1 INTRODUCTION
1.1 General
This specification covers the minimum requirements for the supply of line pipe for Oman Gas Company SAOC (OGC), hereafter referred to as the COMPANY.
1.2 Background
Oman Gas Company (OGC) has been assigned by MOG to construct and maintain gas pipeline’s network, within Oman to provide gas supply to the various industries.
1.3 Definitions

2 CODES, SPECIFICATION AND STANDARDS
The design, engineering, manufacture, inspection, testing, supply and shipment of the line pipe shall be in accordance with the latest edition of the codes, specifications and standards listed in this requisition. It is assumed that the standards listed below are in the MANUFACTURER’s possession. If however, any of the documents listed are not in the MANUFACTURER’s possession, they are requested to contact the PURCHASER.

All other documents specified in the above mentioned codes and specifications shall also be complied with, by the SUPPLIER/MANUFACTURER to the extent as specified therein. If no revision number or issued date is mentioned, reference shall be made to the latest revision in force at the time of issue of this document. The SUPPLIER/MANUFACTURER shall provide an itemised list of any comments or exceptions to the specification and its attachments. Only those comments / exceptions that are accepted by the /COMPANY approval, will be incorporated into the requisition at the time of the order.
2.1 Priority of the documents
In case of conflict between documents relating to the enquiry or purchase order, the following priority of documents shall apply: First priority : Purchase order and variations thereto

3 SCOPE OF SUPPLY
The SUPPLIER’s scope shall include but not be limited to the following: Manufacturing, Co-ordination with MANUFACTURER (including sub SUPPLIER, sub-MANUFACTURER’s), expediting, Inspection, Testing, Certification, Documentation and delivery of Line pipe including 3LPE external and Epoxy internal coating as per the standards as given below:

Notes:
1) For more details on Line pipe, refer to the PURCHASER’s information or Data presented in APPENDIX-I.
2) The quantities are preliminary and the actual quantities shall be confirmed prior to
placement of order by PURCHASER. The PURCHASER at their own discretion may
increase or decrease the quantities.
3) All line pipes shall be suitable for Sour service requirements in accordance with SP-2041
and NACE MR 0175/ISO 15156. The test shall include SSC and HIC in accordance with
this specification, SP-2041, API 5L and DEP 31.40.20.37-Gen. (Annex H).
4) Line pipes shall be internally Flow coated as per SP-1246 PCS-12, DEP 31.40.30.35-
Gen. and externally three Layer Polyethylene (3LPE) coated as per DEP 31.40.30.31-
Gen.
5) The coils / plates shall be sourced from OGC approved steel mills mention in Appendix-
IV Line pipes shall be manufactured at OGC approved pipe mills and the coating shall
be carried out at OGC approved coating mills. The plate / pipe / coating mills shall
submit MPS and ITP prior to starting the manufacturing/application to the COMPANY for
approval.
6) All coils/plates shall be sourced from one supply source for the entire pipeline length.
7) All line pipes shall be manufactured at one pipe mill.
8) All pipes shall be coated at one coating mill.
9) Pipes shall be tested for SSCC and HIC resistance. Sampling shall comply with Table
H3 of DEP 31.40.20.37 GEN February 2013. However, the heats selected for testing
shall be tested in both plate and pipe form. The list of approved labs are mention in
Appendix-V
(*)No negative tolerance is allowed on these minimum specified thicknesses.
4 TECHNICAL REQUIREMENTS
4.1 Material Specification
Material Grade : API 5L Gr. X42/L290, X52/L360, X60/L415, X65/L450 & X70/L485 etc. as mentioned in the attached appendix Material Technical Specification: API 5L, DEP 31.40.20.37- Gen; DEP 31.40.30.31- Gen, DEP
31.40.30.35, Sour, NACE MR-0175/ISO 15156 and SSC & HIC resistant as per DEP 31.40.20.37-Gen,and SP-2041.

Source of coils/plate to be confirmed by the SUPPLIER in the offer.

4.2 Manufacturing and Inspection Data
4.2.1 General
Line pipe shall be manufactured, inspected, tested, coated, marked and supplied in accordance with API 5L, DEP 31.40.20.37-Gen, SP-1246 and other codes, specifications and standards listed in this specification.
4.2.2 Mill requirement
The coils/plates shall be sourced from OGC approved steel mills (Appendix-V). Line pipe shall be manufactured by JCOE process at OGC approved pipe mills and the coating shall be carried out at OGC approved coating mill.
4.2.3 Documentation
The MANUFACTURER shall submit a complete and detailed Manufacturing Procedure Specification (MPS) and Quality Control Plan (QCP) of plate and pipe for the COMPANY’S approval at least three weeks prior to the start of production. The requested contents of the MPS and QCP shall be as stated in DEP 31.40.20.37- Gen section 8 and Annex B. The MANUFACTURER’s target chemical composition of the steel shall show all elements stated in DEP 31.40.20.37- Gen (section 9) and shall include the element combinations, ratios, carbon equivalent and PCM values.
4.2.4 Certification
The MANUFACTURER shall submit material certificates for row material (plates/coil) as per EN 10204 – 3.1/ ISO 10474 - 3.1.B. and material certificates for finish pipes as per EN 10204 – 3.2/ ISO 10474 - 3.1.C All cost associated with this shall be on the MANUFACTURER’s account.
4.2.5 TPI
SUPPLIER/ MANUFACTURER shall appoint TPI from COMPANY approved agency. All cost associated with this shall be borne by the SUPPLIER/ MANUFACTURER. The TPI for sub- MANUFACTURER’s including associated cost shall be borne by SUPPLIER/ MANUFACTURER. Prior to start manufacturing, Company inspector(s) will be deployed to SUPPLIER/ MANUFACTURER premises. SUPPLIER/ MANUFACTURER shall provide the following, on his own expense, as a minimum: (Appendix VII)
1- SUPPLIER/ MANUFACTURER shall provide accommodation near to the factory 2- SUPPLIER/ MANUFACTURER shall provide transportation between the
accommodation and the factory, and from and to the airport for arrival and departure. 3- SUPPLIER/ MANUFACTURER shall provide fully equipped office with minimum of
computer with internet access, desk and chair, printer
4.2.6 TPI Qualifications
TPI coverage shall be 100%/round the clock/all shifts.
The TPI Inspector for pipe mill shall have minimum 7 years inspection experience in similar jobs and shall have Bachelor degree, AWS/CSWIP and ASNT Level II certifications.

The TPI Inspector for coating mill shall have minimum 7 years inspection experience in similar jobs and shall have Bachelor degree, BGAS/NACE Level II certifications.
Selection of TPI Inspectors will be carried out after face to face interview only.
MANUFACTURER shall extend all support at his work for the COMPANY appointed Inspector(s).
4.2.7 Inspection and Testing
SUPPLIER/ MANUFACTURER will be responsible for inspection of the work. The line pipes shall be inspected and tested as per DEP 31.40.20.37-Gen. (section 10) and applicable annexure. All inspection notifications shall be raised to the COMPANY in well advance time.
4.2.8 Pipe Lengths
The pipe lengths shall be 12 meter random length (Minimum 9.0 meters and maximum 13.7 meters with minimum average length of each order item of 11.5 meters.) as per CL 9.11.3.2 of DEP 31.40.20.37 Gen.
4.2.9 First Day Production (bare pipe and coating)
First day production for each thickness shall be witnessed and approved by COMPANY. The SUPPLIER/ MANUFACTURER shall provide access to the facilities and all documents/ tests related with the first day production to the COMPANY for review. The COMPANY shall be notified 3 weeks in advance prior to the first day production.
4.2.10 SSC and HIC Test Requirement
SSC and HIC sensitivity tests shall be carried out in accordance to API 5L, SP-2041 and DEP 31.40.20.37-Gen. (Annex H). Controlled specimens shall be used during the HIC test to ensure the sensitivity of the bath. SSC testing shall be applicable for procedure qualification, including for repair qualification. All HIC and SSC testing shall be carried out in Company approved laboratories only. (Appendix-VI) The Re-testing of failed heat shall not be permitted. The failed heat shall be rejected.
4.2.11 Impact Test
Impact test shall be carried out at -10 deg C as per Clause 9.8 of DEP 31.40.20.37.
4.2.12 CTOD (Add Abbreviation)
CTOD shall be carried out for procedure qualification, including for repair qualification.
4.2.13 Hardness Test
Hardness test shall be carried out as per Clause 10.2.4.8 of DEP 31.40.20.37 and Annex H
4.2.14 Pipe Ends
The pipe ends shall be beveled as per API 5L (section 9).
4.2.15 Marking
Line pipe marking requirements shall be as stated in section 11 of API 5L and DEP 31.40.20.31-Gen.

4.2.16 Coating
External PE Coating The external coating shall comply with the following requirements. Coating Specification : DEP 31.40.30.31-Gen Type of Coating : 3 Layer PE Coating Coating system : Coating system shall be approved by Company PE Coating Process : Sleeve or cross-head extrusion /Side extrusion. (Sintered PE not
allowed) The three layers shall comprise of:-
First Layer : Fusion Bonded Epoxy (FBE) primer, minimum dry film thickness (DFT) 300 microns, (with chromate sub layer) actual thickness to be proposed by SUPPLIER
Second Layer : Extruded adhesive (Type & thickness to be proposed by SUPPLIER) Final Layer : Extruded Polyethylene outer layer (Type & thickness to be proposed by SUPPLIER) Manufacturer shall not proceed with coating procedure qualification unless and until the approval of coating MPS, ITP’s and procedures. The pipe ends up to 150 mm (-0mm, + 20mm) shall be free of PE coating to facilitate field welding. Polyethylene coating at both ends of each pipe shall be chamfered to form a bevel angle not exceeding 30°as per DEP 31.40.30.31. The uncoated ends of the PE coated pipes and bare pipes shall be painted with a removable varnish as a temporary corrosion protection during transportation. Sampling and testing shall be as per DEP 31.40.30.31 Gen. Tests shall be witnessed and reviewed in accordance with approved ITP. Peel tests and cathodic disbondment tests shall be carried out at 23, 50, 60 and 80 degrees centigrade. Internal coating
- Internal epoxy flow coating shall be carried out in accordance with SP-1246, PCS-12 and DEP 31.40.30.35-Gen.
- Internal coating of epoxy flow coating shall have cut back length of 50mm (-0mm, 25mm) at both ends.
- A removable varnish shall be applied as protection during transportation at the
unprotected ends.
4.2.17 Coating Repair criteria
The MANUFACTURER shall propose repair criteria in case of damage to pipe or coating during handling/ shipment in accordance with the requirements of Para 8 of DEP 31.40.30.31-Gen, for

PURCHASER’s approval. The painting procedure shall contain / address the repair requirements and shall submit for COMPANY approval.
4.2.18 API License
The MANUFACTURER shall have a valid license of API monogram for manufacturing of line pipe in accordance with the requirement of API 5L (Annex O). Manufacturer shall submit copy of the license as part of technical submission for approval.
4.3 Additional Requirements
4.3.1 Protection of Pipe Ends and Bevels
Pipes shall be supplied with bevel ends. All bevels shall be fitted with metallic bevel protectors of a type in accordance with the DEP 31.40.20.37-Gen. which shall be approved by the PURCHASER before dispatch. The pipes shall also be provided with plastic end caps.
4.3.2 External Painting
The portions of uncoated pipes and bare pipes shall be painted with a removable varnish as a temporary corrosion protection during transportation in accordance with MANUFACTURES’s procedures and requirements. MANUFACTURER can recommend/ propose equivalent external paining/varnish in the technical submission. The proposal acceptance shall be solely at the discretion of COMPANY.
5 DOCUMENTATION
5.1 Information to be supplied with Tender
The Supplier shall provide the following information as a minimum requirement with the tender. These documents shall include but shall not be limited to:
Source and location of the steel supply and plate manufacturing.
Identification of pipe mill.
Identification of coating plant (Internal / External).
Manufacturing and delivery schedule including part shipments.
Description of manufacturing process.
Typical Quality Control Plan (QCP) covering the complete manufacturing process (bare and coating) in accordance with the requirements of SP-1171.
Filled in table of compliance (Appendix III). Deviations (if any) shall be clearly mentioned along with the supporting documents.
Inspection and Test Plan (ITP) for both line pipe manufacturing, 3LPE and internal flow coat.
Details of steel plate manufacturer, rolling mill and coating mills, their approval status with
OGC etc.
Copies of valid ISO 9001, ISO 14001 and OHSAS 18001 certificates.
Copy of ILAC/ISO 17025 certificate of in-house mechanical testing laboratory API certificate
Previous track record of manufacturing and supply of similar line pipes for at least two years. The detail should include pipe size, pipe material and grade, year of manufacturing quality and customers etc.
Preliminary draft copies of Manufacturing Procedure Specifications (MPS), Weld Procedure Specification (WPS), Repair procedure, NDT and heat treatment procedures, testing procedures etc.
Any other information/ proof required as part of this specification.

5.2 Information to be supplied After Award of Contract
The Supplier shall provide to the PURCHASER, for COMPANY approval, the documents and drawings listed in the “Requisition for Engineering Documents” attached in Appendix IV.
6 DELIVERY
6.1 Location
The line pipes shall be delivered as Delivery Duty Paid (DDP) and loaded to the Purchaser trailers at Suhar (Sohar) or /and Ad-Duqm Ports, Sultanate of Oman. All costs associated with loading (point of origin), shipment and unloading (point of destination-PURCHASER trailers) shall be in the SUPPLIER scope. SUPPLIER shall provide batch wise details of each shipment and their delivery schedule at least 4 weeks before shipment.
6.2 Supplier responsibilities
The Supplier shall be responsible for all activities including transportation, intermediate storage etc. but not limited to:
Supplier shall be responsible for all berthing, mooring and watching during delivery.
Supplier shall be responsible for all demurrage incurred and caused by supplier
Supplier shall be responsible for the intermediate off-loading of supplier’s vessels and will be responsible for all wharfage, stevedoring & carneage.
Any damage to pipes coating shall be repaired free of charge by the SUPPLIER as per MANUFACTURER’s recommendation.
7 SHIPPING REQUIREMENTS
The SUPPLIER shall comply with the following shipping requirements:
Type of vessel : Box hold type, Open hatch, properly geared.
Stowage / Handling : Stowage under deck only.
Terms of shipment : DDP, direct discharge onto trailers, unhooked.
Take away by PURCHASER per day : To be advised (metric tons)
Shipment shall be in line with API 5L (section 14), API RP 5LW and DEP 31.40.20.37-
Gen. (section 14).
PE coated hooks suitable to handle pipes with bevel protectors shall be delivered with
the pipes and used. Stowage plan shall show stowage location of each item.
Charter party shall include dispatch / demurrage clause.
All customs duty and port clearance charges shall be borne by SUPPLIER.
SUPPLIER is responsible to ensure that any damage to pipe and/ or coating shall be
repaired prior to loading on board the vessel, during shipment or offloading to
PURCHASER trailers. Damage and repair criteria to be agreed between SUPPLIER and
PURCHASER.
The shipping manifest shall clearly state that the consignment consists of pipes and
COMPANY shall approve pipe-to-pipe storage protection prior to shipment. In addition,
written instruction shall be given to the stevedore’s to store the pipe with care such as to
eliminate damage.

8 WARRANTY
The SUPPLIER shall provide warranty for the supplied items for 18 months from date of delivery or 12 months from date of commissioning whichever is longer.

REMARKS
Invoice must certify that the drawings and engineering documents specified above have been dispatched to all parties concerned. Any deviation from the timing for submittal of documents shall be notified to the Approval / Distribution Offices by E-mail or fax. Shop fabrication shall not be started before the required approval drawings have been released for construction by the party concerned, unless otherwise stated on the “Approval Drawing Specification”. Each document shall bear the item / tag and order reference number and be dispatched by air mail, unless specified otherwise.
Units / dimensions to be used on Engineering documents shall be SI. (Exceptions to SI units are standardized imperial units for nominal sizes of pipe, valves, flange bolting, etc.). The documents shall be in English. Description on drawings and similar documents may be in other languages provided English translations are also given. Drawings and documents shall be suitable for microfilming and comply with accepted national or international standards for the preparation of technical drawings. The following standard sizes are preferred: A4, A3, A2, A1.
