PresentersShane Charles, General Manager, Strategy and Development, Wagners Shane is a respected community and business leader for the Toowoomba region. Shane was the Managing Partner of the firm Condon Charles lawyers for 10 years before selling his interest in 2011. Following his legal career, he was inaugural CEO of Toowoomba and Surat Basin Enterprise Pty Ltd (TSBE) and stepped into the role of Chairman in 2015. TSBE is a member based economic development organisation whose purpose is to be the go to organisation linking business with opportunity to provide sustainable growth and development in their region. In this role, Shane has remained at the forefront of advocating for and delivering infrastructure development in the Toowoomba and Surat Basin region.

Chris Birrer, First Assistant Secretary-Infrastructure, Department of Defence Chris Birrer has been the First Assistant Secretary Infrastructure in the Department of Defence since April 2016. The Infrastructure Division leads on all infrastructure planning and construction delivery, environmental policy, investigations, and responses, and property management issues across Defence’s bases and training areas nationally. Chris joined Defence through the graduate program in 1994. During his time in Defence, Chris has spent most of his career in the international and strategic policy divisions, and has also worked in a range of financial, and corporate management areas.

Martin MacDonald, Senior Project Manager, Defence Development, FKGMartin joined the FKG Group in 2016 and is responsible for leading the Downer & FKG JV for the planning and delivery of the Shoalwater Bay Training Area Remediation Project. With 17 years in the construction industry working across QLD, NSW and the ACT, he is a proven construction professional who provides extensive experience in delivering regional infrastructure projects for the Department of Defence.

Chris Kapsalis, Project Director, Goldwind Chris is an accomplished Project Director with over 10 year’s experience in the wind industry, and a career in thermal generation prior to renewable. Chris has held prior roles with the likes of Siemens, Downer, Suzlon, Nexif and GE where Chris gained delivered EPC, Joint Ventures and Owner’s responsibilities. Chris’s past projects were located throughout Australia and South East Asia, and is currently appointed as the Project Director for the Clarke Creek Wind Farm project.

Peter Donaghy, Director for Coal, Coal Assessment Hub, Department of Natural Resources, Mines and EnergyPeter leads a highly dedicated team responsible for managing Queensland’s coal permits. He is also responsible for managing the department’s stakeholder engagement with landholders, resource companies, traditional owners and conservation groups interested in coal.

Lucas Dow, Chief Executive Officer, ADANI AustraliaLucas joined Adani in April 2018 and is responsible for the strategic direction and all activities associated with Adani Mining. He is an experienced senior executive with a proven track record of outstanding performance across distinct businesses, diverse commodities and geographies. He trained as a Mining Engineer and has held operational management roles in thermal and metallurgical coal operations.

Craig Simpson, Project Director, Laing O’Rourke Australia Craig has more than 20 years of construction industry experience. He is a highly experienced manager with a firm understanding of Defence Managing Contractor contracts and working collaboratively with stakeholders through the design development and approvals process. Craig is committed to his role as champion for local industry involvement, ensuring the project leaves a positive economic and social legacy for Central and North Queensland.

Steve Williamson, Health Service Chief Executive, Central Queensland Hospital and Health Service DistrictSteve has significant health leadership experience across hospital, community health, aged care, other health and care services, and in military hospitals. He moved from the UK in early 2017 to become Health Service Chief Executive for Central Queensland Hospital and Health Service which provides services across a regional and rural area of over 110,000 km to a population of over 220,000 Central Queenslanders. Steve has also been a Chief Executive in a combined Hospital and Community Healthcare Foundation Trust in the NHS in England, as well as senior leadership roles in local government and in the UK’s Courts Service.

Mary Carroll, Chief Executive Officer, Capricorn Enterprise Mary is responsible for the overall management of Capricorn Enterprise operations, binging a combination of destination marketing, membership, corporate governance and strong relationship building skills to the organisation. Mary has extensive networks with business and industry leaders, government officials and elected Members of Parliament. Her career has included a broad range of private and public sector roles, having worked for hospitality and tourism businesses and organisations, a mining engineering firm, a union and a political party.

Neil Lethlean, Regional Economic Development Manager, Capricorn Enterprise Neil was appointed as Regional Economic Development Manager with Capricorn Enterprise in July 2010. Neil’s career highlights include 20 years as General Manager of Tamworth (NSW) and Hervey Bay Councils’, plus in excess of 10 years as a Senior Business Consultant working with a range of business enterprise including hospitality, concrete products, lifestyle villages and residential developments plus mining.
