SELECTED DEFINITIONS AND CLARIFICATIONSAs identified in Chapter I of the Amended annex to 1978 STCW Convention, as amended
Master means the person having command of a ship;
Officer means a member of the crew, other than the master, designated as such by national law or regulations or, in the absence of such designation, by collective agreement or custom;
Deck officer means an officer qualified in accordance with the provisions of chapter II of the Convention;
Chief mate means the officer next in rank to the master and upon whom the command of the ship will fall in the event of the incapacity of the master;
Engineer officer means an officer qualified in accordance with the provisions of chapter III of the Convention;
Chief engineer officer means the senior engineer officer responsible for the mechanical propulsion and the operation and maintenance of the mechanical and electrical installation of the ship;
Second engineer officer means the engineer officer next in rank to the chief engineer officer and upon whom the responsibility for the mechanical propulsion and the operation and maintenance of the mechanical and electrical installation of the ship will fall in the event of the incapacity of the chief engineer officer;
Assistant engineer officer means a person under training to become an engineer officer and designated as such by national law or regulation;
Radio operator means a person holding an appropriate certificate issued or recognized by the Adminis-tration under the provision of the Radio Regulations;
Rating means a member of the ship’s crew other than the master or an officer;
Near coastal voyages means voyages in the vicinity of a Party as defined by that Party;
Propulsion power means the total maximum continuous rated output power in kilowatts of all the ship’s main propulsion machinery which appears on the ship’s certificate of registry or other official document;
Radio duties include, as appropriate, Watchkeeping and technical maintenance and repairs conducted in accordance with the Radio Regulations, the International Convention for the Safety of Life at Sea
and, at the discretion of each Administration, the relevant recommendations of the Organization;

46 U.S. Code of Federal Regulations definitions of Waters:
1. Great Lakes means the Great Lakes and their connecting and tributary waters including the
Calumet River as far as the Thomas J. O’Brien Lock and Controlling Works (between mile 326
and 327), the Chicago River as far as the east side of the Ashland Avenue Bridge (between mile
321 and 322), and the Saint Lawrence River as far east as the lower exit of Saint Lambert Lock.
2. Inland Waters means the navigable waters of the United States shoreward of the Boundary
Lines as described in 46 CFR part 7, excluding the Great Lakes and, for towing vessels, exclud-
ing the Western Rivers. For establishing credit for sea service, the waters of the Inside Passage
between Puget Sound and Cape Spencer, Alaska, are inland waters.
3. Near coastal means ocean waters not more than 200 miles offshore.
4. Oceans means the waters seaward of the Boundary Lines as described in 46 CFR part 7. For
the purposes of establishing sea service credit, the waters of the Inside Passage between Puget
Sound and Cape Spencer, Alaska, are not considered oceans.
5. Rivers means any river, canal, or other similar body of water designated by the Officer in
Charge, Marine Inspection.
6. Western Rivers means the Mississippi River, its tributaries, South Pass, and Southwest Pass,
to the navigational demarcation lines dividing the high seas from harbors, rivers, and other in-
land waters of the United States, and the Port Allen-Morgan City Alternate Route, and that part
of the Atchafalaya River above its junction with the Port Allen-Morgan City Alternate Route
including the Old River and the Red River, and those waters specified in 33 CFR 89.25.
46 U.S. Code of Federal Regulations definition of Horsepower:
Horsepower means, for the purpose of this part, the total maximum continuous shaft horse-
power of all the vessel’s main propulsion machinery.
