Dear Bruce:
This is a follow up and recap of our conversation today.
The original 1936 Stamford CSD building is constructed on
the exterior with ornamental pre-cast concrete masonry panels that are failing. Pieces of this ornamental façade are failing from freeze-thaw cycles. The main front portico entrance has now been taken out of service and roped off to prevent further use.
The District intends to declare an emergency to mitigate
the hazards from falling debris, submit and LOI and authorize design to reconstruct all of the ornamental concrete masonry on the 1936 building for permanent remediation of this hazard.

The Work Includes:
Replacement of the front façade and
replacement of the failing precast concrete
masonry belt course
Related work on all three entrances of the
original structure
Mechanical work to disconnect and reconnect
fresh air inlets at classroom unit ventilators in
precast panels
Window and door removal and replacement at
the front façade
Asbestos abatement of caulk where necessary

The Work Includes:
The replacement of the precast concrete
masonry panels will replicate the existing
appearance of the building, given its historic
designation (ribbons, panels, window sills)
The design of the school is a community asset
and is an outstanding example of Art Deco

To receive a building permit the project needs
to be submitted to the New York State Historical
Preservation Office (SHPO) for review and
approval as a part of reconstruction building
approval.

FAQ
1. Why does this project need to be done?
The required Building Condition Survey identified buildings in the district that need repair. A
“work list” was generated to assist in planning and prioritizing repairs. A Facilities Advisory
Committee was established to receive input from the community on the “work list” and
repair priorities. This winter the front facade, which has a historical designation and was on
the “work list” to be repaired, began to have concrete material fall off creating a safety hazard. The front 1936 era façade (84 years old – a generation) and other original failing
precast building elements was moved to the top of the list for repair.

2. How much will this work cost and how will it be paid for?
The total proposed capital project will cost $2.5 million dollars. Due to conservative fiscal
management and planning, there is already a plan in place to pay for this project with no
tax increase to cover the cost. The District will utilize State Building Aid and Capital Reserve
funds of $770,000 to pay for the project which will NOT require a tax increase.

3. What is the timeline for the project?
The proposed Capital Project will be voted on by the community on May 21, 2019 during
the budget vote. Anticipated completion of the project is December 31, 2020.

FAQ
4. Is this the last project that needs to be done at Stamford Central School?
The Building Condition Survey identified additional items that need repaired. However,
due to the condition of the front façade, and working with the New York State Department
of Education Division of Facilities planning, we are requesting an expedited review of the
project to have our building repaired and completed as soon as possible. The Facilities
Advisory Committee will be reconvened this fall to continue planning and prioritizing the “work list”.

March Associates will share a Capital Project presentation and review on May 9th at 6:00
p.m. during the scheduled board of education meeting.
A Capital Project Community Review is scheduled May 14th at 7:00 p.m.
We encourage all district residents to attend the informational meetings to learn more
about the specifics of this proposed Capital Project (Board meeting, Budget Hearing,
Community Capital Project Presentation, Rotary) .
The proposed Capital Project will be voted on by the community on May 21, 2019 during
the budget vote.
