The Senior Design Engineer is a newly created role within the Infrastructure division of Cook Shire Council. This position is responsible for civil infrastructure detailed design, design concepts, cost estimates for roads, drainage, water and wastewater infrastructure projects. Key Responsibilities:

• Develop project scopes, design concepts and cost estimates • Undertake quality control and quality assurance activities • Manage design and other pre-construction activities at the project and program level

Qualifications, Experience and Skills Required:

• Tertiary Civil Engineering Qualifications relevant to the position • Demonstrated experience in urban and rural designs of stormwater drainage design, road design,

water and wastewater infrastructure design, cost estimates and specifications. • Proficiency in the use of both 12D Model and AutoCAD • Extensive knowledge and experience in the application of the relevant design standards (e.g.

Austroads, IPWEAQ, DTMR, QUDM, FNQROC) • Experience in delivering design projects through all project phases, from Initiation

(strategic/concept phase) to completion of the design. • Extensive experience and ability in design project management. • Experience in delivering infrastructure designs.

The Wet Season (usually January to March) brings monsoon rains that renews life in spectacular fashion to both rainforest and outback savannah. The wet is a great time to see waterfalls in full flow, the wildlife at its best and incredible fishing conditions. It should be noted that many roads north of Laura and Hope Vale are subject to flooding and may close during periods of extreme wet.

The number of people visiting Cook Shire and moving to this beautiful region is growing steadily, as access and facilities improve across our communities.

Cooktown is 331km from Cairns, or a four-hour drive on the fully sealed Mulligan Highway, and only three hours, or 266km, from Mareeba. Lakeland is an hour south of Cooktown, also on the Mulligan Highway, while Rossville and Marton are less than an hour away, also reached by bitumen roads. Travelling north on the bitumen-sealed Peninsula Development Road, which leaves the Mulligan Highway at Lakeland, Laura can be reached in about an hour. Farther north the road becomes gravel, with stretches of bitumen, and can be treacherous or impassable during the wet season.

There are airports and airstrips in most areas of the Shire, with the largest in Cooktown and Coen, and scheduled or charter flights available to those destinations. There is a regular bus service between Cairns and Cooktown, as well as cruise ships, tour buses, hire car companies and motorbike tours offering different options for exploring our back yard.

Assessing Applications

Initial interviews

Leading Roles will review all applications received and conduct initial interviews with suitable candidates. These interviews will be conducted by Leading Roles via an online web conference or by telephone.

Shortlisting and Council Interviews

The council will determine a shortlist of suitable candidates, and will arrange interviews with council’s interview panel, depending on candidate and council staff availability. The interview panel will consist of 3 members of council staff, including the Mayor, Deputy Mayor and Chief Executive Officer. The council may elect to include a non-voting panel member for assessment of technical competency.

The council may require their preferred candidates to undergo psychometric assessment to assist in understanding the candidate’s fit for the role and organisation, working preferences and attributes. Position Title: Senior Civil Engineer/Designer

Division: Infrastructure

1 POSITION OBJECTIVE

The Senior Civil Engineer/Designer provides scoping, concept, and detailed design development services relating to road and drainage infrastructure projects within the Infrastructure Department.

This position will work under limited direction.

2 POSITION DUTIES AND RESPONSIBILITIES

§ Develop project scopes, design concepts, detailed design, cost estimates and other pre-construction activities for road, drainage, water and wastewater infrastructure projects usingcontemporary principles and techniques, design standards and relevant legislation (safety,environmental, cultural heritage etc).

§ Manage design and other pre-construction activities at the project and program level inaccordance with the Cook Shire Council, Infrastructure Division strategies, goals and objectives.

§ Provide and deliver design in accordance with the FNQROC Development Manual, Transport andMain Roads Manuals and Specifications, and Australian Standards.

§ Undertake drafting and modelling using AutoCAD and 12D software.§ Undertake feature survey for design and As-Constructed plans.§ Actively contribute to the development and implementation of new techniques, practices and

methodologies through technology and innovation opportunities.§ Utilise excellent interpersonal and communication skills (both written and verbal), including

consulting, negotiating and liaising effectively with a diverse range of people (eg internal andexternal stakeholders such as Council staff, consultants, government agencies, members of thepublic, suppliers, contractors).

§ Maintain effective working relationships within all areas of Council and participate effectivelyand cooperatively as a member of the Engineering department and project teams.

3 POSITION REQUIREMENTS

3.1 Qualifications, Experience, Licences and Skills

Essential:

§ Bachelor Degree in Engineering (Civil) or Bachelor in Engineering Technology (Civil) or Associate Degree in Engineering (Civil) from a recognised University.

§ Extensive demonstrated related experience in urban and rural designs, stormwater drainage design, road design, water and wastewater infrastructure design, cost estimates and specifications.

§ WH&S Competency Card for CPCCOHS1001A – Work Safely in the Construction Industry or 30215QLD – Course in General Safety Induction (Construction Industry), or the ability to obtain one within 14 days of commencement.

§ Possession of a current ‘C’ Class Driver’s Licence.

Highly regarded:

§ RPEQ qualification § Membership of a professional industry representative body. § Post graduate qualification in project management.

Technical Proficiency:

§ Proficiency in the use of both 12D Model and AutoCAD is essential. Expertise in Australian codes, standards and applicable legislation to design road, drainage, water and wastewater, and infrastructure in the urban and rural environments.

§ Proficiency in the use of Microsoft Office and Microsoft Project is essential. § Working knowledge in other software packages, including PC Drain, and Perfect Lite, would be

advantageous.

Statutory Requirements:

§ Extensive knowledge and experience in application of the design standards (e.g. Austroads, IPWEAQ, DTMR, QUDM, FNQROC, etc.) and relevant local, state and commonwealth legislation (safety, environmental, cultural heritage etc).

Project Management:

§ Extensive experience and ability in design project management. § Experience in delivering infrastructure designs. § Experience in delivering design projects through all project phases, from Initiation

(strategic/concept phase) to completion of the design. Ability to provide professional advice during the construction phase, and development of “as constructed” drawings may also be required.

§ Experience and ability in contract management.

6 SELECTION CRITERIA
