I believe it is important to get information out to the residents and merchants about crime in the neighborhoods and to let you know what we are working on during the week. Please remember to ALWAYS safeguard your valuables, do not leave valuables visible in your vehicle, hide your cell phone in public and safeguard your finances. I read all the reports for the last 24 hours every morning. Most of the crime is preventable. For example, this is how one incident was described in an incident report involving a theft on the 700 block of Columbus: …….told me that she was sitting in a restaurant near a large open window when a man riding a bicycle stole her purse. The purse was on top of an elevated table next to the window….. Great arrest!! On September 14, 2016 at 12:21 p.m., Sergeant Spagnuolo, Officers Huang, Johnson, Macaulay, Reyes, Christensen and Ortega arrested residents of San Francisco and of Fresno for felony vandalism, conspiracy, possession of a switchblade and possession of burglary tools when they caught them removing gas from a gas tank on the 100 block of Bay Street. The stealing of $30 worth of gas caused $1,300 worth of damage to the car/owner. I would like to thank all of you who have approachedme to let me know how useful the Central StationNewsletter is and how receiving a recap of the crimesis helpful. I believe it is important to get information outto the residents and merchants about crime in theneighborhoods and to let you know what we areworking on during the week.

Please remember to ALWAYS safeguard yourvaluables, do not leave valuables visible in yourvehicle, hide your cell phone in public and safeguardyour finances. I read all the reports for the last 24hours every morning. Most of the crime is preventable.

For example, this is how one incident was described inan incident report involving a theft on the 700 block ofColumbus:

…….told me that she was sitting in a restaurantnear a large open window when a man riding abicycle stole her purse. The purse was on top of anelevated table next to the window…..

Great arrest!!

On September 14, 2016 at 12:21 p.m., Sergeant Spagnuolo, Officers Huang,Johnson, Macaulay, Reyes, Christensen and Ortega arrested residents of SanFrancisco and of Fresno for felony vandalism, conspiracy, possession of aswitchblade and possession of burglary tools when they caught them removing gasfrom a gas tank on the 100 block of Bay Street. The stealing of $30 worth of gascaused $1,300 worth of damage to the car/owner.

I also welcome Officers Dylan Baldwin, Jaron White, Ralph Vallimont, Bartholomew Sullivan andRobert McCarthy to Central Station. These officers graduated from the Police Academy on Friday eveningand will be spending four months at Central Station in Field Training.

National Coffee With A Cop Day!

Friday, October 7, 2016 is National Coffee with A Cop day. We will have officers from Central Station atCafe Roma, 526 Columbus Avenue from 8:00 a.m. to 10:00 a.m. Please stop by and have a cup of coffeewith your beat and patrol car officers. It always makes for a great conversation. I will stop by for a fewmoments as well.

Speed Enforcement and Traffic Safety

Next month, the Department will be focusing all throughout the City on speed enforcement. Each station hasa designated point person to run regular operations in highly traveled areas. Sergeant Dennis O’Mahonyis our designated Sergeant. He and his team of officers have been trained on Lidar (new term for radar)enforcement.

In addition, Sergeants Tobin, Panina and I will have a total of 5 Pedestrian Enforcement Operations in theDistrict.

Below are the results of traffic enforcement performed in the Central District by the SFPD Traffic CompanyMotorcycle Officers and the California Highway Patrol

September 16, 2016: 17 Citations for speeding in the Broadway Tunnel

2 Citations issued for talking on the cell phone.

September 21, 2016: 42 Citations issued by both the SFPD and CHP to motorists who failed to yield topedestrians at Francisco and Columbus.

On Monday, September 19, 2016, the Wilderness Program and Gordon Lau

Crimes of Note

Definitions

Robbery – Robbery is the taking of property from another by using force or by using fear.

Assault – An assault is an unlawful attempt, coupled with the present ability, to commit a violent injuryon another person.

Battery - (Misdemeanor battery) is any willful and unlawful touching of another.(Felony battery) is the use of force or violence upon the person of another that causes

serious bodily injury.

*Assault is when a person swings their arm and battery is when that arm makes contact withanother person.

Aggravated Assault – Assault upon another person with a deadly weapon or instrument other than afirearm or by any means of force likely to produce great bodily injury.

Burglary – The intent upon entry into a property to commit grand theft, petty theft, or any felony.

Grand Theft – Grand theft is theft committed when the value of the money, labor, or property takenexceeds $950.

Petty Theft – Theft where the value of the property taken is less than $950.

Two unknown suspects pushed the victim to the ground and struckthe victim in the back of the head. The suspects went through thevictim’s pockets and stole the victim’s wallet.

Three unknown suspects surrounded the victim and demanded thevictim’s wallet. One suspect placed his hand on the waistband andthe victim thought the suspect may have a weapon. Fearing for hissafety, the victim gave his wallet to the suspects.

9/17 2:00am Robbery, With ForceSacramento/Jones

An unknown suspect honked at the victim and told the victim tocross the street faster. The victim exchanged words with thesuspects in the vehicle. The suspects got out of the vehicle andpushed the victim to the ground. The suspects stole the victim’sjacket and cell phone which was placed on the ground.

An unknown suspect entered the store and stole a bag of candy.The suspect was confronted by security outside of the store. Thesuspect threw the bag of candy at security and pointed a pair ofscissors at the security. Fearing for her safety, the security let thesuspect go.

The suspect entered the store and stole perfume. The suspect wasstopped by security outside of the store. The suspect started toresist and swung at security a few times. Arrest made.

9/20 5:50pm Robbery, With ForceStockton/Clay

The two suspects approached the victim and pulled the camerafrom the victim’s neck. The victim fell to the ground and the suspectspunched the victim several times. Arrests made.

An unknown suspect tried to grab the victim’s cell phone from thevictim’s hand. The victim held on to the cell phone and a struggleensued. A second unknown suspect approached and pushed thevictim. The victim fell and the suspects fled with the cell phone.

An unknown suspect grabbed a cup from a panhandler andpushed the panhandler’s cart into the street. The victim witnessedthe incident and followed the suspect. The victim tried to take apicture of the suspect, but the suspect pushed the victim and thevictim fell on her knees.

9/16 9:20am Battery900 block of Sutter

The suspect entered the store and tried to steal a donut. The victimgave the suspect the donut and a banana for free. The suspectreturned and punched the victim in the chest. Citation issued.

9/17 1:34pm Aggravated Assault,With Force500 block of Beach

The suspect was accidentally sprayed with water and the suspectpushed the victim to the ground. Arrest made.

An unknown suspect was in a verbal argument with the victim andpunched the victim several times in the face.

Randall is the Services Manager for the Union Square Business Improvement District (BID).

As part of Randall’s goal of ensuring the safety of the Union Square BID, he works closely

with the San Francisco Police Department, specifically the Central District which covers the

majority of the Union Square BID. With the recent expansion of the Union Square BID’s

Security Camera Project, the Union Square BID’s working relationship with the SFPD has

become extremely close, working together on a daily basis to catch and prosecute

criminals and make the area safer for the visitors and residents.

Randall’s background is in contracting and project management. He had served as abuilding engineer overseeing four properties in the Union Square area. He transitionedto an Operations Manager for the Union Square BID because he wanted to help improvethe larger community. He has taken great pride and enjoyment in making the UnionSquare BID cleaner and safer for those who live, work and visit there. Randall says, “It isinspiring and motivating to work with Captain Lazar and the entire Central Station Teamdedicated to the same goals and passionate about safety. It truly does take a communityto ensure those in and around it are safe. The Central Station Team is a model forcommunity policing and I am honored to work with them.”

Each month Central Police Station features one

of its officers in an effort to learn more about the

men and women who police our neighborhood.

This month, we interviewed Officer Sam Yuen,

a 15-year member of Central Police Station.

Officer Yuen was born in Hong Kong. He moved to New York and attended high school

there. Officer Yuen then moved to San Francisco and attended City College of San

Francisco.

Officer Yuen joined the San Francisco Police Academy in November 2001. After

graduating from the Police Academy, he was assigned to Northern Station for field

training, then he was assigned to Richmond Station for probation. After completing

probation in 2002, Officer Yuen was assigned to Central Station for his permanent station

and he has been working with Central Station since.

Officer Yuen’s favorite thing about the Central District is the district itself and the

community.

Officer Yuen has been a Foot Beat Officer for over 8 years and can be seen patrolling inChinatown.
