E. Recommended Approval of Bids Rescind and Re-Award Bid #006-38: Printing of Camera-Ready Materials Opening Date: February 16, 2006 Term of Contract: March 29, 2006 through March 29, 2009 (Supporting Information – Bid Recommendation Memo, Disclosure Form)
The Purchasing Office previously solicited bids for the printing of camera-ready materials. Bid specifications were developed in collaboration with the Communications Office staff. The current awarded vendor, Bradley Marketing Group, can no longer hold their prices for item #24 as listed below as they submitted incorrect prices due to their clerical error; holding these prices would cause them a hardship.

RECOMMENDED MOTION: “BE IT RESOLVED, that the Board of Cooperative Educational Services, First Supervisory District of Suffolk County, hereby rescinds the award for the above referenced items from Bradley Marketing Group of Hauppauge, NY, for Bid #006-38: Printing of Camera-Ready Materials, and awards these items to the next lowest responsible bidder meeting specifications, Courier Printing Corp. of Deposit, NY as indicated in the above analysis.”
Reject Bid #007-30: Floral Art Supplies Opening Date: November 9, 2006 (Supporting Information – Bid Recommendation Memo)
The Purchasing Office solicited bids to procure floral art supplies for various BOCES locations. Bid specifications were developed in collaboration with the Career and Technical Education staff. Bids were requested for a total of 299 items. Bid packets were distributed to four vendors as a result of advertising and direct solicitation. No bids were received. Since no bids were received, the Purchasing Office contacted the vendors who did not submit a bid. Based upon these discussions, the vendors indicated that they will submit a bid upon receipt of a new bid packet.
RECOMMENDED MOTION: “BE IT RESOLVED, that the Board of Cooperative Educational Services, First Supervisory District of Suffolk County, hereby rejects Bid #007-30: Floral Art Supplies.”
Award/Rescind/Reject Cooperative Bids (Supporting Information – Bid Recommendation Memos, Award Reports, and Disclosure Forms)
As the lead agency for the Cooperative Bidding Program, all program bids require BOCES Board approval.
RECOMMENDED MOTION: “WHEREAS, the Board of Cooperative Educational Services, First Supervisory District of Suffolk County (hereinafter “BOCES”), acts as the lead agency for participants in the Joint Municipal Cooperative Bidding Program (hereinafter the “Program”) organized pursuant to General Municipal Law § 119-0 and Education § 1950; and
WHEREAS, BOCES has been delegated the responsibility for awarding program bids on behalf of certain participants as evidenced by BOCES possession of a duly adopted resolution by each of their governing boards; and
WHEREAS, BOCES has solicited, duly received, and opened Bid #2006-007: Custodial Supplies (Term of Contract: January 21, 2007 – July 21, 2007 with an option to extend the term of the contract for two additional years in six-month increments), Bid #2006-020: Tank Testing, Repair and Cleaning, pursuant to the terms of the Program; and
WHEREAS, BOCES has analyzed and determined the lowest responsible bidders for the above referenced bids;
THEREFORE, BE IT HEREBY RESOLVED, that on behalf of those Program Participants, BOCES awards the items indicated on the award report for Bid #2006-007: Custodial Supplies to the vendors as follows and as described in detail in the supporting information.

I. Recommended Acceptance of Professional Services Contracts
Item #63 of the Organization Meeting agenda, as approved on July 5, 2006, authorizes the Purchasing Agent to execute contracts “for the purchase or lease of goods and/or services for amounts up to $20,000 per vendor, per year, where competitive bidding is not required and where the budget contains adequate appropriations to cover such obligations; and a report concerning the contracts and/or agreements shall be made at the next Board meeting after execution of such contracts and/or agreements.” A report of the contracts and/or agreements that were approved by the Purchasing Agent follows.

K. Recommended Approval for Students and Staff to Visit the Make-up Designory
School Recommendation is made to approve the attendance of 47 students and 4 adults from the Edward J. Milliken Technical Center to visit the Make-up Designory School in New York City on January 29, 2007.
The Make-up Designory is a post secondary school that trains students to work in fashion, film, and television. This trip will help further educate the students who are interested in finding employment in the make-up artistry field. The cost to the agency is approximately $768.40 for one school bus. RECOMMENDED MOTION: “BE IT RESOLVED, that the Board of Cooperative Educational Services, First Supervisory District of Suffolk County, hereby approves the attendance of students and staff from the Senior Cosmetology Program at the Edward J. Milliken Technical Center to visit the Make-up Designory School In New York City for one day on January 29, 2007.”
L. Recommended Approval for Students and Staff to Attend an Environmental Education Program Recommendation is made to approve the attendance of students and staff from the North Country Learning Center @ Samoset to an Environmental Education Program at the Frost Valley YMCA in Claryville, New York from Wednesday, May 1, 2007, to Friday, May 4, 2007. There will be 30 students and 7 staff attending. This trip will provide the students with the opportunity to experience an outdoor education program. Students will build self-esteem, motivation, self-awareness, and physical ability. Students from North Country have been participating in this educational program at Frost Valley since 1985. The cost of the lodging, food, and all activities are paid for by the students. The only cost to the agency is $2,373 for a coach bus. The required funds to cover the cost of the bus were appropriated for in the 2006-2007 school year budget. M. Recommended Approval for Students and Staff to Attend the New York State Theatre Conference Recommendation is made to approve the attendance of one teacher, one administrator, and six students from the Senior Dramatic Arts Program at the Brookhaven Technical Center to attend the New York State Theatre Conference, sponsored by the New York State Theatre Education Assocation, in Kerhonkson, NY from Friday, January 5, through Sunday, January 7, 2007. This conference will allow our students the opportunity to audition for various colleges, theatres, and summer stock and participate in workshops presented by both educators and those in the
industry. These activities are directly related to the work-based component of the Dramatic Arts Program.
The cost to the agency is as follows: Transportation cost for one van for January 5 - January 7 $1378.60 Cost for lodging & meals for one teacher and one administrator $ 650.00 Total cost $2,028.60 RECOMMENDED MOTION: “BE IT RESOLVED, that the Board of Cooperative Educational Services, First Supervisory District of Suffolk County, hereby approves the attendance of one teacher, one administrator and six students from the Senior Dramatic Arts Program at the Brookhaven Technical Center to attend the New York State Theatre Conference, sponsored by the New York State Theatre Education Association, in Kerhonkson, NY, from Friday, January 5 through Sunday, January 7, 2007.”
N. Recommended Approval for Students and Staff to Tour the Connecticut Culinary Institute
Recommendation is made to approve the attendance of students and staff from the Islip Career Center to tour the Connecticut Culinary Institute in New Hartford, CT, on Wednesday, March 14, 2007. There will be 18 students and 3 staff members in attendance from the Islip Career Center. This trip will allow our senior students the opportunity to tour the Connecticut Culinary Institute and meet with financial aid and admissions representatives for probable admission to this fine school.
The Islip Career Center and the Brookhaven Technical Center have arranged to visit the Culinary Institute together and will travel on the same bus. Board approval was already received for students and staff from the Brookhaven Technical Center at the November 29 Board Meeting. The Culinary Institute will make bus transportation arrangements and the cost will be split between the Culinary Institute and Eastern Suffolk BOCES. The only cost to the agency for this trip is still $525 for bus transportation which was also approved at the November 29 Board Meeting. RECOMMENDED MOTION: “BE IT RESOLVED, that the Board of Cooperative Educational Services, First Supervisory District of Suffolk County, hereby approves the attendance of students and staff from the Islip Career Center to visit the Connecticut Culinary Institute in New Hartford, CT, on Wednesday, March 14, 2007.”
O. Recommended Approval for Students and Staff to Visit the “BODIES” Exhibition Recommendation is made to approve the attendance of 40 students and four adults from the Harry B. Ward Technical and Academic Center to visit the "BODIES" Exhibition at the South Street Seaport in New York City on Wednesday, March 14, 2007.
The "BODIES" Exhibition will enable our students the opportunity to view preserved specimens in various states of dissections to better understand the forensic section
of the curriculum. Students will also see the negative effects of obesity and smoking and will view an up-close look inside the skeletal, muscular, respiratory, and circulartory systems of the human body. The cost to the agency is approximately $1,017 for bus transportation. RECOMMENDED MOTION: “BE IT RESOLVED, that the Board of Cooperative Educational Services, First Supervisory District of Suffolk County, hereby approves the attendance of students and staff from the Clinical Medical Assisting and Criminal Justice Programs at the the Harry B. Ward Technical and Academic Center to visit the "BODIES" Exhibition at the South Street Seaport In New York City for one day on Wednesday, March 14, 2007.”
P. Recommended Approval of an Agreement with BidNet® (Supporting Information – Agreement and Form of Disclosure) This agreement with BidNet® will allow BOCES to participate in the Long Island Municipal Bid System as managed by BidNet®. BidNet® provides technical and customer support for the system. The agreement will be in effect for one year with the option to renew for two years in one-year increments. There is no cost to BOCES.

The agreement will be in effect for one year with the option to renew for two additional years in one-year increments. There is no cost to BOCES.
RECOMMENDED MOTION: “BE IT RESOLVED, that the Board of Cooperative Educational Services, First Supervisory District of Suffolk County, hereby approves the agreement with the State University of New York at Stony Brook, which will enable occupational therapy/physical therapy students from the university to receive clinical field work experience at BOCES for a one-year term.”
R. Recommended Approval of an Agreement with the Council for Unity (Supporting Information – Agreement and Form of Disclosure) This agreement with the Council for Unity is for the gang prevention program, in which the council will provide training and curriculum to school districts participating
in this service through the BOCES Student Assistance Service. This agreement shall commence on December 28, 2006 and shall terminate on June 30, 2007.
RECOMMENDED MOTION: “BE IT RESOLVED, that the Board of Cooperative Educational Services, First Supervisory District of Suffolk County, hereby approves the agreement with the Council for Unity for their gang prevention program commencing on December 28, 2006 and terminating on June 30, 2007.”

Recommended Approval of an Agreement with St. John’s University (Supporting Information – Agreement) This license agreement with St. John’s University is for the use of the first floor in the mansion and the grounds at the Oakdale Campus located at 500 Montauk Highway, Oakdale, New York. The facilities will be used by the BOCES Department of Educational Support Services on January 23, 2007 through January 26, 2007 for the regional scoring of English Language Assessments for Grades 3-5 at the cost of $500 per day for a total cost of $2,000.

T. Recommended Approval of an Agreement – Tenant Estoppel Certificate with the Crooked Hill Road Building Corp.

BOCES leases space located at 35 Crooked Hill Road, Suite 100, Commack, New York, from Crooked Hill Road Building Corp. for the Employee Assistance Program. Crooked Hill Road Building Corp. is refinancing the building and the financing company is requesting that they submit a Tenant Estoppel Certificate, which confirms BOCES’ lease with Crooked Hill Road Building Corp. and confirms the commencement/termination dates, yearly rent, and operating expenses.
RECOMMENDED MOTION: “BE IT RESOLVED that the Board of Cooperative Educational Services, First Supervisory District of Suffolk County, hereby approves the Tenant Estoppel Certificate for the space that BOCES leases from Crooked Hill Road Building Corp., located at 35 Crooked Hill Road, Suite 100, Commack, New York.”
