Charley Paup, CCE is the VP Finance, IT and Risk

Management at ACT Pipe & Supply and is known

at NACM for his commitment to membership and

to the education of credit professionals. He also

currently serves on the NACM Board of Directors

as the First Vice Chairman and is a member of the Plumbing Supply, Contractors

Supply and Texas Statewide Construction Industry Credit Groups.

Charley grew up in St. Petersburg, Florida and is a graduate of the University of South

Florida. He began his career in banking in 1970, working his way up from outside

collections to Credit Manager of Commercial Banking. While based in Florida, Charley

was a member of NACM Tampa and served on its Board of Directors. Charley also

spent time in the Dallas area working as the VP of Credit, Risk Management and

Human Resources for Metl Span for eight years.

Throughout his career, Charley has served on the Board of several NACM organiza-

tions, has chaired numerous industry credit groups and has been extremely active in

pursuing his and others’ education in fi nancial management through NACM,

including encouraging his own employees to pursue professional certifi cation and

presenting seminars for NACM Houston members. His commitment to the exchange

of credit information and to professional education has resulted in his recruiting

numerous members to NACM. Says Charley, “Never underestimate the power of

Spotlighting the Advertising Media Group

Chairman of the Advertising Media Group this year is Tiffany Rather, of KHCW-TV Channel 39. Tiffany graduated salutatorian from Kashmere High School. She received her Bachelor of Arts in Radio and Television and a minor in journalism from the University of Houston. Tiffany’s career in advertising after college started as a weekend DJ at KTEK-AM, a Houston Christian radio station. She left KTEK-AM after being offered the opportunity to work for Salem Communications, one of largest Christian based broadcasting entities in the United States. Her job titles varied at Salem from accountant, receptionist, board engineer, production assistant to traffi c manager. In March 1999, Tiffany left Salem Communica-tions and accepted a position with Univision Radio as a traffi c manager (KOVE-FM radio station). One year later, she was approached by the general manager of the company requesting that she take on more responsibility and asked her to become a vital member of Univision’s fi nance department handling

the fi nances for Univision’s six Houston radio stations, KPTY-FM, KLTN-FM, KOVE-FM, KQBU-AM, KTRX-AM and KLAT-AM. After more than 10 years in radio, she decided to explore the medium of television. In April 2006, KHCW-TV Channel 39 offered her a position. Being in broadcast media has given Tiffany the opportunity to grow as an individual.

Profi ling a Leader

Jeff JonesChairman, NACM/TRMG Leadership Council

Jeff Jones is presently the Chairman of the Transportation Revenue Management Group (TRMG) and will be completing his term at the end of the upcoming spring conference. The TRMG leadership council is comprised of all the chairs of the individual transportation groups as well as the immediate past chairman. This council is the steering committee for all the groups and provides direction and leadership for plan-ning and implementing the conferences held twice a year. The TRMG group also has as members companies who provide products and services to the transportation industry and support the networking activities of the group.

Jeff joined Watkins Motor Lines in December 1992 and has played many roles within its organization. In September 2006, Watkins Motor Lines, Inc. was purchased by FedEx Freight and rebranded as FedEx National LTL. Jeff currently has the role of Senior Manager of Credit and Collections and oversees Credit and Collections functions of FedEx Freight East, West and National. Jeff brought three years of retail management experience to Watkins and began as an A/R Representative. In June 1993, he became Accounts Receivable Supervisor and has since held managerial positions of increasing responsibility including Manager of Revenue Accounting, Manager of National Accounts Receivable and Business Analyst. During his time with Watkins, he has been involved in the implementation of new imaging systems, development of credit risk management techniques and integration of a risk-based collection approach. Jeff has attended Credit and Collections meetings and has been a member of the organization for 11 years.

Jeff’s dynamic leadership has enabled TRMG the opportunity to grow into a thriving and sought-after transportation group for the numerous modes of transportation represented. He has a bachelor’s degree in business administration from the University of South Florida and currently resides with his family in Harrison, Arkansas.

The seasonally adjusted Credit Manager’s Index (CMI) fell 0.4% to a record low of 39.7 in January, its sixth

consecutive decline. All 30 components in the indexes are below the 50 level signaling economic contraction; 13 of them are even below 40, suggesting a powerful recession. “It was another grim report,” said Daniel North, chief economist with credit insurer Euler Hermes ACI, who evaluates the data and prepares the CMI report for NACM. “Similarly, much of the recent economic data has been worse than expected, suggesting that the economy’s decline may actually be accelerating,” he continued.

“There is some positive news however,” said North. “Over the past few months the indexes have been subject to dramatic, almost sickening declines, like the 11.7% drop in manufacturing sales last month. This month’s report seems almost sedate by comparison as the worst fall was only 4.4%. Some of the respon-dents actually had some good news to report this month. NACM Houston Educational Scholarships

The Scholarship Fund is a restricted, designated fund adminis-tered by NACM Houston. Use of the Fund is allowable only for the furtherance of professional education of business credit professionals through the awarding of scholarships to specifi ed conferences, clinics, workshops, seminars, courses, meetings and NACM professional designation fees.

To receive a scholarship from the Scholarship Fund, each member company requesting the scholarship must meet the following criteria:

• Member must be in good standing with NACM Houston.• Member must contribute to the voluntary Scholarship Fund.• Scholarships must be available for the education event that

the member is requesting the scholarship for.• Member must complete the required Scholarship Application

Form to be considered for the scholarship they are requesting. • The Scholarship Application Form must be submitted to the

NACM Houston offi ce two weeks or 10 days prior to the requested educational opportunity, except for All South and Credit Congress.
