1. CCTNS Success Stories

Karnataka State Police has developed ERP application comprising 12

functional modules to cater to the police functionalities such as Crime

module, Law & Order Module, Traffic Module, police station activities,

investigation process, enforcement including FSL, finance,

administration, stores, armed reserve, motor transport, wireless and

training.

In the Year 2009 Government of Karnataka entered in to a MOU with

government of India MHA for the integration of CAS gaps under CCTNS

project. As per the NCRB guidelines, requirements the CAS gaps was

developed in the existing Police IT software and made operational. Police

Computer Wing (PCW), Bengaluru has made significant progress in the

implementation of Police IT which meets the objectives of CCTNS and

further the CCTNS database is also shared with ICJS portal facilitating

national data search of all the stake holders.

The Police IT application of Karnataka today has been integrated with

Court Information Systems, SMS gateway, Karnataka State Police Portal,

Citizen Centric Portal, Visitor Management Software, SAKALA services

and Seva Sindhu thus providing seamless data exchange in the day to

day police operations.

Fund allocation and utilization in CCTNS project

An amount of Rs. 96.93 Crores was allocated to KCoPS (Karnataka

Computerization of Police Society) under CCTNS project.

a) Usage of POLICE-IT

Police-IT application is functional across all locations in the state police.

Every user has got his unique login credentials managed through

centralized application. Monthly District wise “Pragathi” Review Report is

generated to monitor the usage of Police IT application through which

drastic increase in the usage of application.

Based on the ranking PCW appreciates the units who have effectively

using the application.

2. Mobile apps on CCTNS platform

a) "Crime Location" Mobile Application (KGIS): KGIS has been developed by KSRSAC (Karnataka State Remote

Sensing Application Centre) for police department to capture crime

scene locations latitude and longitude of IPC cases reported at all

police stations across the state. This application was successfully

implemented and data capturing activity is going on from all

concerned stations in state.

This application is used for crime analysis on GIS platform and

Hotspot analysis for decision support system. KSRSAC team has

provided different types of constituency wise maps and polling booth

wise maps for 2018 Assembly Elections and 2019 Parliamentary

elections.

Crime Data Map

b) KSP App:

KSP Mobile App is the official mobile app of the Karnataka State

Police.The App is available both in Kannada and English

languages.The App facilitates any citizen to notify any of their trusted

contacts via SMS, regarding an emergency they are in through the

SOS button. The App also has the ability to share the location of the

sender to their trusted contacts, if their phones are enabled with

GPS.

The App helps citizens to find out the nearest Police Station and the

jurisdiction Police Station with its contact number and location.

Navigation link is available via Google maps to reach the Police

Station and has many other features.

Each of the Police Control Rooms in the Commissionerate / District

Police Jurisdictionresponds to the complaints. The issues notified by

citizens would be automatically acknowledged with an SMS along

with report number for future tracking.

3. Reports, Dash boards and Data Analytics

PoliceIT is an indigenously built application based on legal framework

defined by the Acts and Karnataka State Police Manual. The reports and

statements are as legally prescribed and the case file is built on reports

generated by PoliceIT application.

Dynamic Reports :

These are unique features developed and implemented in Police IT

application which assist investigation officers and also in generating

statistics.

Comparative Statement - 17 Generates 3 years statement under different major head, sub heads and unit wise.

Single report consists approx. 7 lakhs FIRs and other information.

4. CCTNS Software Enhancement (customization) Karnataka has been deemed as an advanced state wherein Police IT

application covers a larger arena than the CAS (Core Application Software).

a) Police IT Application: Brief description

b) Preventive Action Report:

As per the directions of Hon’ble High Court of Karnataka, the cases

registered under section 107 to 110 Cr.Pc. should not be considered

as FIR. Instead it should be considered as Preventive Action Report.

As per the directions Preventive Action Report has been developed and

deployed in Police IT Application.

c) Ministry of Road Transport and Highway Reports(MoRTH):

As per the directions of Hon’ble Supreme Court and the the decision of

Ministry of Road Transport and Highways (MoRTH) on the revised

Road Accident recording and reporting formats to be adopted in the

context of data furnished by State Police Department of the calendar

year.

The features of Ministry of Road Accident Recording and Reporting 19

formats has beendeveloped and generated in Police IT Application.

5. CCTNS integration with other applications

a) Seva Sindhu: A initiative by Karnataka State Government with

innovative service delivery mechanism to improve the reach and

quality of services delivered to the citizens. Seva Sindhu is

envisaged to be developed as a platform to deliver the government

services at the door steps of the citizens.

Police department identified Sakala services to integrate with Seva

sindhu and as of now citizens can avail 9 services on-line.

b) Citizen Centric Portal

Karnataka launched Citizen centric portal with the URL

www.policeseva.ksp.gov.in extending to public online services such as:

a. Informational services:

• Missing Persons

• Stolen Vehicles

• Recovered Vehicle

• Unidentified Dead Bodies

• Safety Tip

• Wanted Criminals

• Arrested Persons

b. Transactional services:

• Locked Home Details

• Senior Citizen Registration

• Complaint

• Miscellaneous Services (Mobile / Document lost)

• Character Certificate (Antecedents) with offline

6. Additional Modules

Police IT Application: In FSL Module as per the request of end users

we created three sections namely:

Audio Video-Forensic Section

Mobile Forensic Section

Cyber Forensic Section.

These sections have been created newly and deployed in Police IT

Application.

b) Automated Finger Print Identification system(AFIS)

Karnataka State Finger Print Bureau & all the finger print units were

computerized during the year 2002-03.At present 34 Districts/Cities are

equipped with AFIS work station with central work station at Finger Print

Bureau, Bangalore (Remote Query). The Finger Print matching process is

carried out in two stages one is at District level for local queries (Criminal

history of arrested persons) where in the information can be obtained from

the Police Station /Unit level. On the second stage i.e., in remote query the

history of the criminal can be obtained through record Finger Print of

persons arrested throughout the state.

As part of this project new servers are installed at KSP Data Center and also

installation of 65 new live scanners at various police stations of the

Karnataka State is completed. At present the migration of old finger print

data, removing of duplication, installation and configuration of software is

completed and user acceptance test has to be done.

7. Manpower deployment, Capacity building & Monitoring

KSP has taken innovative approach for capacity building with initiatives like

Training and Certification on MCSE and CCNA to System Administrators,

Video Tutorialsand Change Management Workshops for Senior Police

officers and Training of Trainers program etc. KSP also has established its

own Training Infrastructure at regional levels. The Program involved

creation of a detailed and effective training strategy, user groups and

classifications, training plan and guidelines, development of training

material and training program designed for customized delivery to the target

groups.

b) Video Tutorial:

Under Capacity Building track, SI has developed a video tutorial using

which training is imparted to all police personnel and department is self-

sufficient to conduct trainings and refresher training programs in SCRB

and other units and so far, 12,715 police personnel have been trained

across the state.

c) CCTNS Resource Centre at Karnataka Police Academy, Mysuru

Karnataka Police Academy, Mysore is a premier police training institute

of Karnataka state and one of the renowned police academies of the

country. The prime objective of this academy is to impart Basic ITand

Police IT training to the newly recruited police officers at the level of sub -

inspector and deputy superintendent. The academy also conducts the

refreshers, thematic and post promotional courses for the in-service

orientation to its trainees, apart from training of IPS probationers.

d) Internship Program

It is proposed to initiate an Internship Program ( KSP Talent Grooming

Program) in Police Computer Wing for the students of reputed

engineering colleges / business schools mainly from Bengaluru. This

innovative program would get young bright minds conversant with latest

technology to work on live projects and contribute to its development.

They would be able to contribute to the live challenges of the ICJS project

execution, while also helping us out in O & M, upgrade and research

related issues of the Police IT ecosystem. They in turn would gain out of

this experience, which would help them immensely in their future

professional careers. It is proposed to have internships for 3 and 6

months and in case of research scholars in can be of one year. In all, it is

proposed to have ten students for a period on one year, as per the slots

prescribed.

The interns would be working in areas of Software development, Mobile

Application, Big Data, Machine Learning, Artificial Intelligence,

Networking, Cyber Security, Project Management, Social Media Analytics,

CCTV & Video Surveillance, Database management and Cloud

Computing. This program would establish a permanent bridge between

professional institutions, students, researchers and academicians and

the Police Computer Wing / Police Dept, which would help both the

organizations in wide and varied ways in the days to come.

In the current year nine interns have already been onboarded form NITK,

Suratkal, IIITB and R V College of Engineering, Bengaluru.

8. Network &Data Centre

Brief Description of KSP Data Center:

Karnataka State Police has created its own state of art green data-

center services at KSRP 3rd Battalion, Bengaluru. The data-center

built in 1400 Sqft. of area which includes Data-center Server room,

NOC room, and Electrical & UPS room. The data-center has the

capacity of hosting 5 server racks and 3 network racks for all KSP IT

requirements. KSP DC is hosting the following services to department:

Police IT ERP application

E-Mail

Karnataka State Portal

SMS gateway

Citizen Centric Portal

Active Directory

Enterprise Monitoring System

Antivirus and Patch Management

The KSP Data Center is managed professionally by dedicated technical

team with best practices in place, such as 24/7*365 Operations,

Proactive Monitoring, Preventive Maintenance and Backup/ Restore

policy.

Disaster Recovery (DR) Site has been set up in New Delhi at National

Data Center under maintenance of NIC. The DR site will provide

alternate hosting facility at remote site as backup of data and

application at KSP DC which will ensure uninterrupted operations in

case of exigencies. Link between KSPDC and DR site is already

established and data of KSP DC has been replicated to DR site.

Brief Description of KSP Wide Area Network:

KSPWAN, wide Area network was created in 2009 exclusively for

connecting Police stations, Circles, SDPOs, higher offices and other

offices of special units spread across length and breadth of Karnataka

into one network. The basic purpose of creating such vast network is

faster and easier mode of communications to achieve the day-to-day

information exchange of the Karnataka state police force. This

network not only caters to the information exchange within the

department but also with the offices outside the department.Under

the CCTV project 818 Police Stations bandwidth is upgraded to 4

Mbps and connectivity type is changed from VPNoBB to

VPNoFTTH. KSPWAN is combination of

A. Operation:

The Services are monitored proactively and following pro-active

process/practices are being followed as part of operation in KSP Data

Center.

Antivirus Administration:

Kaspersky Antivirus Application is used as Endpoint Application

protection suite. With password protected policies, the end users are

prevented from uninstalling Antivirus Application or stopping the Real

time scan. This helps in better protection of client systems. For better

policy control and network utilization, one Antivirus Administration

Server is installed at each DPO office.

WSUS (Windows Server Update Service):

Windows Server Update Service is used for patching windows systems.

One WSUS Server is installed at each DPO office. Periodic patch

updates released by Microsoft are downloaded and pushed to Client

Systems through WSUS Servers. This help in minimizing the issues

faced due to inherent operating system vulnerabilities.

Security Practice

In Karnataka we are following the guidelines of Ministry of Electronics

and Information Technology, were in security audit from CERT-IN

empaneled vendors is made mandatory for all the internet facing

applications to ensure the security. In addition to this SSL certificates

are used to encrypt the communication channel.

Web Servers:

Web Servers hosted in Internet are installed with SSL Certificates.

These Web Servers are hosted only after they are inspected and

verified by CERT-IN authorized auditors.

Active Directory Services:

Microsoft Active Directory Services are configured and used as

Directory Services. This helps in directory level authentication of logon

services of the End users. Domain Controller Servers are installed in

range offices.

Mail Service Security:

Apart from SSL Certificate configuration in Mail Server, we have

configured Separate Mail Server Gateway to protect from

spam/spurious mails.

Service Monitoring:

EMS (Enterprise Monitoring Software) is used to Monitor the health of

Servers hosted in KSP Data Center. Video wall is mounted in the

Operating Center to monitor all essential services. This Center is

operating 24*7 to monitor and operate the services.

Periodic Backup and Restoration:

Backup of all critical data and logs of servers/devices are periodically

taken in Media. Also restoration of backup data is done periodically.

This help in validation of the backup.

Storage of Backup Media:

The Monthly Tape Media are stored in a different physical location to

manage restoration in case of any location specific natural disasters.

Optimization of Resources:

Virtualization Technology is used for optimization of resources. Both

Microsoft and VMware Virtualization are used for hosting Virtual

Servers thereby reducing usage of physical servers which in turn

improves energy efficiency.

Knowledge Base:

The Solution provided for resolution of different technical issues are

documented as a Knowledgebase and uploaded in FTP Site. This helps

field team to identify and resolve issues for a specific problem.

B. Network Management of KSPWAN:

For effective management of network infrastructure, following

process/practices are being followed

BSNL SPOC at Operating Center:

BSNL is the network service provider in Karnataka State. BSNL

deployed one technical resource at our Operating Center. This

resource helps in coordinating with BSNL field team to rectify the

issues day to day connectivity issues faced at different parts of the

state.

Network Management:

The Uptime of VPNoBB, MPLS and Internet Links are monitored

through Network Node Manager Application. The tool provides real

time information of network availability.

Network Monitoring

VPN Modem Availability Report:

As Police Stations are connected through VPNoBB Modems, the

availability of Modems is monitored. VPN Connection availability

dashboard provided to system administrator to monitor connectivity.

This tool helps in System Administrators to know the locations which

have issues and they coordinate with local BSNL Team for speedy

resolution.

Periodic Review with BSNL:

Periodic Review/Meeting is being done with BSNL team to resolve any

long pending issues and review the progress being made for any

implementation/configuration changes done.

VPNoFTTH in Control Rooms (DPO offices):

To ensure availability of critical services at DPO offices, VPNoFTTH

has been provided as a backup network service in case of non-

availability of MPLS Link at DPO offices.
