We’ve had a number of projects start without approval or consideration by the Environmental Control Committee (ECC). is is creating a huge issue for the ECC members who are often pressured to rush the reviews thru the process, which is not in keeping with our Bylaws. ey are volunteers just as we Board members are. Some days they spend 4 or more hours trying to sort thru things so that contractors don’t have to stop work. e Declaration of Covenants, Conditions & Restrictions (CCR’s) attached to your title give the ECC 15 days to meet to discuss any proposed changes, then a full 30 days to render a decision. It also gives the Association the legal authority to reject changes and remove modifications made without ECC approval, we don’t ever want to end up there, but it has happened. is spring there seems to be many residents electing to install solar panels and while most solar panel companies know they need approval from HOA’s, some don’t seem to care. Recent legislation allows residents to install solar but how and where it is installed is still controlled by the HOA’s CCR’s which are attached to your deed. We want to encourage the neighborhood to embrace solar power but we need to be part of the process, so please keep this in mind as you consider exterior modifications to your property. If you speak to a contractor selling solar and they don’t ask about the HOA, it is your responsibility to let us know. e ECC forms are on the website. As a reminder, please don’t trim oaks between January and July as they are at risk for Oak Wilt disease. e oak wilt is spread by sap beetles that are attracted to fresh cuts on the trees and all they have to do is walk across the open cut to spread the Oak Wilt Fungus. From there the disease can spread via roots from tree to tree, wiping out whole blocks in a matter of a few months. As I have walked around the neighborhood recently, I’ve noticed there are a few yards in the neighborhood that have been neglected this spring; if you are having trouble finding good yard contractors, contact Jesse or look up Pro-Scape, they have done a wonderful job maintaining our neighborhood over the years. e weather should be warm enough to start swimming soon, we hope to do some cleanup around the pool this month and things should be set to go by the first of May. The Environmental Control Committee shall render its decision within thirty (30) days after this meeting, either approving the plans or disapproving them, in the latter case making specific reference to those features which caused the disapproval. Approval may be conditioned upon completion within a specified period of time…”

What is the ECC Process?The one-page Project form can be found on the CMHOA

website (www.catmountainhoa.com) and sent to our Association Manager, Jesse Chargualauf. The ECC also requests any detailed information that might be helpful in the review (ex: descriptions; sketches/ drawings; pictures from solar panel company of where they plan to install panels; paint colors). For new construction homes or major modifications to existing residences, architectural drawings should accompany the proposal.

There is a great handout on the website called Architectural Guidelines and Standards which should be reviewed before planning any Lot improvements. Basically it answers many questions—as how high can my fence be?

When does the ECC meet?Meetings are held on the 1st and 3rd Mondays of each

month at the Clubhouse. Special meetings are called as needed. Homeowners are welcome to attend.

What has been done in the neighborhood in the last year? The ECC reviewed and approved 38 Proposals including:• repainting same or different color to the exterior of houses• new roofs-same or different color or material• solar panels (many neighbors are making this investment)• new decks/deck modifications, as extensions• new garage doors or color changes to existing doors• fences—new, modified, repairs• walkways and handrails• new screened porches• wood/siding repair of extensive water damage to the exterior

of homes• new construction homes• landscaping• lightening rod systems to the roof (some neighbors have had

lightning strikes in our area)• playscape addition

Swimming Pool:Please remember the pool is for the use of Cat Mountain Residents

and their guests ONLY. If you chose to hold a child’s birthday party, end of school bash or any other gathering at the pool we ask that you let Jesse know ahead of time. It is unfair to others for large groups to just show up, use the pool and leave it dirty without alerting the HOA manager of their plans. Large groups also adversely affect the chemical balance of the pool. We have had to close the pool until Jesse could come back on his day off to re-clean the pool after an unannounced large group has attended.

Also, don’t forget, there is no glass, pets or smoking allowed inside the pool fence (all for your safety). Please do not eat in the pool as dropped food attracts insects and clogs the drain. There are also no private swim lessons allowed. It is unfair for one person to reserve a section of the pool for private swim lessons in a public pool. I hope everyone understands. Please remember to also take your trash with you as the clubhouse trash & recycling bin is for business use only.

If you see anything in the neighborhood that needs attention or maintenance, please contact me. Pool keys are also available for a $10 deposit.

that interfere along the sidewalks or roads, please let me know.Tennis Courts:

Don’t forget to come by and reserve your court on the tennis court sign-up sheet in my office. Tennis court keys are available from the manager for a $10 deposit.

Charlene Casillas moved to Austin in 2005 after years of driving thru Austin and always thinking Austin was a beautiful, one of a kind city.

She is the oldest grandchild (on both sides of the family) and is originally from Kearny, Arizona where her Grandfather worked in management at the Kennecott Copper Mine and her father, Charles, was the first postman in Superior, Arizona and owned the local musical instrument store. Her father also played lead guitar in his band “Charlie and The Rivals” and was the president of the Los Reyes social club. Her mother, Jessie was a girl state recipient, the Pioneer Days Queen and headed her social club.

After completing the FBI Academy in Washington, DC; Charles and the entire family were transferred to California where he served as a United States Postal Inspector where he investigated criminal, civil, and administrative violations of postal-related laws, often using forensics and cutting-edge technologies. Meanwhile, Charlene took advantage of the opportunity to host her first talent show while in kindergarten. This was the first sign that she was destined for a life on stage with a mic in her hand.

The family later relocated to El Paso, Texas where her dad was focused on the war on drugs in a border town. During elementary school, Charlene was a member of the Girl Scouts of America, participated in numerous volunteer projects, dance recitals and competed in and won the title of Little Miss El Paso.

The family was then transferred to San Antonio, Texas where her father continued as a postal inspector and post master for the USPS and her mother took a position as Senior Vice President at Frost Bank. Charlene was in the band in middle school and graduated from James Madison High School where she was a member of the school’s student council, debate team, campus life-youth

Meet Our HOA Social Coordinatorfor Christ organization, senior girls, law enforcement, art club, Spanish club, pep squad & dance team (where she was one of the few to perform on the field all four years).

Upon graduation Charlene studied fashion design at Bauder Fashion College while attending the University of Texas at Arlington school of design. She quickly became a part of the social scene in both Dallas and Fort Worth as part of the Delta Beta Chi Sorority, Little Sister to the Sigma Phi Epsilon Fraternity, voted best dressed, asked to design the graduation program all while working for Esprit at the Dallas Apparel Mart and coordinating student trips to the Texas Ranger Baseball & Dallas Cowboy football games.

After college, Charlene returned to San Antonio where she worked in the Credit, Marketing & Public Relations department at Frost Bank. There she helped form the Frost Bank Volunteer Corp “The A-Team” which does volunteer work throughout Texas and is still today. While there, she was also chosen to be a mentor to underprivileged elementary school students, “Marketeer” of the year and a loaned executive for the United Way of America.

She left Frost to become the Special Events Coordinator for Dillard’s Department Store and traveled throughout her region with numerous celebrities, athletes & role models. When the Dillard’s Regional Office was moved to Fort Worth she decided to stay in San Antonio and continue her career in events.

She worked for a local concert promoter and soon traveled on tour with Latin artists Juan Gabriel, Luis Miguel, Alejandro Fernandez & Raul DiBlasio just to name a few. While on tour she met the Talent Executives at The Telemundo Network who soon asked her to become part of the coordination team for numerous live television productions including: The Latin Billboard Music Awards, Latin Rhythm Nights, The unprecedented “¡Celia Cruz: Azúcar!” tribute to the queen of salsa. While in Miami she also worked for the production teams on the Red Bull Flugtag challenge and the Source Hip Hop Awards.

Soon after realizing she had the “gift of gab” she was asked to audition for a hosting position on the National ABC Saturday Night TV Show “Tejano Country” not only did she get the job she was soon hosting the Tejano Music Awards, another television show “Radio y Musica” and the working red carpet at the Latin Grammy’s. She thanks her Grandmother for forcing her to practice her Spanish growing up which was so valuable during this time her life!

for Mexic-Arte Museum and the Travis County Expo Center. Recently she has been appointed as an Election Judge for all Travis County Elections, worked on the television show “Bullionaires” for the History Channel and is a talent coordinator for both the Miss USA and Miss Universe pageants. Charlene also volunteers her time with the Center for Child Protection, Dell Children’s hospital and several food banks.

When not working she enjoys spending time with her honey Bryan Harter, his daughter Sydney and her two God Daughters Caitlyn & Alexandria. She also loves attending all types of sporting events, especially cheering for her home town San Antonio Spurs, her ever faithful Dallas Cowboys, attending F1 races and spending time laughing and dancing the night away with her friends at live concerts! She also loves camping in the Texas hill country, hopping on the back of Bryan’s Harley to explore Austin, and traveling to one of her favorite vacation spots such as Cabo San Lucas, Mexico and skiing in Park City Utah & Vail, Colorado.

Most of all she loves spending time with all the wonderful people she is lucky to have met throughout her life.

She feels very blessed to live in a community where she is surrounded by such friendly, interesting people and is especially grateful for her neighbors in her cul-de-sac.
