PREFACE

Directorate of Economics & Statistics has prepared the report on "Census of Employees in Government of NCT of Delhi and its Autonomous Bodies for the year 2011". In this report data has been compiled in respect of sanctioned posts, working employees, vacant posts, SC/ST/OBC employees, physically handicapped employees and female employees under Group A, B, C, & D in various department of NCT of Delhi besides its autonomous bodies for the year 2011 . The report is based on the information collected from concerned Departments/Agencies.

This report has been prepared by Price & Coordination Unit of this Directorate under the guidance and supervision of Sh. N.T. Krishna, Dy. Director, Sh. D.B. Gupta, Asstt. Director and Sh. Executive Summary

A. Govt. of NCT of Delhi:

The salient feature of the report is presented below: -

1. The total sanctioned posts in 100 departments of Govt. of NCT of Delhi have decreased

from 118012 during 2010 to 117054 during 2011 showing an decrease of 958 posts

(0.8%).Under group A Sanctioned posts have increased from 7278 during 2010 to 7412

during 2011, at the same time Group B Posts have increased from 57100 in 2010 to 58482

in 2011. Group C posts have increased from 38535 to 39409, during this period whereas

Group D posts have decreased from 15099 in 2010 to 11751 in 2011.

2. The number of working employees in various departments of Govt. Of NCT of Delhi have

increased from 84892 in 2010 to 85267 in 2011 registering a increase of 375 Posts (0.5 %).

Out of total working employees 8.4 % are Group 'A', 54.4% are Group 'B', 29.3 % are

Group C and 7.9 % are Group D employees.

3. No. of vacant post in various departments Of G.N.C.T. of Delhi have decreased from

33120 during 2010 to 31787 during 2011.

4. Out of 85267 total working employees in various departments of Govt. of NCT of Delhi

during 2011 there are 18006 SC employees. The percentage of SC employees comes to

21.1 %. There are 3139(3.7%) ST employees and 8704 (10.2 %) OBC employees.

5. Out of 85267 total working employees in various departments of Govt. of NCT of Delhi,

33374 (39.1%) are female employees. Out of 7176 employees under Group 'A' there

are 2518 female employees which constitute about 35.0%. The percentage of female

working employee's in group 'B' 'C' and 'D' are 52.5 % , 19.0% & 25.8%

respectively.

6. There are 612 (0.7 % of the total employees) physically handicapped employees in

various departments of Govt. of NCT of Delhi. In-Group'A' 31 employees are

Physically handicapped, while in-Group 'B' 308 employees, in Group 'C' 200 and in

group 'D' 73 employees are physically handicapped.

B. AUTONOMOUS BODIES

1. The numbers of sanctioned posts in 61 Autonomous Bodies of Govt. of NCT of Delhi have increased

from 73885 in 2010 to 84499 in 2011 registering a increase of 10614 posts (14.4 %).

2. The working employees in Autonomous Bodies have decreased from 60789 in 2010 to 60438 in

2011, registering a decrease of 351 (0.6%).

3. The numbers of vacant posts in Autonomous Bodies have increased from 13096 in 2010 to 24061 in

2011 registering an increase of 10965 (83.7%).

4. Out of 60438 working employees 10590(17.5 %) are SC, 1029(1.7%) are ST, 3122 (5.2%) are OBC

employees.

5. 3290 female employees are working in Autonomous Bodies, which constitute of 5.4 % of the total employees.

6. 185 physically handicapped persons are working in Autonomous Bodies and their percentage is

0.3% of the total employees.

7. In 7 Autonomous bodies staff are working on diverted/statutory/contractual basis and hence not

included in total no. of Sanctioned/Working post etc.

INTRODUCTION

Human resource is the main factor responsible for production of goods and services.

Further Delhi Govt. & its Autonomous Bodies are important constituents of the Public Sector

engaged in the service of citizens of NCT of Delhi. Having realized the importance of these facts the

Directorate of Economics & Statistics has taken up the task of collection and compilation of

Statistics on availability of manpower in the various departments of Government of N.C.T. Of

Delhi & its Autonomous Bodies. This data has been presented in the report "Census of Employees

of Delhi Government and its Autonomous Bodies" 2011. It may be added that On-line submission of

information / data on Census of Employees Data was initiated by this Directorate for the first time and

in spite of various constraints and difficulties faced by some departments / autonomous bodies, more

than65% of Departments and Autonomous Bodies have used On-line application for submission of

data. It is hoped that percentage of online submission of data will be substantially improved from next

year onwards. The report indicates the number of sanctioned posts, working employees, vacant post,

SC/ST/OBC employees, female employees and handicapped employees with respective pay band in

various departments of Government of NCT of Delhi and its Autonomous Bodies.

SCHEME OF THE REPORT

The findings of the report are printed in three sections. Section one covers Delhi Govt.

Departments/Offices, while section two is devoted to Autonomous Bodies. All detailed Statistical

Tables are printed in section three.

SECTION ONE

DELHI GOVERNMENT

Under this section 100 departments/offices including hospitals of Govt. of NCT of Delhi

are covered. The overall scenario of sanctioned posts, number in position and their break up by

category is explained in this section.

Sanctioned Posts : Number of the sanctioned posts for the years 2010 & 2011 in Government of N.C.T. of Delhi are given below:-

During 2011 the number of sanctioned posts taken together in this segment in Group-B accounted for 50.0% followed by Group-C 33.7% Group-D 10.0 % and Group-A 6.3 % respectively.

In the year 2010 the numbers of sanctioned posts were 118012 as against 117054 in 2011 thereby registering a decrease of 958 posts (0.8%). Total number of sanctioned posts department wise may be seen in table 1.1.

Working Employees

Among the offices of Govt. of NCT of Delhi, out of the total 85267 working employees, Education Department accounts for 40810 (47.9%). All the rest offices/Departments accounted for 52.1 % of the total no. of working employees. Details may be seen in table 1.2.

During 2011 the no. of working employees in Group-B accounted for 54.4% followed by Group-C 29.3%, Group- A 8.4% and Group- D 7.9%.

In the year 2010 total no. of working employees in various offices of Government of Delhi were 84892, which increased to 85267 in 2011 registering a increase of 375 employees (0.44%.) Details of employees working in each department may be seen in table 1.2.

Number of vacant posts in 2008 was 28527 which increased to 31077 in 2009, 33120 in 2010, and decreased to 31787 in 2011 . Total number of vacant posts in each department is given in table 1.3.

There were 17702 (20.8% of the total employees) SC employees in offices of the Govt. of NCT of Delhi, in 2010 which increased to 18006 registering an increase of 304 employees (1.7%) in 2011.

There were 3266 ST employees (3.8% of the total employees) in offices of the Govt. of NCT of Delhi in 2010, which decreased to 3139 (3.7 % of the total employees) in 2011, registering a decrease of 127 employees (3.9%).The details of each department may be seen in table 1.5

OBC EMPLOYEES

There were 8286 OBC employees (9.8% of the total employees) in 2010, which increased to 8704 (10.2% of the total employees) in 2011, registering an increase of 418 employees (5.1%). The detail of each department may be seen in table 1.6.

FEMALE EMPLOYEES

There were 32786 Female employees (38.6% of the total employees) in offices of the Govt.

SECTION TWO AUTONOMOUS BODIES

Under this category 61 Autonomous Bodies/Board committee/Academics were covered. The overall scenario of sanctioned posts, number in position and their breakup by category and at the out set institution-wise position is explained in this section.

In the year 2011 the number of sanctioned posts taken together in this segment in Group-C accounted for 75.9% followed by Group -B 12.6%, Group -D 6.8%and Group A 4.7 %.

During 2011 the numbers of sanctioned posts were 84499as against 73885 in 2010 there by registering an increase of 10614 posts (14.4%). The total number of sanctioned posts department wise may be seen in Table No.2.1

Working Employees

Among the Autonomous Bodies, out of the 60438 working employees, Delhi Transport Corporation (DTC) alone account for 28394 (47 %) followed by Delhi Jal Board 20280 (33.6%). All the remaining Autonomous Bodies accounted for 19.4% of the total number of employees working in them. More details may be seen in table 2.2

Number of Employees working in Autonomous bodies decreased from 60789 in 2010 to 60438 in 2011 registering an decrease of 351 employees (0.6%). Group-wise break up of the Employees working in Autonomous Bodies may be seen in table 2.2.

From the above statement it is observed that No. of vacant posts are on the rise over a period of time. In 2007 it was 9535 and thereafter to 9845 in 2008 and 13228 by 2009 and 13096 in 2010 and now 24061 in 2011. The vacant posts in 2011 accounted for 28.5 % of total sanctioned posts. The details of each department may be seen in table 2.3
