Evaluation of a Department of Foreign Trade and International Development – DFATD (CDN Gov’t) - Formative Evaluation of the Benishangul Gumuz Food Security and Economic Growth Project (BSG-FSEG) in Western Ethiopia. A $20M project. The evaluation was to determine lessons learned through DFATD’s contribution that can be applied to improve the future interventions in the Region. The evaluation was to DFATD, and the Ethiopian partners with recommendations for any adjustments future project implementation and management of a consortium of NGOs. Financial Analyst / Evaluator

Development Effectiveness Review of the International Fund for Agricultural Development (IFAD) for Division of Foreign Affairs, Trade and Development Canada (DFATD formerly CIDA). The objective was to examine the results achieved by IFAD using the OECD/DAC criteria of performance, environmental sustainability, gender equality, sustainability, relevance, and performance management. The methodology involved a systematic and structured meta-synthesis of the findings from a sample of 33 IFAD evaluations, according to six main criteria and nineteen sub-criteria that are considered essential elements of effective development. The review of the 33 evaluation reports was supplemented by a review of IFAD corporate documents related to evaluation and reporting on development effectiveness as well as interviews with a small number of DFATD and IFAD personnel responsible for managing the relationship between DFATD and IFAD. A few additional interviews were also conducted with donor partners that work closely with Canada and IFAD.

Public Sector Financial Evaluator

CIDA –Formative Evaluation of Ghana Infrastructure Development Program - Funding of this $200 M multi-donor project included the World Bank, German Aid, Dutch Aid, Irish Aid and others. Five evaluation consultants engaged on the field study of two large regional infrastructure development funded projects in Ghana. Role was public sector financial infrastructure specialist. My financial analysis required meeting with 22 region governments and local stakeholder. Track expenditures and performance results vs objectives. Ex-Post Evaluation for the Canada Caribbean Emerging Leadership Dialogue (CCELD) 2011 Project, implemented in 12 Caribbean Islands, funded by CIDA. Used the OECD-DAC 2010 criteria and crosscutting themes for the evaluation (Detailed Case Studies in Barbados, Grenada, St Lucia, Jamaica, Trinidad and Tobago and, Guyana). Under the direction of the team leader, conducted research in the evaluation of impact of the intervention of CIDA Program initiative particularly its actual impact of the Program against its original objectives and within CIDA’s Caribbean Program Results. Evaluated the sustainability (operational maintenance) and effectiveness of the CCELD methodological approach to breakdown restrictions on inter-Island employment opportunities and reduced trade barriers across sectors and lead to increased interaction thereby, enhancing inter-Island collaboration in the Caribbean Community. Held consultations with all stakeholders, Government Ministries/Departments, non-government and civil societies, private sector entrepreneurs, potential investors, business support organizations (BSOs) and donors’ in the 7 selected countries. Created a brief status profile of the impact on the direct beneficiaries in the private and public sector and the economies of the respective Islands.

Summative functional assessment of the Parliamentary Centre (PC) of Canada and its programs with CIDA in Africa, South-East Asia (Cambodia and China) and Latin America.

Team member working with the Principal Manager to conduct a core functional capacity assessment of the PC in Canada and its regional office in Ghana. The functional assessment appraised the PC’s core functions in relation to its overall expertise, staff level and, program expectations. In-depth review of specific projects and their performance and delivery objectives. The assessment included a review of the PC’s capacity to respond to the evolving Socio-economic and political environment and its effectiveness and efficiency in delivering good governance initiatives in its program countries. Used the OECD-DAC 2010 criteria and crosscutting themes. Contributed to the final report and delivered the presentation on the financial aspects of the evaluation to CIDA’s departmental staff.

Evaluator Mid-Term Evaluation of the Ethiopia Strategy Support Program (ESSP) $10.9M over 5-years implemented by the International Food Policy Research Institute (IFPRI) in collaboration with the Ethiopian Development Research Institute (EDRI) funded by a multi-donor consortium that included DfID, CIDA, USAID and Irish-Aid. Used the OECD-DAC 2010 criteria and crosscutting themes to evaluate the performance and achievement of results, effectiveness, sustainability and efficiency of resource utilization.

This mid-term evaluation was an in-depth study of five research outputs from three core project components to verify utilization of Greening Economy of Agriculture (GEA) will be achieved by applying ecosystems approach to agriculture, forestry and fisheries management in a manner that addresses the multiplicity of societal needs and desires, without jeopardizing the options for future generations to benefit from the full range of goods and services, innovativeness and attention to environmental degradation, and impact of delivery and sustainability (operational and maintenance) beyond the project’s life cycle.

As a team member under the direction of the principal manager conducted research and financial analysis of this complex project. Contributed to the final report and presented financial findings and efficiency to CIDA’s project team.

As Project Manager, led a team of 4 international consultants and 2 nationals. Conducted training needs analysis (TNA) for the securities industry. The output of the TNA designed and piloted complete suite of securities training materials for regulatory licensing in Vietnamese. Trained 40+ national instructors in Hanoi and HCM. Other components supervised updated of securities regulations dealing with capital requirements for regulated securities intermediates. This included training on a risk-adjusted capital formulation model for future consideration by the regulator. Another component of the work plan included supervising the design of a public education program for use by the regulator to encourage public participation in the capital markets.

An CIDA funded project to develop the State (Central) Bank of Vietnam as an institution with a specific focus to strengthen and modernize the banking supervision department to international standards. As part of a team of capital markets experts and results of best practices in other emerging markets were looked at, and their adaptability to the SADC region was considered. Uganda – 1994 Capital Market Development and Training. The project assisted the Capital Markets Development Committee, chaired by the Governor of the Bank of Uganda, to design the securities regulatory structure and prepare an implementation plan. This project also provided training to Ugandans on how to set up investment dealerships. USAID

Uganda – 1994 The project purpose was to modify the T-bill auction to provide a foundation for the development of a primary government securities dealership program. resulting in the creation of viable Ugandan investment dealers. This required training central bank staff in running a primary auction in government securities, establishing clearing and settlement rules, training executives of new investment dealers and designing all aspects of regulation and control. This project prepared the way for the development of a new capital market similar to one established in Ghana.

Resident technical advisor

Ghana Resident technical advisor to the Ghana Stock Exchange with responsibility for establishing the exchange, assisting in its development, and development of the securities training courses now used as the model for a number of developing countries. Trained brokerage corporate finance staff, company management, lawyers, registrars, transfer agents and others, associated with an initial public offering (IPO) on how to structure and conduct public offerings. This lead to the first successful public offering in Ghana in fifteen years with another three more IPOs in the advance stages of preparation. Established the use of rights offerings as a means of raising additional equity capital for existing public companies. The first rights issue in many years was successful, and attracted the interest of many public companies needing additional equity capital for expansion. The results of the GSE project now allow Ghanaian businesses to access public capital for expansion in amounts much larger than conventional bank financing. The work done on his project received an international award for contribution to private sector development from the Canadian Exporters Association and CIDA.
