Over the years, the City has instituted an arts program and built a collection of art using a public/private partnership, community involvement, and some public funds. A major component of this program is a City policy known as the 1 Percent for Art Program which requires that 1 percent of all major City capital improvement projects over $1 million be spent on public art related to the project. This program is administered by the Visual Arts Committee (VAC), a seven-person, Council-appointed advisory committee that will recommend two to three alternatives to the City Council, whose decision is final. More information on the public art program is available on the City’s website at: www.mountainview.gov/council/bcc/visual.asp. BUDGET The budget for the Mountain View Community Center public art project is 1 percent of the estimated $14 million construction budget, or $140,000, including art design, delivery, installation, and a potential stipend. SITE Mountain View Community Center The Mountain View Community Center is located at 201 South Rengstorff Avenue at the north end of Rengstorff Park and serves communities of all ages. The City Council approved funding to renovate and expand the Community Center along with areas external to the building. Originally constructed in 1964, the renovation will expand and improve the interior and exterior of the building along with redesigning the site. Rengstorff Park is a multi-activity park offering barbecue facilities; baseball and softball fields; picnic areas; tennis, volleyball, and basketball courts; a skate park; a large passive

Mountain View Community Center

grass area; and two Aquatics Community Center pools. Future building renovations include a new social hall and lobby, enhanced main building entrance with lobby improvements, a remodeled preschool and preschool location, remodeled program rooms and staff offices, and new public meeting facilities. The building will be designed to meet Leadership in Energy and Environmental Design (LEED—Green Building) standards and include solar photovoltaics. Applicants are encouraged to visit the site. The exact art placement will be determined by the size and nature of the art selected. THEME/DESIGN GUIDELINES The artwork and installations should be appropriate civic or public art suitable for display to a wide and diverse audience. It should have meaning relative to its setting and to the Mountain View community. All art pieces shall be wall-mounted and can either be two-dimensional or three-dimensional. A total of four art pieces will be commissioned for four specific locations. Art pieces shall not have significant weight that would require substantial structural support from the building. The locations for public art are as follows: Exterior Location (1 location)—Budget Range $40,000 to $60,000 • Site 1—Exterior Art

Exterior building wall facing new Community Center entry driveway and passenger drop-off area, facing the main street, Rengstorff Avenue. The wall size for installation is 33’4” wide x 13’4” high. Maximum depth of artwork cannot exceed 6” due to the Americans with Disabilities Act (ADA) walkway located at the bottom of the wall. The artwork must be able to withstand wet, seasonal weather conditions as well as circumstances common to the urban environment.

Interior Locations (3 locations)—Budget for all three art piece locations shall not exceed $75,000 • Site 2—Social Hall Lobby

Right side wall located within the lobby of the new social hall. The new social hall and lobby will have a front-facing wall and left side wall made entirely of glass, creating maximum sunlight exposure to the right side installation location. The wall size for installation is 11’6” wide x 11’10” high.

• Site 3—Lobby Seating Area

Located inside the main building entrance, this wall is directly above the seating area in the lobby. The wall size for installation is 17’0” wide x 6’0” high. The adjacent wall will be outfitted with a monitor that provides daily and upcoming schedules of events in the Community Center.

• Site 4—Rear Lobby

Located in the building’s main entrance at the end of the lobby hallway, the wall is located directly across from the main entrance glass doors with direct line of site from the entrance. Because it can be seen through the main entrance doors, the artwork itself must be lit. The lighting for the art piece can either be contained within the artwork itself or can be lit from an exterior location. Lighting and all electrical requirements are to be provided by the artist(s) and shall be part of the bid. The art space is within a 2” storefront frame; the wall size for installation is 5’0” wide x 9’8” high (dimensions are to the inside of the frame).

Please refer to the attached site plan for art locations and specifications. The wall dimensions provided are the maximum dimensions for the artwork. Budget Breakdown Total $140,000

Exterior $40,000 to $60,000

One (1) location.

Interior $75,000

Not to exceed $75,000 for all three (3) locations.

Stipend Up to $5,000 Available to support artist(s) and artists’ team presentations, to be decided by the VAC.

SAFETY REQUIREMENTS The artwork should be of materials and construction that are resistant to theft, vandalism, and weathering and constructed to avoid expensive maintenance and repair by City staff. The artwork should be free from unsafe conditions or factors that could bear upon public liability and the safety of the community. The pieces should be appropriate civic or public art suitable for display to a wide and diverse audience.

SELECTION PROCESS All proposals and examples of past and current artwork must be submitted through the CaFE (Call for Entry) website between May 2 and 31, 2016, and they will be reviewed and juried by the City’s VAC. The VAC would like to encourage applications by artists residing in the states of California, Oregon, and Washington only. Several artists will be chosen by the VAC and, if necessary, stipends, not to exceed $5,000 in total, may be provided to the artists to produce a maquette depicting the proposed work or other related expenses. Maquettes, drawings, and examples will be presented to the City Council for final selection of the artwork and artist(s). The City Council may require additional drawings or information for their respective review. The VAC is willing to work with an artist or artists on the design proposal to ensure suitability and sustainability. The City reserves the right to reject any or all proposals. Artists may apply individually or as a team. Artists are invited to submit proposals of their work in electronic format through the CaFE (Call for Entry) website and can apply for one or all four site locations. Submissions are to include the following: 1. One-page resumé 2. List of all site numbers you are applying for with the proposed artwork cost of

each site. 3. Ten (10) photos of past or current work; all photos are to include:

a. Title of work b. Dimensions of work c. Type of media d. Date of work

NOTE: If your application is not completed in its entirety, it will not be honored as an official submittal and will not be reviewed. Do not put application materials in notebooks or binders or send any materials not specifically requested as part of this application (e.g., drawings, videos, catalogs, etc.) as they will not be considered as part of your application packet and will not be reviewed by the VAC. The City of Mountain View is not responsible for loss of or damage to any materials. To reiterate, incomplete entries will not be reviewed.
