I, Sydney Stephenson, declare:

1. I am an Assistant Planner in the City of Berkeley Planning and Development

Department. My job responsibilities include research, data collection, drafting of maps or

graphic illustrations for presentations, and preparation of staff reports. I am also responsible for

evaluating possible Zoning Ordinance changes, drafting new Land Use Ordinances, and

participating in all facets of Planning Commission meetings, presentations, minutes, and

responding to Commission inquires.

2. I created the maps attached to this declaration, using ArcGIS (ArcMap Version

10.2.2. I first uploaded the World Imagery (provided by the ArcGIS program) as a basemap. I

then used the City of Berkeley GIS data (from the ArcGIS cobsdev2 Server and sde_prod

Database) to upload the Historic Resources shapefile, which is regularly maintained by the City

of Berkeley GIS Coordinator.

3. I created a Definition Query to extract only the Civic Center Historic District

polygon from the shapefile. This resulted in creating the first map (Exhibit A) with only the City

of Berkeley Civic Center Historic District Overlay (Ord. 7370-NS § 1 (part), 2014).

3. Next, I found the PDF of the Sketch Map of Berkeley Historic Civic Center

District (National Historic Register, 1998) and converted it into an image. I uploaded the image

to the map with the Civic Center Historic District polygon. I georeferenced the image using 11

control points, overlaying the National Historic Register Sketch Map (1998) with the Civic

Center Historic District polygon (2014). Then, I saved these maps as a PDF, attached as Exhibit

B.
