After the ‘it’s off, it’s on’ confusion of 2011, this years’ Bike Night was organisedby a committee from the village, led by the St Peter’s School Association,Cassington Sports and Social Club, and Cassington Pre-School Playgroup.

With the event growing year on year, the committee took a very professionalapproach, working with WODC and the police to manage the closure of theroad through the village, traffic information, promotion, marshalling and themanagement of stalls and vendors. Rumour has it that this was the biggestever, with an uncorroborated police report suggesting that over 10,000 bikescame through the village.

There is a letter of thanks from committee chair Martin Richie on page 8 but,on behalf of the village, CAWN would like to say thank you to him and histeam for putting on a really great night.

FATHER MARTIN will be on Retreat from Monday 9thJuly for 6 days. Once again he will be staying with theDominican Sisters of St Joseph in the New Forest justoutside Lymington. If you would like advice on whereyou might spend a few quiet days on Retreat, during theweek of over a weekend, with suggestions on how to usesuch time, please do not hesitate to contact him.Remember, you do not need to be a Catholic to do this,or to come to any of our events at St Peter’s.

HELPING IN THE CHURCH Father Martin is stilllooking for someone who could take on thephotocopying of the Weekly Newsletter/Liturgy Sheetand prepare the Church for the weekend Masses. He isalso looking for someone to look after the Graveyardand Grounds. We have people who cut the grass butthere are a number of other important jobs to do forwhich we need an enthusiast!

WATCH OUT FOR ANNOUNCEMENTS ABOUT THEOLYMPICS We will be watching some of the events onour big TV screen in the Tolkien Room and willwelcome anyone who wants to join us. We did this verysuccessfully for the Jubilee Boat Pageant. Expect tea andcake as usual!!

ST PETER’S CHURCH OF ENGLAND CASSINGTON

The Church of St. Peter's is here as a fellowship to worship God, build people up in Christ and share his love with others

Children are very welcome in St Peter's Church. There are some toys and books available at the back of church for younger children to use during the services.

Teenagers are welcome to stay in church or to come to help at Sunday Club.

There is a Youth Club in Eynsham on Friday evenings and various Cell Groups during the week.

Sunday Club is for primary and pre-school aged children.We start in church at 10am and then the children will beescorted by leaders to St Peter’s Primary School and returned to church by 11.20am. We follow current guidelines

for child protection and our leaders are CRB checked.

Over the next 6 months I want to encourage you to pickup the Jubilee New Testament and read through Luke’sGospel (pages 62-100) starting this month with ‘chapters’one to four (pages 62-69). If you haven’t had a chance toread them why not read them now...So, who was this ‘Luke’ that wrote this account of Jesus’

life? Well we know that Luke went with St Paul on thesecond of Paul’s missionary journeys and that he was aphysician or doctor and that he travelled with Paul to theend of early church history where Paul ends up in Rome.Luke wrote his account, or Gospel (which means Good

News), sometime 30 to 40 years after Jesus death. He wasnot Jewish but was an accurate historian. His own statedobjective was to write an ‘orderly account’. Luke also wrotethe “Acts of the Apostles” which is the account of the veryearly church that comes after the four Gospels in theBible.Much of the first two chapters of Luke you may well

find familiar as the Christmas story and, talking with eye-witnesses as he did, it is reasonably believed that Lukeobtained much of these two chapters directly from Jesus’mother Mary. We have the account of the birth of Johnthe Baptist, the visit to Mary of the angel Gabriel, Jesusbirth in Bethlehem and the visit of the shepherds.(Although not the visit of the Magi (or wise men) whichcomes from Matthew’s Gospel.) Luke then continues withJesus’ presentation at the temple as a baby, by his parents,and the only account of any incident during his growingup where he is ‘lost’ by his parents but found at thetemple.Luke includes several songs in these chapters that you

might find familiar if you are used to the Book ofCommon Prayer. These include the beautiful song of

Mary starting, “My soul glorifies the Lord...” (sometimescalled the Magnificat) and the song of Simeon at thetemple starting, “Sovereign Lord, as you have promised,you may now dismiss your servant in peace....”(sometimes called the Nunc Dimittis.) There is so muchhere to investigate but time and space limit us.Luke moves us on in Chapter 3 to Jesus’ baptism (as a

man) in the river Jordan by John the Baptist. At Jesus’Baptism Luke records the Holy Spirit descending on him‘like a dove’ and God confirming him as his son in whomhe is well pleased. This baptism acts as a sort ofcommissioning of Jesus for his work ahead but alsoaffirms Jesus as the great messianic hope of the Jews. Theone that the whole nation were waiting for.We then have Luke’s account of Jesus’ fasting in the

desert and being tempted by the devil but Jesus comesthrough this ‘trial’ and, by it, made ready for his ministryand purpose.Finally in these chapters we have the beginnings of

Jesus ministry and, in his own town of Nazareth, Jesusgoes into the synagogue and reads from the scroll of theprophet Isaiah (part of the Old Testament).‘The Spirit of the Lord is on me, because he has

anointed me to proclaim good news to the poor. He hassent me to proclaim freedom for the prisoners andrecovery of sight for the blind, to set the oppressed free, toproclaim the year of the Lord’s favour.’This is Jesus setting out his messianic manifesto for the

rest of his ministry. But how will he start to do that? Read on Chapters 5 to

8 (pp 69-76) and we will look at those next month.

Dear All

Cassington Bike Night 2012 isover and what a night it was.This year’s Bike Night was thebiggest one yet and with noissues or incidents, it really is a credit to the wholevillage that turned out to help and support this annualevent.

There are too many names to mention everyone;however it is important to mention some specificindividuals who made this event such a success.

I would like to thank the committee that was formedback in February of this year. Kathryn Humphris tookthe roll of Secretary and has been fantastic at keeping uson the straight and narrow. Lorna Mills is Treasurerhowever Lorna has been far more than just the personwatching the purse strings. Gareth Want stepped up asthe Site Manager and hasn’t stopped for weeks. Finally I need to thank David O’Donnell who pitched in as ourSafety Officer but did so much more than just watch ourbacks.

I would like to thank everyone who volunteered tomarshal, bucket shake, flip burgers, set up and clear up.It would not have been possible to run such a large eventwithout your help.

Personally I would like to thank Raoul Ospina and DaveFerrier. You may not have seen the two of them on thenight because they marshalled the A40 road closure.This was a horrible task and very hard. In many respects,the way they managed the road closure was going to bethe make or break of the event. I would say they got itright. I would also like to thank Kym Hubbard who stood onthe T-junction leading to the school all night. Kymprobably marshalled and controlled the flow of almostevery bike that came to the event.

The school BBQ this year was a huge success. Theyshowed the professionals a thing or two. We need to saythanks Ruth, Sara, Julie, Suzanne and Flora for theirfantastic organisation.

Last few thank-you’s ... Lucy Brinicombe for managingour press releases; James Clarke for help with all theprinting and donations of T-shirts and vests; DanBakewell for doing that ton of laminated signs.

I could go on, but you must be bored already.

Our June meeting was an open one and we were delightedto see so many there including some pupils from theschool, probably because our speaker was Sonia Turnerwho brought along four stunt dogs. Sonia works for GillRaddings ‘Stuntdogs and animals’, they train animals byfood incentive - she had a bag of little bits of frankfurtersausage for the dog’s ‘wages’.

The first dog we met was Tug, a border terrier. Second wasTori, a King Charles Spaniel who appeared in ‘YoungVictoria’ as Dash. As a demonstration she showed howthey get the dogs to act as if they belong to actors by

asking Rebecca to walkup and down the hall,and when she told Torito go with her she didand duly got her wages.The next dog was Sykesa rescue dog whoappears in MidsummerMurders as well as inmany films, adverts andother televisionprogrammes. A star oftheir company and actslike a star. The next dogwas Dodger, also arescue dog and camefrom the Dog’s Trust.

He appears as ‘Buddy’ in Doc Martin among other shows,adverts and films. This dog demonstrated lots of his‘tricks’ for us. They all certainly had the ‘wow’ factor.

Sonia’s aim was to demonstrate that these dogs weredoing these tricks and acted because they like it and notunder duress, which I believe she did. She said all theirdogs live with families and in their homes when working.The boss, Gill Raddings, doesn’t allow any dog to go intokennels, so when the families go on holiday the animalscome to the trainer’s homes.

She was thanked by Rosemary Nailer for her interestinginsight on how these dogs and animals are trained.

After the raffle was drawn and refreshments served, theguests left. Janet Nattrass and Jane Cook chaired themeeting, the minutes were read for the May meeting.Rosemary Nailer read the delegate’s report from theNational AGM, they tried during that meeting to breakthe record for the largest number of people knittingtogether in one place and will find out soon if theyachieved their aim.

Final arrangements were made for bike night. Our Augustouting will be on the 16th August to Broughton Castle.

The next meeting is on the 19th July when Carol Huntwill tell us how to “Re-invent your wardrobe.”

JUBILEE CELEBRATIONS – Despite the weather, Cassington came out in numbers to celebrate the Queens DiamondJubilee. The weekend kicked-off with a sell-out concert in the Village Hall on the Saturday night with a Jubilee-themedcelebration in music and song. The evening was compered by Mike Linnell, catered by the WI, planned and conductedby the apparently tireless Elspeth Ferriday; featured the Cassington Consort, Cassington Singers and Junior Singers, andthe Sacred Music Group, plus musical performances from Lorna Petty and Lily-Rose Harvey on flute, a return to the 50swith our own Rockin’ Rev., monologues from Elspeth Ferriday and Bryan Partridge; and was rounded off with a round-Britain sing-along. Thanks to the poor weather, Sunday saw the various events planned for the school grounds movedindoors, with an uplifting and well-attended Songs of Praise in St Peter’s Church followed by the Big Lunch in a packedVillage Hall. The family fun-day moved to the marquees in the Red Lion Garden on the Sunday afternoon, who alsoplayed host to a relaxed wind-down day, with bouncy castle and barbecue on Monday. Thanks to all who made it happen.

Minutes of a Meeting held in the Village Hall at 7.30 p.m. on Thursday7th June 2012.

Present: Cllrs C Wilkinson (Chair), O Rock, B King and A Thomas.Cllr L Poole, Cllr P Kelland (WODC) and the Clerk David Casey. Inattendance one member of the public.

APOLOGIES Cllr P Clague and Cllr E James (WODC).

DECLARATIONS OF INTEREST

The Chairman explained that any personal or prejudicial interest in anitem should be declared.

MINUTES OF THE PREVIOUS MEETING OF THE PARISHCOUNCIL

The minutes of the meeting held on 3rd May 2012 were agreed.

MATTERS ARISING:

a) Neighbourhood Watch – report from the Safer West Oxon website:The Clerk reported that the June report was not yet available.

b) Cassington Burial Ground: The Clerk reported that Frank Nelsonhad responded to the council’s request for a volunteer to empty thewaste bin in the Burial Ground. After discussion about an excess ofwater bottles in the waste bin it was Resolved that a notice should beplaced on the bin and in Burial Ground notice board asking visitors totake empty bottles home. A letter of thanks is to be sent to Mr Nelson.

c) Arrangements for distribution of Jubilee coins: This was discussedand it was Resolved that Cllr Thomas should liaise with the HeadTeacher of St Peters School to discuss arrangements for distribution ofthe coins to pupils with a councillor in attendance. Cllr Rock said thata notice had appeared in CAWN asking parents of children notattending the school to contact the Clerk if they required a coin.

d) Jubilee expenses: Carolyn Hinton had written requestingreimbursement of Jubilee expenses of £153.48. It was agreed to meetthese costs as discussed at the last meeting and for a cheque to bepassed to her subject to presentation of receipts.

e) Village Hall Car park and Conce Walk: A quotation had beenreceived from Steve Long for works to extend the car park andinstalling posts along Conce Walk. This was discussed and it wasconsidered that as only a few additional spaces would be gained therewas no benefit in extending the car park given the cost involved. It wasResolved for councillors to carry out a site visit to consider the locationof posts along Conce Walk and report back to the next meeting.

CORRESPONDENCE

a) Affordable Housing in Cassington. A letter had been received fromFyonna MacEwan of WODC which outlined the government’s newNational Planning Policy Framework. This would have the effect ofallowing two market housing units to be built in addition to eightaffordable units at the Yarnton Road site. Blenheim Estates would haveto justify to WODC why the market housing units were required aspart of the development. This was discussed and concerns wereexpressed about the change of rules although there was support inprinciple for additional housing in the village.

It was agreed that Cllr Wilkinson and Cllr Rock would attend ameeting with WODC on 5th July to discuss the process of allocation ofaffordable homes and report back to the next meeting.

b) New Code of Conduct:WODC has written asking the council toadopt a new code of conduct. It was Resolved that code of conductadopted by West Oxfordshire District Council be adopted for membersand co-opted members of Cassington Parish Council with effect from

1 July 2012,or other such date as may be specified in the regulations toreplace the code of conduct.

c) Request for donation to Air Ambulance Berks, Bucks and Oxon.This was discussed and it was Resolved to make a donation of £100 inrecognition of the vital charitable service carried out.

d) Oxfordshire Minerals and Waste Plan. The county council haswritten asking for comments on this strategy document beforesubmission to the government. It was Resolved to consider this indetail at the mid month planning meeting.

e) Invitation from Highways to carry out a parish walk: This wasdiscussed and the idea was welcomed. It was Resolved for councillorsto survey the village and identify road and footpath problems in thevillage and bring these to the mid month planning meeting. Asubsequent meeting would then be arranged with Highways to discussaction.

Cllr Kelland referred to the county council’s Area Stewardship fund forminor improvement schemes to footpaths or roads. Cllr LouiseChapman (OCC) should be contacted if the parish council wished toput forward any proposals.

f) Localism and Parish meetings forum.WODC has written askingfor invitations to this event on 4th July. Nominations will beconsidered at the midmonth planning meeting.

REPORTS FROM COUNTY, DISTRICT & PARISH COUNCILLORS

Cllr Poole and Cllr Kelland had no significant news to report.

Cllr Wilkinson reported on the minutes of the Oxford London Airportconsultative committee. Concern was expressed about the about theimpact of proposed wind turbines on radar systems. The number offlight movements was still small compared to previous years.

QUESTIONS FROM THE PUBLIC

Roy Partridge reported on various tidying up of the village green andwar memorial.

PLAY AREA/ FIELD

A report was received from Robert Hicks Associates outlining minorissues with the play equipment and gate. The Clerk reported that acouple of fencing rails were missing and he had asked Witney Weldingfor a quotation for their replacement. Cassington Landscapes hadprovided a quotation of £64 for weed treatment to the play area. It wasResolved to accept this quotation. It was a reported that the grassneeded cutting and the Clerk was asked to contact the Sports andSocial Club to get this done.

FINANCE

a) Payments: It was Resolved to make the following payments afterconsideration of the budget available:-

Clerk –Salary & Expenses for April and May £590.16

HMRC payment £123.40

Village Hall Invoice from May to November 2012 £112.00

John Hicks Associates inspection of play area £56.40

St John Ambulance £200.00

Rees Russell Audit fee - a maximum of £280.00was agreed

C Hinton reimbursement of Jubilee costs of £153.48 was agreed subject to receiving receipts.

b) Approval of 2012 Annual Return, Annual accounts, RiskAssessment and Statement of Assets.

Cllr Wilkinson referred to the above documents which were previouslycirculated by email. The Annual return was circulated again at themeeting and it was Resolved that the Annual Return, Annual Accounts,Risk Assessment and Statement of Assets be approved. The AnnualReturn was duly signed by the Chairman and Clerk as ResponsibleFinancial Officer, a copy of the Annual Return will now be placed onNotice Boards.

c) Audit Commission consultation on appointment of externalauditor

The Audit Commission has proposed that BDO Stoy Hayward beappointed as the parish council’s auditors. Cllr Wilkinson said hewould write to the Audit Commission pointing out that the councilwere still in dispute with BDO over last year’s audit. Hopefully thiswould be resolved before BDO were to be reappointed in September.

PLANNING

a) Planning applications: None received

b) The midmonth planning meeting was agreed for Thursday 21 Juneat 7pm at Oalf Rock’s House.

ANY OTHER BUSINESS

WODC has written asking for comments by 29th June on anapplication to vary the premises licence at Cassington Village Hall. Thechange involves earlier opening hours and a request for the sale ofalcohol on certain occasions. It was not clear how the hall would besupervised at these events. It was Resolved to ask the JohnHemmingway if a representative from the Village Hall Managementcommittee could attend the mid month planning meeting to explainhow the new licence would be managed.

A letter was received from the County Emergency Planning Officerasking for information about the council’s arrangements in the case ofsevere winter weather. It was agreed to send a copy of the parishcouncil’s Emergency Plan.

This was agreed for Thursday 5th July 2011.

There being no other business the meeting ended at 9.45pm.

Now then, all I say is not for accolades, just pointing out things thatneed doing in an effort to keep the village tidy ...

War Memorial. Thank you Susan Partridge for growing theGeraniums and planting them out, with the aid of Andy Evans whodug it all and cleaned it up also adding a bit of dung. Thanks to myfamily who run the business now, for the loan of Andy enabling thiswork and helping me on the green. Now a big thank you to Mr & MrsCropper for watering the plants for Susan, also for getting the grasssuch as it is mown, amongst all the moss, this is another problem, thatwill have to be dealt with in the future.

Village green. I have now got this reasonably under control, thank youto David Woodcock for strimming, and some kind person for mowingaround the phone box etc. For the second time because of the highwinds I have had the problem of clearing the branches etc from thegreen. We had stick pickers way back, thank you Brian Partridge forhelping also June Partridge my wife who helped me on Saturday the9th of June, this is the second trailer load I have had. I have now cutback and poisoned the Elder tree that was digging under the schoolwall by the notice board. The school has a problem with the weedgrowing through the wall by the notice board. Andy cut out all thatwas coming through the wall 18 inches across the cement by the noticeboard, also, he cut back the bramble encroaching on the Conce Walk. Iseem to be the only person that cleans up the curb as the road goesinto the school, I do this for each Bike Night, it helps fill the hole upwhere the large tree was taken out. Unless people don’t know themoney that the Parish Council pay for mowing the green goes towardsthe British Legion.

Village Hall. I am not saying this for accolades, just the fact no oneseems too take a pride in the Village, I swept up in front of the VillageHall before the Jubilee Celebrations, they now want to get the greenbin emptied, the bottles are now spreading, it looks a proper mess, I trykeeping the grass cut around the Hall which we are given a donationtowards the British Legion, for the Poppy Fund, another problem, theWest end of the hall, where I think the fire escape is, this is a completemess, sorry I am not going to tackle this, does no one see these thingswant doing, the salt box has not helped with grass cutting.

Church. With a first class flower display etc in the Church no oneconsidered the mossy gates, I usually weed kill the paths, old age andthe wet beat me, I managed the two main paths, it could do with someone with a paint brush, now I have washed the gates off.

Lower Green. I am not sure who keeps that mown, a big thank you, italways looks good. Also thank you to all other folk that mow otherparts, I know it is a permanent problem.

Please forgive my moans. We do love this old village, we are a bitremote, do not get news of what happens, it was a shock to know thatAnne Farncombe had passed away, what a loss this is to the village, shedid me a wonderful painting of the village green, with war memorial inthe background, also, would some one please let us know when thereare cortèges going by, as we are not radio listeners.

Come on folks, the This Is Your Turn, is a good idea, I said to Olaf itwill fall down when it comes to down, to the volunteers to carry outsome of the work, don’t prove me right. Sorry for being a moaning oldmenace, way back we had a good group of volunteers, the problem iswe are all aged and getting unable to do much.

Now then some praise, Thank you to Mandy Constance and theCassington Players for their professional performance of Darling BudsOf May. Then thank you to Elspeth Ferriday and her wonderful teamfor the Jubilee Show, it was good to hear the audience join in withgusto. Then thank you Roger Aston for a real excellent Family SongsOf Praise, it was good to hear the congregation join in as if they meantit. Another thank you to the people that organised the Jubilee Lunch,what a wonderful get together.

I know I have missed out a lot of people, sorry about that, you see I amnot all moans, I hope people will speak to me after this!

JULY 2012

The summer is always abusy time of year forschools with manyactivities taking place.Our swimming sessionshave unfortunately beena little curtailed by theinclement weather sowe are hoping for a

drier July. The pool is a wonderful asset to theschool and we try to make as much use of it as wecan. The impact of our swimming programme canbe seen in the high level of swimmers and theconfidence shown by all children in the water.

Bristol Zoo

Our whole school trip this year was to BristolZoo. We are very lucky to have a generousbenefactor who pays for this event. It was awonderful experience which everyone thoroughlyenjoyed. We booked a ‘Rainforest Experience’ foreach class which was led by the education teamat the zoo.

As part of this experience we were able tohandle whistling cockroaches, touch a huge stickinsect and smooth a snake. The children thoughtit was wonderful and the staff bravely satthrough the experience! The zoo itself has plentyto do with manyanimals to see indifferentenvironments.The visitprovoked somecareful thinkingabout why therewere no largeanimals at thezoo and theethics ofkeeping animalsin confinedspaces.

Festival of Voices

We have taken part in three major singing eventsthis school year: the Youth Prom at the RoyalAlbert hall, the Big Christmas Sing at OxfordTown Hall and the Festival of Voices atDorchester Abbey. Willow Class had beenpracticing for weeks and our choir had alreadysung some of the songs during the Jubileecelebrations in Cassington Village Hall. The eventlasts for a week with about ten primary schoolstaking part each evening. The Abbey is a glorioussetting and the combined voices of the childrennearly lifted the roof – it certainly raised thespirits of the hundreds of parents who werewatching.

Farewells

Next month we will be saying goodbye to threemembers of staff. Mrs Jan Roberts is retiring.She has been at the school for four years,teaching part time in Willow Class. Mrs JanetteRatcliffe has been with us for two years andtaught Willow Class part time. We are also sayinggoodbye to Mrs Sue Ashdown who has beenworking as a temporary teaching assistant inMaple Class. They will all be missed.

Bike Night

By the time this is published Bike Night will beover. I do feel though that I should say thankyou publically to the committee without whomthe event would not have happened. I especiallywant to thank Martin Richie who wasinstrumental in organising and choreographingBike Night. Comments sought on Oxfordshire’s waste strategy

In 2006 Oxfordshire councils came together asOxfordshire Waste Partnership (OWP) to set out howthey planned to increase recycling and improve wastemanagement across the county through a Joint MunicipalWaste Management Strategy.

Since then, massive improvements have been made inrecycling with Oxfordshire becoming one of the highestperforming counties in the UK. After suchtransformations in waste management, OWP is nowseeking suggestions on its policies in a strategy reviewconsultation.

The consultation is an opportunity for Oxfordshireresidents to consider the councils’ waste managementpolicies up to 2030 and OWP is asking a series ofquestions to seek views on each of the policy areas.
