go to Skaha Lake and Princess Margaret.
We do not have a solution yet for these students.
90 students were registered on route 57 in the afternoon going from Skaha Lake and Princess Margaret to the Columbia/Upper Carmi area.
As of Monday, September 16, routes 54 and 82 were re-routed to accommodate these students.
