    18 years diverting Canterbury Traffic

    It was interesting to attend the ForestWood Conference in Auckland recently and learn about the extent of innovation in the wood processing and manufacturing sector. The forestry sector may be New Zealands third largest export earner, but raw logs make up more than half the value of these exports. The ever increasing piles of logs at the port of Lyttelton are a lost opportunity to increase local jobs, know-how and the value of our exports from exporting more manufactured and processed wood products. The Canterbury rebuild is an excellent opportunity to use and showcase locally developed innovative and world lead-ing advances in the use of timber. In central Christchurch, there are plenty of examples of concrete and steel framed commercial buildings, but only a handful that have recognised the benefits of building with wood.Wynn Williams House on the corner of Montreal and Her-eford Streets with its post tensioned timber and concrete frame, and timber and concrete composite floors, is good example of the beauty and practicality of wood. Wood is a renewable resource that we grow well locally. Its a natural material that people want and enjoy in buildings. We have world-leading expertise at the University of Canter-bury in the development and strength of engineered timber such as glue-laminated timber beams. These engineered timber products can significantly increase the value of NZs forestry exports; and allow architects, engineers and build-ers to innovate in how we use wood. There are seismic and safety benefits of using wood as a structural material. Such buildings are lighter and can be more resilient in earthquakes than masonry ones. Wood is more climate friendly than concrete or steel. Trees capture carbon as they grow and this stays in the wood. Concrete production has a large carbon footprint and accounts for about five per cent of global greenhouse gas emissions. Studies show the manufacture of steel beams requires more fossil fuels than glue-laminated wood beams. We should be planting more native and exotic forest to help the climate and diversify our land use. Yet the failure of the Emissions Trading Scheme means that more forest has been cleared since 2008 than has been planted. The Green Party would grasp the opportunity that the Government has largely ignored to promote greater use of wood in the Christchurch rebuild. We can create new build-ings that draw on the best of what the sector can deliver, showcase what is good about wood and innovate further.

    Greater Christchurch is now entering a new era, moving from a phase of recovery to regenera-tion. As anchor projects continue at pace, Im heartened by the progress I see across the city and the region

    Last month I joined Prime Minister John Key in opening the BNZ Centre, between Cashel and Hereford Streets.This major development has brought about 380 work-ers from eight different Government agencies back into the central city, with more staff to arrive next month. It will eventually have a mix of Government tenants, private retailers and hospitality providers, making it a real hub of activity.The Government has invested heavily in the recovery of central Christchurch through the development of anchor projects and, in partnership with the private sector, we are building a superb new city.Already in the central city, 80 per cent of the private and public land within the four avenues is now either completed, under construction or has confirmed plans. This progress is a tribute to the people and communities of Canterbury, and I would like to thank members of both the Community Forum and CERA staff for their hard work over the last five years.As CERA hands over its role to new agencies, I wish them more continued success. Those responsibilities will be picked up by Regenerate Christchurch, Otakaro Limited and other Government agencies, and they will continue the strong momentum.Five years on from the February 22 earthquake, Christ-church has come a long way and the rebuild remains one of the National-led Governments main priorities.Of course there are some people who still face chal-lenges and, as a Government, we will continue to fund and support services to help them.I look forward to further announcements around anchor projects in the coming months, adding to the growing momentum of Christchurchs regeneration.

    CanterburyEarthquake Recovery Minister

    I was privileged to be invited to the official opening of Nick Hunts BNZ Square Stage 1 facing Hereford Street by the Prime Minister. This is the first of a num-ber of buildings to be completed in and around the retail precinct over the next two years. What we are seeing is that real confidence is being shown into returning to the CBD. There is a huge amount of rebuilding happening now in the central city. The Price Waterhouse development is now getting its glass curtain walling installed, showing us all what this building will look like another great addition to the CBD in Cashel Street. The Justice Precinct has also seen significant exterior cladding coming onto these buildings. This is due for finishing within the year.

    The Avon River Precinct now has had seven separate paving crews working long hours to have the Bridge of Remembrance ready for the ANZAC Service and the rest of Oxford Terrace between Cashel and Hereford Street completed by the end of May 2016. This area looks fantastic and sets a very high standard for the rest of the Avon River Precinct that will follow the Avon River all the way to the Margaret Mahy Family Playground. The Innovation Precinct has been quietly just getting on with its build. The enormous Vodafone building is nearing completion, with the next door Kathmandu and Car Parking building not far behind. Across the road from the Vodafone building, where A.J.Whites used to be, we are seeing this corner site take shape, while retaining the original facade. This will incorporate a number of new hospitality premises. Its certainly time for a big thank you to all the dedicat-ed local Christchurch property owners who are deter-mined to rebuild our city. Time to walk the city and see it all for yourselves.

    Yesterday I was driving down Lincoln Road and was struck by the question of what comes next for the suburbs where the temporary facilities sprung up in the wake of the quakes?. Lets take the case of Addington; within months of the February quake it was home to law firms, accountancy practices, the Court Theatre and the citys major stadium. As someone who lives in this part of town this was all unimaginable before nature intervened. So, what happens now for suburbs such as Addington and Woolston as the temporary gives way to the shiny new permanent facilities back in the centre of the city?Dont get me wrong, the growth of permanent facili-ties is something I celebrate. Like everyone else I love seeing new buildings springing into life in the inner-city and I am looking forward to us having a thriving centre again.What I also want to see however, is a way for us to retain the energy and vibrancy that has flourished in the suburbs immediately ringing the centre city. Opportu-nities abound in these neighbourhoods. Lets take the case of Addington again (yes, as the MP for Wigram I have an unashamed bias!).Once the preforming arts precinct is completed, the Court Theatre will set up in its new home. What then for the converted hanger that has provided a home for the Court since 2011? This is a fantastic facility and I would love to see it put to good use. We have lost many of our preforming arts facilities so could this become a permanent performance space for other bodies? So many of the new bars and restaurants down Lincoln Road serve the patrons of the theatre and the stadium. What needs to happen so these new and energetic businesses can continue to flourish?These questions, along with many others, are ques-tions I am hopeful the new body Regenerate Christ-church will be grappling with. Local people and their ingenuity, creativity and energy drove the development of our temporary centres. This saw a theatre company make a much needed home in a transport hanger this was not business as usual thinking. This is the spir-it I want to see continue to flourish as we regenerate.

    I have recently been involved in a grass roots initiative. That experience has caused me to think about prog-ress, and how it happens. Towards the end of last year, myself and my business partner, Miles Yeoman, along with Ben Harrow and Mark Blyth from Armitage Williams and Gordon Craig from Ngai Tahu were catching up informally. Miles and I had just completed the Warren and Ma-honey building on the corner of Montreal and Cashel Streets; Ben and Mark were full steam into the PWC building on Cashel Street; and Gordon was getting un-derway on the Ngai Tahu development on the old Po-lice site. The conversation turned to the area we were all busy in, and a question arrived. Where are we?This little question burned away and culminated in a few meetings, some extensive research, a few more meetings with stakeholders and resulted in the rebirth of a suburb name that hasnt been used in the city for quite some time, West End. West End was Christ-churchs first official suburb.The rebirth of West End was one of those liberating experiences where you involve a lot of can-do people and organisations. There was buy in early and as the project picked up momentum the buy in grew and grew. People and organisations donated their good-will, their time, and their money to assist in a result that is great for Christchurch.So, how does progress happen? It happens, and is driven, from those can-do people who have can do in their hearts, minds and souls. These special people are everywhere, across all organisations, small and large, public and private. If you want to achieve an outcome you must surround yourself with these people. They are the anti-venom to the rules, to the can-not people and the can-not organisations. They are the unsung story of our rebuild and they dont see themselves as special or different, because can-do is just what they do.The next time you find yourself looking at our amazing city, take stock and think of those can-do people and the effort they have put in for the greater good of our community, against the odds, for all of us.

    Every day the certainty of the offerings in greater Christchurch becomes more material as we advance the regeneration of our city. We are starting to see new buildings occupied in the central city and the housing stock is being refreshed and renewed before our eyes. However, the earthquakes have left us a legacy of a pop-ulation that in parts is highly stressed and anxious as a re-sponse to the trauma that many of us have been through. It is really important that employers look at the stress and mental issues that their staff may still be facing.

    There are clear symptoms of peo-ple who are operating under stress, who are stuck, or who have signif-icant mental issues as a result of what they have been through.

    There has been much emphasis recently on the new Health and Safety legislation and the onus that it puts on employees from a physical health and safety perspective. However, there is also a responsibility for employers to ensure that their employees are in a good mental space. There are clear symptoms of people who are operating under stress, who are stuck, or who have significant mental issues as a result of what they have been through. International experience tells us that the psycho-social impact of the earthquake has run about 40 per cent of its course five years after the earthquakes. We have a long way to go and it is going to be real-ly critical that we are proactive in the management of vulnerable people in our community as we move forward. Christchurch has a reputation as a city of having a com-munity that is strong and caring and that was really well evidenced immediately post-earthquake. It is going to be important that our strength and our care for our people continues as we work overtly to take good care of those people that are still suffering for various rea-sons as a result of the trauma they have been through.

    While 203 Papanui Rd offers a great design by day, careful consideration has also been given to its evening appearance, with a stunningly lit external faade at night by local firm PBI Electrical ensuring the premises is distinctive and easy to find.It has come up really great, manager

    of PBI Electrical Brendon Ivory says. Its distinctive and eye-catching, which is what you want in a commercial development. Main contractor Naylor Love began

    construction in May 2015, with Rodd and Gunn opening shop on the ground floor in February 2016, followed by Wallace Cotton and Moochi.
