Case Summary:

Mr. Belal Ahmed the Managing Director of Ammar Textiles hired Mr. Muhammad Younas as Manager Administration and Personnel to organizing its personnel functions such as reward system, performance management and maintaining labor management relationship systems. However Mr. Younas was more inclined towards maintaining labor management relationships and has no focus on reward and performance appraisals. Despite constant reminders from Mr. Belal the manager was not able to implement and introduce effective performance systems in the organization. This led to his resignation from the organization and Ammar textiles is on the look for a new HR manager.

Questions:

Q: Would you recommend Mr. Ammar to use internal recruiting? Why or why not?

A: We will not recommend internal hiring for the position of Personnel Manager, because there are no employees who possess the required skill set that can be utilized for the position. In my opinion they need a personnel manager who has prior experience in implementing HR procedures and processes like performance reward system, appraisal systems effectively. Ammar Textiles should go for an external recruiting and find a candidate suitable for the position; this will also give them a larger pool for selection and better chance for hiring the right employee.

Q: What options for external recruitment can be used? Justify your choices.

A: There can be various efficient options that can be used for external recruitment, they are as follows

a) Head Hunting: Headhunting is a direct and personalized approach that is made to the individual with a high degree of discretion where particular expertise is sought. In this case it will help them find a person who has the experience and expertise to introduce and revamp the HR procedures. It will save the company time and pin point them to the right candidate. The major aim is to find a person with enough experience in the field of HR and this can be done nest by head hunting.

b) Online Advertisement An advertisement can be posted online to reach the masses and get the word out there, online advertisement on recruitment sites like Rozee.pk and LinkedIn will be beneficial for Ammar textiles as many candidates visit these sites looking for jobs and they can be reached through these online advertisements. These websites also has many filters which can narrow down the short listing process to only relevant candidates.

c) Newspaper Advertisement Local newspapers will find local candidates, with the advantages that they already know the area, have a place to live and won't be distracted by having to assimilate their families, enroll children in school and find their way around. This is a great way to find local candidates who will be settled and motivated to lend their expertise to the organization.

Head the recruitment process for positions in the designated projects and areas. Manage the team in preparing TORs, advertising positions, scheduling interviews,

compile interview record and sending offer letters. Ensure Employee orientation; Strategize and design performance reward /appraisal process Ensure employee and management Implement Employee Performance Appraisals and ensure that they are completed in

time. Implement employee training needs assessment and implementation of the Annual

Training Plan. Ensure that Employee Exit process is followed and documented; maintain and analyze

exit records to compile feedback and identify any trends. Ensure compliance with HR policies and procedures; Suggest improvements and record

related feedback of Employees; Assist in reviewing Compensation & Benefits and propose changes as per market best

practices; Coordinate periodic internal satisfaction surveys and external benchmarking surveys

Selection Criteria Education & Work Experience

An appropriate post-graduate qualification in Human Resource Management , MBA or Post graduate in a related field.

At least 10 years experience in the field of Human Resource Management; Experience of working in a multicultural / international environment;

Superior English Language (reading, writing and speaking skills)
