PREAMBLEWe, The Students of the Polytechnic University of the Philippines, implementing the aid of the Divine Providence, in order to establish a nationalist, democratic and autonomous club that shall serve and follow the principles of the University, equip the rules and regulations of this club within the campus respect the other Academic Acts as apart of it, foster a closer relationship among the students, the faculty, the school administration, and promote students awareness and effective participation in the advancement of a nationalist, scientific, relevant and mass oriented education, hereby do ordain and promulgate this constitution.

ARTICLE INAME AND NATURE OF THE ORGANIZATION

Section 1The official communication arts club of the Polytechnic University of the Philippines Sto.Tomas shall be known as the PUP Sto. Tomas Campus, Communication Arts Club.

ARTICLE IIDECLARATION OF PRINCIPLES

Section 1The PUP Communication Arts Club is a nationalist, democratic and autonomous student union.

Section 2The PUP Communications Arts Club stands and advances a nationalist, free, scientific, and mass oriented system of education.

Section 3The PUP Communications Arts Club shall actively participate in the promotion of the national and universal language in the everyday discourse.

Section 4The PUP Communication Art Club declares and considers PUP as a nuclear free zone.

ARTICLE IIIMEMBERSHIP

Section 1All students of the university having communication subjects are members of the constituency represented by PUP Communications Arts Club.

Section 2The PUP Communications Arts Clubs set of authorities shall be composed of all elected and appointed officers.

ARTICLE IVBILL OF RIGHTSSection 1Members shall have the right of information on matters affecting them.Section 2 Members shall have the right to enjoy freedom of speech and of the press.Section 3Members shall have the right to enjoy freedom in religious beliefs, faith and spiritual practices.Section 4Members shall have the right to undertake research, publish and discuss findings and recommendations pertaining there to, in accordance with the principles of academic freedom.Section 5Members shall have the right to peaceably assemble for the redress of grievance and to seek action thereof.Section 6Members shall have the right to appeal decisions affecting their rights, interests and welfare.Section 7Members shall have the right to exploitation, harassment or cruel and/ or unusual punishment.

ARTICLE VDUTIES AND RESPONSIBILITIES

Section 1Every member shall observe all time, the rules and regulations of the University and uphold the constitution.Section 2Every member shall help and render an academic atmosphere conducive to peace and harmony among various sectors of the university.Section 3Every member shall exercise his rights and responsibilities with due regard for the rights of his fellow students and other members of the PUP community.

ARTICLE VI ATHE COMMUNICATION ARTS CLUB

Section 1The PUPCA officers shall be composed of the President, three (3) Vice Presidents namely the Vice President for Internal Affairs, Vice President for External Affairs, Vice President for Communications, a Secretary-General, 2 Deputy Secretary-General, two (2) Treasures, two (2) Auditors, three (3) Business Managers, five (5) Disciplinary Board Members who serves one year within the organization and two (2) to (3) representatives (depending on how many students are willing to join the organization) from every department who, upon appointment, shall serve as the Board of Directors.

Section 2The PUPCA Executive Board shall be composed of the President, three (3) Vice Presidents, and the Secretary-General.

Section 3The PUPCA President shall exercise authority over all of his officials.

Section 4The PUPCA shall create committees as may be deemed necessary, the PUPCA President shall appoint among the elected officers, heads of different committee.

Section 5The PUPCA President shall be the rightful representative of the PUPCA.

Section 6The elected officers of the PUPCA shall hold office for one year such time that new set of officers shall have been sworn into office.

Section 7The PUPCA shall post its financial statement every semester.

Section 8The PUPCA shall hold monthly meetings, which will be presided by the PUPCA President. However, for matters of immediate concern, the President through the Secretary General will call a Special Meeting.

Section 9A PUPCA disciplinary board headed by the president and appointed officials shall have the power to subject its members and officers to disciplinary actions as may be deemed appropriate and necessary.

Section 10A simple majority votes of the PUPCA member quorum is required to function to do the business.

Section 11The PUPCA, with majority vote of its members, shall approve general appropriations of funds of different projects.

ARTICLE VI BBOARD OF DIRECTORS

Section 1The Polytechnic University of the Philippines Communication Arts Clubs Board of Directors shall be composed of a chairman coming from the SPOs and minimum of but not limited two (2) first year students from each department/course.

Section 2The members of the board shall be appointed, according to willingness, by the officers not later than the 4th Friday of the school year.

Section 3The members of the board shall serve as representatives of their department/ course to the Polytechnic University of the Philippines Communication Arts Club.

Section 4The members of the board are responsible for collecting payments and communication to their respective academic organizations.

Section 5The members of the board shall assist PUPCA in the operation and implementation of its projects, rules and regulations, activities and resolutions concerning the students and shall swear loyalty to PUPCA and its constituents.

ARTICLE VI CPUPCA AUDITING COMMITTEE (PUPCA-AC)

Section 1A. The Auditor shall be the Chairperson of the PUPCA-AC.B. The commissioners shall be appointed by the chairperson coming from the officers, SPOs, or BODs. There should be, at most, 4 commissioners. The president should still exercise authority over PUPCA-AC

Section 2 The Auditing Committee shall have the following function:

a. The committee shall convene every semester after the finalization of financial statements, to audit all financial transactions of various subdivisions of PUPCA.

ARTICLE VI DPUPCA SPECIAL PARTICIPATING OFFICERS (PUPCA-SPOs)

Section 1The PUPCA-SPOs shall be composed of former PUPCA Officers during the last school year.

Section 2 The PUPCA-SPOs shall supervise the organization, ensuring that all tasks given to each member is well executed.

ARTICLE VI EPUPCA DISCIPLINARY BOARD

Section 1The members of the Disciplinary Board shall be appointed by the PUPCA Officers on the first official meeting of the school year, from the SPOs and the president.

Section 2 The PUPCA Disciplinary Board shall be composed of:

a. Chairperson The presidentb. Deputy Chairc. Three (3) members

Section 3The PUPCA Disciplinary Board receives, processes, and decides upon complaintsin concern the organization.

Section 4Judgment in case of impeachment shall not extent further than removal from office and disqualification from molding any office within the organization.

Section 5The PUPCA Board of Directors and officers may consider a complaint for impeachment by the number of vote equivalent to two/thirds of the total number of directors and officers ,In filing impeachment proceedings the members of majority of officers of PUPCA and its board of directors must file a complaint with affixed their signatures and a signature from the PUPCA adviser.

ARTICLE VIISYSTEM OF ELECTIONS

Section 1There shall be a definite system to be observed in the election of officers and the succession of office.

Section 2The system should be as follows:A.) The president should conduct a year-end meeting on the last week of the academic year.B.) A false election will then be conducted by the officers without the knowledge of the Board of Directors. The members of the board should only know that the on-going election is the means of selection of the next set of officers.C.) The officers will then conduct an interview with those who aspire to be the next officers. Interview to be conducted from the lowest to the highest position.D.) The officers will afterwards conduct a closed door meeting excluding the members of the board and have an election for the new set of officers.E.) Announcement will follow on a meeting with the members of the board.F.) Section 2-B to Section 2-E should be done within a day, which should be on the same week as the conduction of Section 2-AG.) The all presidential candidates must attend all false election and legitimate elections conducted by the officers.H.) Any malicious, intimidating or disrespectful act could disqualify any candidate from being elected regardless of position or the number of votes

ARTICLE VIIIGENERAL FUND

Section 1The Polytechnic University of the Philippines Communication Arts Club shall maintain a General fund which will be drawn from fund raising events.

Section 2The General fund shall be deposited in the bank and shall only be used for purposes specifically authorized in the budget.

Section 3No money should be paid out of the funds of the PUPCA, except in the pursuance of an authorized appropriation.

Section 4All fund balances of the PUPCA should be turned over to the next set of officers of the school year ends.

ARTICLE IXACCOUNTABILITY OF PUPCA OFFICERS

Section 1All officers and members of the Board of Directors of PUPCA shall, at all time be accountable to its members, whom they should serve with utmost responsibility, integrity, loyalty, efficiency and nationalism.

Section 2All PUPCA officers and members of the board of directors shall hold the office provided that they are enrolled for the current semester.

Section 3All PUPCA officers and members of the board shall have the authority to initiate the proceedings in all the cases of impeachment.

Section 4The PUPCA Board of Directors and officers may consider a complaint for impeachment by the number of vote equivalent to two/thirds of the total number of directors and officers, In filing impeachment proceedings the members of majority of officers of PUPCA and its board of directors must file a complaint with affixed their signatures and a signature from the PUPCA adviser.

ARTICLE XGENERAL PROVISIONS

Sections 1The name of the Polytechnic University of the Philippines Communication Arts Club shall not be used for unlawful purposes.

Section 2PUPCA shall take heed to all the policies, rules and regulation implemented in the University.

Section 3The election of new set of officers shall be held on any day of the last week of the school year.

Section 4All officers are advised not to join any events conducted by PUPCA however as a democratic organization such act is permissible.

ARTICLE XI

AMENDMENTS/REVISIONS

Section 1Amendments or revision of this constitution may be proposed by the PUPCA Executive Board with the Board of Directors upon the approval of three-fourths (3/4) of its member, provided that the proposed amendments/revisions are presented in writing at a session at least ten (10) days prior to its consideration.

Section 2Any amendments or revision of this constitution shall only be valid when ratified by the majority of votes cast in a plebiscites which shall be held not rather than one month after the approval of such amendments/revision by two-thirds (2/3) votes of all the PUPCA Executive Board and Board of Directors.

The foregoing proposed Constitution of the Polytechnic University of the Philippines Communication Arts Club was approved by the Executive Board and the Board of Directors on the 8th day of July 2015 at the University Library , Fourth Floor , New Building , PUP-STC.
