Our November meeting was held at Law’s Coffee Shop in Oak Glen. Thank you to our host, David Buchanan, County of San Bernardino Retired, and thank you to Kris Robinson, from Federal Signal, for sponsoring the Early Bird refreshments. Forty-four people attended our meeting last month. David Buchanan gave a presentation about what is new in the National Public Safety Telecommunications Council, also known as NPSTC. Paul Christin, Homeland Security Specialist with ESRI, gave a presentation on homeland security challenges and how ESRI software solutions can address these challenges. John Wright was presented a Certificate of Appreciation, congratulating him on his retirement and thanking him for his many years of support to CPRA and APCO. The Installation of the Officers will take place at our Annual Holiday Luncheon on December 10th this year. This year’s Luncheon will be at the Los Angeles Police Revolver and Athletic Club, also known as the LAPD Police Academy. The conference will be held January 20th through the 22nd in Den-ver, Colorado. The host Hotel is the Hyatt Regency Denver at the Colorado Convention Center. Our next meeting will be in the Community Room at the Ontario Police Department on January 14th. This meeting is one week ear-lier than normal to allow CPRA members to attend the Western States Regional Conference in Denver. Our presentation will be about the history of APCO and will feature video from the APCO 75th Annual Conference held earlier this year in Las Vegas. I want to take this opportunity to thank everyone for their help and encouragement while serving as your president. I look forward to continuing serving CPRA as a director next year. I wish everyone a happy and safe holiday season and I look forward to seeing everybody at the next meeting and check our website, www.cpra.org for any updates.

Ken opened the chapter meeting at 10:00 a.m. He welcomed everyone to the November 2009 meeting. Mike led the Pledge of Allegiance. Ken thanked Dave Buchanan, County of San Bernardino Retired for hosting the meeting. Ken also thanked Federal Signal for sponsoring the meeting refreshments. Finally, big thanks were extended to Kent Colby owner of Law’s Coffee Shop for his excellent service. Meeting Arrangement – Dave Buchanan. Dave commented about the various things to see and do within the Oak Glen area. He complemented Kent Colby the owner of Law’s Restaurant for his support of the CPRA meeting. Dave also noted that Kent served many years as a paid call fireman for CDF. Announcements – Ken Mann. Ken announced that John Wright retired from the City of Riverside with over 37 years of service. He presented John with a CPRA Certificate of Appreciation. Introductions - All. New members were welcomed. Everyone in attendance was asked to introduce themselves. Membership Report – Dawn Lopez. It was noted we have a total of 546 members. There were seven new members for the month of October 2009. Meeting Program Review – Gary Poon. Gary reviewed the upcoming schedule for meet-ings including dates and locations. Details for the 2009 and 2010 schedules are on the website. He commented that the next meeting will be held on December 10th at LAPD Sheriff’s Academy. This meeting will be the Officer Installation Luncheon. Members were asked to submit a reservation for the luncheon. It was noted that they should RSVP to [email protected]. Treasurer’s Report – John Wright. John provided a report of income and expenses for the previous month. He noted that total income for the month was $ 4,178.94 and the total expenditures were $ 10,011.97. Expenses included officer travel to the WRC Conference, printing costs for the CommLink and luncheon costs. John commented about a CD that was reserved for initial project funding to enable CPRA to compete for the 2014 WRC. He noted that the chapter would purchase ten APCO-opoly games. They will be on sale for $25 each.

[Minutes from page 3] Regional Director– Richard Granado. Richard was unable to attend due to his attending the November NAPCO meeting. Interim Executive Council Delegate – Chuck Taylor. Chuck was not able to attend. It was noted that he was working on por-tions of the WRC presentation. Frequency Coordinator Update – Gary Gray. The following comments were provided: CalSIEC. The most recent Southern Planning Area (SPA) meeting was held on October 8th. Narrowbanding. Dave provided information pertinent to the 2011 interim date. 800 MHz- Jim Donovan. Jim noted the build up of Special Temporary Authority (STA) licenses. This will be discussed at the Frequency Advisory Committee (FAC) meeting. 800 MHz Rebanding – Ray Grimes. See the Resources portion of the CPRA web site. 2010 Telecommunicator Banquet – Dawn Lopez. Dawn reported that planning is well underway. The ticket price will be the same as last year ($40.). She noted that the theme would focus on the 75th Anniversary of CPRA. Sponsorships will be available. Dawn announced that the Telecommunicator Week Buttons for 2010 are available for sale. She commented that purchasing infor-mation would be put on the web site. RF/IT/Comm Manager Award Nominations – John Sarkessian. John reviewed the upcoming awards program. He noted the deadline for submitting nominations was March 1, 2010. John amplified on the how CPRA award winners are nominated for APCO awards. He also provided information about a new award category. This is the Comm Manager award. John encouraged all the members to use the CPRA award program as an effective way to recognize outstanding performance within the public safety community. Chapter Commercial Advisory Member – Jack Daniel. Jack was unable to attend. He asked Larry Weber to stand in for him. Larry invited commercial members and guests to introduce themselves and give a brief comment about their respective products and services. Reminders – Ken Mann. Officer Installation. December 10, 2009. RSVP to [email protected]. Western Region Conference. Jan 20-22, 2010, Denver, CO Programs. General Interest Program Presentation – Paul Christin, ESRI. Paul presented an informative program on public safety and home-land security challenges as addressed by ESRI. He noted areas of concern included border security, economic pressure, technology issues, sharing of secure information, and global threats. Paul commented about ESRI software solutions that provide for Planning Analysis, Data Management, Field Operations, and Situational Awareness. He noted the active role of ESRI in APCO and encour-aged everyone to get more information about ESRI services as necessary. Technical Presentation – Dave Buchanan, County of San Bernardino Retired, “What is New at NPSTC?” Dave gave an overview of National Public Safety Telecommunications Council activities. His comments included a review of NPSTC organizational struc-tures, Broadband Task Force issues, and recent Filings and Comments submitted to the FCC. Thank You. Ken. offered comments of sincere appreciation to Paul Christin and Dave Buchanan for their presentations. Meeting Adjourned. Ken thanked everyone for attending. The meeting was adjourned at 12:15 p.m. Notes for the Record. Following the meeting, Gary Gray convened the Frequency Advisory Committee (FAC) meeting.
