CREDENTIALING PROCESS COA has instituted a credentialing process to ensure that the minimum number of members or quorum is present in order to legally transact business. The specifics for implementing the credentialing process and method of identifying delegates are: 1. Staff will prepare a society Credentialing Form for each society, with the

names of each society's delegates and alternates typed in. 2. At the start of the Speaker’s Breakfast, time will be allowed for

announcements and information regarding completing the society credentialing process. Individual envelopes will be handed out to the society representative. These envelopes will have the delegate ribbons and the credentialing form for the two sessions of the House of Delegates.

3. After the Speaker’s Breakfast, the society representative (typically the society

President or President-elect) will need to take a roll call of their delegation on the Credentialing Form and take the form to the credentials table located near the entrance of the House of Delegates. After processing the Credentialing Forms, the Credentials Committee will distribute voting cards to each delegation leader.

4. Credentialing Forms will need to be completed by the society representatives

for each session of the House of Delegates. Typically, the sergeants-at-arms will be responsible for collecting these forms.

5. If, at any time, an alternate must be substituted for a previously credentialed

delegate, the delegation leader must go to the Credentials Committee and fill out a Substitution Form. Only the designated representative from each society is allowed to approach the credentials table to make changes to their delegation.

6. At the end of each session of the House, the society representative will need

to collect the voting cards from their delegation and turn them into the credentials table. During the meeting of the House, the Credentials Committee is responsible for controlling the distribution, utilization and disposition of both delegate ribbons and the delegate voting cards.
