WelcomeAs an internationally recognised, member-based, not-for-profit organisation the Community Broadcasting Association of Australia (CBAA) champions community broadcasting by building stations’ capability and by creating a healthy environment for the sector to thrive.

Community broadcasting is a vital part of the Australian media landscape. The CBAA’s 270+ member stations broadcasting across Australia play an important role in providing a voice for communities that aren’t adequately serviced by other broadcasting sectors. These include:

Indigenous Australians Ethnic communities Educational services Religious communities

Reading services for print disabled communities

Music, arts and cultural services Youth and seniors’ communities

These community broadcasting services:

Provide a diverse range of viewpoints that enrich the social and cultural fabric of Australian society and contribute to public interest outcomes

Promote the identities of local communities and contribute to social inclusion Provide opportunities for participation in free-to-air public broadcasting and content

production Contribute to media diversity Generate a high level of local content Provide a unique range of services and programs

The CBAA works hard to maintain very high levels of member satisfaction. 74% of stations report that they are ‘satisfied’ or ‘extremely satisfied’ with the CBAA, compared to an average of 58% in other Industry Bodies. Results are consistent across small and large, rural, regional and metropolitan stations, with all categories of stations in all locations reporting high levels of satisfaction.

We currently have 23 employees who are committed to serving our members in our cities and in regional and rural areas.

The following pages describe our expertise and how this is applied to developing community radio station capability and ensuring that there is an optimal environment for the sector to thrive.

About the CBAAOur HistoryBorn from the desire to establish support for radio services run by independent, non-commercial community groups, the CBAA (initially the PBAA, with the P standing for Public) was formed by a small group of enthusiastic radio makers at a conference in Sydney in 1974, and has expanded every year since.

Created to give a voice to those not otherwise heard on air, such as ethnic, Indigenous and other minority groups, as well as independent local music, the CBAA has always prided itself on maintaining a diverse sector, driven by volunteers and community-minded individuals.

Organisational StructureThe CBAA is a cultural organisation established for the promotion of community broadcasting including both radio and television.

The CBAA is a company limited by guarantee and is registered as a charitable institution.The CBAA operates the CBAA Public Fund which has DGR Status.

A copy of the CBAA Constitution is available on the CBAA website.

Governance and ManagementAs governing body of the CBAA, the Board provides oversight within the framework of relevant legislation (including the Corporations Act) and the CBAA Constitution.

The responsibilities of the Board include setting and reviewing the CBAA strategic direction, monitoring organisational performance, appointing the General Manager, and deciding on key policy positions to take on behalf of the community broadcasting sector.

The Board consists of up to eight directors. Profiles of our current board members and the procedure for appointing directors can be found in the CBAA Constitution.

The CBAA has offices in Sydney and Melbourne.

The CBAA’s team of 23 staff is led by the Chief Executive Officer, Jon Bisset. Jon has over 20 years’ experience with some of Australia’s finest non-profit organisations covering professional services, health and ageing, business events, sport, media, technology, fundraising, and association management.

MembershipAt present the CBAA has over 290 member stations who are actively broadcasting nationwide.The CBAA's members include nearly 87% of Australia's permanently licenced community radio stations.

About the Community Broadcasting SectorThe Australian community broadcasting sector is recognised internationally as one of the most successful examples of grassroots media. Community broadcasting is Australia's largest independent media sector, with 460 independent community owned and operated broadcasting services, including radio and television stations and remote Indigenous services. The national radio audience reach is estimated at more than 5 million per week.

Australia's first community radio station was Radio Adelaide (5UV), licensed in 1972.  The sector has developed rapidly over its 40 year history. There are more than 360 community radio licensees located around Australia. Community radio stations operate in towns and cities across Australia with the largest proportion located in regional areas (41%), a further 25% in rural areas and 34% across metropolitan and suburban locations.

Stations provide news, information, cultural content and entertainment to serve the many needs and interests of local and/or specific communities of interest and broaden the media choices available to all Australians. This includes youth, senior citizens, arts, fine/specialist and Australian music, education, sport and other specialist interests, as well as providing specific services for ethnic, Indigenous, religious communities and people with vision impairment.

CASE STUDY

Radio Dungog is the only radio station based in the Dungog Shire in NSW. Local news and information is rarely broadcast by commercial or public stations based in Newcastle (85-100kms away). During severe weather events in early 2013, Radio Dungog worked with the State Emergency Service to provide locally relevant emergency announcements about road closures and flood heights. Partially because of the importance of reaching the community in times of natural disaster, Radio Dungog is looking to relocate its transmission facilities and upgrade equipment so it can reach the whole of Dungog Shire. It is doing so with the support of the local Shire and emergency service organisations.

Community media distinguishes itself from other media by actively promoting access and participation in the processes of media operations, administration and production. Community broadcasting is volunteer-driven, with almost 20,000 volunteer broadcasters and support staff helping to deliver media 'for the people by the people'. The sector provides invaluable opportunities for community access, participation, training, experimentation and innovation in radio and television production.

PurposeThe purpose of this role is to develop strategic relationships to identify and present business opportunities to CBAA with the intent on diversifying and increasing revenue streams through intelligence gathering and promoting CBAA’s products and services.

This will be achieved by working with the Chief Operating Officer (COO), Executive team, internal and external contacts such as, new and existing member subscribers, corporate partners, the community, industry associations and internal staff. Principal AccountabilitiesStrategy Provide strategic direction and leadership across all

business development activities. Identify opportunities to significantly generate a new

approach to support CBAA’s strategic business growth by promoting CBAA’s services and solutions to increase funds and boost revenue.

Develop and implement the Business Development strategy across CBAA.

Actively support the COO to reach the operational objectives of CBAA.

Member of the Executive Team

Act as a member of the Executive Team to ensure the organisational management of CBAA and achieve CBAA’s business objectives and address organisational issues.

To act as champion on income generation, responsible for developing organisational strategy on income generation, working closely with senior colleagues on delivery and ensuring income generation is on mission

Provide direction across the organisation as part of the Executive Team.

Leadership Maintaining a strong leadership presence for all CBAA staff. Directing the preparation, communication and execution of

operating objectives, plans and programmes. Assist team where required to achieve deadlines and

service to member stations and subscribers. Oversee, counsel and motivate the team in achieving

CBAA’s objectives. Select, motivate and lead the team providing advice and

guidance where required. Develop and monitor key performance indicators for team

members.

Business Development Establishment of a proactive business development campaign.

To build external partnerships and alliances, including sourcing new funding opportunities from government, trusts, foundations and individual giving, along with growing corporate sponsorship and partnerships.

Management of the Business Development database and the production and analysis of appropriate management reports.

Manage CBAA’s participation in industry conferences, ensuring maximum exposure, participation and value for the CBAA’s investment of resources.

Establish and maintain strategic alliances in line with the CBAA’s business plan.

Seek out and develop opportunities for new sources of business from within CBAA’s traditional areas, by more effectively tapping into these markets.

To oversee the development of consultancy services, including the CBAAs community engagement program to ensure the CBAA has a strong offer, effective marketing and high-quality delivery

Identifying and following up new sales leads. Pitching products and/or services. Establishing and developing new areas of opportunity in

line with the business plan objectives. Preparing proposals for the provision of membership

services. Develop strategies for selling services to the Broadcasting

sector Research strategic market analysis to identify and quantify

additional related markets of interest. Identify organisations that could benefit from CBAA’s

services / products. Proactively uncover client needs and sell solutions by

presenting tailored services and products. Developing advocates and referral sources.

Advice & Guidance Providing advice and guidance to the Chief Operating Officer and to all stakeholders, on an ongoing basis to ensure transparency and open communication at CBAA.

Proactively providing advice through thought leadership to ensure CBAA remains at the forefront of business development.

Identify approaches that leverage CBAA’s connections and resources and provide economies of scale.

Budget & Financial Controls Manage and oversee the Business Development budget to drive cost and scale efficiencies.

Tracking and managing financial targets and keeping financial records.

Risk, Compliance and Governance

To proactively manage risk and compliance with regulatory requirements across CBAA.

Oversee frameworks to ensure systems are in place for risk identification and compliance to enable CBAA to meet its statutory and legal obligations under the relevant legislation.

Work with the Chief Operating Officer to address risks and implement solutions across CBAA.

Research and Recommendations

Provide guidance and support to CBAA in determining and recognising future needs for Business Development.

Identify approaches that leverage CBAA resources and provide economies of scale.

Sourcing political/industry information to ensure CBAA is at the forefront of business development.

People and Engagement To attract and engage professionals of a high standard to ensure a high level of employee engagement is achieved across CBAA.

Monitoring, Tracking and Reporting

Report to the business and the COO in relation to Business Development.

Monitor and direct operations to achieve CBAA’s goals. Manage and engage in regular check-ins with and business

leaders, to provide up-to-date and follow-up with business leaders on Business Development activities and provide guidance and information related to best practice and regulatory compliance.

Development of reports such as Board reports / Client Experience & Engagement reports.

Relationship Management Work collaboratively with internal and external contacts to promote business development opportunities for CBAA.

Stakeholder engagement with internal and external contacts, industry bodies, the community and internal staff to maintain communication at all times.

To forge long-term mutually beneficial relationships with stakeholders to be effective in acquiring support for CBAA’s future sustainability.
