VALUATION REPORT

VALUAT ION INSTRUCTIONS:

Email instructions have been received from Ms. Jean Sutherland of the Shire of Chittering requesting valuation advice which will be used to establish a value for the existing site currently in the ownership of S1. John Ambulance, located on Lot 8 and being Number 6152 Great Northern Highway, Bindoon and a proposed new site for S1. John to be excised from a "super lot", Lot 62 Great Northern Highway, Bindoon.

Lot 62 comprises a total area of 16.3233 hectares of which an estimated 1,934 square metres is proposed to be excised for the relocation of St. John Ambulance. The existing site, Lot 8, from which S1. John is currently operating, comprises an area of 3,786 square metres.

The residual area of Lot 62 is intended to be utilised for future residential development and a multipurpose medical centre as shown on the indicative plan supplied below. The medical centre is an estimated 75% complete as at 12 February 2015.

As advised by the local authority, the proposed new site for SI. John will be serviced with water, electricity and road access, to the lot boundary.

• Number 6152 Great Northern Highway, Bindoon (the site of the current S1. John depot).

• Portion of Lot 62, Great Northern Highway, Bindoon (proposed new site for S1. John depot). Referred to as Lot "C" in the Shire of Chittering correspondence.

As advised the proposed new site for the S1. John depot will not have frontage to Great Northern Highway.

Both properties are situated within the Local Authority boundaries of the Shire of Chittering.

3 BASIS OF VALUATION:

The valuation(s) have been prepared in accordance with the Australian Property Institute's and the International Assets Valuation Standards Committee definition of Market Value, which is:

The market value for the purpose of this valuation is deemed to represent the estimated amount for which an asset should exchange on the date of valuation between a willing buyer and a willing seller in an arm's length transaction, after proper marketing, wherein the parties had each acted knowledgeably, prudently and without compulsion.

4 DATE OF VALUATION:

The date of valuation is the date of inspection which is 12 February 2015.

Valuation of Existing Site Currently Owned by St. John's Ambulance.

Bindoon is a town located approximately 84 kilometres north east from Perth City on the Great Northern Highway within the Shire of Chittering.

Access to the City Centre from the subject property is Great Northern Highway, Morrison Road onto Great Eastern Highway and into the City. Or alternatively Great Northern Highway, West Swan Road onto Guildford Road and into the City.

The main retail/commercial businesses are situated in Binda Place and comprise a service station, grocery store, hardware and farm supplies, real estate agencies, beauty salon, bank, medical surgery and pharmacy and the locally "well known" Bindoon Bakery/Cafe. A general store-liquor store is located at the southern edge of the town.

Also at the southern end of the main street, but separated from Binda Place by an unmade verge are Shire offices/depoUlibrary, three dwellings, church and hall, and a grocery/liquor store. All of these uses are located on the western side of Great Northern Highway.

Subject Lot 8 is a corner lot which is located on the eastern side of Great Northern Highway and overlooks the tennis courts and bowlinq club facility. Lot "C" which has been earmarked as the proposed new site for St John Ambulance will be located in a newly developed community/medical precinct incorporating a medical centre (an estimated 75% complete at the date of this report) and an aged care/autumn facility currently operated by Silver Chain known as Ferguson House.

As advised under the Shire of Chittering Town Planning Scheme Number 6,

• Lot 8 is zoned "Town Site" with a residential coding of R10/30.

• Portion of Lot 62 identified for the proposed new site for St. John Ambulance is zoned "Town Site" with a residential coding of R10/30.

The objectives of land zoned "Town Site" are

,J.. To provide for a range of compatible uses within the Bindoon and Muchea town sites to provide for a range of services, residential types, community and recreation facilities in a village with rural character;

~ To prohibit land uses which may adversely affect the living and visual amenity of the location;

.l- To provide for the protection of the natural environment;

Examples of permitted uses under the zoning of "Town Site" include:­

SITE DETAILS:

• Lot 8 comprises an irregular shaped corner lot with a main frontage to Great Northern Highway of 48.28 metres, a return northern boundary/frontage to Chinkabee Road of 142.77 metres with a total area of 3,786 square metres. The land is level with all its road frontages. At the date of inspection soils appeared dry, sandy types.

• On the indicative plan supplied, the portion of Lot 62 designated for the proposed St, John Ambulance site comprises a regular shaped corner lot with a southern frontage to an unnamed subdivision road of 48.6 metres, a road truncation of 8.4 metres and a further frontage to an unnamed subdivision road of 35.8 metres. The land has an advised area of 1,914 square metres.

• As can be seen from the plan below, unlike Lot 8 which has a direct frontage to Great Northern Highway, subdivided Lot C will be located on an internal road which will not only provide access to the subject lot but also the medical centre and future development planned for the residual area of Lot 62.

9 SERVICES

As advised, Lot 8 is serviced with mains water and electricity and Chinkabee Road access.

The local authority have further advised that proposed Lot "C" will be serviced with electricity, water and will have a "made" and kerbed road access .

-10 IMPROVEMENTS

Lot 8, owned by St John Ambulance has the following improvements:

Training Building

As advised. this facility is an ex-transportable building which has been permanently secured to the site. It is of hardiplank and iron construction in a barn style or "A" gable design, circa 1991.

Internally, accommodation comprises an open training area which is carpeted, an office/store, male and female amenities each incorporating self-contained shower facilities and a fully equipped kitchen complete with floor cupboards and double stainless steel sink. Floors in these areas (ex the open training area) are vinyl tiles. A ducted evaporative system and gas fired heater provide all the cooling and heating requirements for the facility and it has a total area of 184.44 square metres.

Even though the building has been internally adapted for the specific operations and training for St John's personnel, it is considered that from a marketing point of view, the improvements can be adapted/modified for either residential, retail/commercial usage or a combination of both.

Vehicle Storage Facility

This steel frame building with internal steel truss support comprises of iron and iron construction set on a concrete slab circa 1990. Double sliding doors provide access to this facility which currently houses two St John Ambulance vehicles. Internally, there is a separate, partitioned storage section immediately adjoining the vehicle storage area. Lighting throughout is fluorescent. Egress and access to the facility from Great Northern Highway is over a concrete driveway (see photograph above).

This building has a total area of 106 square metres.

In all, both the "training" building and the vehicle storage facility are in a fair condition for their age.

Proposed Lot "C" (Portion of Lot 62).

There are no structural improvements on this proposed lot.

11 ENVIRONMENTAL AND CONTAMINATION ISSUES

The Department of Environment and Conservation maintains a contaminated sites register under the Contaminated Sites Act 2003.

A search of the contaminated sites database, which holds information only on known contaminated sites, shows that the subject property is not recorded on the register. This only confirms the property is currently not classified as "contaminated - restricted use", "contaminated - remediation required" or "remediated for restricted use".

Although there were no visible signs of contamination at the time of inspection and the current apparent land use activities are considered low risk, it should be noted that no Form 2 application or formal site assessment has been undertaken for the purposes of this valuation.

If considered necessary a suitably qualified contaminated site consultant should undertake any such survey with the valuation subsequently reviewed if appropriate.

This valuation therefore assumes that the site is not contaminated.

'12 HERITAGE AND NATIVE TITLE ISSUES

The valuation has been undertaken on the basis of an unencumbered fee simple title and no allowance for possible heritage restrictions or native title claim over the land has been considered .

13 VALUATION RATIONALE

As previously advised, the Shire of Chittering propose to develop Lot 62 as a special precinct aimed at future residential/age care development, a multipurpose medical centre (construction currently in course) as well as providing a new "home" for St. John Ambulance.

An examination of property sales activity within the Bindoon town site reveals a sluggish market, which appears to have made little recovery post Global Financial Crisis (GFC) October/November 2008. In fact investigations reveal that properties previously on the market over three years ago are either still available for sale or have been withdrawn from the market altogether.

This Office provided valuation advice to the local authority for landholdings within the Bindoon town site in mid-2011, and our recent investigations conclude that overall the market for "main street" activity, retail/commercial use has contracted further since this period. There has been some activity within this period but selling periods have been protracted and correspondingly market gains if any have been negligible

To determine appropriate levels of value for proposed site "C" and for existing Lot 8, an examination of the following sales within the Bindoon town site are discussed below.

1. Lot 49 Hibbertia Way, Bin doon.

Sold: Sold for $106,000 in October 2014 were asking $108,000, previously sold for $105,000 in February 2011 .

Land Area : 1,009 square metres.

Improvements: A vacant site.

Zoning: Rural Residential R10/30 under the Shire of Chittering Local Planning Scheme Number 6.

Comments: This is a vacant subdivided lot on the outskirts of the Bindoon town site (please refer to the town site map). Advertised as "the cheapest block in town", the current asking price shows marginal increase in value from the previous 2011 sale . Sales of similar sized allotments within this subdivision are all achieving similar levels.

Lots in this subdivision are serviced with scheme water and underground power and there are no building/time constraints regarding development.

Investigations reveal there have been no recorded sales within this estate for approximately 4-5 months now.

2. Lot '12, Number '/7 Binda Place, Btntio on,

A vacant, commercial site comprising 600 square metres. Flat and level with little site works required, this allotment is situated between the Bendigo Bank and Hairdresser building (at Number 19) and the Butcher (at Number 15).

In our previous advice (May 2011) this property was on the market for $395,000 which is equivalent to $658.33 per square metre and at that time had been on the market for over two years.

Appraisals of the site at that time were $300,000 to $320,000 reflecting a vacant land rate of $500 to $533 per square metre land value. Our comments regarding this property in 2011 were that these appraisals were optimistic "given the "soft and cautious" nature of the market place post GFC.

Recent investigations reveal that this property is still on the market at a reduced asking price of $295,000 or $491 per square metre. It is understood that there has been little if any market enquiry.

3. Number 6202 Great Northern Highway, Blntloon,

This property sold initially for $450,000 in June 2008 (pre­GFC in a stronger market).

Having an area of 1,091 square metres, improvements comprise a Commodore Homes brick and iron dwelling circa 2001 being 201 square metres in area with accommodation being four bedrooms two bathrooms. Land is zoned "Town Site" R10 and is directly opposite the commercial strip of Binda Place. Analysing the most recent sale price on an "all in" basis this reflects a rate of $2,238.81 per square metre of building area and shows $412.47 per square metre "all in" on land area.

The above sale was before the effects of the GFC were felt in Australia (September/October 2008).

Purpose built, modern residence, but a smaller land component than Lot 8. It also has a smaller land area than proposed Lot C.

Valuat ion of Existing Site Currently Owned by St. John's Ambulance.

This property had been on the market for some four years. It has been recently removed from the market however it is understood that it will again be presented to the market place at a reduced asking price of $450,000 by the new selling agent. As can be seen, the "new asking figure will be the same as the original sale price back in June 2008, virtually seven years ago and as this is an asking price a lower figure may be negotiated.

4. Lot 42, Number 6'/90 Great Northern Highway, Bindoon

This property is still on the market after four years and will be the subject of an auction on the 28 February 2015.

It is advertised as a house on a site of 1,200 square metres with the front 600 square metres having a 196 square metre building envelope able to be developed with commercial/retail improvements/display yard.

Initially asking $510,000, this property had an asking price reduced to $449,000 with little interest and subsequently reduced again to $349,000, again little interest.

The improvements comprise a modern (circa 2008) hardiplank, three bedroom two bathroom Ross Squlre home, with modern appointments including a contemporary kitchen and bathroom complete with reverse cycle air conditioning. House area is approximately 110 square metres. Land is zoned "Town Site" R10/30 and is directly opposite Binda Place. It is noted that this is an asking price only and as per sale 3 as discussed above there is a possibility of a lower purchase price being negotiated. Adopting the current asking price as consideration, on an "all in" basis this reflects a rate of $3,172.73 per square metre of building area, shows $290.83 per square metre "all in" on land area.

A modern residence where the front yard (of 196 square metres) can be developed for retail/commercial use, similarly zoned and located (eastern side of Great Northern Highway) as subject Lot 8 and proposed Lot C.

Overall, location and improvements considered better than Lot 8, but the lot size is smaller than both of the subject lots.

5. Lot '/32 Great Northern Highway, Bindoon.

This site despite having a "Great Northern Highway" address is actually a rear battle-axe allotment. It is described as being Lot 132 on Plan 26976 and comprises an area of 2,191 square metres. Zoned R10-30 it is currently on the market for $225,000 and situated directly behind the newsagenUgrocery/liquor store. Investigations reveal there has been limited market enquiry.

Valuation of Existing Site Currently Owned by St. John's Ambulance.

The lot falls moderately from its Great Northern Highway frontage to the rear. It comes entirely fenced with full height colour bond sheeting and topped with lattice panel inserts.

It is similarly zoned as both of the subject lots and has the potential to be used for residential or commercial purposes, local authority approval pending. Even though it adjoins a commercial usage, its western boundary abuts residential units and it is considered unlikely that full commercial utility could be realised due to this aspect. A further factor limiting full commerciallretail usage is the (battle axe) lot configuration since there is virtually no exposure onto Great Northern Highway save signage. Additionally as advised, there are no services connected to the property.

Considered inferior as a location to both of the subject lots, but is a sizeable "Town Site" allotment. Based on the asking price of $225,000 a rate of $102.69 per square metre is disclosed.

6. Lo ts 18 & 19, Number 20-22 Bottlebrush Place, Bindoon.

Situated opposite the "main street" of Bindoon, this property comprises two lilies. Zoned "Town Site", R10/30, Number 20 (Lot 18) accommodates a timber framed fibro and fibro dwelling circa 1970 (area of approximately 150 square metres calculated from plans available in the Office) set on a 923 square lot while adjoining Number 22 (Lot 19) is a vacant lot comprising 920 square metres. The total land component is 1,843 square metres. Both sites have been presented to the market for a combined asking price of $449,000. Investigations reveal that the property sold in July 2006 for $380,000 (pre- GFC).

Based on the above discussion of the sales within the Bindoon town site it is considered that a similar selling price (of around $380,000) would be likely.

Adopting the current asl<ing price as consideration, on an "all in" basis this reflects a rate of $2,993.33 per square metre of bulldinq area, shows $243.62 per square metre "all in" on land area.

Adopting the previous sale price as consideration, on an "all in" basis this reflects a rate of $2,533.33 per square metre of building area, shows $206.19 per square metre "all in" on land area.

The improvements, including the below ground pool are considered to have an estimated added value of $100,000. Adopting the 2006 sale price as consideration (given the current market as discussed) discloses a value of $280,000 for the land component or $151.93 per square metre nil GST.

It is noted that Bottlebrush Place is a "slip road" which does not have direct exposure onto Great Northern Highway, similar to proposed "Lot C". Consider Number 20-22 centrally better located than proposed Lot C.

7. Lot 5, Number 6198 Great Northern Hig hway, Bindoon.

From investigations, it is understood that this property was purchased by the Shire of Chittering as part of a plan to incorporate it with adjoining Lot 62 as a medical, future residential/age care precinct.

It was purchased in February 2009 for $450,000 nil GST from the original owners to be used as a day care/respite aged care centre and is known as Ferguson House. It is currently operated by Silver Chain.

The site has an area of 3,594 square metres and is currently zoned "Town Site", R10/30. The improvements at sale comprised a brick, fibro and iron house circa 1987, with three bedrooms, lounge, dining and kitchen and having an estimated area of 80 square metres. It has since been adapted by Silver Chain for their operations.

It is probable that the figure of $450,000 represents "special value" to the local authority who acquired it so it could be incorporated into this special community/aged care precinct as discussed. As per our sales discussion, it is considered unlikely that such a figure could be achieved in the current market.

Adopting the sale price as consideration, on an "all in" basis this reflects a rate of $5,625.00 per square metre of building area, shows $125.21 per square metre "all in" on land area. A larger lot than the subject sites.

8. Lot 2, Number 6'173 Great Northern Highway, Bindoon

Comprises an improved site of 2,023 square metres which sold for $520,000 in February 2008. No GST details have been provided. Adjacent to the Shire of Chittering Offices and depot, this property previously operated as a house (of asbestos and iron construction circa 1932) converted to a small professional centre. Although not situated in Binda Place the preferred and established commercial strip, it maintains its "Town Site" zoning. The improvements were subsequently demolished to make way for a restaurant which has just recently "closed its doors". The above sale therefore represents vacant land value.

This is a pre-GFC sale and the purchaser already owned property within the town site, so this sale could be seen as "special value".

Located near the commercial "strip" of Bindoon and adjoining the local authority offices, it is considered to have better profile, exposure and commercial potential than proposed Lot "C".

The above sale discloses a rate of $257.04 per square metre GST undisclosed. Again it is doubtful whether this figure could be realised in the current market place.

9. Lot 8, Number 9 Binda Place, Bintlo on.

Although a "main street" commercial property this sale illustrates the state of the current Bindoon market place. Comprising an estimated 275 square metres of iron and iron shop/warehouse, this is the current hardware and rural supply post in Bindoon. The site area is 1,208 square metres.

It sold in March 2013 for $374,000 GST inclusive and previously for $460,000 in June 2010 GST undisclosed. Although a commercial building/utility, the latest sale does demonstrate the current market for "Town Site" properties. "All in", the latest sale discloses a rate of $309.60 per square metre GST inclusive, allowing an estimated $75,000 for the added value of the improvements discloses a land value of $247.52 per square metre GST inclusive.

An examination of market activity within Bindoon town site reveals a very stagnant market place. Much of the evidence discussed above has been available for sale for some considerable period and according to the selling agents there has been very little in the way of market interest.

Proposed "Lot C"

Subdivided rural/residential lots of 1,000 to 2,700 square metres in Bindoon Vista (as described in sale (1) above in Hibbertia Place) virtually opposite the lower portion of subject Lot 62 and within the town site are endeavouring to achieve sale prices of between $100,000 to $155,000 each, but the market for these sites is slow and protracted and there have been no sales recorded for the last four months.

Within the town site there is a "town" lot (Number 17) in Binda Place which has been for sale for more than four years now, again with no interest.

Number 6202 Great Northern Highway, a smaller allotment but accommodating a modern residence sold in 2008 (pre-GFC) for $450,000. As advised it will be again be presented to the market for $450,000 and as discussed in our report there is a strong likelihood that a lower figure could be negotiated.

Lot 132 Great Northern Highway is currently available for sale for $225,000. Although similar in size, we consider this to be inferior to subject "Lot C" in other aspects. It is a battle-axe configuration affording no direct exposure onto Great Northern Highway save signage and full commercial potential may not be realised given that it abuts residential uses. The asking price discloses a rate of $102.69 per square metre.

Valuation: Portion of Lot 62 Great Northern Highway, Bindoon Landgate For the Purposes of "new" St. John's Ambulance Site &

Valuation of Existing Site Currently Owned by St. John's Ambulance.

Number 6173 Great Northern Highway above, a pre-GFC and potential "special value" sale (2008) discloses a rate of $257.04 per square metre. It has exposure onto Great Northern Highway, is slightly larger than subject "Lot C" but it is considered unlikely a similar sale price could be achieved in the current market place .

Number 20-22 Bottlebrush Place comprising of two titles with a total land component of 1,843 square metres is currently available for sale at $449,000, it previously sold for $380,000 in 2006 . The improvements, including the below ground pool are considered to have an estimated added value of $100,000 . Adopting the 2006 sale price as consideration (given the current market as discussed) discloses a value of $280,000 for the land component or $151.93 per square metre nil GST .

Based on the above, adopting a rate of $145 per square metre for proposed Lot C discloses a land value of $276,080, rounded to $275,000 GST inclusive.

Lot 8, currently owned by St John Ambulance

Lot 8 is a corner site comprising 3,786 square metres. The improvements include the "training centre", a substantial building of some 184.44 square metres and the vehicle storage building being 106.08 square metres. It is considered that the 'training centre" bUilding in its existing form can be adapted at a minimum outlay for residential or commercial usage or both.

The purchase of Ferguson House (Number 6198 Great Northern Highway) by the local authority is considered to have potential "special" value in view of the fact that it was intended to be incorporated into the proposed development of Lot 62 as discussed. It has a total site area of 3,594 square metres with improvements consisting of fibro, brick and iron circa 1987 house and sold in 2009 for $450,000 nil GST. A similar lot size to subject Lot 8, but considered unlikely that a similar figure could be attained in the current market place.

The improvements on Numbers 6190 and 6202 are modern and functional and unlike subject Lot 8 do not require any adaptation/modification for residential purposes, but the land component for each of these properties is smaller than Lot 8. Additionally both properties are available for sale at $349,000 and $450,000 respectively (as discussed).

Based on the above, consider that the value of subject Lot 8, currently owned by St John Ambulance to be $380,000 GST inclusive.

14 VALUATION

It is hoped that the above report satisfies your requirements for a market assessment for both the proposed and existing site for St John Ambulance.

Valuation for proposed Lot "C" on the basis that all services such as water, electricity and road/access are available to the lot boundary as depicted on the plan provided, is considered to be $275,000 (Two Hundred and Seventy Five Thousand Dollars Only) GST inclusive.

Valuation for Lot 8, Number 6152 Great Northern Highway, Bindoon is considered to be $380,000 (Three Hundred and Eighty Thousand Dollars Only) GST inclusive.

With the new Medical Centre Precinct due to start development, the Chittering/Gingin St John Ambulance Sub-Centre committee have been discussing plans to upgrade our existing facilities.

Prior to making a decision to carry out major works to our garage we felt that perhaps, we should build a new facility within the new Medical Centre Precinct. The building will have a new training room, office, storeroom, male and fema le toilets with shower, kitchen, and drive through garage all under the main roof. Ideally we would require a block of land 60m x 60m to allow for ambulance movements and parking, with a clear access to Great Northern Highway. The parcel of land would have to be vested in St John Ambulance .

If the council could accommodate us by way of a land swap and cash payment for existing buildings , it would be achievable for the Chittering/Gingin Sub-C entre to construct a new facility in Bindoon . Our existing Sub-Centre is located on the corner of Chinkabee Road and Great Northern Highway. The buildings are sound and well maintained. They consist of a large training room, office, kitchen, storerooms, male and female toilets with shower facilities and car parking area . A separate double lock up garage with rear storeroom is situated on the Great Northern Highway end of the block. These buildings would be useable to many user groups within the Shire, with the proposed retirement village being located at the end of Chinkabee Road, it could be beneficial to the people that reside in that area.

If this proposal is agreeable to Council and the Chittering/Gingin Sub-Ce ntre obtain permission from St John Ambulance Belmont to proceed , would it be possible to be included with stage 1 of the development, we would also need an approximate time line of this.

St John Ambulance Chittering-Gingin Sub-Centre PO Box 200 GINGIN WA 6505 26 July 2013 Mr. Gary Tuffin CEO Shire of Chittering Dear Gary, Further to our discussions regarding the proposed new St John Ambulance Sub Centre in Bindoon, within the new Medical Centre Precinct. I have included some additional information for you and council regarding the project. At this stage the approximate cost of the project could be around $500,000, The size of the block of land required is 60 metres x 60 metres The floor plan to the proposed new building will be almost identical to the draft plans supplied. Note: Where the rear verandah is shown, the building may extend into this area to become a proposed museum for storage of our Sub Centre memorabilia. Where it shows future extensions, this is to allow for accommodation wing if in the future the Sub Centre is ever manned by Paramedics 24/7. At this early stage we estimate completion of build at 2 to 3 years, dependant on Medical Centre Progress. The new Sub Centre building will be funded by Chittering Gingin Sub Centre Would it be possible to know where we could be situated in relation to new Medical Facility? Would Council consider undertaking site works and crossover for us? (level block and sand pad) when under taking site works for new Medical Centre as a donation to our Sub Centre? .

The Chittering-Gingin St John Ambulance Sub-centre committee would like to express our gratitude for the Councils support with the preparation of the valuation report for both the existing Ambulance Sub-centre land and buildings and the proposed new site, being a portion of Lot 62 Great Northern Highway, Bindoon.

The committee agree with the proposal and have begun the process required to secure the approval from St John Ambulance WA. Once this approval has been secured and St John Ambulance WA have authorised the transfer of the invested title to the new location, a formal acceptance of the proposal will be conveyed to Council.
