Rules for Drones on the state Capitol Campus in Olympia
Dept. of Enterprise ServicesCustody & control of our 486-acre Capitol Campus
People may not launch, land or operate drones on the Capitol Campus grounds.
Drone rules for Capitol Campus
- Modify FAA requirements regarding use or operation of drones
The DES rules do NOT:
- Apply to drones used for emergency response
- Ban drone use for the care & custody of the Capitol Campus (requires written approval by agency director)
DES took a proactive approach. No specific incident on Campus prompted the rulemaking.
In 2015, drone use was rapidly increasing – so were incidents in public places locally and across the world that raised concerns for public safety.

The goal: Embrace spirit of rulemaking as an open, transparent and inclusive process. Before proposed rule was filed, DES developed an extensive stakeholder list including:
• Hobbyists• Commercial interests• State agencies & employees • Olympia business and neighborhood associations • Public safety agencies• Federal Aviation Administration• Media• Local government

DES reached out to public / stakeholders using variety of methods • In-person, phone, email.
• Distributed statewide news release stating we intended to engage in rulemaking.
• Social media (Twitter, Facebook, etc.)
DES held four separate workshops before rules were even drafted• Targeted for: Businesses – Hobbyists – Security and public safety – State agencies
Online commenting option available 24/7
Phase 1-stakeholder work
DES reached out to FAA on many levels:• Local Office• Regional Office • General Counsel and Communication staff in Washington,
D.C.
FAA’s Office of Chief Counsel provided extremely valuable information on state, local & federal authority. • Advice: work within your authority. Per (RCW 43.19.125)
DES is responsible for care & custody of Capitol Campus.
• National Parks rules• FAA later issued a fact sheet for states & municipalities
regarding federal regulatory framework.
Phase 1 connecting w/ FAA
Olympia Airport (Port of Olympia) provided valuable information about Class D airspace, which covers majority of Campus
• Class D airspace surrounds airports with a control tower; in these areas (5-mile radius) airspace rules are more restrictive.
• People wanting to fly manned and unmanned aircraft must first notify the control tower. This includes drones.

• Washington State Department of Transportation has an aviation division
• Consultation provided additional valuable insight

• FAA – Identify and work within your authority
• Agencies – enforcement on satellite campuses/other properties
• Olympia Airport – requirements for Class D airspace

• DES adopted the drone rules in January 2016 and they took effect Feb. 11, 2016.
