RECOMMENDATION: Approval of the Olweus Bullying Prevention Program ContinuationGrant

RATION~E: Bowling Green Elementary, Ladysmith Primary (MadisonElementary) and Ladysmith Elementary (Lewis and ClarkElementary) Schools have been awarded an Olweus BullyingPrevention Program Continuation Grant in the amount of$3,070.77.The grant funds will provide stipends for teacher training, travelexpenses for training, and material expenses. This program providestraining for students, teachers and all school personnel so thatbullying incidents are handled appropriately and consistently. Thegrant period is from September 1, 2008 through August 30, 2009.This program has already been implemented at Bowling GreenPrimary and Caroline Middle Schools through a grant award to theindividual schools two years ago.

RECOMMENDATION: Approval of the reimbursement resolution for the VirginiaPublic School Authority Educational Technology Notes (For theSOL Web-based Technology hritiative).

Chapter 899, 2002 Acts of the General Assembly, provides fo~the Virginia Public School Authority (VPSA) to conduct a saleof the equipment notes, Series IX to be issued in the spring of2009 to continue funding to school divisions to develop andimplement the SOL Web-based Technology Initiative.

School divisions that have spent all of their spring 2008 noteproceeds and adopt a reimbursement resolution for the spring2009 notes issue may make purchases in support of the Web-based SOL Technology Initiative after July 1, 2008.

RATIONALE: Renewal quotes for the 2008-2009 school year property and casualtyinsurance were requested from Virginia School Board Association(VSBA) and Virginia Association of Counties (V ACo). Annualpremium quotes received from the two insurance pools were asfollows:VACo $116,474VSBA $144,935

The V ACo quote is $28,491 less than the VSBA quote. Both quotesare for comparable levels of coverage.

Our insurance consultant, Rosenthal Insurance Consulting, and Irecommend that you accept the V ACo proposal of $116,474 for the2008-2009 year. This represents a decrease of $2,869 or 2.40% overour 2007-2008 premium.

RAnON~E: The Title ill, Part A, Language Instruction for Limited English Proficientand Immigrant Students Consortium Application represents the submissionof an entitlement grant application for Title ill, Part A (Limited EnglishProficiency) funds through a consortium of local school divisions.Submission through a consortium is required for all school divisionsreceiving less than $10,000.00 in grant funds. Caroline County PublicSchools will act as the lead school division and fiscal agent for the 2008-09school year. The lead school division on behalf of the consortium memberswill submit goals and objectives. These funds are available for theprovision of instructional activities and services to meet the educationalneeds of Limited English Proficient (LEP) children. Projected Shortfall in State Funding

INFORMATIONAL: Based on a March 31, 2008 average daily membership of 4041.99,43.01 less that the budget ADM of 4085, and a projected shortfall insales tax revenue, Caroline County Schools will realize a shortfal[ infunding for the 2007-2008 schoo[ year. Projected sales tax shortfall is$212,915.00. The total shortfall in state revenues, including sales tax,is projected to be $307,178.92. There is also a projected shortfall of$19,320.93 in additional local revenue and a shortfall of$2,305.00 inprojected federal revenue. The total projected shortfal[ in 2007-2008revenue is $328,804.85.
