PART B: CONTRACT SPECIFICATIONS TERMS OF REFERENCE 1. CONTRACT DETAIL The tender entails the municipality contracting for the supply and delivery of residential electricity prepaid meters to the Breede Valley Municipality for the period ending 30 June 2018, to be used in various electrical projects and maintenance work within the municipal area. The municipality intends to procure the minimum quantities of the listed items in pricing schedule. The quantities in the pricing schedule above represents the average procurement based on the previous year hence can vary due to operational reasons. The meter must be of the three phase prepayment meter type and a direct connected four wire 100 Amp per phase in a compact BS housing. The meter must be suitable for residential, commercial and light industrial environments.

ITEM 4: Smart Single Phase DIN Rail Power Line Communications Prepayment Meter (with plug in Communication Interface Unit)

The meter must be of the single phase DIN-Rail type and part of the smart prepayment meter family. It must be an advanced single-phase, multi-function, keypad-based, smart prepayment meter in a DIN-Rail housing. The meter solution must incorporate powerful e-metering functionality combined with STS prepayment and uses open standard OFDM G3-PLC communications between the meter, the P160 customer interface unit and a PLC Data Concentrator.

The meter solution must be an open standard smart STS prepayment meters, making use of OFDM G3-PLC, dlms/COSEM, IDIS and STS prepayment standards to ensure future proof open communications standards for the electricity utility for years to come.

6. Accelerated Environmental Stress Tests Proof should be provided that 5% of the meter batch was subjected to accelerated environmental stress test at a SANAS accredited or traceable Institution. The serial numbers of the tested meters must not be sequence and must be apart with at least ten increments.

7. All prepayment meters should be configured with language independent short numeric codes. The short codes should be activated / provided to retrieve the following minimum meter status information:

8. Additional information on meter:

The following logo and wording should be displayed on the CIU (split meters) and active unit (direct connected).

9. Documentation:

The following documents should accompany each dispatched order and must be present when goods are receipt by the municipality:

An Excel spreadsheet - or Text file hard copy (with serial numbers of the total batch) must be loaded on a portable flash drive. The flash drive should accompany each dispatched order and must be present when the goods are received by the municipality.

11. Accessories

Each individual meter must be accompanied by the following:

12. Guarantee

A twelve-month guarantee must be provided for each individual meter. The meter must be under guarantee for a period of 12 calendar months for its functional operation within the environmental - and technical operating specifications. The guarantee period of 12 calendar month period will come into effect as from the day when goods and materials are received at the municipal main store.

The meter must be replaced at cost of the successful supplier if it is found that the meter failed / malfunction within the 12 calendar month period.

The guarantee documentation must accompany each dispatched order and must be present when goods are receipt by the municipality.

13. Training

Annual training must be provided on the functionality of the full range of the above mentioned meters and related software by the successful supplier in an accredited training environment. The successful supplier will be responsible for traveling - and accommodation costs as well as the associated costs of the training officer.

14. Delivery period

The material and equipment must be assembled and delivered within a maximum period of 6 calendar weeks as from the receipt of official order number.

The successful tenderer must be able to provide additional stock quantities for the full meter range as mentioned above as and when required by the municipality for operational and special service installation projects.

15. Factory visit

The successful supplier must provide access to its actual factory production line. A visit for inspection and evaluation of the factory production processes and product design must be arranged for two municipal delegates. The successful supplier will be responsible for all traveling and accommodation costs.

Kindly note Electrical Services Department will not accept meter solutions from any supplier unless it complies with all the above mentioned pre- requisites.

All service providers must adhere to the following conditions: Only the SABS approved technical specification number SATS 1286:2011 must be used to pre-wire all

accessories. The exchange rate used to calculate local production and content must be the exchange rate published

by SARB at 12:00 on the date of advertisement of this bid, which is 17 February 2017. The Municipality reserves the right NOT to order any item, should the need do not materialize. The municipality reserves the right to amend the quantities at its discretion in order to meet the budget

limitations. Payments will be done on a monthly basis, subject to the deliver note and upon presentation of a tax

invoice with the period prescribed by the municipal procurement policy. The average quantities, as per pricing schedule, are required, in which the municipality will put in orders

for various quantities of the goods, as and when the need arise. The tender shall run over two financial years; hence the duration of the tender shall be a period from

date of award until 30 June 2018. Bidders must indicate the percentage increase in their prices (to a maximum of 7 percent (%), which will

be taken into account for evaluation purposes. The percentage increase will be affected on the first day of the new financial year, which is 1 July 2017.

Bidders MUST be able to supply all the items listed in the schedule of quantities. In order to achieve uniform standards and compliance to network compatibility, the tender shall be evaluated and awarded as a whole to one successful supplier.

The municipality reserves the right to amend the quantities at its discretion in order to meet the budget limitations.

Failure to comply with the minimum conditions/ requirements stated in this tender document shall result in automatic disqualification

5. DELIVERIES AND OFF-LOADING

The required goods are to be delivered to the Breede Valley Municipality main stores,1 Mark Street, Worcester

The Bidder shall indicate to the client his delivery periods / -time frames to which he shall adhere after the placement of official order. The delivery period after placement of an order clearly in terms of lead time, rate of dispatch and completion of contract. (Departures from this requirement shall be as mutually agreed upon between himself and the relevant municipal official(s) placing such order). However, deliveries will be strictly within 4 - 6 weeks after the receipt of an official order.

In addition, the delivery and offloading of all electrical items will be the responsibility of the successful bidder. The successful bidder must use a suitable delivery vehicle for this purpose and must use suitable trained staff to ensure safe offloading. The municipality reserves the right to cancel an official order and return all goods, at no cost to the municipality, if the successful bidder does not comply with this requirement. Breede Valley Municipality will not be held liable for any damage to electrical items prior to signing for delivery.

6. QUALITYUnless explicit request therefore stated elsewhere in this document, the Bidder, when supplying the goods that are required to comply with the standard specification, and if ordered to do so, shall furnish the Engineer with certificates showing that the goods do so comply.

7. TESTING

7.1 STATISTICAL ANALYSIS OF CONTROL TESTS

The results shall not be evaluated by statistical methods. All results shall comply with the specified minimum requirements of the material concerned.
