Background

• 3GPP2 began work on femtocell-related standardization in early 2007

• TSG-S sponsored a femtocell workshop in October 2007 in Boston

• Technical activities were initiated in all 3GPP2 TSGs in late 2007– System requirements– Security aspects– Air interface (radio) enhancements– Support for legacy 1x circuit services– Packet data services for 1x and HRPD (EV-DO)

• Extensive work has been done in all areas• Publication expected by Q1 2010

Drivers for Femtocell Work in 3GPP2

• Extremely high level of interest in femtocell technologies from cdma2000® system operators

• Femtocells for 1x services already deployed by two major system operators

• Evolution to SIP/IMS-based architecture considered essential

• Femto Forum has a strong Market Representation Partnership (MRP) relationship with 3GPP2

• Maximum re-use of existing 3GPP2 interfaces and entities

cdma2000® is the trademark for the technical nomenclature for certain specifications and standards of theOrganizational Partners (OPs) of 3GPP2. Geographically (and as of the date of publication), cdma2000® is aregistered trademark of the Telecommunications Industry Association (TIA-USA) in the United States.

3GPP2 Standards Architecture – Key Aspects (1)

• Reflects SIP/IMS approach for 1x circuit services– Voice services– Emergency and location services– SMS– Supplementary services

• Packet data service model– Reuse existing interfaces (A10/A11) to PDSN from FAPs– Packet data service terminated in FAP is in roadmap for

second release of specifications

• Security architecture using IPsec/IKEv2– Certificates with simple authentication model– Basic IPsec/IKEv2 profiles

• Enhanced System Selection (ESS)/Preferred User Zone List (PUZL)– Provisioned data structures that supplement the existing Preferred

Roaming List (PRL) – Operates with unmodified macro systems (1x and EV-DO)– Addresses the notion of “autonomous” learning of PUZL information

by mobile devices – Analogous to CSGs in 3GPP with some additional functionality

• Air interface enhancements for 1x and EV-DO– Enhancements for improved femto <-> macro system handoff– Improved operation of ESS

• Local IP Access (Local Break-out)– Access to owner’s home network– Packet Data Service traffic can flow directly to home Internet service

• Remote IP Access (Local Break-in)– Access to owner’s home network via the home femtocell when

mobile device is operating on the macro system

• TR-069-based management architecture– Specification of Management Object contents and procedures (e.g.,

discovery, registration, provisioning)– New specification produced by the 3GPP2 Femto MO Ad Hoc Group– Formal definition of MOs to be included into Broadband Forum

Role of The TR-069 Standard in Femtocell Management

• Broadband Forum TR-069 has been selected as the framework for femtocell management– Widely supported by 3GPP2 (and 3GPP) vendors and carriers– Endorsed by Femto Forum

• Management architecture and TR-069 ACS are the backbone of the key femtocell operational and provisioning call flows in 3GPP2 (and 3GPP)– Discovery/Registration– Redirection to alternate SeGW, ACS, or Femto Gateway– Self-organizing network– Location verification– Provisioning and radio parameter assignments are managed

only by ACS– AAA and back-office interfaces are required only on ACS
