Introduction

This guide provides basic instruction on using XO’s Carrier Network Access Pricing Tool (NAPT).

Getting Started

To get started, contact your XO Carrier Services sales representative to obtain a valid NAPT Login ID and password.

Accessing the System

Go to URL http://www.xo.com

Arrow over “Solutions” and select “Carrier/Wholesale”

From the left-hand navigation, click on “Carrier Customer Care”

Click on “Network Access Pricing Tool -- NAPT”.

OR

Go directly to the following URL: http://apps.xo.com/napt/launchCarrierLogon.do

Getting Started with NAPT

After a successful login, the screen in Figure 2 appears. This is the starting point for running all quotes.

Procedure

Select “Submit New Quote” to start a single quote for service

The system responds with the screen shown in Figure 3 (below)

OR

Select “Submit Batch Quote Request” to submit a request for multiple quotes using the batch quote capability

Entering a quote for new service After selecting “Submit New Quote,” the system will respond by displaying the screen in Figure 3. NAPT operation depends on the type of service being quoted. Use the following steps to start the quote process:

Select Circuit Type:

o Protected & Unprotected Point to Point: Private Line service between two addresses specified by customer o DS3 Hub: Centralized DS3 connection sold to customer so they can sell individual

DS1s to end users in a metro area o Ethernet Hub: Centralized Ethernet connection sold to customer so they can sell lower

speed Ethernet tail circuits to end users in a metro area o DIA Network Access: Access to XO’s Network (Local Loop) to purchase XO Dedicated

Internet Access (DIA Port is not included) o Dedicated LD Network Access: Access to XO’s Network (Local Loop) to purchase XO Dedicated LD

When this selection is made, the screen will change allowing entries appropriate to the chosen circuit type.

Select Circuit Speed: o Available speeds will vary based on the circuit type selected

Network Access (Local Loops) for DIA Services Network Access (DIA Network Access selection): A private, dedicated (i.e. non-switched) service that provides connectivity (electrical or optical) between a customer location and an XO POP within a Metro Market.

Note: For DIA/IP-VPN requests, NAPT pricing only includes access charge. It does not include the Port charge. Please add Port charge from DIA/IP-VPN price sheet to the quote.

For a DIA Local Loop quote (below in Figure 4), enter the address where the service is to be provided and click the “Submit” Button. Figure 4 – DIA Network Access Quote Submission

Enter address where service is to be delivered. Note: All pricing is to the Minimum Point of Entry (MPOE). Demarcation extensions result in additional charges.

How do I read a Network Access NAPT quote?

The output for a Network Access NAPT quote (Figure 5) contains important information that reflects the routing and pricing of the circuit and the tracking mechanism that will allow the user to retrieve the quote. NAPT Quote Response is divided into three sections: Quote information, Location, and Pricing. Each section has fields that provide specific information about the request as outlined below.

Quote Information section includes basic information about the quote including the quote #, date and product.

Location Section provides building SWC and XO Pop information for the address.

Pricing Section shows the circuit, add’l building data, and pricing. If pricing is ICB, then configuration may not be available.

Check here for Bldg and DEMARC Data.

Add’l data on the building is located here. For example, “COL” designates an XO is on-net location in a High Density building. For other response explanations, see the NAPT Data Field Definitions Section.

NAPT Access Field Descriptions – Outlined below are some of the most common fields and a high-level description. For detail descriptions on responses see the NAPT Data Field Definitions Section. NAPT Section/Field Description

Quote Information

Quote Number: Use this number to retrieve the quote.- Pre-Populated

Product Type: Indicates the product the user intends to purchase – Pre-populated

Date: Quote create date. Pre-Populated

Sales Representative: Customer Name – Pre-populated

Customer Name: Customer name entered into the Quote.

Location A or Z Provides details about the requested service location, applies to A or Z location and indicates the following:

Customer Address: Address of the requested service

Serving LEC: Local ILEC Provider.

LATA: LATA into which the service is being provided

LATA Net Status: XO network status within the LATA. Code values are as follows:

OFF - LATA not in XO Footprint.

ON or Forward- LATA in XO Footprint

Customer SWC: Serving Wire Center (SWC) of the customer

XO POP: XO POP that will provide service to the customer. When the Customer SWC and the XO POP match, XO has a collocation in the SWC.

Building Type: How the building is served by XO as follows:

On-Net = XO Net, Wireless On-Net and Private Net (Restricted)

Off-Net = Type 2, Off-Net or Leased Net For detailed description of the fields see NAPT Data Field Definitions.

XO Demarc (Floor/Room): Locations within an On Net building where XO has established POPs. These also represent the Minimum Points of Entry (MPOEs) in a building. Note: Extending connectivity to locations/tenants beyond the MPOE will incur additional charges.

Access Type: Type of connectivity to the building. Main types are Fiber (On-Net Only), Lease Net (Off-Net), Type II (Off-Net). For detailed explanation of the Access Types see NAPT Data Field Definitions.

Network Access Mileage: Mileage on the XO Network.

Pricing Section Provides details about pricing for the A or Z loc along with the Long Haul pricing when applicable. This section indicates:

Circuit: Available circuit speed.

Building: Additional information about how XO services are provided and priced at that location. See NAPT Data Field Definitions for a list of field responses and explanations.

MRC/NRC by Term: Available pricing for that Term. Note: ICB response means that the requested product is not available or is available on an Individual Case Basis.

Quoting XO Protected or Unprotected Point-to-Point Service

Point-to-Point Service is defined as Private Line service between two customer-designated addresses.

To quote Protected or Unprotected Point-to-Point Service, select “Protected Point-to-Point” or “Unprotected Point-to-Point” under Circuit Type, then:

Enter Customer Name

Enter the address for Location A

Enter the address for Location Z

How do I read a Point-to-Point NAPT quote?

The resulting Point-to-Point quote (Figure 7) is similar to the Network Access quote in displaying SWC, POP and Building information for each end of the circuit (i.e. the A and Z locations). This information shows the routing and pricing for the circuit. The output also contains the routing between the XO POPs.

Intralata/Interlata: Indicates the type of circuit that was priced out.

Mileage: Indicates the mileage on the XO Network.

XO DS3 and Ethernet Hub Service A Hub is defined as a centralized DS3 or Ethernet connection sold to a customer so they can sell individual “tails” or network access services to end users in a metro area

***NOTE: The DS3 or Ethernet Hub itself cannot be quoted through NAPT. It must be ordered using the standard Private Line Order Form. NAPT is used for adding the tail/DS1 circuits

Procedure (Use the same procedure for an Ethernet Hub):

Select DS3 Hub (Metro or National depending upon the type of Hub purchased) in the Circuit Type filed.

Enter the address for Location A (the DS3 Hub location where customer will be handed the aggregated traffic)

Enter the end user address for each Location Z (served by each DS1 tail)

How do I read a DS3 Hub quote? Because the DS3 Hub quote is really for each of the tail circuits, NAPT treats each end user site/tail as a separate quote. To access the quotes, perform the following steps:

Click on the Batch Quote ID shown after the Quote is submitted (Figure 9)

The system will then locate the Batch Quote

Click on the Batch Quote ID again (Figure10), to display a listing of the individual quotes for each tail circuit.

Click on the Quote ID for detailed information on each. It is read just like the Private Line quote outlined in this document.

Submitting a Batch Quote Request

NAPT supports quotation of up to 500 individual circuits with a single batch submission. To do this, download a Batch Input Template (using the link noted on the screen –see Batch Input Template). Use the following steps to submit a batch quote request Procedure:

From any NAPT screen, select “Submit New Batch Quote”

The system will display the entry screen shown in Figure 12

Enter the Customer Name, Circuit Type and Circuit Speed

If the batch Quote is for hub end links, select the Hub Multiplexing Type

Click “Browse” to locate the completed Batch Quote Template

Locate the file, highlight it, and click OK

When all entries are complete, click “Submit”

NAPT does not provide notification when a Batch Quote is complete. For instruction on finding a Batch Quote, go to “Finding Batch Quotes” in this document.

Batch Input Template

The Batch Input Template file can be downloaded using the link noted in Figure 12. After clicking the link, the system displays download instructions. Scroll to the bottom of the screen for the file download link (see Figure 13). Figure 13 – Batch Template Download

Completing the Batch Input Template

A sample of the Batch Input Template is included in Figure 14. Figure 14 – Batch Input Template

Use the following procedure to complete the template:

Complete the A and Z address, City, State and Zip Code fields as appropriate noting the following:

o Address: must have valid address o City: must contain valid city o State: must contain a valid 2 character state abbrev o Zip: must only be 5 numbers o End to End Private Line Quotes: must contain both A and Z address information on

each line. o DIA or Ded LD Network Access Quotes: must contain only A address information on

each line (leave Z address information blank).

Note: The NAPT Batch function has a 500 address limit, and will process only a maximum of 500 addresses in a single submission.

In Excel, select File > Save As

Specify the desired filename and folder location

Select CSV (comma delimited) from the "Save As Type" drop-down list at the bottom of the Save As dialogue box.

Click “Save” to save the CSV file.

Follow the procedure under “Submitting a Batch Quote” to upload the file to NAPT

Finding Quotes Below are instructions for finding Individual and Batch Quotes.

Finding Individual Quotes

After submitting a quote, it is stored in the XO database automatically for 6 Months and can be retrieved using one or more of the following search criteria:

Quote number

Sales Rep Last Name (The name listed after the “Welcome User” as shown below )

Customer Name

Date Range To locate a specific Quote:

Click “Find Quote” from any NAPT screen

The system will display the screen shown in Figure 15

Enter one or more of the search criteria listed, then select “Search” Figure 15– Quote Search Criteria Entry

Enter everything listed after “Welcome: User” into the Sales Rep Last Name: field. In this case, enter “Virtual Knowledge” into the field as shown.

Finding Batch Quotes

To find a Batch Quote, create a query from the “Find Batch Quote” screen as shown below.

Click “Find Batch Quote” from any NAPT screen

The system will display the screen shown in Figure 17.

Ethernet over Copper (EoC) and Ethernet over Serial (EoS) Pre-Qualification

NAPT offers Ethernet over Copper (EoC) and Ethernet over Serial (EoS) as Circuit speeds for the following Circuit Types:

Protected Point-to-Point

DIA Network Access

Ethernet Hub End Links EoC and EoS Services are offered at Off-Net locations and require pre-qualification and subsequent verification of the underlying facilities to ensure that they will support the service. To this end, NAPT includes functions that automatically execute an initial pre-qualification check, and provide eligibility information for EoC or EoS resulting quotes. Individual Quote

To create an Individual Quote for an EoC or EoS opportunity, begin a new quote and complete the Individual Quote Form as shown in the “Getting Started with NAPT” section above. NAPT will display specific EoC and EoS Pre-Qualification as outlined below based on the bandwidth requested.

EoC Pre-Qualification Results

The EoC Pre-qualification information is embedded within the resulting NAPT quote. Several points must be noted when viewing this information

Service Availability – The presence of pricing is the key to determining if XO has Ethernet services available at the requested bandwidth. If the system returns a response of “ICB”, Ethernet may not be available or may be available only with certain caveats.

EoC Eligibility – If a circuit is EoC-eligible, NAPT produces pricing for that circuit element. Thus, if pricing is shown in the quote, it is eligible for service and the request can continue to ordering.

Below is a detailed explanation of the EoC Pre-Qualification fields and potential responses.

“EOC Eligibility” - Tells if the address is eligible for EoC:

“Yes” = EoC is available and if priced the order can proceed.

“No” = EoC is not available for the requested bandwidth.

These fields are informational

“EoC CO Status” - Check here to determine if equipment is available. The estimated installation interval can be derived from this field as follows: Equipped = 30-45 calendar days. Eligible = 60-90 calendar days. Not Available = CO is not eligible for EoC. Note that all estimated intervals assume available equipment, copper pairs and capacity.

Pricing/Term Section - provides you with available pricing for the requested bandwidth. If pricing comes back as “ICB”, then services may not be available. For details see the NAPT Data Definitions section of this document.

On-Net Results for EoC and EoS

NAPT provides pricing for SONET-based Ethernet services at On-Net locations. As a result, NAPT considers these locations not eligible for EoC Services. The resulting quote is similar to that shown below.

For On-Net locations, Ethernet pricing is available, but EoC is not eligible. NAPT returns On-Net Ethernet rates for On-Net locations that qualify for Ethernet Services.

On-Net pricing is available to most buildings labeled “ON” or “COL”.

Ethernet 10 Mbps Services

Ten (10) Mbps Ethernet services are available at On-Net and Off-Net locations in EoC, EoS or SONET-Based flavors depending upon the building type. For this reason, when this speed is selected, NAPT provides pre-qualification and pricing results for On-Net and Off-Net for both EoC and EoDS1.

When a request for 10Mbps Ethernet is submitted, the system uses the batch quoting capabilities to price all available types of Ethernet services for the location(s) specified.

a. From the Individual Quote Query screen specify “Ethernet 10Mbps” as the Circuit Type b. Complete the remaining fields in the quote and click “Submit”. c. The “Quote Submission Complete” screen will appear containing a link to the batch quote

number circled below.

d. Select the “Batch Quote ID” link, this will take you to the “Quote Summary” page.

e. Next view the quotes by clicking the link for an Individual Quote or by downloading the Batch Quote file. i. Individual Quote

You can view the individual quote by selecting the “Quote ID” for the desired service ii. Batch Quote

You can download a batch file so you can view all of the results by selecting the link labeled Excel from the Export Options, then Opening the spreadsheet (Note: The spreadsheet will have more detailed information about your request than the Summary Page).

EoC Pre-Qualification Batch Processing NAPT supports batch quote processing of EoC quotes and provides the pre-qualification results within the quote that is produced

1. To complete a batch EoC pre-qualification quote, follow the steps for “Submitting a Batch Quote Request” and “Finding Batch Quotes” as outlined in this document.

2. Open the Excel file as outlined. 3. Review the Batch Quote to determine eligibility as shown below.

Note: This is only a subset of information available from the Batch Quote output.

Understanding “ICB” Results

At times a quote may indicate ICB, when the location appears to “meet” the EoC eligibility requirements. There are several scenarios where a location may not be available for EoC even though it “meets” the EoC eligibility criteria.

Product Availability – Some products such as Private Line and Ethernet Hub End links are only available within the same metro area. For this reason, you may find that EoC 10 Mbps is available for DIA at a location but not for Private Line.

EoC Eligible CO Limitations – Some CO’s require additional review before XO can provide EoC service. In these cases, NAPT will indicate that the site is eligible for EoC; however, no pricing will be available.

On-Net Building w/o Ethernet – There are On-Net buildings that are not Ethernet enabled; for these sites NAPT will return an ICB price.

Wire Foot Distance Too Long – If the Wire Foot Distance for the requested bandwidth exceeds the maximum distance allowed, NAPT will return EoC Eligibility as “No” and the pricing as an ICB. Check the “Ethernet over Copper and Serial Wire Foot Distance Matrix” located in the NAPT Data Field Definitions section to determine wire foot maximums.
