2015 has been a hectic but rewarding year for ASPRI. In past 12 months, we have been channelling our effort towards our new Vision “To be a Visible and Credible Partner in the Process Industry”.
Thus, we have been forging collaboration with new and existing partners to bring more value-added activities and benefits to our members. We connect our mem-bers to more business opportunities and through networking event as well as work-shops and seminars.
ASPRI serves as a platform to the government agencies for key of imporatance to the industry issues on business viability, profitably and future competitiveness. We also engaged key industry stakeholders to embark on industry initiatives collec-tively under Process Construction and Maintenance Management Committee (PCMMC) and Productivity Council (PC) so as to propel the growth of the industry.
Moving forward, ASPRI will continue to strive to influence and engage the rele-vant stakeholders and enably to thrive members in the ever global changing environment.

Industry News
The LED Scheme aims to help pioneers and early adopters with breakthrough ideas to result in More Lean Manpow-er, Stronger Singaporean Core and Higher Quality Workforce. The scheme will be piloted for two years, from 1 October 2015 to 30 September 2017.
To support its upgrading efforts, firms could tap on existing assistance schemes such as the Capability Development Grant by SPRING Singa-pore, Enhanced iSPRINT by IDA and Inclusive Growth Programme by e2i. Moreover, an inter-agency LED task-force comprising various Government agencies will help companies in a coordinated manner to tap on rele-vant assistance.
Lean Enterprise Development (LED) Scheme
The LED Scheme is open to SME (as per SPRING’s SME eligibility criteria) and priority will be given to projects which have the potential to scale to create transformational change for their respective industries.
Proposals which involves group of com-panies and/or are endorsed by the relevant industry association or union will also be given priority.
Changes to Manpower Policies
After years of relentless pursuits with the relevant government authorities, ASPRI is happy to see its effort into fruition.
Manpower Minister Tan Chuan-Jin has announced some changes in the man-power policies with regards to the Process Industry.
1. Few changes that affects the Process Industry are such that, process workers are allowed to drive as a secondary job function with effect from June 2015, subject to a cap.
2. With effect from 2017, the monthly salary for skilled worker must be at least $1,200 in addition to skills test certification or two years working experience.
3. Experienced work permit holders are now allowed to change their employers without being repatriated to their home country.

To network is to make things work ...
This year’s Golf Tournament & Dinner held at the prestigious Sentosa Golf Club, received an over-whelming response of 36-flights and up to 150 participants.
As one of ASPRI’s annual events, the Golf Tour-nament provides our members with an efficient networking platform to socialise with potential partners in the Process Industry, followed by a Golf Dinner in a well contained networking arena with beers and wines. It is designed to offer our members an opportunity to meet seasoned big players in an informal context, and to build and maintain strong circles of con-tacts.

On Wednesday, 15 July 2015, ASPRI held its Annual General Meeting (AGM) at Jurong Country Club (JCC). The AGM commenced on time when the quorum was achieved.
The AGM proceeded with the 10th Executive Council giving members updates and feed-backs on the preliminary plans of the ASPRI-Westlite Dormitory - Papan and respective industry’s initiatives in the pipeline.
Issues such as improving productivity and creat-ing higher value chain for the industry were actively discussed on the ground in tackling the upcoming economy downturn.
Giving back to the society ...
ASPRI has been a committed charity partner with Kidney Dialysis Foundation (KDF) in the provision of charity fund and platform for the past consecutive years at the Annual 7th Lunar Month Celebration.
Despite the industry slowdown on this 18th organising year, a honorable sum of $10,018 and $20,000 were raised for KDF and Taman Jurong CCC respectively.
Together with representatives from EDB, SPRING and JTC, more than 500 participanting members enjoyed the dinner and the opportunity to reconnect friends and new acquaintances from the Process Industry.

With the initial motive of ASPRI Youth Committee (YC) in engaging youths from the Process Indus-try through annual futsal sports event, an extended invitation to all member companies with no age limit received a subscription that surged up from 16 teams to 24 teams since last year.
To accomodate up to 250 participants for the Futsal Tournament held at Kovan Sports Centre this year, ASPRI had its ground exclusively booked for the event.
Competing all teams up the hierachy chart, team JML-Blues-A from JEL Maintenance Pte Ltd was crowned as the champion for ASPRI 3rd Annual Futsal Tournament 2015.

Industry Initiatives Sharing ideas, opening door to success ...
An exclusive, invitation-only industry forum where the top management of companies in the Process Indus-try congregated to share and gain valuable updates of the productivity improvement in Jurong Island.
This formation of PCM management committee that consist of key personnel from ASPRI, government agencies and plant owners shall play an important role in Singapore’s productivity improvement.
Besides, a quick run through of the renowned ASPRI-Westlite Dormitory-Papan with integrated train-ing facility of 7,900 bed-space that has kicked off with a groundbreak ceremony on 18 March 2015 with ASPRI’s Advisor, Mr Lee Yi Shyan (Member of Parlia-ment, East Coast GRC) gracing the event.
Productivity is about creating impact ...
In order to ensure the long-term competitiveness and sustainable growth of Jurong Island, ASPRI recognised a strong need to improve its infrastructure in order to benefit both the plant owners and its members as government agencies have embarked on the Jurong Island Version 2.0 (JIc2.0). This initiative aims to strengthen the robustness of the current system and to further optimise the existing scarce resources of exploring integrated innovative solutions.
In order to serve its members better, ASPRI had worked with JTC through dialogues and site visits exclusively for our member companies. As such, look-ing into enhancement of Jurong Island’s amenities such as better quality food, bus services (715, 716 and 718), and a dedicated maintenance hub.
We rise by lifting our members ...
ASPRI carries out activities and workshops aimed at bringing values for its member companies, and at the same time boosting a stronger link with partners from various agencies. The collaboration with SME Centre@ Singapore Manufacturing Federation(SMF), WDA and AJP Advisers Pte Ltd in 2015, had equipped its member with useful insights to improve and relook into their day-to-day management of their company from a refreshed perspectives.
On top of that, the Assocation strives to constantly help its member companies to tap on the $2 Billion National Productivity Fund(NPF) as introduced in Budget 2010, so as to improve productivity, redesign their work processes and retain local talents.
Strengthening the safety culture ...
ASPRI is committed to ensure the safety and health of its member companies workforce and believe that all incidents are preventable with implementation of best practices. Annually, ASPRI works closely with Workplace Safety and Health Council (WSHC), in organising the Innovation Award to instill a strong foundation in ASPRI mem-bers’ safety work culture, as well as increasing organisation and workers’ productivity.
This year, one of the Gold Award winners of WSH Innovation Awards goes to our member compa-ny, Kaoson Integrated Engineering Pte Ltd.

Engage
My experience of joining ASPRI over the last few years has proved to be enjoyable and meaningful experience. It gives you in road into the process industry as a whole, by ASPRI actively engaging members and all other stakeholders through fun and purposeful events. From multiple networking sessions, industry updates, dialogues and seminars, there are many opportunities to stay connected to the industry and grow as a person. Through time, l have been impressed with the dedi-cation and commitment of the organisation to improve the industry as a whole; ASPRI engages, motivates and steers the industry as its rock and foundation.
As with most organisations, the pleasant experience of working with ASPRI is with its people; the secretariat and leadership committee. For anyone join-ing ASPRI, l have no doubt the transition and journey will be an enjoyable, meaningful and fruitful one.

ASPRI-Westlite Dormitory-Papan
ASPRI-WESTLITE Dormitory – Papan, the long awaited �rst Dedicated dormitory for the industry that has been designed with an intergrated training centre is expected to be completed by June 2016. The 7,900-beds purpose-built workers accommodation is strategically located at Jalan Papan with convenient and fast access to Jurong Island.
The key highlight is ASPRI’s Integrated Training Centre (AITC). As Singapore’s �rst approved Process Construction and Maintenance (PCM) foreign workers’ dormitory with an integrated training centre, it will be built to provide heavily subsidised training courses to our PCM foreign workers. This shall be in line with our training mission to deliver quality training to improve the livelihood of the PCM workforce.
The dormitory features self-contained unit with living room, bedroom, kitchen, toilets, laundry and yard area. Each unit has two bedrooms for up to 16 workers.
To usher in the development, ASPRI was happy to have our Advisor, Mr Lee Yi Shyan, former Senior Minister of State, Ministry of Trade and Industry and Ministry of National Development, to o�ciate at the ground breaking ceremony on 18 March 2015, together with our members and industry stakeholders to share the joy with us.
In line with ASPRI’s vision for the industry, the dormitory with the integrated training centre will be a “Connect, Engage and Grow” model for all our members that is expected to set the place for other similar accommodations in the future.
