Projects Recently Completed/Substantially Complete:

Leachate Flow Leveling Tank Substantially Complete.

Start-up/Training was held on September 21.

Alaska Mechanical, Inc. performance was excellent.

EPA Compliance Requirement Met.

Pool Fan Room Upgrade Substantially Complete on June 5.

Had some issues with filters on August 14th. AMI responded quickly to get the unit back up and running. We are working through minor modifications that may need to be completed to fix the problem.

Projects Recently Completed/Substantially Complete: WWTP Civil Site Work / Slope Stabilization

Completed on June 30, 2013.

Slope Stabilization work was successful. Significant amount of loose material was released during

rock scaling effort – reduced the number of long bolts that were required.

The number of short bolts were increased due to having to wrap the mesh around contours and tension the mesh.

Final cost for the Stabilization work was $1,909,313 Also paid $177,460 to excavate, flatten and haul

overburden, seed, install turf reinforcement matting and install maccaferri mesh to stabilize the “valley” and prevent future encroachment on OC property.

Also paid $11,960 to install a fence on the top of the slope.

Final Cost for Civil Site Contract - $3,952,788.

Contractor has been put on notice regarding improper subgrade blasting and pending claim for costs associated with extra work.

UMC Backreach Drainage and Dock Repairs The Drainage portion of the project is

95%complete. The Stormwater Separator purchased for the

project was unable to be installed due to contaminated material found near the water table. A manhole is being modified with a T (similar to what was installed at CEM) to serve as a stormwater separator. Installation should be complete by mid-October.

The Dock Repair was completed but there are deficiencies with the concrete installation. The contractor will have to replace a portion of the concrete in 2014 due to spalling and cracks.

The remainder of the project is repairing/ replacing several vault lids on the dock. This work will probably be completed in 2014 with the concrete repair.

Current Projects (cont.): Wastewater Treatment Facility

Alaska Mechanical was awarded the contract May 14 and began work July 11th.

On July 21 problems with the subgrade blasting of the previous contractor began to be identified and blasting material was discovered during excavation.

The additional costs for excavating and importing materials and the explosives search are being finalized.

The building site excavation is complete and the contractor is backfilling, completing the installation of under-slab piping, and will begin concrete forming tomorrow. Concrete placement is anticipated to begin October 16th.

The Concrete Batch Plant arrived last week.

Current Projects (cont.): Airport Beach Road/Broadway Resurfacing Projects

City Administration has had 3 meetings with Granite Construction to negotiate the required repairs to their paving deficiencies.

Granite and the City each took core samples in August and Granite ran tests examining the mix design properties.

They provided the City with their results and we have forwarded them to our consultant for evaluation. Our consultant looking to see if there are any additional tests that the City might want to consider completing on our cores.

Chris and Nancy met with Granite on 9/18. We are soliciting a cost from Knik to perform the repair work. Once we have

that, and the results from any additional tests that the City may want to do, a final proposal will be developed for the repairs.

We anticipate a final resolution with Granite by the end of December.

Knik completed patches on the worst sections near Iliuliuk Bridge and the High School to get us through the winter.

Current Projects (cont.): Landfill Cell 2-1 / 2-2

Design is 95%. Anticipate bidding in November 2013 and civil work to begin in December

as weather allows. Final Loan documents should be complete by the end of October.

Current Projects (cont.):

Water Treatment Facility -Design Bid Documents are planning to

go out in early November. Contract award by mid-

December.

Pyramid 3-Phase Power Installation This project is 80% complete.

The Conduit and Vaults are installed.

Line will be pulled by next week. Project has gone smoothly and

contractor has performed well (City Electric/Bering Shai).

Project will be completed by mid-October.


Powerhouse Waste Heat Recovery City completed the feasibility analysis of waste heat options in December 2012

ElectraTherm units were identified as the best option for lower temperature jacket water waste heat recovery. Electric Power Systems provided 65% design drawings for review in July. A cost estimate and procurement request will be coming to the Council in October. A review of installation options will be provided in October.

Construction/Installation is anticipated to begin in January 2014.

Powerhouse 4th Engine Engine is scheduled to arrive on January 16th. Construction/Installation is anticipated in July 2014.

Current Projects (cont.): Water Supply Development

The monitoring well on Whittern Lane was installed last week. Currently taking electronic readings every ½

hour. Monitoring device is fully programmable to

establish whatever monitoring schedule is desired.

The well rehabilitation will begin on Oct. 7th. Rebuild pumps, inspect, clean and rehab 3

production wells in the Unalaska Valley.

The Seismic Refraction Survey of the Shaishnikoff River valley will be completed in October. Geophysical method to map depth-to-bedrock

(thickness of overburden). Will show whether there is sufficient sedimentary deposits to provide a source of groundwater.

Information will be used to evaluate the need for, and location of, a test well.

Current Projects (cont.): Ilulaq Lake/Delta Way Drainage

Staff pulled the project from bidding last summer due to questions regarding the contaminated water responsibilities.

After further review of the project, Staff recommends only proceeding with the Delta Way Drainage. (In conjunction with Pump Station 3)

The Ilulaq Lake portion of the project needs further evaluation to minimize dealing with contaminated materials and water. Staff will bring back final recommendations in November for re-scoping the

project for possible construction in 2014.

Project will also include the Electric line installation for the E2-3 Horizon Upgrade.

Sewer Pump Station #3 Force Main Upgrade Finalizing minor changes regarding contractor requirements for dealing

with potential contaminated water.

Plan to combine this project with the Delta Way Drainage project. Workload with major projects this spring did not allow us to get these out to

bid. Anticipate bidding this winter for construction next summer.

Phase 2 of the Paving Projects (2014): Henry Swason Drive and the Airport Long Term Parking Lot are currently under

contract for completion in 2014

South Channel Bridge had to be pushed to 2014.

Will be completing survey work on Biorka Drive in October in order to complete a cost estimate for consideration of re-paving in 2014.

Will be working with Knik to include City Hall, Library and HS parking lots and the Kelty Park Trail in the scope of work.

Robert Storrs Harbor Float Replacement General Scoping completed – Overview tonight. Contract award for Design in October.

Proposed Projects: Port Lighting Project

Preliminary Analysis report was completed in August. Evaluation was completed on UMC Dock, Coast Guard

Dock, Light Cargo Dock and Spit Dock. Evaluation was based on

OSHA lighting requirements Ease of maintenance/cost of maintenance Cost of operation Cost of construction

Alternatives include: Replacing the 150’ HML with 120’ HML Replacing four 150’ HML with twenty 50’ Lights Retrofitting existing poles with new light fixtures, lowering

rings and latching systems. Replace existing High-Intensity lights with LED lights

(estimated operational savings of 48%)

Ports will bring forward the final report and recommendations to the Council in November.
